500 MW Ibri 2 Solar PV Project achieves a new milestone

Oman, July 02, 2020: A consortium consisting of ACWA Power - a leading developer, owner, and operator of power generation and water desalination plants - Gulf Investment Corporation (“GIC”) and Alternative Energy Projects Co. (“AEPC”) achieves a new milestone for the 500MW Ibri 2 solar PV project, which entails the shipment of the first 10 MWp of 24,700 bifacial solar panels manufactured by Jolywood. The panels will generate an output capacity of 405Wp per panel.

Mr. Rajit Nanda, Chief Investment Officer of ACWA Power and Board Member of Shams Al-Dhahirah Generating Company - the project company that owns and develops the Ibri 2 project - said “The arrival of the first shipment of the bifacial solar panels to the project site on schedule is truly a major achievement because of the enormous challenges faced due to COVID -19 related supply chain disruptions in China – the manufacturing base of our solar panel partners. Close collaboration and active co-ordination at every stage of the delivery process enabled us to keep to our original schedule. We remain fully committed to completing the project as per our timeline and contributing towards the sustainability goals of Oman and our shareholders. We are thankful for all the support received from our off-takers and the Government of Oman towards facilitating this achievement.

Eng. Yahya bin Muhammad Al-Rawahi, Chief Executive Officer of Shams Al-Dhahirah Generating Company, added: “The project uses bi-facial solar panels, and is the largest to date in Oman to use this technology. Shams Ad-Dhahirah Generating Company will continue to work diligently, and in close coordination with our parent company ACWA Power, to ensure that the rest of the panels and the project as a whole are delivered in time. This accomplishment reflects our project execution capability even in these challenging times.”



Located in Al-Dhahirah Governorate, Ibri 2 PV IPP will contain approximately 1.4 million solar panels and extend over an area of ​​13 million square meters. The 500 MW project is deemed to be Oman’s largest utility-scale solar PV Independent Power Project. At peak generation capacity, the plant output will be enough to supply an estimated 33,000 homes with electricity and will offset 340,000 tonnes of carbon dioxide emissions a year.

Siemens Energy signs Al Hamudhia 400kV Substation contract with Iraqi Ministry of Electricity

Providing reliable power supply to Ramadi, Fallujah, Saqlawyah, Khalediyah cities and surrounding areas in Al Anbar governorate


Enabling efficient transmission and a higher utilization of Al Anbar power plant’s generated power to support demand growth


Siemens Energy and the Iraqi Ministry of Electricity have signed a contract for the Al Hamudhia substation, which will provide reliable and efficient power supply to the cities of Ramadi, Fallujah, Saqlawyah, Khalediyah and surrounding areas in Al Anbar governorate, North West of Baghdad.

Located about 20 kilometers away from Ramadi city, the turnkey 400- kilovolt (kV) Al Hamudhia substation will support greater grid connectivity and allows for a higher utilization of the Al Anbar power plant’s generated power, supporting anticipated energy demand growth of 10% annually.




Ammar Mohammed Kadhim, General Director of Planning and Studies Department, Iraqi Ministry of Electricity and the Head of the Japanese loan team “IQP22” projects at the Ministry, which are being financed by the Japan International Cooperation Agency (JICA), said, “a top priority for the new government of Iraq is rebuilding the country’s power infrastructure. Upgrading and strengthening the Iraqi power grid is crucial to this ambitious plan, which will ultimately support Iraq’s economic, industrial and infrastructure development. We’re already working on comprehensive grid projects across the country in collaboration with international partners, like Siemens, to deploy the most reliable and advanced technologies.”


The new substation will connect up to 750 Megavolt Amperes (MVA) to the national grid, helping decrease bottlenecks and transmission losses. Construction of Al Hamudhia station is expected to start in July 2020, and is scheduled for completion in July 2022.


“The new substation will support in providing reliable power to the homes and industries in the governorate of Al Anbar,” said Mahmoud Hanafy, Senior Vice President, Transmission Solutions at Siemens Energy, Middle East. “Our grid technology enables more reliable, sustainable, efficient and flexible power systems. From transporting electricity from power plants to the distribution stations, all the way to the citizens, our ability to optimize flexibility and efficiency will contribute to boosting the transmission infrastructure of Iraq.”


Part of the JICA’s projects in Iraq, the 400-kV Al Hamudhia’s scope of work includes the design, construction, equipment supply, erection, testing and commissioning and training of personnel. The project will be completed by Siemens Energy’s engineers in collaboration with specialized local Iraqi subcontractors.


The company is currently building 13, 132/33-kilovolt substations as part of the Siemens Roadmap for the Electrification of Iraq. These projects aim to strengthen the country’s electricity transmission and distribution network – with a particular focus on the governorate of Basra as well as the other governorates that are located in the middle and south of the country. Siemens is also supplying 35 power transformers to support the Iraqi power grid.




In April 2019, Siemens and the Government of Iraq signed an agreement to

implement Phase 1 of the Roadmap, which is designed to meet the country’s

reconstruction and power sector goals, and includes the addition of new and highly-



efficient power generation capacity, rehabilitation and upgrade of existing power plants and the expansion of transmission and distribution networks. Following Siemens Roadmap for the Electrification of Iraq agreement, 791 MW of electricity has already been added to the country’s grid.

المحطة الجديدة ستساهم في نقل إمدادات طاقة موثوقة ومستقرة لمدن الرمادي والفلوجة والصقلاوية والخالدية والمناطق المحيطة بهم في محافظة الأنبار وشبكة الضغط الفائق للمنظومة الكهربائية العراقية

المحطة ستُتيح نقل الطاقة التي سوف تنتجها محطة الأنبار الغازية لتوليد الطاقة بكفاءة وفاعلية، من أجل تلبية الطلب المتنامي على الطاقة

أعلنت شركة سيمنس للطاقة عن توقيعّها لعقداً مع وزارة الكهرباء العراقية لإنشاء محطة الحامضية التحويلية، والتي ستُتيح امدادات طاقة تتسم بالوثوقية والاستقرار لمدن الرمادي والفلوجة والصقلاوية والخالدية والمناطق المحيطة بهم في محافظة الأنبار العراقية الواقعة شمال غربي العاصمة بغداد. 

هذا وتقع محطة الحامضية التحويلية، التي سيتم انشائها بقدرة 400 كيلو فولط، على مسافة 20 كيلومترا من مدينة الرمادي، وسيتم تنفيذها وفقاً لنظام تسليم المفتاح، حيث من المنتظر أن توفر المحطة مستوىات أعلى من الربط الكهربائي مع الشبكة فضلاً عن المساهمة في نقل الطاقة الكهربائية التي ستُنتجها محطة الأنبار الغازية لتوليد الطاقة بكفاءة أعلى بما يُساهم في تلبية التنامي في معدلات الطلب على الطاقة والذي من المتوقع أن تصل نسبته إلى 10% سنوياً. 

وتعليقاً على إقامة المحطة الجديدة، صرح السيد عمار محمد كاظم، مدير عام دائرة التخطيط والدراسات ورئيس فريق القرض الياباني IQP22 في وزارة الكهرباء العراقية والتي يتم تمويلها من قبل الوكالة اليابانية للتعاون الدولي (جايكا) بالعراق، قائلاً: "إنّ إعادة هيكلة وتعزيز البنية التحتية لقطاع الطاقة في البلاد يمثل أولوية قصوى للحكومة العراقية الجديدة. في الوقت نفسه، يُعد تحديث وتطوير شبكات نقل وتوزيع الكهرباء في العراق أمراً ملحاً في إطار هذه الخطة الطموحة، بما يدعم التنمية الاقتصادية والتوسع في الأنشطة الصناعية ومشروعات البنية التحتية في البلاد. وفي هذا الإطار، فإننا نعمل حالياً على إقامة عدة مشروعات متكاملة لتطوير شبكات النقل والتوزيع في جميع أنحاء العراق، بالتعاون مع عدد من شركائنا الدوليين، ومنهم سيمنس، اعتماداً على أحدث الحلول والتطبيقات التكنولوجية المستخدمة في تطوير هذا القطاع الحيوي." 

`يُشار في هذا السياق إلى أن المحطة الجديدة ستوفر امكانية تصريف احمال تصل لحدود 750MVA للمنظومة الكهربائية العراقية وذلك سيسهم بشكل فاعل على تقليل الاختناقات في شبكة نقل الطاقة وتقليل عمليات هدر في الطاقة تتم أثناء نقل التيار الكهربائي. هذا ومن المتوقع البدء في الأعمال الانشائية لمحطة الحامضية التحويلية في يوليو 2020 على أن يتم الانتهاء منها في يوليو 2022. 

ويضيف السيد محمود حنفي، نائب الرئيس التنفيذي الأول لحلول نقل الطاقة في سيمنس للطاقة بمنطقة الشرق الأوسط: "إنّ محطة الحامضية ستوفر امدادات طاقة تتسم بالاعتمادية للمنازل والقطاعات الصناعية المختلفة في محافظة الأنبار، حيث تتيح تقنيّات الشركة في مجال شبكات النقل الى بناء أنظمة تتسم بالوثوقية والاستدامة والكفاءة والمرونة. بدايةً من نقل الطاقة من محطات الإنتاج وحتى ضمان توصيل هذه الطاقة الى محطات التوزيع ومن ثم الى المواطنين، فإن قدراتنا على رفع مستوى المرونة والكفاءة التشغيلية تساهم في تطوير البنية التحتية لشبكة نقل الطاقة في العراق.".

إلى ذلك يتضّمن نطاق أعمال سيمنس في هذه المحطة التحويلية "الحامضية 400kV" القيام بالتصاميم وتسليم الموقع والإنشاءات والاختبارات والتشغيل التجريبي للمحطة فضلاً عن تدريب فريق المحطة. المشروع الذي يُعد جزءا من المشروع التي تُنفذها وكالة جايكا (JICA) بالعراق ستقوم شركة سيمنس للطاقة باستكماله بالتعاون مع عدداً من المقاولين العراقيين المتخصصين. 

وفي إطار خارطة الطريق التي وضعتها سيمنس لتطوير قطاع الطاقة الكهربائية في العراق، تقوم الشركة حالياً بإقامة 13 محطة فرعية جهد 132/33-كيلو فولط في محافظة البصرة بصورة خاصة وبعض محافظات الوسط والجنوب بصورة عامة. وتوريد 35 محوّل طاقة لدعم شبكة نقل الطاقة العراقية.

كانت الشركة قد وقّعت في ابريل 2019 مع الحكومة العراقية وقعت اتفاقية لتنفيذ المرحلة الأولى من خارطة طريق سيمنز، والتي تم وضعها لتحقيق أهداف إعادة اعمار العراق وخاصة لقطاع الطاقة الكهربائية في العراق، حيث تضّمنت الاتفاقية إضافة قدرات جديدة لتوليد الطاقة تتسم بالكفاءة الفائقة، وإعادة تأهيل وتحديث محطات توليد الطاقة الحالية، بالإضافة لتوسيع وتقوية شبكة نقل وتوزيع الطاقة في البلاد حيث تم بالفعل إضافة 791 ميغاوات لتعزيز شبكة الكهرباء الوطنية منذ هذا التاريخ.

PREPARING FOR A NEW POST-PANDEMIC ECONOMIC ERA IN MENA

• Expectations for the pace of economic recovery must be realistic, but many GCC countries can be optimistic for 2021.

The aftermath of the economic and market turbulence due to Covid-19 has redefined the landscape for GCC member states. A relatively bleak growth outlook requires a shift in expectations – with a recovery unlikely until 2021.

However, some GCC countries such as the UAE, Kuwait and Saudi Arabia are well placed to ensure this recovery becomes a reality as their strong Sovereign Wealth Funds (SWFs) will pay a vital role in helping the economies get back on their feet.

As with other regions globally, the growth outlook for the Middle East has suffered from the economic shutdown at the mercy of the pandemic. This has triggered volatile and declining asset prices, collapsed oil prices, shattered investor sentiment, negligible consumer spending and sweeping monetary and fiscal responses.

Amid such knock-on effects, the Institute of International Finance (IIF) has described the current situation as the biggest economic challenge for the GCC states in their history[1]. This is reflected by a range of economic forecasts.

By April, the International Monetary Fund (IMF) had reversed its early 2020 overall GDP projection of the region growing by 2.5% for 2020, to a contraction of 2.8% for the year[2]. The IIF, meanwhile, expects a decline of 4.4% in 2020[3], with a fall of 5.3% in oil GDP, based on the OPEC+ agreement to cut production, and an average contraction of 3.8% in non-oil GDP industries.

The dampening effect of Covid-19 and the outlook for oil has led Fitch Ratings to project that most GCC sovereigns will post fiscal deficits of between 15% and 25% of GDP in 2020[4].

On top of this, a squeeze on finances generally is being felt via spending cuts in relation to infrastructure and other capital investment projects. The dent to investor confidence also poses a threat to other cornerstones of the region’s economy – including consumer spending, real estate and tourism. Along with further key non-oil sectors such as trade, hospitality and logistics, the GCC must play a wait-and-see game.

To put the situation into perspective, 1.4 million Chinese tourists visited GCC states in 2018 – a figure that had been projected to grow to 2.2 million by 2023[5]. And 9 million people typically visit Saudi Arabia for religious pilgrimage[6], accounting for a significant portion of travel receipts. In both countries, travel bans will have far-reaching implications.

Yet all GCC countries have responded with economic stimulus – ranging from public spending cuts, reduced salaries for government employees, loan repayment holidays to businesses, increased health spending and salary support to the private sector. Such packages have so far amounted to more than 10% of GDP in Kuwait and the UAE, and over 7% in Saudi Arabia[7].

Setting sights on 2021

Market participants are already eyeing next year for economic recovery. This is fuelled by expectations of easing in cuts in oil production to some extent and a resumption in demand from consumers that will drive activity in non-oil sectors.

The UAE, Saudi Arabia and Kuwait are particularly well-positioned to fulfil such optimism as they can manage relatively large deficits due to their levels of public foreign assets.

Across the GCC, gross public foreign assets are at around $2.6 trillion, with sovereign wealth funds (SWFs) managing roughly 70% of them, diversified across public equities and fixed income.

A recent report by the Sovereign Wealth Fund Institute (SWFI) of the top 10 largest wealth funds placed the Abu Dhabi Investment Authority in third ($579.6 billion in assets), the Kuwait Investment Authority Fund was fourth ($533.6 billion) and Saudi Arabia’s Public Investment Fund ranked ninth ($360.0 billion)[8]. And according to Fitch Ratings, the ratio of sovereign net foreign assets to GDP as of 2019 reached roughly 470% in Kuwait, 230% in Abu Dhabi, and 70% in Saudi Arabia[9].

IIF research also highlights the GCC’s sound banking systems, supported by their strong capitalisation, adequate liquidity and relatively low levels of non-performing loans.  

Awaiting the next step

Ultimately, the pace and extent of the economic rebound in GCC member states will depend on how proactive governments are going forward, in relation to programmes and incentives to support the broader economies and, especially, consumption.

This reinforces the potential for SWFs in the region to provide additional support to their own economies, to bolster existing efforts to help local banks and private sectors fight the impacts of Covid-19.

وتعليقاُ على ذلك، يقول السيد/ نبيل عماشة، رئيس القطاع التجاري والعمليات في سوديك: "نحن سعداء للغاية بالنجاح الذي حققه إطلاق الفيلات الجديدة في مشروعVYE . ففي ظل ما تشهده مصر والعالم، لا يوجد ما هو أهم من سرعة التكيف لاحتياجات العملاء المتغيرة، بل وتخطي توقعاتهم."

يُعتبر مشروع VYE أولى الأحياء ضمن مشروع أكبر يضم ثلاثة أحياء بمساحة إجمالية 500 فدان توفر حلولاً متنوعة تناسب مختلف أنماط الحياة. ومن المقرر أن تتصل الأحياء الثلاثة مع بعضها البعض داخل المشروع الأكبر لتمنح القاطنين حرية التنقل والوصول إلى جميع مرافق المشروعات. من ناحية أخرى، ترتبط كافة مكونات المشروع معاً من خلال محاور خضراء للمشاة، وقد صمم المشروع الأكبر حول مراكز مجتمعية بما يشجع نمط الحياة النشط في الأماكن المفتوحة. هذا وستشكل الأحياء الثلاثة معاً مشروعاً متعدد الاستخدامات هو الأول من نوعه بحيث يصبح وسط المدينة النابض بالحياة في زايد الجديدة.

تُعد زايد الجديدة امتداداً طبيعياً وحضرياً لحي الشيخ زايد الراقي، حيث تتميز المنطقة الجديدة بسرعة وسهولة الوصول لأحياء منطقة شرق القاهرة والساحل الشمالي من خلال شبكة الطرق الجديدة التي تم انشاؤها في المناطق المحيطة. ومن المتوقع أن تستفيد هذه المنطقة من قربها من مطار سفنكس الجديد والمتحف المصري الكبير الذي سيؤدي افتتاحه لازدهار المنطقة بأكملها بصورة غير مسبوقة.
