Share of renewable energy in Mideast to more than triple by 2035 - report

• Power generation capacity from renewables expected to increase to 100 gigawatts from 16.7 GW,  requiring energy storage solutions
• Natural gas to remain region’s primary fuel source by 2035
• Digitalization and cloud tech to drive energy and cost efficiency, but firms must prepare for greater exposure to cyber security risks
• Region expected to need total of 483 GW of power generation capacity by 2035

The region is expected to require a total of 483 gigawatts (GW) of power generation capacity by 2035, an addition of 277 GW from 2016, according to a new energy outlook report by Siemens. Within this, the share of renewables in the power mix is expected to more than triple from 5.6 percent (16.7 GW) in 2016 to 20.6 percent (100 GW) in 2035. This increase highlights the need for reliable and efficient energy storage solutions, as well as mixed power generation sources to overcome the intermittent nature of renewables and achieve grid stability.  

Based on the Siemens’ ‘Middle East Power: Outlook 2035’ report, despite the growing share of renewables natural gas is expected remain the No. 1 source for power generation in the region, representing 60 percent of installed capacity through 2035. With economic diversification and population growth accelerating, the growth in power demand in the region - approximately 3.3 percent per year – will be realized predominantly through increasingly efficient natural gas-fired power plants. Capacity additions will primarily be highly efficient Combined Cycle Power Plants (CCPPs), which are expected to dominate the power plant landscape by 2030. The report also assessed upcoming challenges to the diversification of energy sources as well as enablers such as digitalization and decentralized energy systems.

“A reliable, efficient, flexible and affordable power supply is the backbone of economic and social development in the Middle East. While the energy mix will see significant diversification over the next 20 years, natural gas will remain the prime energy source for power generation in 2035,” said Dietmar Siersdorfer, CEO, Siemens Middle East and UAE. “We expect the majority of new power generation capacity to be via highly efficient combined-cycle power plants, but renewables will also gain a substantially increased share of the energy mix.”

There is also greater potential if CCPPs are considered in place of planned steam power plants. Aside from new capacity additions, an additional 45 GW could also be realized through efficiencies brought about by upgrading facilities older than 30 years.

Solar power is expected to account for additions of around 61GW by 2035, and the report highlights significant potential for wind power generation in Saudi Arabia and Egypt, but notes that this potential is not entirely reflected in the moderate capacity additions expected. Furthermore, cost-competitive storage solutions continue to remain an obstacle for widespread adoption of renewable energy technologies. Aside from PV panels, Siemens is a one-stop supplier of all key components of solar power plants.  

Masdar, a partner to Siemens and a pioneer in the clean energy space in the region, contributed to the report. “The convergence of technologies is promising a paradigm shift in the way in which we produce and consume energy, and there is no question that the Middle East will be at the heart of the transformation taking place,” said Mohamed Jameel Al Ramahi, Chief Executive Officer of Masdar. “This thought-provoking report will broaden the understanding of any audience confronting the changing dynamics of the Middle East’s power sector.”

A key enabler identified by the report is digitalization. A gas turbine can produce 30 gigabytes of data per day, and the report points out that using digitalization tools to harness this data and use it intelligently will be an important factor in increasing the efficiency and flexibility of energy supply, while decreasing production costs.

“Digitalization is an essential part of the future energy landscape, and turning big data into smart data will enable us to be more reliable, energy efficient and cost effective,” said Siersdorfer. “However, we must remember that with greater interconnectivity, use of data analytics and cloud technologies comes greater exposure to cyber security threats so organizations need to be well prepared.”

The Energy Outlook 2018 report also highlights a growing mix between centralized and distributed power systems, with evolving demands reshaping the energy landscape to include smaller, decentralized power plants which service a specific function to the grid.

من المتوقع أن تحتاج منطقة الشرق الأوسط  لإجمالي  483 جيجاوات من قدرات توليد الطاقة بحلول عام 2035، وهو ما يعني إضافة 277 جيجاوات من قدرات التوليد الجديدة مقارنة بأرقام 2016. جاء ذلك في تقرير أعدته سيمنس حول الرؤية المستقبلية لقطاع الطاقة حتى عام 2035. هذا ويتوقع التقرير تضاعف حصة مصادر الطاقة المتجددة ضمن مزيج الطاقة المستقبلي بمعدل يصل إلى 3 مرات، حيث يرتفع من 5.6% (16.7 جيجاوات في 2016) إلى 20.6% (100 جيجاوات في 2035). إنّ هذه الزيادة الكبيرة تعكس ضرورة الاعتماد على حلول فعالة لتخزين الطاقة ومصادر متنوعة لتوليد الطاقة، للتغلب على الطبيعة غير المستقرة لمصادر الطاقة المتجددة، بما يتيح لنا الوصول لشبكة كهرباء مستقرة وفعالة.      

ويشير تقرير "الطاقة في الشرق الأوسط: رؤية مستقبلية لعام 2035" إلى أنه على الرغم من تنامي حصة الطاقة المتجددة ضمن مزيج الطاقة المستقبلي، إلا أن الغاز الطبيعي سيظل الوقود الرئيسي لقدرات توليد الطاقة بمنطقة الشرق الأوسط، حيث تمثل محطات توليد الطاقة بالغاز الطبيعي 60% من قدرات توليد الطاقة بالمنطقة حتى عام 2035. ولكن مع تسارع وتيرة التنوع الاقتصادي والنمو السكاني في دول المنطقة، سيزداد الطلب على الطاقة بحوالي 3.3% كل عام، وهو ما يعني ضرورة رفع كفاءة المحطات الغازية لتوليد الطاقة كعنصر رئيسي لتلبية الطلب المتزايد على الطاقة. وستتمثل الإضافات الجديدة لقدرات توليد الطاقة في إقامة محطات توليد الطاقة الغازية التي تعمل بنظام الدورة المركبة (CCPPs)، وهي نوعية المحطات التي من المتوقع أن تسيطر على خارطة توليد الطاقة حتى عام 2030. قام التقرير أيضاً بتقييم التحديات المستقبلية التي ستواجه تنويع مصادر توليد الطاقة المختلفة، وكذلك ناقش التقرير العوامل المحفزة لتوليد الطاقة مثل حلول التحول الرقمي ونظم توليد الطاقة اللامركزية.         

وتعليقاً على هذا التقرير الهام، يقول السيد/ديتمار زيرسدورفر-الرئيس التنفيذي للشرق الأوسط والإمارات العربية المتحدة بشركة سيمنس: "إنّ امدادات الطاقة التي تتسم بالاعتمادية والكفاءة والأسعار الاقتصادية تمثل عصب التنمية الاقتصادية والاجتماعية في منطقة الشرق الأوسط. وعلى الرغم من أنّ مزيج الطاقة سيشهد تنوعاً وتغيراً ملحوظاً خلال العشرين عاماً القادمة، إلا أن الغاز الطبيعي سيظل الوقود الرئيسي لتوليد الطاقة حتى عام 2035. من ناحية أخرى، تتوقع سيمنس أن تعتمد غالبية قدرات وامكانيات توليد الطاقة في المستقبل على محطات توليد الطاقة التي تعمل بنظام الدورة المركبة التي تتسم بكفاءتها الفائقة، إلا أنّ الطاقة المتجددة ستتمتع بحصة أكبر ضمن مزيج الطاقة خلال العقود القادمة"       

من ناحية أخرى، تتزايد الامكانيات الكبيرة التي تتيحها محطات توليد الطاقة الغازية التي تعمل بنظام الدورة المركبة، وذلك عند الاعتماد عليها بدلاً من المحطات البخارية المخطط اقامتها في المستقبل. وبالإضافة لقدرات التوليد الإضافية، فإنّ دول المنطقة يمكنها إضافة 45 جيجاوات عن طريق تطبيق حلول رفع الكفاءة التي يمكن استخدامها في تحديث وتطوير محطات التوليد التي تخطى عمرها الـ30 عاماً.    

في سياق متصل، من المتوقع أن تضيف الطاقة الشمسية قدرات إضافية تصل إلى 61 جيجاوات بحلول عام 2035، ويشير التقرير أيضاً للإمكانيات الكبيرة التي تتيحها طاقة الرياح خاصة في المملكة العربية السعودية ومصر، إلا أن هذه الامكانيات لن تمثل إضافات كبيرة متوقعة خلال تلك الفترة. بالإضافة لذلك، تمثل حلول تخزين الطاقة بتكاليف تنافسية احدى المعوقات التي تواجه امكانية التوسع في استخدام تكنولوجيا الطاقة المتجددة. وإلى جانب لوحات الخلايا الشمسية، تُعد سيمنس مورداً عالمياً لكل المكونات الرئيسية لمحطات الطاقة الشمسية.       

هذا وقد ساهمت شركة أبوظبي لطاقة المستقبل "مصدر"، والتي تعد احدى الشركات الرائدة في مجال الطاقة النظيفة وأحد الشركاء الرئيسين لسيمنس، في اعداد هذا التقرير وتعليقاً على ما خلص إليه التقرير، قال محمد جميل الرمحي، الرئيس التنفيذي لشركة "مصدر": "إنّ التطورات التكنولوجية المتسارعة في القطاع تشير إلى حدوث تحولات جذرية في طرق إنتاج واستهلاك الطاقة مستقبلاً. ومما لا شك فيه أنّ منطقة الشرق الأوسط ستتأثر بشكل كبير بهذه التطورات. وسيعزز هذا التقرير الهام من فهمنا لآليات التحول التي يشهدها قطاع الطاقة في منطقة الشرق الأوسط".

 

وطبقاً لهذا التقرير المتكامل، يُعد التحول الرقمي من أهم العوامل التي تساهم  في تحقيق أهداف الطاقة المستقبلية. إنّ التوربين الغازي الواحد ينتج يومياً 30 جيجابايت من البيانات في اليوم، ويشير التقرير إلى أنّ الاعتماد على الأدوات والحلول الرقمية لاستخدام هذه البيانات والاستفادة منها بصورة ذكية، سيكون من أهم العوامل المؤدية لزيادة كفاءة ومرونة امدادات الطاقة، مع تقليل تكاليف توليد الطاقة في الوقت نفسه.     

يضيف زيرسدورفر: "تمثل الحلول الرقمية جزءا رئيسياً من منظومة الطاقة في المستقبل، ولهذا فإنّ تحويل البيانات الكبيرة إلى بيانات ذكية سيتيح مصادر طاقة تتسم بمستوى أعلى من الاعتمادية والفعالية والكفاءة المالية. ولكن يجب أن نأخذ في اعتبارنا أنه مع زيادة مستوى الترابط والاتصال بين الآلات والأجهزة والمعدات، فإنّ استخدام  أدوات تحليل البيانات وتكنولوجيا  الحوسبة السحابية سيكون مصحوباً بالعديد من تهديدات الأمن الإلكتروني، وبالتالي يجب على الشركات والمؤسسات أن تكون متأهبة لذلك من الآن"       

أشار التقرير أيضاً لوجود اتجاه مستقبلي للمزج بين نظم توليد الطاقة المركزية والموزعة، خاصة مع ارتفاع  الطلب على الطاقة في المستقبل، وهو ما يعمل على اعادة تشكيل منظومة الطاقة لتتضمن محطات لامركزية صغيرة لتوليد الطاقة تعمل على خدمة وظائف واستخدامات محددة داخل الشبكة.

   

Cisco Appoints Hani Raad as General Manager for the Middle East’s West Region

Beirut – 15 January 2018: Cisco today announced the appointment of Hani Raad as General Manager for its West Region in the Middle East. In his new role, Hani Raad will focus on leading Cisco’s digital transformation initiatives in Kuwait, Bahrain, Qatar, the Levant and Iraq, and will work closely with its partner ecosystem to support government and private sector customers on their digitization journeys, while helping them drive desired business outcomes.

According to McKinsey Global Institute’s Industry Digitization Index, several countries in the Middle East are making significant strides in the digitization surge. Economies in Qatar and Bahrain, for example, are adopting progressive digitization policies supported by widespread Internet and smartphone penetration and increased usage of social media.

وبحسب مؤشر التحول الرقمي في القطاعات، والصادر عن معهد ماكنزي العالمي، تحقق العديد من دول الشرق الأوسط إنجازات بارزة في مجال الرقمنة، حيث تتبنى اقتصاديات البحرين وقطر، على سبيل المثال، سياسات تقدمية للرقمنة يدعمها انتشار الإنترنت واستخدام الهواتف الذكية وارتفاع مستوى استخدام وسائل التواصل الاجتماعي.

تجدر الإشارة إلى أن دول المنطقة الغربية حققت خطوات كبيرة بالفعل في دعم النمو الاقتصادي عبر تحفيز الابتكار ودعم تبادل المعرفة. فمن خلال برنامج قطر الذكية، تعمل الدولة على تنفيذ استراتيجية للتجمعات الرقمية بهدف إقامة التحالفات مع المراكز الرقمية العالمية ورعاية الشراكات الناشئة حول العالم. أما البحرين فتواصل صدارة المنطقة في التصنيفات العالمية لتطور الحكومات الإلكترونية (استبيان الأمم المتحدة للحكومات الإلكترونية) واستخدام الاتصالات وتقنية المعلومات، كما أنها مصنفة بين أعلى 30 دولة في العالم من حيث مؤشر الجاهزية الشبكية (المنتدى الاقتصادي العالمي). وفي الوقت ذاته حققت الكويت تحسناً كبيراً في تصنيفها ضمن مؤشر الجاهزية الشبكية الصادر عن المنتدى الاقتصادي العالمي، بفضل إنجازات هائلة لتحسين أثر واستخدام الاتصالات وتقنية المعلومات، مدعومة بشكل رئيسي بارتفاع مستويات استخدامها على مستوى الأفراد والشركات تماشياً مع الخطة الجديدة لرؤية الكويت 2035 للتحول إلى مجتمع واقتصاد رقمي.

كما تشير تقديرات "غارتنر" إلى أن حكومات الشرق الأوسط ستنفق 11.6 مليار دولار على منتجات وخدمات تقنية المعلومات في العام 2017. وبالأخص، يبشر ازدياد تبني وتوسع المدن الذكية والخدمات الإلكترونية والذكاء الصناعي ووسائل الأتمتة بدعم جهودها وتطلعاتها نحو تقليل التكاليف وتعزيز التنافسية – بخاصة في القطاعات الإقليمية الأساسية مثل الطاقة والإنشاءات التي يمكن أتمتة حوالي %40 من المهام فيها حسب التقديرات.

DP World Sokhna Welcomes Largest PIL Vessel on Asia-Red Sea Route

Cairo, Egypt: 14th January 2018

DP World Sohkna, recently welcomed the “M/v Kota Pekarang”, one of the largest vessels owned by Pacific International Lines (PIL), the operator of Red Sea Service (RSS) from Xingang, China. The ship is one of three 12,000 TEU container vessels PIL has added to its weekly service to DP World Sokhna Port, which includes seven vessels in total.

Ajay Singh, CEO of DP World-Sokhna, said: "We are proud to receive the largest PIL vessel to arrive here which confirms our ability to handle ships of all shapes and sizes. This landmark event also confirms to development of the port and increasing trade in the local economy, which bodes well for future trade in the country and the shipping routes we serve. We look forward to receiving others in future in support of global trade, especially on the maritime routes that DP World serves."

At a welcome ceremony to celebrate the arrival of the PIL vessel and its crew, Captain Ashraf Elmoghanny, General Manager of Sokhna Port, and Amr Hamed, DP World Sokhna’s Container Terminal Commercial Manager, presented a commemorative plaque to PIL Egypt’s delegation. The delegation consisted of Amr Yakan, Deputy Managing Director, Johan Schror, General Manager, Ahmed Moustafa, Country Manager of Operation Division, Ibrahim Abu El Soud, Sokhna Branch Manager and Hatem Elkady, Marine Operation Manager.

استقبلت موانئ دبي العالمية-السخنة، التابعة لموانئ دبي العالمية، المحفز الرائد للتجارة العالمية، مؤخراً أكبر سفينة حاويات على الإطلاق تصل للميناء في أولى رحلاتها المنتظمة والتي من المتوقع أن تقوم بها خلال الفترة القادمة. تبلغ الحمولة القصوى لسفينة الحاويات التي تمتلكها شركة باسيفيك إنترناشيونال لاينز (PIL) 12,000 حاوية نمطية، وتمثل واحدة من ثلاث سفن حاويات بنفس الحجم تضيفها PILإلى خدماتها الأسبوعية لموانئ دبي العالمية-السخنة والتي تتضمن إجمالي سبعة سفن. جدير بالذكر أن شركة PIL هي المشغل لخدمات تشغيل المحطات الفرعية من الشرق الأقصى لموانئ البحر الأحمر.

ROLLS-ROYCE MOTOR CARS 2017:THE YEAR OF BESPOKE

Monday15January 2018, Goodwood: The Rolls-Royce Motor Cars Bespoke department is an extraordinary collective of designers, engineers and craftspeople, who bring the marque’s discerning and influential patrons’ most ambitious and personal visions to reality.Today, almost every motor car that leaves the Home of Rolls-Royce in Goodwood, England, is Bespoke. 2017 was the year that Rolls-Royce elevated Bespoke to unprecedented new levels, resulting in one of the most significant years for Bespoke in the 114-year history of the brand. What follows is a snapshot of some of the finest examples of Bespoke design and craftsmanship to be completed by the luxury house over the past 12 months.

‘Sweptail’

Rolls-Royce ‘Sweptail’, the realisation of one customer’s coachbuilt dream. Premiered in 2017, ‘Sweptail’ is a compelling representation of true luxury, taking Bespoke coachbuild personalisation to new heights. The result of a collaboration between patron and artisan, ‘Sweptail’s’ bold design embraces the marque’s heritage as the world’s leading coachbuilder whilst reaffirming its pinnacle position in Bespoke personalisation.

This automotive equivalent of Haute Couture draws on the lineage of 1920s and 1930s Rolls-Royce motor cars. The client’s vision was for a coachbuilt two seater coupé featuring a large panoramic glass roof. The result is a contemporary masterpiece.

The grille, milled from solid aluminium, presents a distinct formality. The side profile of ‘Sweptail’ defines its stately character, whilst the rear taper of the motor car pays homage to the world of racing yachts, shaping a completely new perception of a dramatic Rolls-Royce coupé. The elegant and characterising rear culminates in the registration number 08, milled from ingots of aluminium and hand polished to a mirror finish.

‘Sweptail’ is a personal, Bespoke, motor car like no other.

New Phantom and ‘The Gallery’ – An Art Gallery on Wheels

New Rolls-Royce Phantom was unveiled to global critical acclaim in 2017. At the heart of the motor car’s design aesthetic is ‘The Gallery’, a contemporary and luxury reinterpretation of a motor car’s dashboard and instrument panel.

An application of glass runs uninterrupted across the fascia providing an unprecedented opportunity to present artwork, within your motor car. ‘The Gallery’ is an innovation that furthers Rolls-Royce’s unparalleled Bespoke vision and mastery of materials and craft.

Dawn and Wraith at Porto Cervo

Two unique motor cars were created in honour of the 2017 Rolls-Royce Summer Studio, Porto Cervo, Sardinia. A Bespoke Dawn Drophead Coupé and a Wraith Black Badge were commissioned to encapsulate the essence of this beguiling island.

Dawn adopted a nautical theme, evoking emotions of a languid Mediterranean sojourn. The Porto Cervo motif, encrusted with genuine Sapphires and Mother of Pearl, is embedded into the front facia of the motor car. The navy blue and arctic white hues complement an expanse of teak, including the decking and floor.

The Porto Cervo Wraith playfully emulates Sardinia’s night time ambience. A two-tone Diamond Black exterior is contrasted with gloss and matt paint applications, while black woven leather door panniers infer Wraith Black Badge’s dark and complex character, under the night sky.

‘Spirit of Calligraphy’ Ghost

A special one-off commission unveiled in Dubai in 2017, the Bespoke ‘Spirit of Calligraphy’ Ghost draws its design inspiration from the ancient art of Arabic calligraphy. Words are harmoniously moulded into shapes, creating a unique effect where texts and images become one. Sir Henry Royce’s resonant words “Take the best that exists and make it better. When it does not exist, design it”, in their Arabic form are shaped into Rolls-Royce’s flying mascot, the Spirit of Ecstasy. The calligraphy motif, created by renowned artist Khaled Al Saai, features as a silver inlay on the centre panel and as embroidery on the rear centre seat, amidst an eye-catching array of Turchese, Black and Arctic White leathers.

‘Elegance’

Commissioned for an individual collector, the Ghost ‘Elegance’ raised the bar of Bespoke by becoming the first Rolls-Royce to be finished in a paint infused with diamonds. The flanks of the motor car are highlighted with Mugello Red and Black twin coachlines, reflected inside with black leather seats and accents in Mugello Red, carried through stitching on the doors and piping on the seats. The detailed fascia of smooth open-pore Tudor Oak veneer is also complemented with a Mugello Red single stitch along the top of the dashboard, and finished with a Bespoke clock.

‘Dawn in Fuxia’

In 2017, US collector Michael Fux was presented with his tenth Bespoke model from Rolls-Royce Motor Cars. Following a visit to Pebble Beach in 2016, where he collected a cluster of eye-catching fuchsia petals, he challenged the Bespoke team at Goodwood with a commission to bring a striking new colour to Dawn. Subsequently unveiled during The Quail automotive gathering in California, the vibrant ‘Dawn in Fuxia’ represents the addition of another unique hue to the Rolls-Royce Colour Collection, and is reserved exclusively for Mr. Fux to use. His most recent commission is his second Dawn, having collected the first – in one-off ‘Fux Blue’ – in 2016. Reminiscent of that car, the interior of ‘Dawn in Fuxia’ is trimmed in stunning Arctic White leather.

‘Dawn B50’ for Hotel Byblos

In celebration of the 50th anniversary of the Hotel Byblos in Saint-Tropez in 2017, Rolls-Royce Motor Cars revealed the ‘Dawn B50’, a highly Bespoke and unique motor car inspired by the warmth and vibrancy of the Côte d'Azur. Commissioned by the Hotel Byblos as the automotive ‘Jewel of Saint-Tropez’, the Dawn B50 exudes two dominant exterior colours. The lustrous combination was developed exclusively to celebrate the hotel’s anniversary, along with bespoke door treadplates and a unique hand-painted coachline on each side bearing the ‘B50’ logo. The sophisticated interior takes inspiration from the intense Mediterranean sun, with vibrant tangerine tones that accentuate the dashboard and echo the stitching across the seat upholstery and floor mats.

Homage to a special Silver Dawn

Prominently displayed at the Home of Rolls-Royce is a remarkably rare 1952 Silver Dawn Drophead Coupé, one of very few ever made. It was sold new to a customer in Canada, and in 2017 a commission for a new Dawn from the same country led to a beautiful homage to this particular car in its 65thanniversary year.

Finished in two-tone Midnight Sapphire and Jubilee Silver, the new Dawn closely emulates the original finishes of the 1952 motor car, with a Bespoke painted coachline, broken for the first time on a Rolls-Royce. Inside, Selby Grey and Navy leather are combined with Crossbanded Walnut Burr veneer, closely matched to the original. The finishing touches include a Bespoke clock with ‘1952’ lettering and a Spirit of Ecstasy veneer inlay.

Inspiration from South Korea

The ‘Bespoke Collection for Korea’ unveiled at the British Embassy in Seoul, embraced the aesthetic heritage of South Korea with a contemporary flare. The Ghost Seoul Edition reflects colours that grace the country’s Taegukgi national flag, finished in bright Andalusian White with a twin coachline in Cobalto Blue and Mugello Red – along with a hand-painted Bespoke motif that captures the silhouette of the iconic Namsan Seoul Tower. Inside, the black leather is complemented by contrasting bands in Arctic White, as well as blue and red highlights for stitching and piping.

The ‘Wraith Busan Edition’ is inspired by the hues of the coastal city of the same name, with a two-tone exterior in Royal Blue and Jubilee Silver that conjures up the shimmer of the surrounding sea. The rear pillar motif echoes the delicate latticework of traditional Korean ‘hanok’ screen doors, and is also carried inside the car across the dashboard. Emulating the dusk sky across nearby mountain ranges, a single coachline in Blushing Pink draws attention to the shoulder line. The colour is also applied to the seat stitching, instrument panel and ‘RR’ headrest monograms inside, as the final flourish to the Selby Grey and Cobalto Blue upholstery.

SWIFT and CSD community advance blockchain for post-trade

SWIFT and Abu Dhabi Securities Exchange join forces to demonstrate the value of standards in distributed ledger technology for securities markets, such as proxy voting and digital assets

Brussels/Dubai, 16 January 2018 – SWIFT and seven central securities depositories (CSDs) have signed a Memorandum of Understanding (MOU) to work together to demonstrate how distributed ledger technology could be implemented in post-trade scenarios, such as corporate actions processing, including voting and proxy-voting.  The group will investigate the types of new products that can be built using it, and how existing standards such as ISO 20022 can support it.

Abu Dhabi Securities Exchange, Caja de Valores, Depósito Central de Valores, Nasdaq Market Technology AB, National Settlement Depository, SIX Securities Services and Strate Ltd are among the CSDs participating in the DLT project with SWIFT. Additional CSDs are expected to join in the coming weeks.

Today, securities processing, particularly in areas requiring multi-party contact, involve extremely cumbersome manual processes that can carry significant inherent cost and risk. As a part of the MOU, SWIFT and the CSDs have defined the product requirements for an e-voting solution based on DLT that includes common standards (ISO 20022) and principles.

“To ensure interoperability and smooth migration, it is crucial that new technologies support existing common standards such as ISO 20022,” says Stephen Lindsay, Head of Standards at SWIFT. “The promise of the technology on paper is great, but it is currently missing a key component around standardisation. There is clear value in re-using established business definitions and facilitating interoperability amongst DLT implementations, which this project will demonstrate.”

“As the first market in the MENA region to enter into an agreement of this kind, this signing marks another significant achievement for ADX,” says Rashed Abdul Karim Al Balooshi, Chief Executive, Abu Dhabi Securities Exchange. “The Exchange will open channels of constructive dialogue with various stakeholders to identify the common principals, standards and business rules needed for the successful implementation of DLT in post trade operations, with the aim of enhancing the speed and security of capital market transactions.”

Other aspects of the MOU include fostering collaboration amongst the CSD community in DLT research and development, helping define the role of financial market infrastructure providers in markets based on distributed ledgers and; identifying, defining and developing additional use cases for DLT in a CSD environment and the post-trade landscape, such as services for different kinds of DLT-based digital assets.

In addition, the group will focus on creating and adapting common standards and principles for the use of DLT amongst CSDs and the financial industry, and promoting the adoption of those standards and principles to other parties, including regulators.

Confirming the importance of the CSD Working Group on DLT, the International Securities Services Association (ISSA) recently endorsed the group and included it as part of a new work stream within the Association’s existing Working Group on DLT, giving this initiative greater industry visibility. As a part of ISSA, the CSD Working Group on DLT will initially focus on digital assets with a goal to establish a business framework for how these assets could be used in the post-trade space. The framework will identify key definitions, classifications, services and post trade service provider roles. Findings from the use case on digital assets are expected to be published in Q2.

بروكسل/دبي، 16 يناير 2018 – وقّعت "سويفت" وسبعة مؤسسات إيداع مركزية للأوراق المالية (Central Securities Depositories-CSD) مذكّرة تفاهم للعمل سوياً من أجل إيضاح كيفية تطبيق تقنية دفاتر الحسابات الموزعة (Distributed Ledger technology-DLT) في سيناريوهات ما بعد التداول، كمثل معالجة النشاطات المؤسسية بما في ذلك التصويت والتصويت بالوكالة. وستبحث المجموعة في أنواع المنتجات الجديدة التي يمكن إنشاؤها من خلال هذه التقنية وكيف يمكن أن تدعمها المعايير الحالية، مثل معيار ISO 20022.

ومن بين مؤسسات الإيداع المركزية للأوراق المالية المشاركة مع "سويفت" في مشروع تقنية دفاتر الحسابات الموزعة، هناك سوق أبوظبي للأوراق المالية وCaja de Valores، مؤسسة الإيداع المركزية في فالرويس، و"نازداك ماركت تكنولوجي إيه بي" (Nasdaq Market Technology AB) و"ناشيونال سيتلمنت ديبوزيتوري (National Settlement Depository) و"سيكس سكيوريتيز سيرفيسيز آند ستراته ليمتد (SIX Securities Services and Strate LTD). ويُتَوقع أن تنضمّ مؤسسات إيداع إضافية خلال الأسابيع القادمة.

تنطوي معالجة الأوراق المالية في الوقت الحالي، وبالأخص في المجالات التي تتطلّب التواصل مع أطراف متعددة، على إجراءات مرهقة تتمّ يدوياً والتي قد تشتمل على تكاليف ومخاطر كامنة كبيرة. وكجزء من مذكرة التفاهم، حدّدت "سويفت" ومؤسسات إيداع الأوراق المالية متطلّبات المنتج لحل خاص بالتصويت الإلكتروني يرتكز على تقنية دفاتر الحسابات الموزعة أو تقنية بلوكتشين والذي يشمل معايير (ISO 20022 ) وقواعد مشتركة.

صرّح ستيفن لندسي، رئيس المعايير لدى "سويفت": "لضمان التشغيل البيني والارتحال السهل، من الضروري أن تدعم التقنيات الجديدة المعايير الحالية المشتركة مثل ISO 20022. وما تَعِد به هذه التقنية يبدو رائعاً على الورق، ولكنها تفتقد حالياً إلى مكوّن أساسي لتوحيد المعايير. وهناك فائدة واضحة من استخدام تعريفات الأعمال الحالية وتسهيل التشغيل البيني بين تطبيقات تقنية دفاتر الحسابات الموزعة. وهذا ما سيبُينه هذا المشروع."

وبدوره صرح راشد عبدالكريم  البلوشي، الرئيس التنفيذي في سوق أبوظبي للأوراق المالية: "باعتباره أول سوق في منطقة الشرق الأوسط وشمال إفريقيا يدخل في اتفاقية من هذا النوع، فإن توقيع هذه الاتفاقية هو بمثابة إنجاز هام آخر لسوق أبوظبي للأوراق المالية. وسيفتح السوق قنوات للحوار البنّاء مع مختلف المعنيين لتحديد القواعد والمعايير ولوائح الأعمال المشتركة المطلوبة لتطبيق تقنية دفاتر الحسابات الموزعة بنجاح في عمليات ما بعد التداول، وذلك بهدف تحسين سرعة وأمن معاملات الأسواق المالية."

من بين الجوانب الأخرى لمذكرة التفاهم، السعي لتشجيع التعاون بين قطاع مؤسسات الإيداع المركزية للأوراق المالية في مجال بحوث وتطوير تقنية دفاتر الحسابات الموزعة DLT والمساعدة على تحديد دور موفري بنى الأسواق المالية في الأسواق المرتكزة على دفاتر الحسابات الموزعة فضلاً عن تحديد وتطوير مجالات استخدام إضافية لتقنية DLT في بيئة مؤسسات الإيداع المركزية للأوراق المالية وبيئة ما بعد التداول، كمثل الخدمات لأنواع مختلفة من الأصول الرقمية المرتكزة على DLT.

هذا وبالإضافة إلى ذلك، ستركّز المجموعة على إنشاء وتكييف المعايير والقواعد المشتركة لاستخدام تقنية دفاتر الحسابات الموزعة DLT بين مؤسسات الإيداع المركزية للأوراق المالية والقطاع المالي والترويج لتبني هذه المعايير والقواعد لدى جهات أخرى، بما في ذلك الهيئات التنظيمية.

وتأكيداً لأهمية مجموعة عمل مؤسسات إيداع مركزية للأوراق المالية CSD في مجال تقنية دفاتر الحسابات الموزعة DLT، أيّد  الاتحاد العالمي لخدمات الأوراق المالية (International Securities Services Association (ISSA)) مؤخراً المجموعة وأدرجها كجزء من اتجاه عمل جديد داخل مجموعة العمل الحالية للاتحاد حول تقنية دفاتر الحسابات الموزعة DLT، الأمر الذي يلقي المزيد من الضوء على هذه المبادرة. وكجزء من ISSA، ستركّز مجموعة عمل مؤسسات إيداع مركزية للأوراق المالية CSD حول تقنية دفاتر الحسابات الموزعة DLT مبدئياً على الأصول الرقمية بهدف تأسيس إطار عمل يُبيّن كيف يمكن استخدام تلك الأصول في بيئة ما بعد التداول. وسيحدّد الإطار التعريفات والتصنيفات والخدمات الأساسية وأدوار موفّري خدمات ما بعد التداول. ويتوقع أن يتمّ نشر نتائج تجارب الاستخدام في مجال الأصول الرقمية خلال الربع الثاني.
