Case study: El Dabaa NPP to feature the world’s safest nuclear technology

Cairo, Egypt— August 22^nd, 2017

As the final contracts for Egypt’s first nuclear power plant at El Dabaa are about to be signed, Egypt is soon set to benefit from some of the most advanced technologies in the world, it appears to be the time to take a closer look at what Egypt’s choice of Rosatom as the main contractor for the project means for the country.According to the Egyptian side, Rosatom’s proposal for Egypt’s first NPP was selected out of several other vendors’ offers on account of a combination of factors, which included, in addition to technical specifications, the proposed financial terms, and the ability to provide assistance in the development of Egypt’s nuclear infrastructure.

As part of its integrated offer, Rosatom pledged not only to handle all technical aspects of the project – from NPP construction to assistance in its operation and maintenance and waste management – but also to provide any necessary assistance in establishing and developing Egypt’s nuclear infrastructure. This includes advisory support on creating the legislative infrastructure for the peaceful use of nuclear power, technology and knowledge transfer and, above all, creating qualified cadre for Egypt’s burgeoning nuclear industry.

Egypt and Russia already have a history of technical and educational cooperation going back decades, and the Egyptian nuclear programme continues the tradition, with joint nuclear courses and exchange programmes at leading Russian nuclear universities available to Egyptian students. This paves the way for a new generation of talented young specialists from a wide range of nuclear-related fields to take Egypt’s science and technology potential to a new level.

That said, Egypt’s prime consideration for the project was and is of course its safety. Egypt’s leadership has on multiple occasions expressed its trust and confidence in Russian nuclear technologies, with President As-Sisi commenting that ‘the agreements on the NPP construction guarantee the compliance with the most modern international standards and specifications to ensure its safety, making it one of the safest NPPs in the world.’

The El Dabaa NPP will feature four Generation 3+ power units of the VVER-1200 type, which are among the most advanced nuclear power reactors in the world and are distinguished by their enhanced safety features and innovations. They meet the most stringent international safety and security standards and were designed to withstand the most severe conditions and the most extreme circumstances imaginable. The first operational power unit of the kind – Unit 6 of the Novovoronezh NPP in central Russia – underwent numerous stress tests simulating events far more hypothetically unlikely than those that occurred during the incident at the Fukushima NPP.

The El Dabaa NPP will meet even higher technical requirement. Specifically, it will be designed to withstand such catastrophic events as a total power loss for 72 hours and collision with a large commercial aircraft (a medium-sized aircraft in the Novovoronezh NPP), without posing a threat to the environment or human health.Considering how implausible these types of scenarios are in real life, it is perfectly safe to say that the people of Egypt and the residents of the El Dabaa region specifically have nothing to worry about when it comes to the NPP’s safety. Unit 6 of the Novovoronezh NPP was visited shortly after its launch by the head of the World Association of Nuclear Operators (WANO) Jacques Regaldo, who commended the design and its safety features.

In the spring of 2017, members of Egypt’s parliament visited the site of the Leningrad NPP near St Petersburg, where another VVER-1200 Generation 3+ unit is under construction, and spoke enthusiastically about the technology they saw on display. The head of Egyptian parliament’s Energy Committee Talaat El Swedi expressed his confidence about the technology that is to be implemented in the El Dabaa NPP project, ‘We’ve seen for ourselves and we want to let the people of Egypt know that the future Egyptian NPP will be safe and financially feasible.’

Later in 2017, the same site was inspected by the International Atomic Energy Agency (IAEA) Director General Yukia Amano, who was impressed by the unit’s safety features to comment, ‘The VVER-1200 unit’s multi-level safety system produces a very powerful impression – in the event one system fails, another comes into effect, which is very correctly done.’ With testaments to the VVER-1200 technology’s safety and innovation coming from such diverse and authoritative quarters as heads of international energy associations and Egypt’s own experts, the people of Egypt can rest assured they’re getting the best in nuclear power generation and safety technologies for their country as Egypt’s nuclear dream is about to come true.

دراسة علمية: محطة الضبعة النووية .... التكنولوجيا النووية الأكثر أماناً في العالم

مع تطلُع مصر لإقامة أول محطة نووية في منطقة الضبعة، من المتوقع أن تستفيد البلاد من حزمة متنوعة من أكثر التطبيقات التكنولوجية تطوراً في العالم. ولهذا، نحن بحاجة لإلقاء نظرة أكثر عمقاً على أسباب اختيار الحكومة المصرية على روساتوم كمقاول رئيسي للمشروع. فوفقاً للحكومة المصرية، وقع الاختيار على عرض الشركة الروسية لإقامة أول محطة نووية في مصر من بين عدة عروض تقدمت لإقامة المشروع، بعد مراجعة العديد من العوامل ومنها المواصفات الفنية، والتفاصيل المالية، ومدى مساهمة الشركة في دعم وتطوير البنية التحتية النووية في مصر.

وفي إطار عرضها المتكامل الذي قدمته روساتوم للحكومة المصرية، تعهدت روساتوم ليس فقط بتنفيذ كافة المراحل الفنية للمشروع، بما في ذلك إقامة المحطة والمساعدة في العمليات التشغيلية والصيانة وإدارة المخلفات، ولكنها تعهدت أيضاً بتقديم كل الدعم اللازم لإقامة وتطوير البنية التحتية النووية في مصر، وكل ما يتضمنه ذلك من تقديم الدعم الاستشاري اللازم لوضع إطار تشريعي خاص بالاستخدامات السلمية للطاقة النووية، والدعم التكنولوجي، من خلال نقل التكنولوجيا، وقبل كل ذلك إعداد كوادر فنية مؤهلة لهذه الصناعة الواعدة في مصر.

إنّ مصر وروسيا تربطهما علاقات تعاون قوية منذ عقود طويلة، خاصة التعاون التقني والتعليمي والذي أصبح يشتمل الآن أيضاً على البرنامج النووي المصري. وفي إطار هذا التعاون المستمر، يتم تنظيم دورات تدريبية في مجال الطاقة النووية وبرامج للتبادل التعليمي في الجامعات الروسية المتخصصة في الطاقة النووية يشارك فيها الطلاب المصريون، بما يمهد الطريق لبناء جيل جديد من الشباب الموهوبين من المتخصصين في مجالات عديدة ذات صلة بالطاقة النووية بهدف الارتقاء بالقدرات التكنولوجية والعلمية في مصر.

في الوقت نفسه، يُعد الأمان أولوية قصوى للحكومة المصرية، حيث أعربت القيادة المصرية في مناسبات عديدة عن ثقتها في تكنولوجيا الطاقة النووية الروسية، وقد علق الرئيس/ عبد الفتاح السيسي على ذلك قائلاً إن الاتفاقيات المتعلقة بإنشاء المحطة النووية في مصر تتوافق مع أحدث المواصفات القياسية العالمية في مجال أمان وسلامة المحطات النووية بما يضمن أرقى معدلات الأمان، ويجعل من محطة الضبعة واحدة من أكثر المحطات النووية أماناً في العالم.

الجدير بالذكر أن محطة الضبعة النووية تضم أربعة مفاعلات من الجيل الثالث المتقدم (الثالث بلس) (مفاعلات القدرة المائية-المائية VVER بقدرة 1200 ميجاوات) والتي تُعد من أكثر مفاعلات الطاقة النووية تطوراً في العالم، وتتميز بقدراتها المطورة في مجالي الأمان والابتكار. وتتوافق مفاعلات الجيل الثالث بلس مع معايير الأمان والسلامة الدولية الصارمة، حيث تم تصميمها لتتحمل أكثر الظروف قسوة. وقد خضعت الوحدة السادسة في محطةنوفوفورونيج للطاقة النووية التي تقع في قلب روسيا، والتي تمثل أول مفاعل من مفاعلات الجيل الثالث بلس لعدد لا حصر له من اختبارات التحمل بما يحاكي الحوادث المحتملة، وبشكل  يتخطى بكثير كل الظروف والكوارث المعتادة، بما في ذلك كارثة محطة فوكوشيما النووية في اليابان.  

في الوقت نفسه، ستتمكن محطة الضبعة النووية من تخطي متطلبات فنية أكثر صرامة، خاصة وأنه سيتم تصميمها لتحمل أحداث كارثية مثل انقطاع التيار الكهربائي لمدة 72 ساعة وسيناريو للتصادم مع طائرة تجارية كبيرة (كانت طائرة متوسطة الحجم في محطة نوفوفورونيج النووية) دون أن تشكل تلك الاختبارات تهديداً للبيئة وصحة الإنسان. في نفس الوقت توفر محطة الضبعة النووية أعلى معايير الأمان لسكان منطقة الضبعة وما حولها. فبعد وقت قصير من إطلاق الوحدة السادسة من محطة نوفوفورونيج للطاقة النووية، قام السيد/ جاك ريجالدو، رئيس الرابطة العالمية للمشغلين النوويين، بزيارة الوحدة، حيث أثنى على التصميم ومزايا الأمان الفائق التي تضمها. 

وفي ربيع 2017، قام وفد من أعضاء البرلمان المصري بزيارة محطة لينينغراد النووية بالقرب من مدينة سانت بطرسبرغ، حيث يقام هناك مفاعل آخر من مفاعلات الجيل الثالث بلس (المفاعل من طراز VVER  بقدرة 1200 ميجاوات)، وقد انبهر الوفد البرلماني المصري بمستوى التكنولوجيا التي شاهدوها على أرض الواقع. كما أعرب السيد/ طلعت السويدي، رئيس لجنة الطاقة في البرلمان عن ثقته في التكنولوجيا التي سيتم استخدامها في مشروع محطة الضبعة للطاقة النووية قائلاً: "لقد رأينا بأنفسنا قدرات تكنولوجية هائلة في المحطة النووية الروسية، ونود ابلاغ الشعب المصري أن مستقبل محطة الطاقة النووية في مصر سيكون آمنا ويمكن تنفيذه من الناحية المالية."

ومؤخراً في 2017، قام السيد/ يوكيا أمانو، مدير عام الوكالة الدولية للطاقة الذرية بتفقد الموقع ذاته، حيث أعرب عن إعجابه بمزايا الأمان قائلاً: "إن نظام الأمان متعدد المستويات والمراحل الذي تتميز به مفاعلات VVER  بقدرة 1200 ميجاوات يولد انطباعاً قويا بالأمان والسلامة، فإذا توقف أحد الأنظمة عن العمل يقوم النظام التالي بالعمل وهو ما يتم بمنتهى الدقة وبشكل صحيح للغاية." فمع كل هذه الشهادات من هذه الجهات المتنوعة المعتمدة مثل رؤساء جمعيات الطاقة الدولية والخبراء المصريين أنفسهم، يمكن للمصريين أن يطمئنوا ويتأكدوا أنهم سيحصلون على أفضل جيل من الطاقة النووية وأفضل تقنيات للأمان لدولتهم مما يجعل مصر على أعتاب تحقيق الحلم النووي. 

AUC PROFESSOR MALAK ZAALOUK FIRST EGYPTIAN CHAIR OF UNESCO INSTITUTE FOR LIFELONG LEARNING

August 21, 2017, Cairo – Malak Zaalouk, professor of practice and director of the Middle East Institute for Higher Education (MEIHE) at the Graduate School of Education, The American University in Cairo (AUC), was recently named chairperson of UNESCO’s Institute for Lifelong Learning (UIL), making her the first Egyptian to be elected to this post.

A board member of UIL since 2012, Zaalouk is also the first Egyptian woman to serve on this governing board. Stationed in Hamburg, UIL is a leading institution in promoting the philosophy of lifelong learning. It has three areas of interests: adult education, literacy and basic skills, Zaalouk explained. “UIL is strong on research and very strong on policy,” she said. “It’s really upstream, so it supports governments to figure out which policies they need to implement lifelong learning in nation states.”

Zaalouk’s new post comes after a lengthy journey in the field of education and empowerment through lifelong learning. After receiving her BA in political science and MA in sociology, both from AUC, she earned her PhD in social anthropology from Hull University. She also holds a diploma in educational planning from the International Institute of Educational Planning in Paris. In addition, she worked on several education councils, such as the Global Monitoring Report, the Girls’ Advisory Council and Egypt's Presidential Specialized Council for Education and Scientific Research. 

Over the years, UIL has gained itself a reputable standing in terms of fundraising and is in charge of one of the most valued periodicals in education, the International Review in Education, where Zaalouk also serves as a board member.

As director of AUC's MEIHE, which connects universities to schools and policy makers to students, and uses advance research to implement education reform, Zaalouk maintains and advocates the philosophies and mandates of UIL’s mission of endorsing lifelong learning while adhering to gender sensitivity, development and social equity.

As chairperson, Zaalouk will be working on maintaining current strategies for enhancing government policies, such as the UIL’s Recognition, Validation and Accreditation, which offer equivalences through governments that aid young adults – particularly the marginalized or excluded – to catch up in case of missed years of education. “There is a lot of focus on the disabled, the marginalized, and how you can allow them to learn as well,” said Zaalouk, adding that a lot of the UIL’s efforts are directed toward early childhood education and professional development.

Moreover, Zaalouk aims to synergize more educational programs, particularly in this region. “I want more attention to Arab states, and Egypt, of course,” she said. “We do have major problems that require attention; there are emergencies, refugee issues and so many challenges in our region that require attention to ensure that we don’t have generations of youth and children not learning.”

UIL’s Global Network of Learning Cities, which falls in line with the UN’s Sustainable Development Goals, particularly creating and maintaining sustainable cities, is one of the models Zaalouk applies to her practice at AUC. According to UIL, learning cities are “areas that effectively mobilize their resources to promote inclusive learning from basic to higher education, revitalize learning in the family and community, facilitate learning in the work place, extend the use of modern learning technologies, enhance quality and excellence in learning and foster a culture of learning throughout life.“ Currently, Giza is one of UIL’s learning cities, which Zaalouk participated in selecting as a board member.

In addition to advocating for more learning cities within Egypt, Zaalouk always seeks to advance her students’ learning experience. “Universities can be lifelong learning institutes, allowing students to be civically engaged in communities and not stick to a strict curriculum,” she said. “At AUC, I encourage my students to go back to their families’ roots, figure out where they come from and work on those areas -- not necessarily the capital. Students are graded based on how creative their research projects are in terms of building a learning city.”

Three of Zaalouk’s students, who worked in Sharqiya, Monofiya and Cairo, were selected as part of UIL’s internship. Zaalouk’s admiration for her students lies not only in their academic achievement, but rather their enthusiastic future plans. “They created a global network of youth ambassadors for learning cities, and in September, they will travel to Cork, Ireland, where they will kickstart this movement – these three young women, from Egypt, from AUC,” Zaalouk said proudly.

For Zaalouk, her work at both AUC and UIL is part of a wave of education reform that emphasizes the necessity of education by encompassing a wider range of humanitarian values. “It’s about equity, equal opportunities and inclusion. It’s a very humane perspective,” she said.

Orange Taxi Joins Careem Network

Cairo, 23 August, 2017- Careem, the region’s leading app-based car booking service, announced expansion of its service in Hurghada with Orange Taxi. A number of Orange Taxi cabs have already joined the Careem network with more cars expected to join in the coming period.

وانطلاقا من حرصها على توفير فرص العمل في الأسواق التي تعمل بها، نجحت كريم في زيادة أسطولها من الكباتن الذين يعملون معها ليصل عددهم إلى أكثر من 60,000 كابتن ينجزون ملايين الرحلات في جميع أنحاء الجمهورية.

وفد من وزارة الزراعة يزور كبرى الشركات الكيميائية في ألمانيا

زيارة العمل تأتي في أعقاب توقيع مذكرة تفاهم بين الوزارة والشركة بهدف بناء المهارات وتبادل الخبرات.

• الوفد المصري يضم ممثلين من المعمل المركزي ولجنة مبيدات الآفات الزراعية بوزارة الزراعة.

القاهرة، 23 أغسطس 2017-قام وفد رفيع المستوى من وزارة الزراعة واستصلاح الأراضي الزراعية، بزيارة المقار الرئيسية ومركز البحوث الزراعية بشركة "بي ايه إس إف" BASF في ألمانيا، كبرى الشركات الكيميائية على مستوى العالم.

استهدفت الزيارة تعريف الوفد المصري بالمنتجات الجديدة والمبتكرة التي تطورها الشركة في مجالات الزراعة، ومكافحة الآفات الزراعية، ومعالجة التقاوي، مع مناقشة والإطلاع على طرق اختبار منتجات حماية المحاصيل الزراعية.       

ضم الوفد المصري ممثلين من المعمل المركزي لوزارة الزراعة ولجنة مبيدات الآفات الزراعية، حيث أبدى أعضاء الوفد اهتمامهم بالمناقشات التي دارت حول التحديات والفرص الحالية في قطاع الزراعة المصري، بما في ذلك خصوبة التربة والزراعة المستدامة وإدارة موارد الري.  

وتعليقًا على تلك الزيارة، قال الدكتور / مصطفى عبد الستار أمين لجنة مبيدات الآفات الزراعية: "تتيح هذه الزيارة وغيرها لممثلي وزارة الزراعة فرصة فريدة للتعرف على خبرات وخدمات أكبر خبراء قطاع الزراعة في العالم، مع مناقشة طرق توفير حلول آمنة واقتصادية يمكن للمزارعين المصريين الاعتماد عليها لمساعدتهم في زراعة محاصيلهم بأفضل الطرق والأساليب المطبقة عالميًا".

كما أعرب الدكتور/ ممدوح شريف مدير المعمل المركزي للمبيدات عن امتنانه وشكره العميق لشركة "بي ايه إس إف" على استضافة الوفد المصري، وتمنى أن تسهم الخبرات الكبيرة التي تتمتع بها الشركة في التأثير بشكل إيجابي على التنمية المستدامة لقطاع الزراعة المصري.  

تأتي زيارة الوفد المصري بعد التوقيع على مذكرة التفاهم بين وزارة الزراعة وشركة "بي ايه إس إف" مصر المحدودة والتي يتم بمقتضاها تبادل الخبرات والمعلومات بين الطرفين، خاصًة في مجال الإدارة الجيدة للمنتجات الزراعية وخدمات الدعم الفني.   

شملت الزيارة أيضًا مركز البحوث الزراعية بالشركة، وكذلك الصوبات الزراعية التي يتم فيها اختبار مبيدات الحشائش والفطريات، حيث اطّلع الوفد على كيفية قيام الشركة بإجراء الاختبارات الخاصة بالمبيدات المتطورة لمكافحة الحشائش والفطريات، بالإضافة لزيارة معمل مبيدات الفطريات بالشركة.

كما قدم فريق شركة "بي ايه إس إف" شرحًا مختصرًا لطرق وأساليب معالجة التقاوي الزراعية، وهو الأمر الذي يمثل خطوة محورية لحماية النباتات والمحافظة على المحصول النهائي، بالإضافة إلى شرحًا وافيًا للقواعد والتشريعات الخاصة بتسجيل واستخدام المبيدات الزراعية في الاتحاد الأوروبي وألمانيا، والحدود القصوى المسموح بها لمتبقيات المبيدات الزراعية، والإدارة الجيدة للمنتجات، ومكافحة غش المبيدات وغيرها من الموضوعات الأخرى.

وتضمن جدول أعمال الوفد المصري زيارة الوحدات الإنتاجية ومعامل مراقبة الجودة في مقر شركة "بي ايه إس إف" بمدينة لودڤيجزهافن الألمانية.  

اختتمت الزيارة بتفقد مزرعة "ريهوته" وهي مزرعة متطورة تتم إدارتها طبقًا لمبادئ الزراعة المتكاملة من خلال الجمع بين توفير بيئة صحية متنوعة والوفاء بالمتطلبات التجارية للعمليات التشغيلية للمزارع الحديثة.
