Both parties will educate and improve capabilities of seafarers, in addition to recognising their certifications across borders
United Arab Emirates_ Dubai_ 12th April 2022: The UAE Ministry of Energy and Infrastructure signed a Memorandum of Understanding (MoU) with the Maritime and Port Authority of Brunei Darussalam, for a period of five years, in order to ensure improved training for seafarers, and recognition of certificates by both the parties.
As part of the MoU, the UAE Ministry of Energy and Infrastructure and the Maritime and Port Authority of Brunei Darussalam will issue a ‘Certificate of Recognition’ as an evidence of the acknowledgement for the national certificates issued by both the nations. The agreement aims to establish measures to ensure that seafarers are educated with appropriate knowledge of the maritime legislation, and are given training about the maritime laws and regulations to ensure that they acquire the required capabilities for the functions they are permitted to perform.
Improved training facilities, and assessment procedures
In line with the agreement signed between the Ministry and the Maritime and Port Authority of Brunei Darussalam, both the parties are required to ensure that the training and assessment of the seafarers as required under the STCW Convention is administered, supervised, and monitored in accordance with the provisions of the STCW Code. The agreement allows both parties to request access to the output of the trainings and assessments carried out by each other, in order to ensure that both parties comply to the highest standards. Information about the certificates awarded to these seafarers at the end of their training will be recorded in registers, and will be made available for verification as required by the STCW Convention.
More importantly, both countries will ensure that the ones providing the training and doing the assessments are qualified in accordance with the provisions of the STCW Code for the type and level of training or assessment involved. Additionally, the agreement also permits both the parties to carry out periodic inspections of the training facilities and procedures employed by one another, in order to ensure that the training and assessments are taking place in line with high quality standards.
During the signing, H.E. Suhail Al Mazrouei, UAE Minister of Energy and Infrastructure said, “The UAE has always been at the forefront of ensuring the progress of the global maritime sector, while also ensuring the welfare of our seafarers around the world. As a result of our collaboration with the Maritime and Port Authority of Brunei Darussalam, we look forward to providing better training to our seafarers, along with improved facilities, and more recognised certification for their nature of work. As part of our agreement, we will be communicating with each other regarding our training and certification procedures, and will look forward to learning from one another, and also discuss better ways to enhance theoretical and practical knowledge of our seafarers.”
Dr. Amin Liew Abdullah, Minister of Finance and Economy II, Brunei Darussalam said, “Seafarers are at the heart of the maritime industry and are essential to ensure the continuity of the global supply chain. As authorities overlooking all the matters that take place in the maritime sector, it is our responsibility to ensure that we work towards their wellbeing. As agreed with the Ministry of Energy and Infrastructure, in addition to recognising the national certificates for seafarers issued by either of the countries, we will also work towards strengthening the technical and administrative procedures involved in providing these certificates by regularly evaluating the quality standards these trainings and assessments meet. This will significantly upgrade the skills of our seafarers as they will receive higher quality of training, supported by much better training facilities and assessment criteria.”
Extending support to seafarers
The UAE has always been at the forefront of supporting the seafarers’ community and has launched various initiatives that work towards their betterment. By launching the ‘Supporting our Blue Army’ initiative, the nation has worked towards improving the quality of life for seafarers and protects their rights with ship owners and operating companies. Through agreements such as the one with the Maritime and Port Authority of Brunei Darussalam, the UAE aims to recognise and appreciate marine crews, and put them on an equal footing with priority categories.

يلتزم الطرفان بتحسين قدرات البحارة والسعي إلى الاعتراف بشهاداتهم في أيّ دولة في العالم
دبي، الإمارات العربية المتحدة، ١٢ أبريل ٢٠٢٢: وقعت وزارة الطاقة والبنية التحتية مذكرة تفاهم مدّتها خمس سنوات مع هيئة الملاحة والميناء في بروناي (دار السلام)، من أجل ضمان تعزيز الدورات التدريبيّة المُعدّة للبحارة والاعتراف بالشهادات الممنوحة لهم. كما تهدف الاتفاقية إلى وضع التدابير اللازمة لضمان دراية البحارة بالتشريعات البحريّة المعنيّة وتزويدهم بالتدريب اللازم بشأن القوانين والتشريعات البحرية بما يضمن اكتسابهم للقدرات المطلوبة لتأدية الوظائف المسموح لهم بها.
وستصدر وزارة الطاقة والبنية التحتية وهيئة الملاحة والميناء في بروناي (دار السلام) "شهادة تقدير" بموجب مذكرة التفاهم الموقعة بين الطرفين كدليل على اعترافهما بالشهادات الوطنيّة الصادرة عن الدولتين.
مرافق التدريب المُعزّزة وإجراءات التقييم المُتّبعة
يتعيّن على كلّ من وزارة الطاقة والبنية التحتية الإماراتية وهيئة الملاحة والميناء في بروناي (دار السلام) ضمان امتثال عمليّة تدريب البحارة وتقييم أدائهم للأحكام المنصوص عليها بموجب الاتفاقية الدولية لمعايير التدريب والإجازة والخفارة للملاحين والإشراف عليها ومراقبتها وفقًا لأحكام قانون الاتفاقية ، وذلك تماشيًا مع الاتفاقية المبرمة بينهما. ويجوز لأيّ من الطرفين طلب الاطّلاع على نتائج عمليّات التدريب والتقييم المُعدّة من قبل الطرف الآخر بموجب الاتفاقية بهدف ضمان امتثالهما لأعلى المعايير المُحدّدة في هذا المجال. بالإضافة إلى ذلك، سيتمّ تسجيل المعلومات المعنيّة بشأن الشهادات الممنوحة إلى البحارة في السجلّات عند إتمامهم لعمليّة التدريب وسيتمّ إتاحتها للتحقق منها على النحو المنصوص عليه في الاتفاقية الدولية لمعايير التدريب والإجازة والخفارة للملاحين.
وستضمن دولة الإمارات العربية المتحدة وبروناي تمتّع الجهات المُعدّة للتدريب والتقييم بالمؤهلات المطلوبة وفقًا للأحكام المنصوص عليها في قانون الاتفاقية الدولية لمعايير التدريب والإجازة والخفارة للملاحين بشأن نوع التدريب أو التقييم المعني ومستواه. بالإضافة إلى ذلك، تجيز الاتفاقية لكلّ من الطرفين بإجراء عمليات تفتيش دوريّة لمرافق التدريب ومعاينة الإجراءات المُستخدمة من قبل كلّ منهما بهدف ضمان امتثال عمليات التدريب والتقييم لأعلى معايير الجودة.
و ألقى معالي وزير الطاقة والبنية التحتية في دولة الإمارات العربية المتحدة، سهيل المزروعي، خلال توقيع مذكرة التفاهم، كلمة قال فيها: "لطالما تصدّرت دولة الإمارات العربية المتحدة صفوف الجهات الّتي تسعى إلى ضمان تقدّم القطاع البحري على المستوى العالمي بالإضافة إلى رفاهية البحارة التابعين لدولتنا أينما تواجدوا في العالم. ونسعى بفضل تعاوننا مع هيئة الملاحة البحرية والميناء في بروناي (دار السلام) إلى تقديم دورات تدريبيّة وإقامة مرافق مُعزّزة لصالح البحارة بالإضافة إلى منحهم شهادات مُعترف بها على نطاق أوسع تقديرًا لطبيعة عملهم. تطبيقًا لجزء من الاتفاقية المبرمة بيننا، سنتواصل مع بعضنا البعض لنبقى على اطلاع دائم بإجراءات التدريب ومنح الشهادات، كما نتطلّع إلى التعلم من خبرات بعضنا البعض ومناقشة الطرق الفضلى لتعزيز المعرفة النظرية والعملية لدى البحارة".
ومن جهته ، قال وزير المالية والاقتصاد الثاني في بروناي (دار السلام)، الدكتور أمين ليو عبدالله: "يشكّل البحارة نواة القطاع البحري ويؤدّون دورًا جوهريًّا في مجال ضمان استمراريّة سلسلة التوريد العالمية. ومع تغاضي السلطات عن جميع المسائل التي تحدث في القطاع البحري، تقع مسؤولية ضمان تحقيق رفاهية البحارة من خلال أعمالنا على عاتقنا. وسنعمل على تعزيز الإجراءات الفنية والإدارية المُتّبعة في عملية منح الشهادات للبحارة من خلال تقييم معايير جودة التدريبات وعمليات التقييم المُنظمة، وذلك بالاتفاق مع وزارة الطاقة والبنية التحتية الإماراتية والاعتراف بالشهادات الوطنية للبحارة الصادرة عن أيّ من البلدين. بذلك، سنكون قد تمكنّا من تحسين مهارات البحارة بشكل ملحوظ بعد تلقيهم لتدريبٍ يلبّي أعلى معايير الجودة ومُدعّم بمرافق التدريب المتطورة ومعايير التقييم العالية".
توسيع نطاق الدعم المُقدّم للبحارة
لطالما احتلّت الإمارات العربية المتحدة الصدارة في مجال دعم مجتمع البحارة، إذ أنّها أطلقت مجموعة من المبادرات الهادفة إلى تحسين أوضاعهم. أطلقت الإمارات مبادرة دعم جيشنا الأزرق التي تسعى من خلالها إلى تحسين أوضاع البحارة المعيشية وحماية حقوقهم العاملين مالكي السفن والشركات المشغّلة لها. بالإضافة إلى ذلك، تسعى دولة الإمارات من خلال الاتفاقيات المبرمة مع الدول الأخرى، كتلك التي أبرمتها مع هيئة الملاحة والميناء في بروناي (دار السلام)، إلى الاعتراف بالفرق البحرية وتقدير جهودها والرفع من شأنها لتصبح على قدم المساواة مع الفئات ذات الأولوية في مجتمعها.
