Sixteen French operators in the nuclear industry draw closer to the Emirates Nuclear Energy Corporation

 


United Arab Emirates; April 2016 – ENEC – the Emirates Nuclear Energy Corporation – is keen to ensure that international companies, in particular French companies, in the nuclear sector take a more active role in the upcoming calls for tender for the Barakah power plant project, in particular in respect of operations and maintenance. With this in mind, from 26 to 28 April 2016, Business France, in partnership with AIFEN, will be organizing business meetings in the nuclear sector, in order to present the new opportunities available for this part of the project.


These meetings will allow participating companies to promote their know-how with ENEC and meet Emirati companies open to developing partnerships with them.
The Emirates are seriously considering developing a 2nd phase of their nuclear programme, and will launch a second call for tenders over the next few years. This expansion of the nuclear market represents a tremendous opportunity for the French nuclear industry, which would be well-advised to develop business relations with ENEC as a matter of urgency.


The internationally-renowned French nuclear industry
With its 19 power plants and 58 reactors (second only to the United States), France has globally-recognized technological and operational know-how as a result of which it has access to real export opportunities. “Although France launched its nuclear programme after other countries, it made up for lost time by building 2 to 3 reactors a year every year until the start of the ‘90s. The result is that, it has been able to maintain its know-how and has not suffered from any loss of knowledge transfer, contrary to other pioneering countries”, argues Emmanuel Galland, Project Manager, Nuclear Industry at Business France.


The excellent reputation of the Made in France industry is also the result of the efforts of its international groups (led by Alstom, Areva and EDF), its institutional organization, and its controlling authority (Autorité de Sûreté Nucléaire / ASN - French Nuclear safety authority) which are among the strictest in the world and also its network of hundreds of SMEs (equipment manufacturers, design offices, engineering companies, service suppliers) many of which have succeeded, as specialists, in establishing themselves as global leaders in their business.


French ability to handle the whole of the value chain
Following the rebound in the global market, after 3 years of reflection and safety test campaigns, it is now time for companies working in the French nuclear sector to position themselves. In the construction and reactor life extension markets of course, but also in the decommissioning markets that are bound to develop as the oldest power plants reach the end of their useful lives. One of the strengths of the French nuclear industry is precisely its ability to handle the whole of the value chain.


The dynamics of the French nuclear industry in figures:
- T/O in France - €46 billion, including 5.6 billion from exports.


- With less than €1 billion in imports, the industry has a significant surplus.
- The industry consists of 2,500 companies and generates 220,000 direct jobs (410,000 jobs in total).
- By 2020, 110,000 additional jobs are planned, mainly fuelled by exports.

ست عشرة شركة فرنسية متخصصة في صناعة الطاقة النووية تسعى للتقارب مع مؤسسة الإمارات للطاقة النووية


الإمارات العربية المتحدة، إبريل 2016. تسعى مؤسسة الإمارات للطاقة النووية (ENEC) لحصول الشركات الأجنبية العاملة في مجال الطاقة النووية ولا سيما الشركات الفرنسية على دور كبير في العروض القادمة التي سيتم طرحها لمشروع محطة البركة لتوليد الكهرباء من الطاقة النووية مع التركيز بشكل خاص على عمليات التشغيل والصيانة. وفي هذا الإطار، تنظم وكالة بيزنس فرانس بشراكة مع رابطة رجال الصناعة الفرنسيين المُصدرين للطاقة النووية (AIFEN) اجتماعات أعمال في قطاع الطاقة النووية في الفترة من 26 إلى 28 إبريل الجاري بهدف عرض الفرص المتاحة في هذا الجزء من المشروع.


إذ ستتيح هذه الاجتماعات للشركات المشاركة فرصة الترويج لخبراتهم على مستوى مؤسسة الإمارات للطاقة النووية فضلا عن لقاء الشركات الإماراتية الراغبة في إبرام شراكات معهم.
فدولة الإمارات العربية المتحدة تسعى بجدية لإعداد مرحلة ثانية من برنامجها النووي حيث ستقوم بطرح العروض خلال السنوات القليلة القادمة. ومما لا شك فيه أن هذا التوسع في القطاع النووي يمثل فرصة ممتازة لصناعة الطاقة النووية الفرنسية التي تم توجيه نصيحة لها بضرورة تطوير علاقات تجارية مع مؤسسة الإمارات للطاقة النووية لكونها مسألة هامة وحيوية.  


صناعة الطاقة النووية الفرنسية ذات شهرة دولية
من خلال تسع عشرة محطة طاقة وثمانية وخمسين مفاعلا (المرتبة الثانية بعد الولايات المتحدة)، تحظى فرنسا بشهرة عالمية لخبرتها التكنولوجية والتشغيلية مما أتاح لها فرص تصدير حقيقية. وقد صرح السيد إيمانويل جالان مدير مشروع صناعة الطاقة النووية بوكالة بيزنس فرانس قائلا: "بالرغم من إطلاق فرنسا لبرنامجها النووي بعد عدة دول، إلا أنها استطاعت تعويض الوقت الضائع حيث قامت ببناء مفاعلين أو ثلاثة مفاعلات سنوياً حتى بداية التسعينيات. ونتيجة لذلك استطاعت الحفاظ على خبرتها ولم تعاني من أي نقص في نقل المعلومات وذلك على نقيض الدول الأخرى الرائدة".


إلى جانب ذلك فإن السمعة الممتازة لهذه الصناعة التي تحمل شعار "صنع في فرنسا" هي ثمرة جهود كل من المجموعات الفرنسية الدولية (بقيادة ألستوم وأريفا وشركة كهرباء فرنسا "أو.ديه.إف") والتنظيم المؤسسي وهيئات الرقابة (الهيئة الفرنسية للأمان النووي الـASN) ذات الإجراءات الأكثر صرامة من نوعها على مستوى العالم وكذا بفضل جهود شبكة تضم مئات الشركات الصغيرة والمتوسطة (مثل جهات تصنيع المعدات ومكاتب التصميم وشركات النظم الهندسية وموردي الخدمات) التي نجحت كخبراء في إثبات مكانتهم كرواد عالميين في هذه الصناعة.  


القدرة الفرنسية على التعامل مع إجمالي سلسلة القيمة
في أعقاب انتعاش السوق العالمي بعد ثلاث سنوات من التفكير وسلسلة اختبارات الآمان، حان الوقت للشركات العاملة في القطاع النووي الفرنسي لإثبات مكانتها سواء على مستوى أسواق بناء المفاعلات وتمديد العمر الافتراضي لها أو على مستوى أسواق التفكيك التي بدأت تشهد نمواً نتيجة قِدم بعض المفاعلات وانتهاء عمرها الافتراضي. هذا وتتمثل إحدى نقاط القوة لصناعة الطاقة النووية الفرنسية في قدرتها على التعامل مع إجمالي سلسلة القيمة.

  • حجم الأعمال في فرنسا: 46 مليار يورو من بينها 5.6 مليار يورو صادرات.
  • أقل من مليار يورو واردات في إطار تمتع الصناعة بفائض كبير.
