Global Study Examines Changes in Labour Market and Impact on Women

The Fourth Industrial Revolution will have a disproportionately negative impact on the economic prospects of women, although the emphasis on talent brought about by sweeping changes caused by disruptions to the labour force will result in more women progressing into senior positions, a new study by the World Economic Forum has found.

According to The Industry Gender Gap Report, the burden of job losses that will result from automation and disintermediation as a result of the Fourth Industrial Revolution will impact women and men relatively equally, with 52% of the 5.1 million net job losses expected globally between now and 2020 affecting men, compared with 48% affecting women. However, the fact that women make up a smaller share of the workforce means that today’s economic gender gap may widen even further than the current 40%.

This report provides vital insight into the current status of women in the workforce, and the significant potential for development and improvement.”

“At Ooredoo, in alignment with the UN Sustainable Development Goals, we continue to be passionate about fighting this issue and support a variety of initiatives which work to drive change, tackle the gender gap and empower women not only in the communities we serve across our global footprint, but also internally within our organisation,” he added.

This blow to gender equality can be explained by the fact that some of the roles most at risk from automation and disintermediation are those that are performed by a larger proportion of women; for example, in the Office and Administrative job family. However, it is also partly a result of the fact that women are relatively under-represented when it comes to jobs that are expected to have the most growth in the next five years; for example, the Computer and Mathematical and Architecture and Engineering job families.

Given women’s low participation in STEM (science, technology, engineering, mathematical) professions, one of the fastest-growing areas of job creation, women stand to gain only one new STEM job for every 20 lost across other job families, whereas the ratio for men is one new job for every four lost elsewhere.

This new data illustrates the urgency with which leaders across business and policy must find new ways to ensure that the full talent pool of men and women is educated, recruited and promoted.

According to the survey, while traditionally employers have struggled to retain women colleagues beyond the junior level, respondents expect to see an increase of 7-9 percentage points in the share of women in mid-level positions by 2020 and an 8-13 percentage point rise in the number of senior positions being held by women as retention becomes ever more important in the face of key global talent shortages.

The expected increase applies to all nine industry sectors assessed in the report, although to varying degrees. The three that will see the most significant increases of female workers across all job categories between now and 2020 are: Energy (22%-30%); Basic Industries and Infrastructure (20%-27%) and Healthcare (41%-48%). In all three, the number of women in senior roles is expected to double, albeit from a low base.

The Media, Entertainment and Information sector is the only one that will see a reduction in the number of women in the next five years, with female composition expected to drop across all job levels, from 47% to 46%. However even here, women can expect to see more opportunity, with the proportion of women in mid-level and senior-level positions expected to grow from 25% in each today to 32% and 33% respectively.

Despite well-documented worldwide talent shortages in key positions, there are a variety of reasons given by respondents – mainly chief human resources officers and senior strategy executives – as to why they are seeking to raise the number of women in their organizations. Here, fairness and equality stands out as the leading reason, having been chosen by 42% of respondents. By contrast, only 23% said they were doing so to enhance innovation or better reflect the gender composition of their customer base, the next two highest-placed rationales.

Industry Analysis

Female talent remains one of the most underutilized business resources, either lost through lack of progression or untapped from the onset. Although women are, on average, more educated than men globally and now participate more fully in professional and technical occupations than 10 years ago, as of today, their chances to rise to positions of leadership are only 28% of those of men globally. Women continue to make up less of the labour force overall than men, and where they participate in the formal economy their earnings for similar work are lower. The talents of half the world’s potential workforce are thus often wasted or underutilized due to barriers on the path to women’s successful workforce integration.

Across all industries, women make up on average 35% of junior level staff, 25% of mid-level staff, 15% of senior level staff and 10% of chief executive officers (CEOs). The industries with the worst junior level uptake include Mobility, Information and Communication Technology (ICT), Energy, and Basic and Infrastructure. They also report more dramatic drop-offs along the talent pipeline, with low intake at the junior level translating to similar underperformance later on, creating a vicious circle. At CEO-level, women continue to be profoundly under-represented, reflecting the drop-off at board and senior levels.

Many business leaders increasingly recognize that tackling barriers to equality can unlock new opportunities for growth. The top approaches businesses intend to take are: promoting work-life balance, setting targets, measure progress, development and leadership training, and demonstrating leadership commitment. Respondents perceive a wide range of rationales for making investments to promote workplace gender parity, varying with the specific situation of different industries. In the ICT sector, which struggles especially with female talent shortages, companies are increasingly convinced that female participation is an opportunity for expanding their talent pool. Currently, the ICT sector recruits roughly 30% and 1 in 10 for senior roles

Across all industries, unconscious bias among managers and lack of work-life balance are cited as the two top barriers to women’s workforce integration in the next five years, with each barrier being cited as important to 44% of employers. About 36% of businesses voiced concern about the availability of qualified talent, in particular employers in the Energy, ICT and Mobility industries – these businesses were also the ones most likely to employ less women at junior level. The ICT industry sees this issue as the main barrier to a more gender-balanced workforce. Financial Services and Investors and Professional Services place more emphasis on women’s own aspirations as a barrier, with Professional Services seeing it as the main limiting factor for promoting women’s talent. Lack of work-life balance is perceived as a particular barrier in the Consumer and Financial Services and Investors industries.

The Future of Jobs Survey that formed the basis of the report covers over 350 of the largest companies in the world, including over 150 of the Fortune Global 500. In addition to the individual company responses, the researchers had over 1,300 detailed occupation-level data points on mass employment, specialist and newly emerging occupations based in specific geographic locations across these companies’ global operations.

·        الجوانب الإيجابية: نسبة السيدات اللاتي يتوقع أن يحرزن تقدماً في وظائف الإدارات الوسطى والعليا بحلول عام 2020 سيرتفع بنسبة 10% تقريباً.    

·        عدد الشركات التي ما زالت ترى أن تحقيق العدالة والمساواة هي السبب الرئيسي للسعي وراء توظيف المزيد من النساء يبلغ تقريباً ضعف تلك التي توظف النساء لتحقيق الأرباح. 

·        يعتبر تقرير الفارق بين الجنسين في قطاعات الأعمال الصادر عن المنتدى الاقتصادي العالمي الأول من نوعه في هذا المجال، إذ يشمل أكثر من 13 مليون موظف في 9 قطاعات من 15 بلداً.

أظهرت دراسة جديدة أجراها المنتدى الاقتصادي العالمي أن الثورة الصناعية الرابعة ستترك تأثيراً سلبياً على الآفاق الاقتصادية للمرأة بالرغم من أن التركيز على المواهب الناتج عن التغييرات الجذرية التي تسببها الاضطرابات التي تواجه القوى العاملة ستؤدي إلى زيادة تولي المرأة لمناصب عليا.  

 

وبحسب تقرير الفارق بين الجنسين في قطاعات الأعمال المختلفة فإن تأثير فقدان الوظائف الناتج عن الاعتماد على الأنظمة الآلية وإلغاء الوسطاء التي تعد من مظاهر الثورة الصناعية الرابعة سيؤثر على الرجل والمرأة بشكل متساو نسبياً، إذ سيؤثر فقدان 5.1 مليون وظيفة حول العالم من الآن وحتى عام 2020 منها 52% وظيفة للرجال و48% وظيفة للنساء. لكن حقيقة أن النساء يشكلن نسبة أقل من الرجال من القوى العاملة يعني أن الفارق بين الجنسين يمكن أن يزيد عن 40% المسجلة حاليا.

 

وفي هذا الصدد، قال سعادة الشيخ عبدالله بن محمد بن سعود آل ثاني رئيس مجلس إدارة Ooredoo وعضو مجلس أمناء المبادرة العالمية للمساواة بين الجنسين: " نأمل أن يسهم رفع مستوى أهمية هذه القضية على نطاق واسع بأن يقوم عدد أكبر من الحكومات والمؤسسات بمواجهة العوائق التي تحول دون تحقيق العدالة بين الجنسين في أماكن العمل. ويعرض هذا التقرير آراءً مهمة حول وضع المرأة في قوة العمل، والاحتمالات الكبيرة لتطوير وتعزيز وضعها."

 

وأضاف سعادته: "نحن في Ooredoo، وبالتوازي مع أهداف الأمم المتحدة للتنمية المستدامة، فإننا مستمرون في محاربة هذه الظاهرة وفي دعم المبادرات التي تدفع عجلة التغيير وتقلل من الفارق بين الجنسين وتمكن المرأة، ليس فقط في البلدان التي نتواجد بها، بل في شركتنا أيضاُ."   

 

ويمكن تفسير هذا الاختلال في العدالة بين الجنسين بناءً على التهديدات التي تواجه بعض الوظائف التي تشغلها نساء بشكل أكبر من الرجال نتيجة لاستخدام النظم الآلية وإلغاء دور الوسطاء، وخاصة في قطاع الأعمال المكتبية والإدارية على سبيل المثال. لكن يعود السبب أيضاُ كنتيجة لضعف تواجد المرأة في الوظائف التي من المتوقع أن تحقق أعلى معدلات النمو خلال الأعوام الخمسة القادمة مثل مجالات الأعمال المتعلقة بالحاسوب والرياضيات والعمارة والهندسة.

 

وبالنظر إلى الموضوع من زاوية أخرى، وبحسب محللينا، فإن مشاركة المرأة في الوظائف التي تنتمي لقطاعات مجالات STEM  ( العلوم والتكنولوجيا والهندسة والرياضيات) ضعيفة، مع العلم أن هذه المجالات هي الأسرع من حيث توفر فرص عمل جديدة، لكن الأرقام حالياً تشير إلى أن المرأة تحقق فرصة عمل واحدة في هذه المجالات الأربعة مقابل خسارة 20 وظيفة في غيرها من المجالات، فيما النسبة للرجال هي  إلى 1 إلى 4. 

 

وتدل البيانات الجديدة أن على قادة الأعمال والتشريعات التصرف بسرعة لإيجاد طرق جديدة لضمان حصول جميع أصحاب الموهبة، سواء رجال أو نساء، على فرص التعليم والتوظيف والترقية.

 

ووفقاً للاستبيان الذي أجريناه، وجدنا أنه في حين أن الشركات تسعى للحفاظ على الموظفات اللواتي يتجاوزن مرحلة المبتدئين، إلا أن العينة أجابت بأنها تتوقع زيادة بنسبة 7-9% في حصة المرأة من الوظائف في المستوى المتوسط بحلول عام 2020 وارتفاعاً بنسبة 8-13% في عدد المناصب العليا التي تتولاها النساء، بحيث سيصبح الإبقاء على الموظفين أكثر أهمية لمواجهة نقص المهارات على مستوى العالم. 

 

وتنطبق الزيادة المتوقعة على جميع قطاعات الأعمال التسعة المشمولة في التقرير، ولكن بدرجات مختلفة. وستكون القطاعات الثلاثة التي ستشهد أكبر زيادة في عدد الموظفات في جميع فئات المناصب من الآن وحتى عام 2020 هي: الطاقة (22-30%) والصناعات الأساسية والبنية التحتية (20-27%) والرعاية الصحية (41-48%). كما أن من المتوقع أن يتضاعف عدد النساء في المناصب العليا في هذه القطاعات الثلاثة، مع الأخذ بعين الاعتبار أن العدد كان منخفضاً أصلاً. 

 

أما قطاع الإعلام والترفيه والمعلومات فهو الوحيد الذي سيشهد انخفاضاً في عدد النساء خلال الأعوام الخمسة القادمة، إذ سينخفض تمثيلهن في جميع المستويات من 47% إلى 46%. لكن، حتى في هذا القطاع، فيمكن للنساء إيجاد المزيد من الفرص، إذ من المتوقع ارتفاع تواجد النساء في المناصب المتوسطة والعليا في كل منها من 25% إلى 32% و33% على التوالي.     

 

وعلى الرغم من نقص المهارات الموثق الذي يشهده العالم في المناصب الحساسة، إلا أن هناك عدداً من الأسباب التي ذكرها المشاركون في الاستبيان- وهم بشكل عام من كبار موظفي الموارد البشرية ومدراء تنفيذيين في المجال الاستراتيجي- والتي دعتهم لمحاولة زيادة عدد النساء في شركاتهم. وهنا، نجد ان العدالة والمساواة هي السبب الرئيسي، إذ أجاب بها 42% من المشاركين، فيما حلت زيادة الإبداع والتناسب مع قاعدة العملاء في المركزين الثاني والثالث بما مجموعه 23%.  

التحليل حسب القطاعات

تبقى النساء الموهوبات إحدى أقل مصادر الأعمال استغلالاً، إما بسبب غياب التدرج بالمناصب أو عدم استثمار قدراتهن أصلاً. وبالرغم من أن النساء حول العالم يحصلن على تعليم أكثر من الرجال بشكل عام، وأنهن يشاركن في الوظائف المهنية والفنية بشكل أكبر مقارنة بالفترة منذ عشرة أعوام، إلا أن فرصهن اليوم للتدرج في المناصب العليا حول العالم لا تتعدى نسبة 28% مقارنة بالرجال. كما أن نسبة النساء من القوى العاملة أقل مقارنة بالرجال، كما يكسبن أقل عند القيام بنفس العمل. لذا فإن مهارات نصف القوى العاملة في العالم تذهب هدراً أو أنها لا تستغل بالشكل الكامل نتيجة وجود عقبات في طريق ضمهن للقوى العاملة.  

وفي جميع القطاعات، يشكل النساء حوالي 35% من الموظفين المبتدئين و25% من المناصب المتوسطة و15% من العليا و10% من مناصب الإدارة التنفيذية. والقطاعات صاحبة أقل نسبة توظيف للنساء في المناصب المبتدئة هي الاتصالات الجوالة، وتكنولوجيا المعلومات والاتصالات، والطاقة، والصناعات الأساسية والبنية التحتية. كما نجد هبوطاً كبيراً أيضاً عدا عن موضوع المواهب، إذ نجد أن الدخول في مستوى المبتدئين متدن مما يعني معاناة المستويين التاليين مستقبلاً، الأمر الذي ينتج عنه فراغ كبير. أما على مستوى الإدارة التنفيذية، فتواصل النساء غيابها بشكل كبير، ما يعني انخفاضاً على مستوى مجالس الإدارة والمناصب العليا.

ويزداد إدراك القادة في مجال الأعمال أن التغلب على العقبات التي تواجه المساواة بين الرجل والمرأة من شأنها خلق المزيد من الفرص للنمو. وتنوي الشركات اتباع أساليب لتحقيق ذلك أهمها: الترويج لتحقيق التوازن بين العمل والحياة الشخصية، وتحديد الأهداف، وقياس التطور، والتدريب الخاص بالقيادة والنمو، وإظهار الالتزام عند القيادة. كما أشارت العينة إلى عدد من الأسباب الجوهرية للترويج للمساواة بين الجنسين في مكان العمل؛ أسباب تنوعت بتنوع الظروف والقطاعات. ففي قطاع تكنولوجيا المعلومات والاتصالات، والذي يعاني بشكل خاص من غياب العمالة الماهرة من النساء، فقد زادت قناعة الشركات بأن مشاركة المرأة تشكل فرصة لزيادة مهاراتها. ونسبة توظيف المرأة في هذا القطاع حالياً هي 30%، و10% منها في المناصب العليا.

وفي جميع القطاعات، وجد أن الانحياز اللاشعوري بين المدراء وغياب التوازن بين العمل والحياة الشخصية كأكبر عقبتين أمام دمج المرأة في القوى العاملة خلال الأعوام الخمسة القادمة، حيث إجاب 44% من الموظفين بذلك، في حين عبرت 36% من الشركات عن قلقها حيال توافر العمالة المؤهلة، خاصة في قطاعات الطاقة، والاتصالات، وتكنولوجيا المعلومات والاتصالات - وكانت هذه الشركات ميالة لتوظيف نساء أقل على مستوى المبتدئين. ويرى أصحاب الشركات في قطاع تكنولوجيا المعلومات والاتصالات أن تلك هي العقبة الرئيسية للوصول إلى بيئة عمل متوازنة بين الجنسين. أما الخدمات المالية والمستثمرين والخدمات المهنية فتعتبر أن تطلعات المرأة نفسها هي السبب، إذ يعتبر قطاع الخدمات المهنية ذلك أهم عامل يحد من تطوير مواهب المرأة. أما قطاعات الخدمات المالية وخدمة المستهلكين والمستثمرين فيرون أن غياب التوازن بين العمل والحياة الشخصية هو أهم العقبات التي تواجهها المرأة.  

ويغطي استبيان مستقبل الوظائف الذي يشكل أساس تقرير المنتدى الاقتصادي العالمي أكثر من 350 من أكبر الشركات في العالم، بما فيها أكثر من 150 من أكبر 500 شركة في العالم. وبالإضافة إلى الردود التي قدمتها الشركات بصفة فردية كان لدى الباحثين والمشرفين على الاستبيان أكثر من 1300 نقطة بيانات تفصيلية على المستوى الوظيفي حول الوظائف الجماعية، والمهن المتخصصة والجديدة، استناداً إلى مناطق جغرافية محددة في مختلف العمليات العالمية لتلك الشركات.
