Russia and Egypt signed an intergovernmental agreement on nuclear power plant construction



On November 19th, Cairo

The Minister of Electricity and Energy of Arab Republic of Egypt Mohamed Shaker and the Director General of Rosatom State Atomic Energy Corporation Sergey Kirienko in the name of the governments of the two countries and in the presence of the President of Arab Republic of Egypt Abdel Fattah el-Sisi have signed an agreement for the collaboration in the construction and operation of a nuclear power plant equipped with four NPP units with capacity of 1200 MW each on Egypt’s territory.

In addition, the Memorandum of Understanding between the Russian Federal Service for Environmental, Technological and Nuclear Supervision and the Egyptian regulatory body for nuclear and radiological safety has been signed in order to facilitate further development of the nuclear infrastructure.

Documents specified questions of nuclear fuel supply for future NPP, obligations in operation, maintenance and repair of NPP power units. IGA also regulates questions of SNF treatment, NPP personnel training, assistance to Egypt in the improvement of standards and regulations in the sphere of nuclear power industry and nuclear infrastructure.

The Director General of Rosatom State Atomic Energy Corporation Sergey Kirienko said: “NPP project in Dabaa will become the largest joint project between Russia and Egypt since Aswan dam project; this is sincerely new page in history of Russian-Egyptian intergovernmental relations. First NPP will make Egypt regional technological leader and the region’s only country with NPP 3+ Gen technology”.

The agreement on the development of the project that determines the specifications of the NPP and key areas of cooperation was signed on February 10, 2015 between Rusatom Overseas and Egypt’s Nuclear Power Plant Authority. 

مصر وروسيا توقعان على الاتفاقية الحكومية لإقامة أول محطة للطاقة النووية في منطقة الضبعة

بحضور معالي السيد رئيس الجمهورية عبد الفتاح السيسي، قام الدكتور/ محمد شاكر، وزير الكهرباء والطاقة ممثلاً للحكومة المصرية، والسيد/ سيرجى كيريينكو، مدير عام شركة  "روساتوم"، ممثلاً للحكومة الروسية، بالتوقيع على الاتفاقية الحكومية للتعاون بين مصر وروسيا لإقامة وتشغيل أول محطة للطاقة النووية في مصر، وهي محطة مجهزة بأربعة وحدات لتوليد الطاقة النووية بطاقة إجمالية 1200 ميجا وات لكل منها. بالإضافة لذلك، تم توقيع مذكرة تفاهم بين الهيئة الروسية الفيدرالية للشئون البيئية والصناعية والرقابة النووية، وهيئة الرقابة النووية والإشعاعية في مصر، من أجل تيسير إقامة البنية التحتية الخاصة بالمشروع النووي العملاق.     

وتحدد الوثائق التي تضمنتها الاتفاقية عدداً من الموضوعات الأخرى ذات الصلة بالمشروع مثل:

  • إمدادات الوقود النووي لوحدات توليد الطاقة النووية.
  • الالتزامات الخاصة بكل طرف أثناء العمليات التشغيلية.
  • صيانة وإصلاح وحدات توليد الطاقة النووية وغيرها.
  • كيفية معالجة الوقود النووي المستهلك والتعامل معه.
  • تدريب العاملين في وحدات توليد الطاقة النووية.
  • مساعدة مصر في تحسين المعايير والتشريعات الخاصة بقطاع الطاقة النووية والبنية التحتية النووية.  

وتعليقاً على توقيع تلك الاتفاقية التاريخية بين مصر وروسيا، قال السيد/ سيرجى كيريينكو، مدير عام شركة                "روساتوم" الروسية: "إنّ محطة الطاقة النووية المقرر إقامتها في منطقة الضبعة المصرية تمثل أكبر مشروع مشترك بين روسيا ومصر منذ مشروع السد العالي. إننا اليوم نشهد لحظة تاريخية غير مسبوقة في مسيرة العلاقات الحكومية بين البلدين. في نفس الوقت، فإنّ إقامة أول محطة لتوليد الطاقة النووية سيجعل من مصر دولة تكنولوجية رائدة على المستوى الإقليمي، لتصبح هي الدولة الوحيدة في هذا الإقليم التي تمتلك محطة متطورة لتوليد الطاقة النووية تنتمي للجيل الثالث من المفاعلات النووية ذات القدرة الفائقة"

تم توقيع الاتفاقية الإطارية الخاصة بتطوير المشروع في 10 فبراير 2015، حيث تحدد تلك الاتفاقية المواصفات الفنية لتلك المحطة ومجالات التعاون بين شركة روساتوم عبر البحار وهيئة الطاقة النووية المصرية.
