The second Global Summit on Ending Online Child Sexual Exploitation, held under the theme of “We Protect”, kicked off today, Monday, in Abu Dhabi, the capital of the United Arab Emirates (UAE). The summit is held under the patronage of General HH Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces; and was organized by the Ministry of Interior (MoI).
Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, opened the summit with a speech welcoming the guests to the UAE, the host of the summit and their new second home.
In his speech, HH noted that: “We gather here today to work together to find solutions for the issue of child abuse; and in the hope that we will stand as a bulwark against those who attempt to jeopardize the innocence of the world’s children and to undermine their promising future.”
HH conveyed to the audience the greetings of His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE; His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai; and HH Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces; who expressed their hope that the summit will achieve its goals in promoting coordination and cooperation and attain the noble objective of protecting our children.
Lt. General HH Sheikh Saif bin Zayed Al Nahyan said: “I would like to take this opportunity to express the heartfelt and most sincere condolences of the leadership, the government and the people of the UAE to the families and friends of the victims of the Paris terror bombings – such heinous attacks that have betrayed humanity and cost these men and women their lives.” HH asserted that the UAE stands in solidarity with France and with the international forces in the fight to uproot the forces of evil, darkness and extremism.
HH Deputy Prime Minister and Minister of Interior added: “I came across this quote in the media, which says that ‘terrorism has no religion’. I would like to add that terrorism is an embodiment of malice and hatred, and a rejection of humanitarian and civilized values; and I don’t think that any heavenly religion advocates crimes against religions or humanity.”
Lt. General HH Sheikh Saif bin Zayed Al Nahyan, expressing his thanks to the grace of Allah and the directives of the UAE’s wise leadership, said that it is commonly known that the UAE has always endeavored to promote the protection of the international community, and it will continue to do so.
HH noted that the UAE has always been committed to fighting hatred wherever it exists; an approach that is derived from the noble values of Islam, Arab traditions and the cultural heritage of the people of the Arabian Gulf region.
HH relayed the apology from Her Excellency the British Home Secretary for her last-minute cancellation, as it was necessary for her to stay in the UK during this difficult period that the UK and European nations are facing alongside the entire world. HH noted that even though her presence is missed, her visions and ideas will resonate with and inspire everyone involved.
HH said that the summit convened in order to protect the most treasured possession, an unparalleled fortune; and to build a bulwark that protects children from falling prey to immoral predators. HH continued by saying that success hinges on joint forces and collectively working together to create a safe and stable international environment– it cannot be done alone. HH said that this joint cooperation will make use of all available resources towards further development and prosperity, and will work hand-in-hand with others around the world in order to achieve these goals.
In his concluding remarks, Lt. General HH Sheikh Saif bin Zayed Al Nahyan wished the summit all the success, and said that he is looking forward to the recommendations of this summit for more cooperation in developing capabilities and building capacities. HH said that this aims to enable child protection under one united global entity - one that will endeavor to promote ideas and joint efforts alongside providing access to a unified vision to end the exploitation of children around the world; and to prevent the destruction of their innocent dreams through a relentless pursuit to protect them from all types of danger.
The opening of the summit was attended by HE Sheikh Nahyan bin Mubarak Al Nahyan, Minister of Culture, Youth and Community Development and a number of ministers, ambassadors and members of the diplomatic corps in the UAE. The opening ceremony began with the national anthem performed by a number of students from “Al Reem School– cycle 2”, “Abdul Jaleel Al Faheem School – cycle 2”, and the “Mubarak bin Mohammed for Girls and Boys” schools in Abu Dhabi.
The attendees viewed an introductory video, focusing on the objectives of the summit and the importance of such significant participation in the Abu Dhabi summit; which included governments, and private and public sectors. They also reviewed some statistics related to the inhumane crime of child abuse, stressing the importance of promoting and cooperation of international efforts to build strong partnerships to protect the children.
The video also showed an aspect of the UAE Ministry’s efforts through its specialized departments related to child protection, through the most prominent achievements of the UAE making it a leader in the field.
HE Baroness Shields, UK Minister for Internet Safety and Security, gave a speech where she stressed the importance of international cooperation to provide a safe environment for children on the internet. She hailed the keenness of the UAE’s government, and its efforts in organizing the second edition of the summit to promote the international cooperation in protecting youth from danger.
She pointed to the efforts of the previous summit, in launching the march of international cooperation to protect children and families. She noted that this generation is immersed in internet use and modern technology more than previous generations, which requires increased attention and care to the security of this space.
Fatoumata Ndiaye, UNICEF Representative, also gave a speech. During which, she said: “It is ironic that the same tools used for the progress of science and knowledge are the ones that also challenge and threaten our children by weak-minded people.”
She stressed the importance of unifying the international efforts to provide the children with a safe environment, where they can grow and learn in the best possible way. She pointed that violence, exploitation, and abuse comes mostly from people who the child knows - including parents and other members of the family, caretakers, teachers, employers, law enforcement, governmental and non-governmental authorities, and other children. A small portion of these acts of violence, exploitation, and abuse are reported and a small number of offenders get prosecuted.
Johnny Coon, Director of the National Crime Agency, presented a comprehensive national response module for the sexual exploitation of children on the internet. It included a strategic analysis and statistics prepared by the organization to promote the existing efforts of crime prevention. He pointed to a number of successful operations, which were conducted through international cooperation and that led to the capture and arrest of extortion gangs on the internet.
Textbox: Saif bin Zayed Inaugurates Hotline for Reporting Child Abuse Cases
During his tour in the accompanying exhibition of the summit’s activities and events, Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior inaugurated the 116111 hotline. The hotline is an integrated system designed to facilitate reports for child abuse cases via the “Hemayati” smartphone application (which means ‘protect me’ in English). Reports may also be made via the center’s website.
Upon receiving a report through the advanced hotline system, especially urgent cases, the Police Operations Room is notified, who in turn launches its operations with high readiness to provide prompt support. Should the case require further study or social or psychological support, it will be referred to the Social Support Centers and Community Police Departments in the UAE.

Key guests and participants at the summit expressed their admiration regarding the exhibition that was held along the sidelines of the summit. Organized by the Ministry of Interior (MoI), the exhibition included the latest smart technologies used by the UAE police authorities when protecting community.
The guests were able to see the new SUV vehicle that is equipped with special bumpers for Security Support unit pursuits. The rear of the vehicle is equipped with logistic support that is needed for police patrols and members in countering crimes. The guests also reviewed the MDT device that is designated for processing mobile data, and effective and direct communication with patrols via smart and accurate tools. They also checked other modern technologies such as face recognition technologies, kid patrols, modern radars, the advanced Sahel machine, and iris recognition technologies. These technologies were presented by the ICT Department.
Additionally, the guests were introduced to the efforts of some of the police departments in providing advanced services by utilizing modern technologies. These departments included the Social Support Centers, the Community Police, and the Emergency and Public Safety Department.
For her part, Ana Helena Chacón Echeverría, 2nd Vice President of Costa Rica, praised the efforts of the UAE and its proven genuine and honest partnership; also recognizing its capability to protect all community segments. She noted that the UAE, represented by the Ministry of Interior (MoI), has shown by its enthusiasm in organizing the summit that it is a partner in fighting child exploitation. She also asserted that her country is looking forward to working with the MoI in a full partnership framework.
Salameh Hammad, Jordanian Minister of Interior stressed the importance of organizing this summit in an Arab country. He expressed his gratitude for the UAE for providing the opportunity to the participants for exchanging experiences and opinions regarding this vital issue, as it affects the most valuable segment in society. He also thanked the UAE Ministry of Interior and Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior.
His Royal Highness Prince Dr. Bandar bin Abdullah Al-Mishari Al-Saud, Assistant Minister of Interior for Technology Affairs praised the successful efforts of the UAE in organizing the Global Summit on Ending Online Child Sexual Exploitation. He also thanked the MoI for providing the opportunity for regional countries to meet in this event with governments and specialized international institutes to exchange opinions and expertise regarding information security and cyberspace.
Facebook Praises Abu Dhabi Summit on Ending Online Child Sexual Exploitation
Antigone Davis, Facebook's Head of Global Safety praised the excellent organization of the Second Global Summit on Ending Online Child Sexual Exploitation, which kicked off on Monday in Abu Dhabi, under the theme “WeProtect”. Davis emphasized that the Summit has achieved its objectives in discussing an important societal issue.
Davis also noted that the Summit was a good opportunity to bring together a large number of international organizations, governmental institutions and technology firms to discuss the appropriate methods to enhance child protection against the dangers they may face online. The Summit is also testament of the high levels of commitment of the United Arab Emirates (UAE) to protect children against all risks.
Moreover, Ms. Davis praised the good and distinguished relations with the UAE Ministry of Interior. She said that she is looking forward to further enhance this cooperation in the fight against online child sexual abuse and exploitation. “The valuable cooperation with the UAE MoI is a leading model for international best practices in this field,” she noted.
In conclusion, Davis stressed that Facebook is committed to cooperating with competent authorities involved in child protection. “Facebook is committed to attracting the best experiences and practices in the field of technology, as well as transferring knowledge to civil society organizations by implementing the ‘Open Source Safety’ initiative,” she said.
Google: Abu Dhabi Hosts Historic Summit to End Online Child Sexual Abuse and Exploitation
Susan Molinari, Google's Vice President of Public Policy and Government Relations called the Global Summit on Ending Online Child Sexual Exploitation as historic. The summit, which was hosted by the United Arab Emirates (UAE), kicked off on Monday at the Emirates Palace Hotel in Abu Dhabi. Molinari added that the Summit provided the opportunity for participants from various countries to pledge further commitment to the vital and important issue of protecting children around the world against online sexual abuse and exploitation.
She also praised the commitment of the UAE, represented by the Ministry of Interior (MoI) to protect children against potential risks and to combat international online child abuse and exploitation. She said: “The Abu Dhabi Summit has instilled hope in our hearts and motivated us to overcome these challenges.”
Furthermore, she noted that the Summit, which brought together a large number of experts and professionals in the field of online child protection, was the perfect opportunity to brainstorm innovative ideas and to send a message from Abu Dhabi to the world that saving children requires collective and concerted efforts for children’s good.
Molinari announced that by establishing the Online Safety Center, Google cooperates with the tech industry partners worldwide, to empower technology companies and local organizations to avail of innovative technologies, including digital trail video and secure search.
In conclusion, she explained that the latest upgrades recently implemented by Google have prevented users from accessing or searching for web links of sexual child abuse and exploitation material through its search engine. As a result of these changes, Google has seen an eight-fold reduction in people searching for this material on the web.

انطلاق فعاليات قمة حماية الأطفال في العاصمة أبوظبي
انطلقت اليوم (الاثنين) في العاصمة أبوظبي، تحت رعاية صاحب السمو الشيخ محمد بن زايد آل نهيان، ولي عهد أبوظبي نائب القائد الأعلى للقوات المسلحة، أعمال الدورة الثانية للقمة الدولية لمكافحة الاستغلال الجنسي للأطفال عبر الإنترنت، والتي تنظمها وزارة الداخلية تحت شعار "نحن نحمي".
وافتتح الفريق سمو الشيخ سيف بن زايد آل نهيان، نائب رئيس مجلس الوزراء وزير الداخلية، أعمال القمة بكلمة رحب فيها بضيوف الدولة في بلدهم الثاني، الإمارات التي احتضنت هذه القمة .
وقال سموه: "إننا نجتمع اليوم للعمل سوياً من أجل إيجاد الحلول الملائمة لقضية الإساءة إلى الأطفال؛ على أمل أن نقف جميعاً، سداً منيعاً لمن تسوّل له نفسه المساس ببراءة أطفال العالم، ومستقبلهم الواعد الذي نتطلع له جميعاً".

ثم شاهد المجتمعون فيلماً تعريفياً يركز على أهداف القمة وأهمية مشاركة هذا العدد الكبير في قمة أبوظبي من حكومات ومؤسسات القطاعين العام والخاص، وعرضاً لبعض الاحصائيات المتعلقة بجريمة الاعتداء على الطفل غير الإنسانية، والتي تؤكد ضرورة تعزيز وتضافر الجهود الدولية وتأسيس شراكات قوية لحماية الابناء .
كما عرض الفيلم جانباً من مجهودات وزارة الداخلية الاماراتية عبر اداراتها المتخصصة المعنية بحماية الطفل عبر ابرز المحطات والمنجزات التي قامت بها الامارات ما جعل منها رائدة في هذا المجال .
وألقت وزيرة أمن شبكة الانترنت البريطانية البارونة شيلدز ، كلمة أكدت فيها اهمية التعاون الدولي بما يوفر بيئة آمنة للطفل على شكة الانترنت العالمية، وثمنت اهتمام حكومة دولة الامارات العربية المتحدة وجهودها في تنظيم القمة العالمية الثانية للطفل؛ بما يعزز من جهود التعاون الدولي في حماية النشء من المخاطر .
وأشارت إلى مجهودات القمة السابقة في اطلاق مسيرة التعاون الدولي لحماية الطفل والاسرة، موضحة أن هذا الجيل انخرط في تعامله مع الانترنت والتكنولوجيا الحديثة بشكل اكبر من كل الاجيال التي سبقته؛ ما يتطلب زيادة الاهتمام والعناية بأمن هذا الفضاء.
تلتها كلمة ممثلة وكالة الأمم المتحدة لرعاية الطفولة "اليونسيف" ، فاطوماتا ندياي ، أكدت فيها "من السخرية ان تستخدم نفس الأدوات المفترض ان تقدم العلم والخبرة لأطفالنا مايمثل تحدياً وتهديداً لحمايتهم من قبل ضعفاء النفوس" .
وأكدت ضرورة توحيد الجهود الدولية لتوفير بيئة آمنة لأطفالنا، حيث ينمون ويتعلمون بالشكل الأفضل والأمثل . مشيرة إلى أن كثيراً ما يمارس العنف والاستغلال والإيذاء من قبل شخص معروف للطفل، بما في ذلك الآباء والأمهات وغيرهم من أفراد الأسرة، والمربون والمعلمون وأرباب العمل وسلطات إنفاذ القانون والجهات الفاعلة الحكومية وغير الحكومية والأطفال الآخرون. ونسبة صغيرة فقط من أعمال العنف والاستغلال والإيذاء يتم الابلاغ عنها والتحقيق فيها، ويتعرض عدد قليل من الجناة للمساءلة.
ثم عرض جوني قون مدير عام وكالة مكافحة الجريمة الوطنية نموذج الاستجابات الوطني الشامل للاستغلال الجنسي للأطفال عبر الانترنت؛ الذي يتضمن تحليلاً استراتيجياً وإحصائيات قامت بها المنظمة بما يعزز الجهود القائية لمنع الجريمة ، مشيراً إلى عدد من العمليات الناجحة التي تمت عبر تعاون عابر للحدود الدولية واسفر عن الايقاع بعصابات الابتزاز عبر الشبكة العنكبوتية .

وبحسب المنظومة المتطورة فبمجرد وصول البلاغ الى الخط الساخن، وخصوصا ان كان عاجلاً يتم ابلاغ غرفة عمليات الشرطة، والتي تباشر مهامها بجاهزية عالية في تقديم الدعم اللازم بالوقت المناسب، وفي حالة ان البلاغ لحالة تحتاج إلى تقديم الدعم الاجتماعي او النفسي او لدراسة حالة تتم احالته إلى مراكز الدعم الاجتماعي وادارات الشرطة المجتمعية على مستوى الدولة .

أبدى كبار الضيوف والمشاركين بالقمة إعجابهم خلال جولتهم بالمعرض المصاحب للقمة، التي أقامته وزارة الداخلية، وتضمن أهم التقنيات الحديثة والذكية التي تستخدمها الاجهزة الشرطية بالدولة في حماية فئات المجتمع.
واطلعوا على سيارة دفع رباعي مزودة بصدامات للمطاردة والإزاحة تستخدمها دوريات الدعم الأمني، وهي مزودة بصندوق خلفي مجهز بالكامل للدعم اللوجستي للدوريات ومساندة عناصر الشرطة في تصديهم للجرائم، كما تعرض جهازMDT المختص بالبيانات المتنقلة للتواصل المباشر والفعال مع الدوريات بوسائل ذكية ذات دقة عالية، كما اطلعوا على تقنيات حديثة مثل بصمة الوجه، ودورية الأطفال، والرادارات الحديثة، وجهاز سهل المطور ، وتقنية بصمة العين التي عرضتها إدارة تقنية المعلومات والاتصالات.
وتعرفوا على مجهودات بعض الإدارات الشرطية في توفير الخدمات المطورة واستخدام احدث التقنيات في مجالات عملها، كمراكز الدعم الاجتماعي، والشرطة المجتمعية، وإدارة الطواري والسلامة العامة .
وأشادت أنا هيلينا شاكون ايشيفيريا نائبة رئيس جمهورية كوستاريكا ، بجهود دولة الامارات التي أثبتت شراكتها الحقيقة والصادقة؛ وقدرتها على حماية فئات المجتمع، لافتة إلى أن دولة الامارات، ممثلة في وزارة الداخلية، أظهرت من خلال حماسها وتنظيمها للمؤتمر بأنها شريك كامل في مكافحة استغلال الأطفال، مؤكدة تطلع بلادها إلى العمل معها في اطار شراكة كاملة .
وأكد معالي وزير الداخلية الأردني سلامة حماد أهمية انعقاد هذه القمة في بلد عربي، مقدماً شكره لدولة الإمارات العربية المتحدة التي أتاحت الفرصة للمجتمعين لتبادل الخبرات والآراء حول قضية حيوية تمس قطاع غالٍ من مجتمعنا، مقدماً شكره وتقديره لوزارة الداخلية الإماراتية ولسمو نائب رئيس مجلس الوزراء وزير الداخلية.
وثمّن صاحب السمو الأمير بندر بن عبدالله المشاري آل سعود، مساعد وزير الداخلية السعودي لشؤون التقنية، جهود دولة الإمارات في تنظيم القمة الدولية الثانية لحماية الاطفال من الاستغلال عبر الانترنت، بصورة ناجحة ومتميزة وتوفير الفرصة لدول المنطقة للالتقاء في هذا الحدث بالحكومات والمؤسسات الدولية المختصة لتبادل الآراء والخبرات حول قضايا أمن المعلومات والفضاء الالكتروني.
الفاسبوك" يشيد بقمة أبوظبي لحماية الأطفال من الاستغلال عبر الإنترنت
أشادت انتيجون ديفيس، رئيس السلامة العالمية بالـ"فيسبوك"، بالمستوى المتميز الذي ظهرت به القمة الدولية الثانية لحماية الأطفال من الاستغلال عبر الانترنت، تحت شعار"نحن نحمي"، والتي انطلقت في العاصمة أبوظبي اليوم، مؤكدة أن القمة نجحت في تحقيق أهدافها في مناقشة قضية من أهم القضايا المجتمعية .
وأكدت ديفيس أن القمة قدمت فرصة جيدة لجلب الكثير من المنظمات العالمية والمؤسسات الحكومية وشركات التكنولوجيا، لمناقشة سبل تعزيز الحماية لأطفالنا من المخاطر التي قد يتعرضون لها عبر شبكة الانترنت العالمية، كما عكست التزاماً على أعلى المستويات في دولة الإمارات بالاهتمام بالاطفال وحمايتهم من المخاطر .
وأشادت بمستوى العلاقات الجيدة والمتميزة مع وزارة الداخلية في الإمارات، مؤكدة تطلعها لرفع هذا التعاون إلى مستويات متقدمة في مجال التصدي للاستغلال الجنسي للأطفال عبر الانترنت،لافتة إلى أن علاقات التعاون مع الداخلية الإماراتية تعدّ نموذجاً رائداً لأفضل الممارسات الدولية في هذا الإطار .
وأشارت إلى أن الـ"فيسبوك" ملتزم بالتعاون مع جميع الأطراف المعنية بقضية الطفل وجلب أفضل الممارسات والخبرات التكنولوجية، ونقل المعرفة لمنظمات المجتمع المدني من خلال تنفيذها لمبادرة "السلامة من المصادر المفتوحة المتاحة ".
جوجل : أبوظبي استضافت قمة تاريخية لحماية الأطفال من الاستغلال عبر الانترنت
وصفت سوزان مولينري نائب الرئيس، السياسة العامة والشؤون الحكومية بشركة جوجل العالمية القمة الدولية الثانية لحماية الأطفال من الاستغلال عبر الانترنت والتي انطلقت اليوم في فندق قصر الإمارات بابوظبي ، واستضافتها دولة الامارات العربية المتحدة ، بالتاريخية مشيرة إلى أنها حفزت المشاركين من مختلف دول العالم على زيادة الاهتمام بقضية حيوية ومهمة وهي حماية الاطفال من الاستغلال الجنسي عبر الانترنت .
واشادت باهتمام دولة الامارات العربية المتحدة ممثلة في وزارة الداخلية بحماية الاطفال من المخاطر والتصدي لجريمة الاساءة للاطفال على المستوى العالمي ، مشيرة إلى أن قمة أبوظبي غرست فينا الأمل وحفزتنا لمواجهة التحديات.
ولفتت الى ان تجمع عدد كبير من المختصين بحماية الاطفال من الاستغلال عبر الانترنت يعد من الامور المهمة لتبادل الأفكار المبتكرة وارسال رسالة فورية من أبوظبي لجميع انحاء العالم بأنن لانقاذ اطفالنا يجب علينا العمل سوياً من اجل اطفالنا .
واعلنت ان جوجل ومن خلال مبادرتها بتاسيس مركز للسلامة على الانترنت تتعاون مع الشركاء من قطاع التكنولوجيا على مستوى العالم لتمكين شركات التكنولوجيا والمنظمات الأهلية من الاستفادة من التقنيات المبتكرة ومن ضمنها البصمة الخاصة للفيديوهات والبحث الآمن .
وذكرت أن التحديثات التي نفذتها جوجل مؤخراً مكنت من عدم امكانية المستخدمين البحث عن صور الاستغلال الجنسي من خلال محرك البحث لشركة جوجل وتم تحقيق الانخفاض إلى أكثر من 8 اضعاف اجمالي نتائج البحث عن فرص الاساءة للأطفال عبر الانترنت .
