Cross-functional
team of UAE Nationals from across the Abu Dhabi Urban Planning Council
are instrumental to organisational excellence
ABU DHABI, October 21, 2015:
The Abu Dhabi Urban Planning Council (UPC) has created a
cross-functional team that has been tasked with further enhancing
standards of excellence and international best practice across the
organisation.
The
new ‘Tatweer’ Programme comprises 14 UAE Nationals from all sectors and
departments of the UPC who bring with them a wealth of knowledge and
experience in their respective roles to deliver a series of
‘transformational’ projects. A committee of senior managers has been
established to review and oversee Tatweer while a technical committee
will manage the day-to-day supervision of the projects, as well as
ensuring the completion of all projects runs to schedule.
As
part of its ‘Excellence Road Map’, the UPC has identified 13 areas as
part of a change agenda that it will focus on in order to drive
strategic and operational excellence over the coming years. To achieve
this, almost 50 projects have been created. The approach to each project
is in line with the criteria of the Abu Dhabi Award for Excellence in
Government Performance to ensure each one is not only efficient and
effective, but also as innovative as possible.
The
projects under Tatweer fall into four sub-categories, covering
Excellence, Human Resources, Strategy and Enablers. Projects within the
programme include the evaluation of the UPC’s partnership management
methodology, organisational change management methodology, strategic
planning methods and processes, and its project review and approval
methodology, highlighting how Tatweer identifies enhancements across the
organisation, from core business functions to management and support
activities.
Furthermore,
the UPC is already reaping the benefit of Tatweer, such as the creation
of a Vision and Mission Development Method. The methodology was
prepared last year, and together with the implementation of the
Execution Premium Process (XPP), which is the latest tool for
next-generation strategic planning, the development of a new Vision and
Mission, and a set of Values that reflect the essence of the UPC, was
realised.
Launched
at Cityscape Abu Dhabi in April 2015, the new Vision and Mission have
been central to creating a new Strategic Framework for 2016 – 2020,
which will guide the UPC towards delivering across the Emirate over the
next five years in line with Leadership’s vision.
Not
only does the Tatweer Programme ensure that the route map to excellence
is clearly defined and timelines for implementation are agreed, but the
team involved is also an essential channel of communication between the
different departments and functions within the UPC. Furthermore, having
a cross-functional team enables a smooth delivery of each project
because it is considered from all angles.
Each
team member has undergone an intensive three-week training course in
order to successfully deliver the programme and the committee is
provided with support from the Strategic Affairs Sector, which comprises
a multi-disciplinary team of strategy and research specialists.

functions at the UPC to ensure that we continue our mission to utilise
international best practice and the organisation is working in line with
the clear objectives of Vision 2030,” said Abdulla Al Shamsi, Executive
Director, Strategic Affairs Sector, UPC.

enhancing the alignment of support functions with our core business,
improving customer experience and embedding an environment that supports
innovation, the Tatweer programme will help the UPC achieve its vision
of creating a more liveable, sustainable urban environment for everyone
in Abu Dhabi.”
The
“Tatweer” Programme can be implemented by all Government and
Non-Government entities, and ensures a clear translation of the EFQM
Excellence Model and the Asian Productivity Organisation Model into
daily tasks that can transform the culture of an organisation, and embed
Excellence in daily processes without burdening the organisation with
extra administrative work.
تطوير مبادرة جديدة لمجلس أبوظبي للتخطيط العمراني للارتقاء بالتميز المؤسسي
50 مشروع للتميز المؤسسي تحت إشراف وقيادة 14 إماراتي من موظفي المجلس

قام مجلس أبوظبي للتخطيط العمراني، بإطلاق برنامج "تطوير" للتميز المؤسسي
والذي يشرف على تنفيذه فريق عمل مكون من موظفي المجلس ضمن اختصاصات متعددة
للارتقاء بآليات العمل والمنهجيات المتبعة في جميع أقسام المؤسسة.
يتكون
فريق عمل برنامج "تطوير" من 14 موظفاً إماراتياً من مختلف قطاعات وأقسام
مجلس أبوظبي للتخطيط العمراني، للمساهمة من خلال خبراتهم المختلفة في
الإشراف على تنفيذ مشاريع التحول المؤسسي التي تم تحديدها بناءً على نموذج
التميز الحكومي للإمارة خلال العام المقبل. كما تم تشكيل لجنة من المدراء
التنفيذيين للإشراف على سيرعمل برنامج تطوير، فيما كلفت لجنة فنية
بالمتابعة والإشراف اليومي أثناء تنفيذ المشاريع وضمان اكتمالها وفقاً
للجداول الزمنية المحددة.
وتمثل
مشاريع التحول المؤسسي التي تغطي 13 جانباً من جوانب العمليات التشغيلية
أحد أهم عناصر خطة المجلس الهادفة إلى تحقيق التميز المؤسسي الداخلي
والاستراتيجي خلال السنوات القادمة. وقد تم تحديد قرابة 50 مشروعاً
تحسينياً لدعم تنفيذ الخطة الاستراتيجية 2016- 2020 والتحقق من كفاءة
وفعالية سير العمل.
يغطي
برنامج تطوير أربع محاور أساسية: التميز المؤسسي، وتطوير الموارد البشرية،
وتطوير الاستراتيجية، والمُمكنات المؤسسية وهي فئات رئيسية تندرج تحتها
كافة المشاريع التحسينية والني تشمل على سبيل المثال تطوير منهجية إدارة
الشراكات المؤسسية، ومنهجية إدارة التغيير المؤسسة، ومنهجيات/عمليات
التخطيط الاستراتيجي والإجراءات المرافقة، ومنهجية تطوير الكفاءات
القيادية، منهجية تبادل المعلومات ومشاركة المعرفة، إضافة إلى تسليط الضوء
على تطوير منهجيات العمليات التشغيلية والتي بدورها ستضمن ارتفاع كفاءة
وفعالية الأعمال والخدمات التي يقوم بها المجلس في قطاعاته الرئيسية
كالتخطيط العمراني الاستراتيجي والبنية التحتية ومراجعة المشاريع
التطويرية.
ويجدر
بالذكر أن المجلس قد بدأ بالاستفادة من برنامج "تطوير"، من خلال العمل على
صياغة منهجية بناء الخطة الاستراتيجية والرؤية والرسالة حيث تختص هذه
المنهجية بوضع آلية بناء مكونات الخطة الاستراتيجية للمجلس وموائمتها مع
خطة أبوظبي، واتباع أفضل الممارسات الخاصة بتطوير الرؤية والرسالة والقيم
المؤسسية للمجلس، ويتضمن ذلك وضع المحاور الاستراتيجية للمجلس، وضع الأهداف
الاستراتيجية والمؤشرات المؤسسية والتشغيلية ومستهدفاتها والمبادرات.
وقد
ساهمت هذه المنهجية التي اعتمدت خلال العام الماضي في اعتماد رؤية مؤسسية
جديدة تمثل أساس عمل مجلس أبوظبي للتخطيط العمراني، وتم الإعلان عن
الاستراتيجية الخمسية الجديدة 2016 – 2020 للمجلس خلال مشاركته في معرض
سيتي سكيب – أبوظبي 2015 والتي تأخذ في عين الاعتبار ضرورة التحديث
الديناميكي للأولويات والأهداف بحسب الأوضاع الحالية في مجال التطوير
العمراني وآخر المستجدات على مستوى إمارة أبوظبي لضمان فعالية الخدمات التي
يقدمها وتفعيل دوره في بناء إمارة عصرية ومستدامة.
ولا
يقتصر دور هذه المبادرة على تحسين العمليات التشغيلية فحسب، بل تعتبر منصة
فعالة لتبادل المعرفة بين جميع الأطراف المعنية بتنفيذ المشاريع
التحسينية، إضافة إلى ذلك، سيساهم تعدد التخصصات الوظيفية لأعضاء اللجنة
بشكل كبير في انسيابية سير العمل في كل مشروع، باعتبار أنها تعالجه من كافة
النواحي.
وكان
كل عضو من أعضاء لجنة تطوير قد شارك في برنامج تدريب مكثف وشامل لمدة
ثلاثة أسابيع بهدف ضمان النجاح في أداء العمل وتحقيق الأهداف المرجوة
والاستفادة من دعم قطاع الشؤون الاستراتيجية الذي يضم خبراء استراتيجيين
متعددي التخصصات وفريقاً من المتخصصين في البحث.
وفي
هذا الصدد، صرح المهندس عبد الله الشامسي، المدير التنفيذي لقطاع الشؤون
الاستراتيجية في مجلس أبوظبي للتخطيط العمراني بقوله: "يتجلى الهدف من
إطلاق برنامج تطوير في وضع معيار ثابت للتميز الوظيفي في المجلس، لضمان
تنفيذ مهامنا باستخدام أفضل الممارسات الدولية، واستمرار عمل المجلس بما
ينسجم مع تحقيق أهداف رؤية 2030".
وأضاف
قائلاً: "سيتمكن مجلس أبوظبي للتخطيط العمراني من تحقيق رؤيته المتمثلة في
توفير بيئة عمرانية مستدامة تضمن حياة رغيدة لجميع سكان إمارة أبوظبي، من
خلال برنامج "تطوير" الذي سيساهم في تحقيق المزيد من الانسجام بين
العمليات التشغيلية والعمليات الأساسية لمخرجاته الرئيسية، وبالتالي
الارتقاء بتجربة عملائنا، وتعزيز البيئة المحفزة للابتكار".
يتميز
برنامج تطوير بقابلية تطبيقه في الجهات الحكومية والخاصة على حد سواء
إضافة إلى قدرته على ترجمة وتحويل مبادئ نموذج التميز المؤسسي (EFQM) والنموذج الآسيوي لتطوير الإنتاجية
(Asian Productivity Organisation) إلى مهام تشغيلية يومية تساهم تطوير ثقافة الأداء العامة والتميز ضمن المؤسسات دون الحاجة إلى زيادة المهام الإدارية اليومية.
