]UAE, September 26, 2013[ - Dubai Smart Government (DSG) has announced that Mohammed Bin Rashid Al Maktoum (MBR) Foundation recently adopted DSG’s Government Resources Planning (GRP) systems, enabling the Foundation to run its internal operations in alignment with government regulations and systems and ultimately raise the bar of eServices to meet customer expectations.
Along with DSG, the Department of Finance’s Support Service Centre (SSC) is extending its total cooperation to MBR for providing all support services to the five GRP streams that MBR Foundation has adopted, including: Finance, Payables, Payroll, Purchasing and Human Resources, which are poised to optimally strengthen the Foundation’s efficiency levels and performance. Compliant with the regulations of Dubai Government-affiliated entities, these streams act as a first step to maintain seamless internal operation management.
H.E. Ahmad Bin Humaidan, Director General of Dubai Smart Government, hailed the addition of Mohammed Bin Rashid Foundation to the other 42 Dubai-based government entities that have adopted DSG’s GRP systems to run their daily major financial, logistics and administrative operations. “This step will enable the Foundation to optimally benefit from the government’s technological resources and electronic connectivity through the comprehensive Government Information Network for exchange of information among government entities, while maintaining the independence of each one. It creates an integrated infrastructure to help government entities manage their basic resources efficiently and thereby push the wheel of eTransformation forward in the emirate.”

DSG’s Government Resources Planning (GRP) systems are composed of 25 efficient streams that cover basic resources including finance, human resources, payroll, inventory, project management and assets management, in addition to eJob and eProcurement. It offers a robust base to achieve integration among Dubai-based government entities and a unified platform for enabling access to reliable data under the highest standards of quality and performance. The systems integrate with more than 50 major government systems to help government entities run their internal back-office operations efficiently and allow them to concentrate on their basic task of serving their customers.

"مؤسسة محمد بن راشد" تنضم إلى نظم تخطيط الموارد الحكومية من "دبي الذكية"
[الإمارات في 26 سبتمبر 2013] - كشفت دائرة "حكومة دبي الذكية" عن اعتماد "مؤسسة محمد بن راشد آل مكتوم" أخيراً "نظم تخطيط الموارد الحكومية" التابعة لدبي الذكية، والذي سيمكّن المؤسسة من تشغيل عملياتها الداخلية وفقاً للأنظمة واللوائح الحكومية، وبالتالي الارتقاء في تقديم خدمات إلكترونية تلبي تطلعات المتعاملين.
ومن خلال التعاون مع مركز الخدمات المساندة التابع لدائرة المالية، سيقوم المركز بتقديم خدمات الدعم اللازمة لخمسة أنظمة فرعية اعتمدتهما مؤسسة محمد بن راشد آل مكتوم من نظم تخطيط الموارد الحكومية، باعتبارها الطريقة المثلى لرفع مستوى كفاءة الأداء الحكومي، وهذه الأنظمة هي: مجموعة من الأنظمة المالية، والمدفوعات، والرواتب، والمشتريات، والموارد البشرية.. كمرحلة أولى لضمان إدارة عملياتها التشغيلية الداخلية بسلاسة؛ لكونها تأتي متوافقة مع الأنظمة الحكومية المتبعة في دوائر وجهات حكومة دبي.
ورحّب سعادة أحمد بن حميدان، مدير عام "حكومة دبي الذكية"، بانضمام "مؤسسة محمد بن راشد آل مكتوم" إلى 42 جهة حكومية أخرى في دبي تعتمد "نظم تخطيط الموارد الحكومية" لتشغيل عملياتها الأساسية اليومية؛ المالية واللوجستية والإدارية، لافتاً إلى أهمية هذه الخطوة في تحقيق الاستفادة المثلى للمؤسسة من الموارد التقنية الحكومية ومن الترابط الإلكتروني من خلال شبكة المعلومات الحكومية الشاملة، وتبادل المعلومات بين الجهات الحكومية مع المحافظة على خصوصية كل منها، فضلاً عن خلق بنى تحتية متكاملة تساعد الجهات الحكومية في إدارة مواردها الأساسية بكفاءة عالية لدفع مسيرة التحول الإلكتروني التي تنتهجها الإمارة.
وأضاف بن حميدان قائلاً: "تمثل "نظم تخطيط الموارد الحكومية" قيمة مضافة لدوائر حكومة دبي، حيث توفر منظومةً متكاملة من الخدمات التي تتيح إدارة الموارد البشرية والمالية والمادية بكفاءة عالية استناداً إلى القوانين واللوائح المعتمدة في حكومة دبي".. مؤكداً أن الشراكة الاستراتيجية مع الدائرة المالية من خلال مركز الخدمات المساندة قد أسهم في رفع فرص استخدام "نظم الموارد الحكومية" في المؤسسات الحكومية الراغبة في الاستفادة من الكوادر المؤهلة لدى المركز لإدارة العمليات الأساسية، نيابة عنها، وبمستوى عالٍ من الكفاءة والخبرة بهدف ضمان نجاح تطبيق النظم الفرعية الخمس ضمن "مؤسسة محمد بن راشد آل مكتوم" والتي ستحظى بلا شك بفرصة التركيز على أنظمتها الأساسية لتقنية المعلومات عوضاً عن تشتت جهودها لتصميم أنظمة الدعم المؤسسي.

جدير بالذكر أن "نظم تخطيط الموارد الحكومية"، تتألف من 25 نظاماً فرعياً لإدارة الموارد الأساسية بكفاءة عالية، وتوفر قاعدة متينة لتحقيق التكامل بين الدوائر الحكومية في دبي ومنصّة موحّدة للحصول على البيانات الموثوقة وفق أعلى معايير الجودة والأداء. وتشمل النظم المالية والموارد البشرية والرواتب والمشتريات والمخازن وإدارة المشاريع وإدارة الأصول.. إضافة للبوابة الالكترونية لكل من التوظيف والمشتريات، وتتكامل مع أكثر من 50 من الأنظمة الحكومية الرئيسة لتساعد الجهات الحكومية على إدارة عملياتها الداخلية بفعالية وكفاءة، وتتيح لها التفرغ للتركيز على أعمالها الأساسية في خدمة المتعاملين.
