Notice to proceed contracts for El Dabaa NPP construction signed in the presence of Presidents of Russian Federation and Egypt

Cairo, 11th December 2017

Director General of Rosatom State Atomic Energy Corporation Alexey Likhachev and Egypt’s Minister of Electricity and Renewable Energy Mohamed Shaker signed today the notices to proceed the contracts for the construction of the El Dabaa nuclear power plant. The signing ceremony was held in the presence of the President of the Russian Federation Vladimir Putin and the President of the Arab Republic of Egypt Abdel Fattah El Sisi.

According to the signed contracts, Rosatom will build four VVER-1200 units of the El Dabaa NPP in the Matrouh region on the Mediterranean coast, as well as supplying nuclear fuel throughout the plant’s entire operational lifetime. This will help ensure competitive electricity pricing in Egypt over a period of 60 years. Rosatom will also be conduct personnel training and will assist its Egyptian partners in the operation and maintenance of the El Dabaa NPP for the first ten years of its operation. As part of yet another contract, the Russian side will construct a purpose-built storage and supply containers for storing spent fuel. The first unit of the El Dabaa NPP is to be commissioned in 2026.  

‘The contracts we’ve signed are a record-breaking deal in the history of the nuclear industry. The total cost of all four contracts amounts to billions of US dollars, also being the biggest non-feedstock deal in Russian history. We offered our partners in Egypt a unique comprehensive agreement that spans the power plant’s entire life cycle, i.e. 70 to 80 years. Today Rosatom is the only company in the world that is capable of providing the full range of peaceful nuclear services. The development of Egypt’s nuclear power industry is also important to Russia’s economy as dozens of Rosatom enterprises will be awarded significant contracts and will have an opportunity to showcase to the global community the advantage of Russian nuclear technologies’, said Director General of Rosatom Alexey Likhachev.

As part of the El Dabaa NPP project implementation, Rosatom will also aid Egypt in developing its nuclear infrastructure, as well as increasing the level of project localization and supporting Egypt in training nuclear cadre and driving the public acceptance of nuclear power.

The training of future NPP employees will be conducted in both Russia and Egypt. Over the next few years, hundreds of Egyptian students will study nuclear disciplines in Russia. The construction of the El Dabaa NPP will provide a stimulus for Egypt’s industrial development, with several dozens of Egyptian companies to be involved in the construction. The construction of the first unit is expected to have a localization level of at least 20%, while further units will be even more localized.

The 1,200 MWe reactor unit is a modern, internationally referenced Generation 3+ nuclear power plant that is fully compliant with post-Fukushima IAEA requirements and already implemented in Russia. On December 8, 2017 first criticality procedures was begun at the innovative Unit 1 of Leningrad NPP-2, a generation 3+ plant, that is referential to “El Dabaa” NPP project. Leningrad NPP-2 operating personnel successfully loaded the first of the 163 fuel assemblies with fresh nuclear fuel. Earlier, on August 5, 2016 the world’s first innovative Generation 3+ nuclear power unit was connected to the grid at the Novovoronezh NPP in Russia.

The signing of the notices to proceed for the contracts with Rosatom for the construction of 4 nuclear power units at the El Dabaa NPP is a dream of over 50 years in the making for most Egyptians.

The cooperation between Russia and Egypt in the nuclear field was established when USSR constructed the nuclear research center in Inshass and delivered the first Russian research reactor to Inshass which started operation in 1961 as the first reactor in the Arab World and the Middle East. Currently the strong relations between both countries are returning to their high point, and it is believed that the signing of the contract will contribute to furthering the political and economic relations between the two countries.

The power generation from the four reactors (VVER-1200) at the El Dabaa NPP when completed should contribute to over 10% of total power generation in Egypt. The particular economic contract between Egypt and Russia for the nuclear project is one of the best contracts to a developing country I had ever known. There will be no real financial burden on Egypt due to the construction loan provided by Russia, which extends for over 30 years while the first settlement of the loan will start years after the commissioning of all four units.

Rosatom is a company with many years of experience in the nuclear field. It is clear that Rosatom reactors are today considered number one in the market. The recent development of the nuclear power reactors (VVER-1000 and VVER-1200) types are developed with experience gained from their operations for years. VVER-1200 [to be used at the El Dabaa NPP] is the most advanced type of reactor (Generation 3+), which includes in its design all accumulated past experience. The safety and security features of the VVER-1200 are highly developed, which makes redundant any possible concern on behalf of the public.

The signing of the notices to proceed for the contracts for the El Dabaa Nuclear Power Plant between Egypt and Rosatom is very important for Egypt’s economy. As Egypt is performing great development projects in various industrial, agriculture, new cities etc, these projects demand   more power energy for their sustainable continuation. The nuclear power which will be generated from El Dabaa Nuclear Power Plant will be a valuable addition to Egypt’s energy mix. The site of the NPP fulfills all the requirements according to the international standards for the establishment of nuclear plants and have been carried out by companies specialized in the studies of the site selection for nuclear power plants. These specifications confirm that Egypt will get reliable and safe energy.

Egypt's benefit from the Russian experience in this area will be great, because Russia has a long and distinguished experience in constructing nuclear power plants.

The signing of the notices to proceed for the contracts between Rosatom and Egypt to construct the first nuclear power The NPP is very important in providing jobs and in providing badly needed electricity. However, its importance does not only stem from this.

وقع اليوم كلاً من السيد اليكسي ليخاتشيوف مدير عام شركة روساتوم الحكومية والسيد محمد شاكر وزير الكهرباء والطاقة المتجددة المصري محضر دخول العقود التجارية لبناء محطة "الضبعة" للطاقة النووية حيز التنفيذ. تمت مراسم التوقيع في حضور السيد فلاديمير بوتين رئيس روسيا الاتحادية والسيد عبدالفتاح السيسي رئيس جمهورية مصر العربية.

ستقوم شركة روساتوم وفقا للعقود الموقعة ببناء محطة "الضبعة" للطاقة النووية من أربعة وحدات للطاقة من طراز1200 – VVER بالقرب من مدينة مطروح على ساحل البحر الابيض المتوسط كما ستقوم بتزويدها بالوقود النووي الروسي طوال فترة تشغيل المحطة النووية مما يضمن التكلفة التنافسية للطاقة الكهربائية لمدة 60 عاما، اضافة إلى أن شركة روساتوم ستقوم بإعداد وتدريب الموظفين وستساعد الشركاء المصريين في عملية تشغيل وصيانة محطة "الضبعة" للطاقة النووية في فترة العشرة سنوات الاولى من تشغيل المحطة. كما انه بموجب اتفاق اخر فإن الجانب الروسي سيقوم ببناء مرفق خاص وتوريد حاويات لتخزين الوقود النووي المستنفذ. سيتم تشغيل وحدة الطاقة الاولى لمحطة "الضبعة" للطاقة النووية سنة 2027.

وقد علق السيد اليكسي ليخاتشيوف مدير عام شركة روساتوم الحكومية على دخول العقود حيز التنفيذ قائلا: "ان العقود الموقعة تعتبر صفقة قياسية في تاريخ الصناعات النووية العالمية. حيث تبلغ القيمة الاجمالية للعقود الاربعة عشرات المليارات من الدولارات الامريكية –كما انها اكبر اتفاقية تصدير لمنتجات غير الخام في تاريخ روسيا. لقد قدمنا لشركائنا المصريين اتفاقا شاملا فريدا يغطي كامل فترة تشغيل محطة الطاقة النووية لمدة70 – 80 سنة. ان روساتوم حاليا هي الشركة الوحيدة في العالم القادرة على تزويد العملاء بمجموعة كاملة من الخدمات في مجال الطاقة النووية السلمية بالإضافة إلى أن تطوير الطاقة النووية في مصر مهم أيضا بالنسبة للاقتصاد الروسي حيث ان العشرات من شركات مجموعة روساتوم سيكون لديها حجوزات قيمة كما انها ستكون فرصة لإثبات مزايا التكنولوجيا النووية الروسية للمجتمع العالمي".

ستساعد شركة روساتوم الشركاء المصريين كجزء من عملية تنفيذ مشروع محطة "الضبعة" للطاقة النووية في تطوير البنية التحتية النووية وزيادة المكون المحلي وتقديم الدعم في مجال تدريب الموظفين الوطنيين وزيادة القبول العام للطاقة النووية بين الجماهير. سيتم تدريب العمال المستقبليين لمحطة "الضبعة" للطاقة النووية في كل من روسيا ومصر. وسيتم ارسال مئات الطلاب الى روسيا في السنوات القليلة المقبلة للتدريب على التخصصات النووية. إن إنشاء محطة الضبعة للطاقة النووية سيكون حافزا لزيادة التنمية الصناعية في مصر حيث ستشارك عشرات الشركات المصرية في عملية البناء. عند بناء الوحدة الأولى من محطة الطاقة النووية المصرية سيكون المكون المحلي 20٪على الأقل وسيرتفع هذا المؤشر عند إنشاء الوحدات التالية.

ان المفاعل بطاقة 1200 ميجاوات يعتبر محطة نووية حديثة من الجيل الثالث بلس تتوافق تماما مع معايير ما بعد فوكوشيما والتي تطلبها الوكالة الدولية للطاقة الذرية. وقد انطلق التشغيل الفعلي في روسيا في 8 ديسمبر 2017 لوحدة الطاقة رقم 1 من الجيل الثالث بلس لمحطة "لينينجراد" للطاقة النووية- 2 وهي المحطة المرجعية لمحطة "الضبعة" للطاقة النووية. حيث نجح المختصون في تشغيل محطة "لينينجراد" للطاقة النووية- 2  في تحميل اول وحدات الوقود النووي الجديدة من اصل 163 وحدة داخل المنطقة النشطة للمفاعل. وسبق ان تم تشغيل أول وحدة توليد طاقة متطورة في العالم من الجيل الثالث بلس في محطة "نوفوفورونيج" للطاقة النووية – 2  في 5 أغسطس 2016.

إن التوقيع على محضر دخول العقود مع روساتوم لانشاء محطة "الضبعة" باربعة وحدات للطاقة النووية حيز التنفيذ – هو تحقيق لحلم تمناه المصريون منذ خمسين عاما. و كان التعاون بين بلدينا في المجال النووي قد بدء مع بناء مفاعل الابحاث السوفياتي في انشاص  و قد  كان الاول في العالم العربي و الشرق الاوسط و بدأ في العمل سنة 1961. واليوم تعود العلاقات بين روسيا و مصر الى أوجها و يتوقع بعد توقيع محاضر التنفيذ أن يتم تعزيز علاقات التعاون السياسي و الاقتصادي بين البلدين.

إن الطاقة الكهربائية التي ستولدها وحدات الطاقة الاربعة لمحطة "الضبعة" النووية ستوفر 10% من إجمالي الطاقة المنتجة في مصر.ويعتبر العقد الروسي المصري لبناء محطة الطاقة النووية واحدا من افضل العقود التي أعرفها بين أمثاله من العقود الموقعة مع الدول النامية. وحيث أن القرض الروسي لبناء المحطة والذي سيمتد حتى 30 عاما والدفعة الاولى منه لن تدفع إلا بعد تشغيل جميع وحدات الطاقة للمحطة فإن مصر لن تعاني من أي أعباء مالية بسبب المشروع. كما أن الإيرادات المصرية من تشغيل وحدات طاقة الأربعة للمحطة النووية خلال اجمالي فترة التشغيل بأكملها ستتجاوز التكلفة الاجماليه للبناء عدة مرات.

توقيع محضر بدء نفاذ العقود بين مصر و روساتوم لبناء محطة "الضبعة" للطاقة النووية هام جدا بالنسبة لمصر. حيث تقوم مصر حاليا بتنفيذ عدة مشاريع ضخمة في مجالات الصناعة والزراعة و بناء المدن الجديدة و ستحتاج البلاد الى مزيد من الطاقة الكهربائية من اجل استمرار التنمية. وستصبح الكهرباء المولدة في محطة "الضبعة" للطاقة النووية إضافة هامة إلى حسابات الطاقة في مصر. ومن المهم ملاحظة أن الطاقة النووية تعتبر مصدر طاقة مستقر "نظيف" وآمن لا ينتج انبعاثات من المواد الضارة بالبيئة.

إن لدى مصر وروسيا تاريخا طويلا من العلاقات الودية والتعاون وخاصة فى المجالات العلمية والفنية. كما أن نجاح روساتوم في بناء محطة "الضبعة" للطاقة النووية سيخلق فرصا جيدة لتطوير التعاون الروسي مع العديد من الدول العربية والافريقية.

AUC PRESS AWARDS HUZAMA HABAYEB THE 2017 NAGUIB MAHFOUZ MEDAL FOR LITERATURE

December 11, 2017, Cairo – At a ceremony held tonight at The American University in Cairo (AUC) Tahrir Square campus, the AUC Press awarded the 2017 Naguib Mahfouz Medal for Literature to the Palestinian writer Huzama Habayeb for her novel Mukhmal (Velvet). Presented by Francis J. Ricciardone, AUC President, the award was decided by the members of the Award Committee: Tahia Abdel Nasser, professor of English and comparative literature, AUC; Shereen Abouelnaga, professor of English literature, Cairo University; Mona Tolba, associate professor of Arabic literature, Ain Shams University; Humphrey Davies, renowned translator of Arabic fiction, historical and classical texts, AUC and Rasheed El Enany, emeritus professor of modern Arabic literature, University of Exeter.

In their citation for the award, the judges described Mukhmal as “a new kind of Palestinian novel. It is not about the political cause, the resistance, the dream of return. It is rather about ordinary Palestinians, whose life goes on meanwhile, unnoticed and unrecorded, in the background, while the high dramas of politics occupy center-stage,” and went on to say: “Velvet is distinguished by the richness of its language and its empathy with its subject. Together, these produce a finely-textured description of a life lived in hardship but overflowing with sensibility and grace. . . . The protagonist of this novel is the poetic narration, the skillful words, the flowing images, and the measured prose. You read Velvet as though you are seeing your beautiful language dance and flutter. . . . Hawwa makes from the texture of velvet a motif colored with several connotations to protect her from falling into the abyss of despair and madness. So velvet becomes a goal, a dream, a means, a vision, a history, and a place to live, dream, and hope. . . . Habayeb is an original voice who brings vividly to life Palestinian camps with extraordinary beauty and lyricism.”

The AUC Press, which established the Naguib Mahfouz Medal for Literature in 1996, has been the primary publisher of Naguib Mahfouz’s English-language editions for more than thirty years, and has also been responsible for the publication of some 600 foreign-language editions of the Nobel laureate’s works in more than 40 languages around the world since the author won the Nobel Prize for Literature in 1988. With some 60 new publications annually and more than 700 titles in print, the AUC Press is recognized as the region’s leading English-language publisher.

Nominations and submissions for the 2018 Naguib Mahfouz Medal for Literature are welcomed at any time until 15 February 2018. Arabic novels published for the first time in 2016 or 2017, and not yet translated into English, are eligible.

Filipino laundry attendant wins hotel talent competition with Freddie Mercury tribute

Staff from UAE-headquartered hospitality company, TIME Hotels, were happy to make a song and dance at their work recently as they took part in the annual TIMER’S Got Talent competition.

Employees from TIME Oak Hotel & Suites took part in the contest where they were judged on overall performance, originality, stage appearance, audience response and personality.

And it was 37-year-old laundry attendant Aldwin Matocinos, a native of the Philippines who cleaned up, scoring 92.33 from the panel of three judges for his rendition of Queen’s 1975 number one hit Bohemian Rhapsody.

He said: “It’s great to win TIMER’S Got Talent. I really enjoy my job and I’m often singing as I go about my daily tasks. I thought I would enter as a bit of fun, never thinking that I’d win. The other contestants were really good and we all really enjoyed ourselves.”

Another TIME Hotels singing sensation, 33-year-old Nigerian Emmanuel Kofoworola, who is a housekeeping attendant, came second after impressing the judging panel with his take on Somebody, by Depeche Mode.

And 31-year-old Sri Lankan bellboy Hirantha Chamara cooked up a storm as he finished third with a demonstration on how to make delicious Devil Chicken. There was also further singing from contestants and a magic show.

There were cash prizes, an LED TV and mobile telephones for the winners.

TIME Hotels CEO Mohamed Awadalla, said: “Everybody had a great time. It was fascinating to see the hidden talents of our staff and for them to be rewarded with prizes at the same time. There was a real carnival atmosphere with both management and staff joining in the fun.”

مجموعة تايم للفنادق تنظم مسابقة لمواهب الموظفين

نظمت مجموعة تايم للفنادق مؤخراً مسابقتها السنوية لاستعراض مواهب الموظفين، وشارك موظفو فندق وأجنحة تايم أوك في المسابقة حيث تم تقييم مواهبهم على أساس الأداء العام والتميز والمظهر واستجابة الجمهور والشخصية.

وكان الفوز من نصيب ألدوين ماتوسينوس فيليبيني الجنسية البالغ من العمر 37 عاماً حيث نجح بالحصول على تقييم مميز من لجنة التحكيم بلغ 92.33 درجة تقديراً لأدائه المميز.

وعلق الفائز بالقول: "أنا سعيد للغاية بفوزي بمسابقة المواهب في مجموعة تايم للفنادق (TIMER’S Got Talent)، وأنا غالباً ما أغني خلال القيام بمهامي اليومية وقررت المشاركة في هذه المسابقة من أجل التسلية ولم أعتقد أنني سأفوز في البداية لأن المتسابقين الآخرين كانوا جيدين للغاية أيضاً".

وجاء إيمانويل كوفوورولا النيجيري البالغ من العمر 33 عاماً في المرتبة الثانية، بينما كان المركز الثالث من نصيب هيرانثا تشمارا السريلانكي البالغ من العمر 31 عاماً.

وشهدت المسابقة العديد من عروض الأداء والغناء والعروض السحرية المميزة، وتم توزيع مجموعة متنوعة من الجوائز للفائزين بما في ذلك الهدايا النقدية وشاشة تلفزيون وهواتف محمولة.

وبهذا الصدد قال محمد عوض الله، الرئيس التنفيذي لمجموعة تايم للفنادق: "لقد استمتع جميع المشاركون والحضور في هذه المسابقة، ومن الرائع أن نرى المواهب المميزة التي يتمتع بها موظفونا في أجواء مميزة للغاية".

مجلة ذا بانكر- لندن تختار البنك العربي بنك العام في الشرق الأوسط للعام 2017

منحت مجلة ذا بانكر (The Banker)، التابعة لمجموعة الفايننشال تايمز العالمية ومقرها لندن، البنك العربي لقب بنك العام في الشرق الأوسط للعام 2017 وذلك في حفل خاص أُقيم مؤخرًا في لندن حضره جمع من الشخصيات المصرفية وممثلين عن 120 مصرفًا من حول العالم.

وتعتبر مجلة ذا بانكر واحدة من أعرق المجلات المتخصصة بالشؤون المالية والمصرفية على مستوى العالم، حيث تُشكّل إصداراتها الشهرية منذ ما يقارب 90 عامًا مرجعًا رئيسيًا للصناعة المصرفية العالمية. ويأتي منح هيئة التحكيم في المجلة هذا اللقب للبنك العربي بناء على مجموعة من المعايير المتخصصة والمرتبطة بالمركز المالي للبنك وأدائه والاستراتيجية التي يتبناها، إضافة إلى مجموعة من المعايير المتخصصة الأخرى.

وفي تعليقه على هذا التكريم، قال السيد نعمة صباغ – المدير العام التنفيذي للبنك العربي: "يُعبّر هذا التقدير عن المكانة المتميزة التي يتبوأها البنك العربي محليًا واقليميًا، وعن قدرة البنك المتواصلة على تحقيق مستويات أداء قوية خصوصًا في ضوء الظروف والمستجدات التي تشهدها المنطقة." وأضاف: “نعمل في البنك العربي بشكل مؤسسي على توظيف خبرتنا المصرفية الطويلة وفهمنا العميق للمنطقة لخدمة عملائنا عبر مختلف القطاعات وتقديم حلول مصرفية شاملة تواكب احتياجاتهم وتطلعاتهم مرتكزين على شبكة فروعنا الواسعة والممتدة عبر خمس قارات."

وتجدر الإشارة إلى أن مجلة ذا بانكر (The Banker) اختارت كذلك البنك العربي بنك العام في الأردن 2017. كما حصل البنك خلال العام الحالي على العديد من الجوائز وشهادات التقدير المختلفة من جهات عالمية مرموقة، كان من أبرزها جائزة أفضل بنك في الشرق الأوسط للعام 2017 من كل من مجلة غلوبال فاينانس (Global Finance) - نيويورك واتحاد المصارف العربية.
