Al Hebsi: We’re working to create a sustainable maritime economy based in the UAE
For the 2nd consecutive year, Emirates Classification Society “Tasneef” brings world’s attention to the added value the UAE’s state-of-the-art marine infrastructure and strategic location offer, supporting the UAE National Agenda to be the best destination in the maritime industry.
Abu Dhabi, 29 January 2017: The “UAE Summit of Marine and Maritime Leaders” and the “Abu Dhabi Maritime Youth Summit for Empowering Emirati Youth Leaders in Maritime Domain” have successfully concluded in Abu Dhabi. They were held under the patronage of H.E. Dr. Abdullah bin Mohammed Belhaif Al Nuaimi, Minister of Infrastructure Development, and Chairman of the Federal Transport Authority-Land & Maritime.
The two summits brought together prominent marine and maritime leaders from across the world. They discussed challenges that face marine shipping, and oil and gas. Participants exchanged ideas on the new options for governments and companies to improve the environment and enhance investments and profitability.
The two summits drew great attention from top decision makers in the marine and maritime industries in the UAE. They were held under a strategic partnership with the General Command of UAE Armed Forces, and sponsored by major national companies including Abu Dhabi Ports, National Marine Dredging Company, and National Drilling Company.
“The UAE relies on the maritime sector to maintain its position as the second largest economy in the Arab World, and to increase non-oil revenues in accordance with its strategy to diversity economy. Therefore, we look at such meetings and conferences differently from other conferences. We have been following our successes in this sector and found that it is important to create platforms for these forums. The success of both summits, which were held for the second time in Abu Dhabi, was the result of decades-long preparations for the UAE to lead the international maritime sector. This success also coincides with the government’s efforts to build a sustainable economy that is not reliant on oil and gas and is not affected by price fluctuations. This contributed to the development and prosperity of the UAE,” said Al Nuaimi.
"This year, we listened to international maritime leaders, and learned their aspirations and needs to overcome the challenges facing companies and business people. We promise them to develop our legal and procedural systems and build more marine facilities, so that our ports become the top destination globally for docking ships and providing stability for their businesses. We are striving to make the UAE flag one of the most preferred flags for ship owners around the world,” added Al Nuaimi.
Al Nuaimi noted that the UAE will seek to be a key member of the executive council of the International Maritime Organization (IMO) in 2017. "We obtained the necessary approvals from the concerned authorities in the UAE and the Ministry of Foreign Affairs and International Cooperation, and we will work closely with stakeholders, ports and everyone in the maritime sector to have a permanent representation in the International Maritime Organization in London. We strive to have a key role in the IMO that reflects the importance of the maritime sector for the UAE and for the people in this filed, while working to have a greater role in this sector,” added Al Nuaimi.
The UAE is a major player in the maritime sector
"Hosting the two summits for the second time in Abu Dhabi, adds to the roster of our achievements. We have succeeded in consolidating the position of the UAE to be a major player in the international maritime sector. We have provided the opportunity for national marine leaders to engage in dialogue with their international counterparts. This is the starting point for long-term partnerships, especially that we have unlimited support from decision-makers in the UAE to develop the investment environment for the maritime industry to be the best in the world," said Rashed Al Hebsi, Chief Executive Officer of the Emirates Classification Society "Tasneef".
"The enthusiasm of national companies to sponsor the two summits, the attendees from national and international maritime leaders, and the outcomes and ideas that resulted from the summits were new and really exceptional. They will significantly impact the development of the national maritime strategy, as well as influence international trends in the maritime industry," added Al Hebsi.
Al Hebsi emphasised the importance of organising the Maritime Youth Summit in conjunction with the UAE Summit of Marine and Maritime Leaders in Abu Dhabi.
“We invested the presence of marine leaders by organising direct dialogues between them and young Emiratis who are looking forward to joining the maritime sector. Such meetings help young Emiratis acquire experiences and enhance their confidence in their abilities to achieve global successes. They also learn about the great opportunities that the maritime industry can offer both on the job and trade levels," he said.
International Marine Forum
Commenting on the success of the UAE Summit of Marine and Maritime Leaders for the fourth time in the UAE, Jannis Kostoulas, President of the Mare Forum said, "We have been organising this summit for years in many countries, but I can say with confidence that this summit was exceptional. The level of support we received from the Tasneef, the emirate of Abu Dhabi and the Abu Dhabi maritime companies and marine leaders was great. We look at the UAE as a permanent platform that will continue to add significant value to discussions and ideas that are exchanged among participants. This will contribute to shaping the future of the maritime industry and marine services, which are the backbone of international trade."

للعام الثاني على التوالي، نجحت هيئة الإمارات للتصنيف "تصنيف" في تسليط أنظار العالم إلى القيمة المضافة التي تمتلكها دولة الإمارات عبر بنيتها التحتية البحرية المتطورة وموقعها الجغرافي المتميز، ضمن الاستراتيجية الإماراتية الوطنية لتكون الوجهة الأفضل للشركات ورجال الأعمال البحريين لمواجهة التحديات الكبيرة التي يتعرض لها القطاع البحري
أبوظبي – 29 يناير-2017: تحت رعاية معالي الدكتور عبد الله بن محمد بلحيف النعيمي، وزير البنية التحتية، رئيس الهيئة الاتحادية للمواصلات البرية والبحرية، اختتمت كل من "قمة الإمارات الدولية للقيادات الملاحية والبحرية" و"قمة أبوظبي لتمكين الكوادر الإماراتية الشابة في القطاع البحري" أعمالها بنجاح. وقد جمعت القمتين نخبة من أهم القيادات البحرية والملاحية في العالم، وتم فيها مناقشة التحديات الكبيرة التي يتعرض لها كل من قطاعي الشحن البحري والنفط والغاز، وتداول المجتمعون عدة أفكار حول الخيارات الجديدة المتاحة أمام الحكومات من جهة والشركات العاملة في هذا المجال من جهة أخرى، من أجل تحسين المناخ في كلا القطاعين وتعزيز فرصهما الاستثمارية والربحية.
كما استقطبت القمتين اهتماماً كبيراً من أعلى مستويات صنع القرار البحري والملاحي في دولة الإمارات، حيث عقدت بشراكة استراتيجية مع القيادة العامة للقوات المسلحة، وبرعاية من كبرى الشركات الوطنية المتمثلة في موانئ أبوظبي، شركة الجرافات البحرية الوطنية وشركة الحفر الوطنية.
وفي هذا السياق، صرح معالي الدكتور عبدالله بن محمد بلحيف النعيمي، وزير البنية التحتية، رئيس الهيئة الاتحادية للمواصلات البرية والبحرية: " إن دولة الإمارات تعتمد على القطاع البحري، للحفاظ على مكانتها كثاني أكبر اقتصاد في العالم العربي، وزيادة الإيرادات غير النفطية، عملاً باستراتيجية التنويع الاقتصادي التي تنتهجها الدولة. لذلك، نحن في دولة الإمارات ننظر إلى هذه اللقاءات والمؤتمرات بنظرة مختلفة عن المؤتمرات الأخرى، حيث تابعنا مسيرة نجاحاتنا في هذا القطاع ووجدنا أنه من الأهمية أن ننشئ منصات لهذه الملتقيات. فنجاح كلا القمتين اللذان ينعقدان للمرة الثانية في أبوظبي جاء كثمرة لعقود طويلة من تحضيرات دولة الإمارات لتصدر الريادة الدولية في مجال الملاحة، كما يتزامن هذا النجاح مع جهودنا في الحكومة لبناء اقتصاد مستدام لا يعتمد على النفط والغاز وتقلبات الأسعار من أجل تنمية وازدهار الدولة".
وأضاف النعيمي: "استمعنا خلال هذا العام للعالم الملاحي، ورصدنا تطلعاته وحاجاته من أجل أن يتغلب على التحديات الكبيرة التي تواجه الشركات ورجال الأعمال، ونعد هذا القطاع بأن نطور من منظومتنا القانونية والإجرائية، ونبني المزيد من المرافق البحرية، حتى تكون موانئنا هي الوجهة الأولى عالمياً لرسو سفن واستقرار أعمالهم، ويكون العلم الإماراتي من بين أكثر الأعلام المفضلة في العالم".
ونوه النعيمي إلى أن ستسعى دولة الإمارات لتكون عضواً مهماً في المكتب التنفيذي في (IMO) خلال العام الجاري. وأشار" وضعنا كل السبل في الدولة وأخذنا الموافقات اللازمة من القيادة السياسية ووزارة الخارجية والعمل الجماعي لكل الموانئ ولكل العاملين في القطاع البحري بأن يكون لنا تمثيل دائم في المنظمة الدولية البحرية في لندن، ونجتهد لأن يكون لنا دور طبيعي في المنظمة، وأن يكون التمثيل لائقاً بالدولة وبما يحمله القطاع البحري في الدولة من أهمية للقائمين على هذا العمل ونسعى لأن يكون لنا الدور الأكبر في هذا القطاع. "
الإمارات لاعب رئيس في المشهد البحري
من جهته علق المهندس راشد الحبسي، الرئيس التنفيذي لتصنيف: "نحن سعداء باستكمال سلسة إنجازاتنا باستضافتنا لكلا القمتين للعام الثاني في إمارة أبوظبي ونعتبر أننا الآن كرسنا مكانة دولة الإمارات وقدراتها لتكون لاعباً رئيساً في المشهد البحري الدولي، كما أتحنا الفرصة للقيادات البحرية الوطنية للتحاور مع نظرائهم من القيادات الدولية، وهذه الفرصة بحد ذاتها تمثل نقطة البداية لشراكات طويلة المدى، لاسيما وأننا نتمتع بدعم لا محدود من صانع القرار في الدولة لجعل المناخ الاستثماري في قطاع الملاحة الأفضل على مستوى المنطقة والعالم".
وأكد الحبسي: "كان مقدار الحماسة التي لمسناها من الشركات الوطنية لرعاية تلك القمتين وكذلك نوعية الحضور من القيادات البحرية الوطنية والدولية واضحاً، ونعتبر أن النتائج والأفكار التي نتجت عنهم كانت استثنائية وجديدة بشكل حقيقي، وسيكون لها أثر كبير في تطوير الاستراتيجية البحرية الوطنية وكذلك التأثير في التوجهات الدولية في قطاع الملاحة".
كما أكد الحبسي على أهمية إطلاق القمة الشبابية على هامش أعمال قمة أبوظبي الدولية للقيادات الملاحية والبحرية قائلاً: "نسعى لاستثمار حضور تلك القيادات البحرية ونضعهم وجهاً لوجه مع الكوادر الإماراتية الشابة التي نتطلع دخولها لهذا المجال، من أجل أن ننقل لهم الخبرة ونعزز فيهم الثقة بأنهم قادرون على تحقيق النجاح دولياً، وتعريفهم بالفرص الكبيرة التي يوفرها المجال البحري لهم على الصعيد الوظيفي والتجاري".
ملتقى بحري دولي
وتعليقاً على نجاح "قمة الإمارات للقيادات الملاحية والبحرية" للمرة الرابعة في دولة الإمارات العربية المتحدة، أفاد السيد يانس كوستولاس، رئيس لجنة ماري فورم الدولية: "نحن نعقد هذه القمة منذ سنوات وفي العديد من الدول، ولكن يمكنني أن أقول بكل ثقة إن هذه القمة كانت استثنائية بكل معنى الكلمة، فمستوى الدعم والاهتمام الذي لمسناه من هيئة الإمارات للتصنيف وإمارة أبوظبي وشركاتها البحرية وقياداتها الملاحية كان كبيراً، ونعتبر أن دولة الإمارات تمثل بالنسبة لنا محطة دائمة ستواصل إضافة القيمة الكبيرة للنقاشات والأفكار التي يتم تبادلها بين المشاركين، من أجل صناعة مستقبل قطاع الملاحة والخدمات البحرية، الذي يعتبر عصب التجارة الدولية".
