Nuclear as an integrated part of Egypt Vision 2030

Over the past 50 years, the average global temperature has increased at the fastest rate in recorded history. And experts see the trend is accelerating. Global warming occurs when carbon dioxide (CO2) and other air pollutants and greenhouse gases collect in the atmosphere and absorb sunlight and solar radiation that have bounced off the earth’s surface. Normally, this radiation would escape into space — but these pollutants, which can last for years to centuries in the atmosphere, trap the heat and cause the planet to get hotter. And the effects of rising temperatures aren’t waiting for some far-flung future–signs of the effects of global warming are appearing right now. The heat is melting glaciers and sea ice, shifting precipitation patterns, and setting animals on the move.

Almost one year has passed since Egypt became the 152nd country to join The Paris Agreement which central aim is to strengthen the global response to the threat of climate change. The Egyptian strategy fully strives to minimize the risks associated with global warming factors and corresponds the mechanics opposed to it. Egypt adheres to the world experience in preventing everything that can cause minor changes in the climate.

Consistently the environmental dimension became one of the three key pillars of the Sustainable Development Strategy (SDS): Egypt Vision 2030 which follows the sustainable development principle as a general framework for improving the quality of lives and welfare. Environment is integrated in all economic sectors to preserve natural resources and support their efficient use and investment. A clean, safe and healthy environment leads to diversified production resources and economic activities, supporting competitiveness, providing new jobs, eliminating poverty and achieving social justice.

To ensure sustainable economic development Egypt has to rely on the clean, renewable energy sources such as wind and solar, as well as nuclear. The government has recently announced their renewable energy plan for 2035 to include an addition of 67 GW (representing 45% of total generated electricity). Renewables are necessary to meet peak demand for electricity, but being dependable on weather conditions they are insufficient to ensure baseload energy supply.

As far as security of supply goes, nuclear is unrivalled. Dr Yousry Abu Shady, UN Energy Expert, former IAEA Senior Inspector, former Head of Nuclear Engineering Department at Alexandria University, points out, ‘The energy generated by nuclear power plants is stable and sustainable 24/7 without any outages or interruptions. It is not impacted by weather conditions, unlike solar and wind farms. It is not impacted by the unavailability of fuel, unlike thermal plants, which rely totally on oil, gas or coal supplies. The service life of a nuclear plant is not less than 60 years.’

Egypt is one the first countries in the world to set sight on nuclear power. The Atomic Energy Commission was established in 1955, just one year after the first nuclear power plant in the world located in Obninsk (Russia) became operational. And since then Egypt is consistently pursuing its nuclear ambition.

Professor Yassin Ibrahim, Former Chairman of Nuclear Power Plants Authority, notes that, in humankind’s search for low-carbon energy forms, ‘the expansion of nuclear energy use comes on top.’ Key to that, he says, is the fact that nuclear power ‘does not rely on burning fossil sources, and even if you look at the amount of emissions throughout a nuclear power plant’s lifecycle (including emissions from the manufacture of equipment, spare parts, etc.), it has been shown in many global comparative studies that the amount of emissions from one unit of power production throughout the lifecycle of the nuclear plant is lower than that of all sources of energy production, including solar and wind power.’



By the time, sustainable approach plays its part in capacity building and providing long-term work to millions of specialists. As a part of Sustainable Development Strategy: Egypt Vision 2030, nuclear development can be seen as a reliable solution for continuous education, enhanced transparency of action, resolution of human resources issue, and support of uninterrupted productive progress with a wide pull of social, economic and climate advantages, as well as a counterweight against the harmful effect of global warming.



الطاقة النووية جزء متكامل من رؤية مصر 2030

لقد ارتفع متوسط درجة حرارة الأرض بأسرع معدلات في تاريخ البشرية خلال الخمسين عاماً الأخيرة. ويرى خبراء المناخ والبيئة أنّ هذا الاتجاه العالمي يسير بمعدلات متسارعة حالياً. وبشكل عام، تحدث ظاهرة الاحتباس الحراري عندما يتجمع ثاني أكسيد الكربون وغيره من ملوثات الهواء، بالإضافة لغازات الصوب الخضراء، في الغلاف الجوي. وتقوم هذه الغازات مجتمعة بامتصاص أشعة الشمس والإشعاع الشمسي المنعكس من سطح الأرض. ففي الغالب، تنفذ هذه الإشعاعات إلى الفضاء، ولكن تقوم تلك الغازات الملوِثة، والتي تبقى في الغلاف الجوي من سنوات حتى قرون، باحتجاز الحرارة وتتسبب في ارتفاع درجة حرارة الكوكب. ولا تحتاج التأثيرات المرتبطة بارتفاع درجة الحرارة لوقت طويل حتى تظهر، ولكنها تحدث بشكل فوري مع ظاهرة الاحتباس الحراري. فمع ارتفاع درجة حرارة الأرض، تذوب الأنهار الجليدية والجليد في البحار، وتتغير نماذج هطول الأمطار في العالم، وهو ما يؤثر أيضاً على الحيوانات في العالم. 

لقد مر عام على انضمام مصر لاتفاقية باريس للمناخ باعتبارها الدولة رقم 152 التي تنضم لهذه الاتفاقية العالمية والتي تهدف بشكل رئيسي لزيادة الاستجابة العالمية في التعامل مع التهديدات الناتجة عن التغير المناخي. 

لقد أصبح البُعد البيئي من أهم الركائز الثلاث لاستراتيجية التنمية المستدامة: مصر 2030، والتي تعتمد على مبدأ التنمية المستدامة كإطار عام لتحسين جودة الحياة وتحقيق الرفاهية. إنّ البيئة هي جزء رئيسي ومتكامل في كافة القطاعات الاقتصادية، من أجل المحافظة على الموارد الطبيعية ودعم الاستخدام الكفء للاستثمارات. وتؤدي البيئة النظيفة والآمنة والصحية إلى تنوع مصادر الإنتاج والأنشطة الاقتصادية ودعم التنافسية وتوفير فرص عمل جديدة والقضاء على الفقر وتحقيق العدالة الاجتماعية. 

ومن أجل ضمان تحقيق التنمية الاقتصادية المستدامة، يجب أن تعتمد مصر على مصادر الطاقة النظيفة والمتجددة مثل طاقة الرياح والطاقة الشمسية وكذلك الطاقة النووية. وقد أعلنت الحكومة المصرية مؤخراً عن خطتها القومية للطاقة المتجددة حتى عام 2035 لإضافة 67 جيجاوات (بما يمثل 45% من إجمالي الطاقة الكهربائية المولدة). لقد أصبحت مصادر الطاقة المتجددة ضرورة ملحة لتلبية الطلب المتزايد على الكهرباء في البلاد، ولكن لكونها تعتمد على ظروف الطقس، فإنّ ذلك لا يجعلها كافية لتوفير الأحمال الأساسية لإمدادات الطاقة في مصر. 

وإذا كان الأمر متعلقاً بتأمين إمدادات الطاقة، فإنّ الطاقة النووية لا منافس لها في هذا المجال. يقول الأستاذ الدكتور/ يسري أبو شادي، خبير الطاقة بالأمم المتحدة وكبير مفتشي الوكالة الدولية للطاقة الذرية سابقاً، والرئيس السابق لقسم الهندسة النووية في جامعة الإسكندرية: "إنّ الطاقة التي تولدها المحطات النووية تتميز باستقرارها واستدامتها على مدار الساعة دون أي انقطاع أو توقف. إنها لا تتأثر بظروف الطقس بخلاف مزارع الطاقة الشمسية وطاقة الرياح، كما أنّ الطاقة النووية لا تتأثر بنقص إمدادات الوقود مثل المحطات الحرارية التقليدية والتي تعتمد بالكامل على البترول والغاز الطبيعي والفحم. إنّ العمر الإنتاجي للمحطة النووية لا يقل عن 60 عاماً" 





وتُعد مصر واحدة من أوائل الدول في العالم التي نظرت بجدية لاستخدام الطاقة النووية. ففي عام 1955، أسست مصر لجنة الطاقة الذرية، بعد عام واحد فقط من تشغيل أول محطة لتوليد الطاقة النووية في العالم والتي أقيمت في مدينة أوبنينسك الروسية. ومنذ ذلك الحين، تسعى مصر لتحقيق طموحها النووي. 

يضيف الأستاذ الدكتور/ ياسين إبراهيم، الرئيس السابق لهيئة المحطات النووية المصرية: "تُعد الطاقة النووية من أهم مصادر الطاقة النظيفة، والتي تأتي في مقدمة البدائل المتاحة أمام البشر في إطار سعيهم للبحث عن مصادر طاقة ذات انبعاثات كربونية منخفضة، حيث لا تعتمد الطاقة النووية على حرق الوقود الأحفوري (الغاز الطبيعي-البترول). وحينما ننظر لكمية الانبعاثات الكربونية الناتجة عن أي محطة نووية على مدار عمرها الإنتاجي (بما في ذلك الانبعاثات الناتجة عن تصنيع المعدات والمكونات وقطع الغيار، الخ)، سنجد أنّ الانبعاثات الناتجة عن وحدة نووية واحدة على مدار عمرها الإنتاجي أقل بكثير من أي مصدر من مصادر الطاقة الأخرى، بما فيها الطاقة الشمسية وطاقة الرياح، طبقاً لنتائج العديد من الدراسات المقارنة التي أجريت في هذا الشأن." 



وبمرور الوقت، ستلعب الاستدامة دوراً رئيسياً في بناء القدرات وتوفير فرص العمل طويلة الأجل لملايين المتخصصين في المجال النووي. وفي إطار رؤية مصر 2030 لاستراتيجية التنمية المستدامة، تمثل تنمية قدرات البلاد في مجال الطاقة النووية حلاً يُعتمد عليه للتعليم المستمر وتحسين مستويات الشفافية، وإيجاد حلول لأزمة الموارد البشرية، ودعم التقدم الإنتاجي المستمر دون توقف، مع تقديم باقة متكاملة من المزايا الاجتماعية والاقتصادية والبيئية والمناخية، ومعادلة التأثيرات السلبية للاحتباس الحراري على المستوى العالمي.
