NAMA Women Advancement Establishment and UN Women sign MoU in New York

UN Women and the UAE-based non-profit NAMA Women Advancement Establishment (NAMA) signed a Memorandum of Understanding in New York recently, to consolidate their efforts in implementing the UN Women Flagship Programme “Stimulating Equal Opportunities for Women Entrepreneurs” in South Africa, the United Arab Emirates and the region, with support from UN Women headquarters.
To be implemented in a period of three years, the programme will target approximately 25,000 women, especially those living in poverty and facing heightened social discrimination, and seek to stimulate demand for women entrepreneurs’ products and services by promoting gender-responsive public and private procurement; and promote women entrepreneurs’ access to entrepreneurial skills and finance opportunities so that they can benefit from global value chains.
South Africa already has regulations in both the public and private sector for preferential procurement for small businesses including women, youth and persons with disabilities. With over $60 billion in government procurement available, the opportunity for women-owned businesses to access 30-50% of this is immense.
The NAMA-UN Women partnership in South Africa will focus on investing in building the capacity of thousands of women-owned businesses to take on increasingly larger procurement contracts, particularly in non-traditional sectors. From initial consultations in South Africa, it is likely that the focus will be on the energy and agriculture value chains that include opportunities in construction, logistics, production, packaging and more across these sectors. Assessments of the readiness of women-owned enterprises and the government agencies most committed to preferential procurement will be completed during the inception phase along with the plan of action.
At the global level, the programme will bring together knowledge with policy advocacy and technical assistance, and by leveraging platforms such as the Women’s Empowerment Principles. User-friendly materials will be developed to create a corporate culture that drives forward women’s access to decent jobs and entrepreneurship opportunities. For skills development, a comprehensive learning programme will be initiated that will be open to all to acquire the skills necessary to be a successful entrepreneur.
In the UAE, once the implementation team is onboard, a needs assessment will be conducted to determine the sectors and the target groups. By leveraging virtual learning, it is expected that 10,000 women entrepreneurs will benefit from this programme in the region.
A key component of the partnership is the organisation of the Women’s Economic Empowerment Global Summit (WEEGS) that will be held in the UAE in 2019. The first Global Summit, co-organised by NAMA and UN Women, was held in Sharjah, UAE, in December 2017.
Among the attendees of the MoU signing ceremony, which was held at UN Women Headquarters in New York, were Phumzile Mlambo-Ngcuka, United Nations Under-Secretary-General and Executive Director of UN Women; Reem BinKaram, Director of NAMA; HE Lana Nusseibeh, Ambassador and Permanent Representative of the UAE to the United Nations; and other high-level international stakeholders working towards realising their shared goal of ensuring that female entrepreneurs have equal opportunities.
Welcoming the new partnership between the two entities, BinKaram said: “I am delighted to be witnessing yet another milestone in our journey together in furthering the ‘Stimulating Equal Opportunities for Women Entrepreneurs’ UN Women Flagship Programme. The partnership with UN Women will make it possible to reach a broad spectrum of women entrepreneurs and procurement entities in the Middle East and South Africa to support women’s enhanced and equal participation in global value chains.”

UN Women has been working to further its 12 Flagship Programme Initiatives, which the entity adopted in 2015 to contribute to the UN General Assembly’s 2030 Agenda for Sustainable Development. NAMA pledged its support to UN Women during a meeting of the UN Secretary-General’s High-Level Panel on Women’s Economic Empowerment in January 2017 for the implementation and scaling up of the ‘Stimulating Equal Opportunities for Women Entrepreneurs’ Flagship Programme globally, and has partnered with the organisation over the past year and a half to bring traction to equal opportunity issues in women’s economic empowerment in the Middle East and North African countries.
Highlighting the significance of the continued partnership with NAMA to further their shared goal of changing the discriminatory social norms and stereotypes that enable discrimination against women, Mlambo-Ngcuka remarked: “UN Women looks forward to working with NAMA for a world where women’s entrepreneurship can be an engine for the achievement of the Sustainable Development Goals. By facilitating an enabling environment and access to markets, finance and critical skills for women entrepreneurs, the programme will make a significant contribution to women’s economic empowerment.”
At the signing, Ambassador Nusseibeh stated: “Today, we are here to celebrate a new partnership between UN Women and the NAMA Women Advancement Establishment, an organization committed to advancing the status of women in the UAE. Her Highness Sheikha Jawaher bint Mohammed Al Qasimi, Chairperson of NAMA, strives to ensure that women become key influential members of society, by investing in women and tapping into their capabilities and intellect.”
Ambassador Nusseibeh added: “NAMA’s support of UN Women’s Flagship Programme on “Stimulating Equal Opportunities for Women Entrepreneurs” is a testament to this belief. We hope that this programme will serve to foster women’s economic empowerment by providing women entrepreneurs with access to markets, finance, and skills.”
Key outputs of the programme will include enhanced knowledge, skills and capacity of organizations to leverage their buying power to support economic empowerment, in addition to online and offline training for women to start high-growth businesses that can meet buyers’ demands. The programme will also focus on creating a community of practice in the finance industry to encourage investment in women’s enterprises and gender-equality, more broadly.

"نماء" و"الأمم المتحدة" تتفقان على تمكين 25 ألف امرأة في مجال ريادة الأعمال

وقعت هيئة الأمم المتحدة للمرأة ومؤسسة نماء للارتقاء بالمرأة، المعنية بتفعيل دور المرأة والارتقاء به في القطاعات الاقتصادية والمهنية والاجتماعية، مذكرة تفاهم في نيويورك مؤخراً، بهدف تفعيل تنفيذ برنامج الأمم المتحدة العالمي "تكافؤ الفرص لرائدات الأعمال" في كل من جنوب أفريقيا، ودولة الإمارات، والمنطقة، بدعم من الهيئة.
ويستهدف البرنامج، المقرر تنفيذه على مدى ثلاث سنوات، ما يقرب من 25 ألف امرأة، لا سيما اللواتي يعشن في بيئة فقيرة ويواجهن تمييزاً اجتماعياً متصاعداً، وذلك بهدف تحفيز القطاعين العام والخاص على شراء المنتجات والخدمات التي تقدمها رائدات الأعمال في هذه المناطق. كما سيقوم البرنامج بتطوير المهارات الريادية لدى صاحبات المشاريع وتعزيز فرص حصولهن على التمويل المطلوب للاستفادة من سلاسل القيمة العالمية.
وأقيمت مراسم التوقيع على المذكرة بين فومزيلي ملامبو-نغكوكا، وكيل الأمين العام للأمم المتحدة والمديرة التنفيذية لهيئة الأمم المتحدة للمرأة، وريم بن كرم، مدير مؤسسة نماء، بحضور سعادة السفيرة لانا نسيبة، الممثل الدائم لدولة الإمارات لدى الأمم المتحدة، إلى جانب عدد من الشركاء الدوليين رفيعي المستوى الذين يتعاونون معاً لضمان حصول رائدات الأعمال على فرص عمل متكافئة وترسيخ المساواة بين الرجل والمرأة في مجال الأعمال التجارية.
وبموجب مذكرة التفاهم سيتم تطوير مواد سهلة الاستخدام لنشر ثقافة حق المرأة بالحصول على فرص العمل اللائق وريادة الأعمال. وفي مجال تطوير مهارات ريادة الأعمال، ستعمل هيئة الأمم المتحدة للمرأة على تطوير برنامج تعليمي متكامل يهدف إلى تعزيز مهارات المرأة وإعدادها لتكون رائدة أعمال ناجحة.
وتفعيلاً لهذه المذكرة سيعمل الفريق المكلف من الهيئة حال وصوله إلى دولة الإمارات العربية المتحدة على تقييم الاحتياجات لتحديد القطاعات والمجموعات المستهدفة. ومن المتوقع أن يستفيد من منصة التعلم الافتراضي التي يقدمها البرنامج 10 آلاف سيدة أعمال من مختلف دول المنطقة.
وسيتم من خلال هذا البرنامج تقديم دورات تدريبية على الإنترنت وورش عمل ميدانية للسيدات لتشجيعهن على بدء أعمال تجارية خاصة بهنّ وتزويدهن بجميع الإمكانيات اللازمة لتلبية طلبات السوق. وسيركز البرنامج أيضاً على وضع ممارسات فعالة في صناعة التمويل تهدف إلى تشجيع الاستثمار في المشاريع والشركات التي تملكها وتديرها المرأة وترسيخ مبدأ المساواة بين الجنسين.
رؤية جواهر القاسمي تدعم تمكين المرأة
وتعليقاً على المذكرة قالت ريم بن كرم: "يسعدني أن أشهد إنجازاً جديداً في مسيرتنا المشتركة نحو تفعيل برنامج الأمم المتحدة العالمي "تكافؤ الفرص لرائدات الأعمال"، حيث ستتيح الشراكة مع هيئة الأمم المتحدة للمرأة إمكانية الوصول إلى شريحة واسعة من صاحبات المشاريع في الشرق الأوسط وجنوب أفريقيا لدعم وضمان المساواة بين الرجل والمرأة وتوفير فرص متكافئة للمشاركة في سلاسل القيمة العالمية".
وأضافت: "تستمد مؤسستنا رؤيتها من سمو الشيخة جواهر بنت محمد القاسمي، رئيس مؤسسة نماء للارتقاء بالمرأة، التي تؤمن بدور المرأة الفاعل في تحوّل المجتمع وتعمل بجدّ لتمكين المرأة وضمان مشاركتها في جميع القطاعات. كما نتطلع إلى تنظيم القمة العالمية للتمكين الاقتصادي للمرأة 2019 والتي ستمثل منصةً رائدةً لجميع أصحاب المصلحة والشركاء لتبادل الخبرات والدروس المستفادة والتعريف بأفضل الممارسات المتعلقة بتمكين المرأة اقتصادياً".
الأمم المتحدة تعزز البيئة المحفزة لرائدات الأعمال
من ناحيتها قالت فومزيلي ملامبو-نغكوكا: "تتطلع هيئة الأمم المتحدة للمرأة إلى العمل مع مؤسسة نماء من أجل إيجاد عالم يحفز رائدات الأعمال على لعب دور أساسي في تحقيق أهداف التنمية المستدامة. ويسعى البرنامج إلى المساهمة بشكل أوسع في تمكين المرأة اقتصادياً من خلال تهيئة بيئة مواتية يسهل فيها على رائدات الأعمال الوصول إلى الأسواق والحصول على التمويل والمهارات اللازمة للارتقاء في سلّم النجاح".
الإمارات تستثمر في القدرات الكامنة بالمرأة
وقالت السفيرة لانا نسيبة: "نحن سعداء بهذه الشراكة الجديدة بين هيئة الأمم المتحدة للمرأة ومؤسسة نماء المعنية بتمكين المرأة والارتقاء بها اقتصادياً ومهنياً واجتماعياً في دولة الإمارات بدعم كريم من سمو الشيخة جواهر بنت محمد القاسمي التي تسعى جاهدةً لمنح المرأة دورها الفعال كعضو مؤثر لا غنى عنه في المجتمع، وذلك من خلال الاستثمار في القدرات الكامنة التي تتمتع بها المرأة والاستفادة من طاقاتها الفكرية".
وأضافت السفيرة: "إن الدعم الذي تقدمه مؤسسة نماء للارتقاء بالمرأة لدعم برنامج الأمم المتحدة العالمي "تكافؤ الفرص لرائدات الأعمال" هو دليل واضح على إيمانها الراسخ بهذا المبدأ، ونحن نتطلع عبر هذا البرنامج إلى تعزيز التمكين الاقتصادي للمرأة عن طريق فتح آفاق أوسع أمام رائدات الأعمال للوصول إلى الأسواق والحصول على الدعم المالي واكتساب المهارات التي تؤهلهن لتحقيق النجاح والتميز في مجال الأعمال"
60 مليار دولار أمريكي فرصة رائدات الاعمال في سوق العمل جنوب أفريقيا
تتمحور الشراكة المبرمة بين مؤسسة نماء وهيئة الأمم المتحدة في جنوب أفريقيا حول تعزيز قدرات آلاف الشركات التي تملكها رائدات أعمال على توسيع فرصها الاستثمارية والتوقيع على مزيد من عقود الشراء خاصة في القطاعات غير التقليدية. حيث وضعت جنوب أفريقيا لكل من القطاعين العام والخاص مجموعة من القوانين والسياسات التفضيلية لصالح الشركات الصغيرة مع التركيز على الشركات التي تملكها السيدات والشباب والأشخاص ذوي الإعاقة.
ويشكل حجم المشتريات الحكومية البالغ 60 مليار دولار أمريكي فرصةً أمام السياسات الجديدة لزيادة استفادة شركات رائدات أعمال من هذا الدعم بنسبة تتراوح بين 30-50%.
ووفقاً للمشاورات الأولية التي عقدت في جنوب أفريقيا، من المرجح أن يتم التركيز على سلاسل القيمة في قطاعي الطاقة والزراعة التي تقدم فرص أعمال واعدة في مجال الإنشاءات والخدمات اللوجستية والإنتاج والتغليف والتعبئة وغيرها الكثير.
القمة العالمية للتمكين الاقتصادي للمرأة عام 2019
تعهدت مؤسسة نماء بتوجيهات سمو الشيخة جواهر بنت محمد القاسمي، بتقديم الدعم إلى هيئة الأمم المتحدة للمرأة خلال اجتماع رفيع المستوى دعا إليه الأمين العام للأمم المتحدة حول التمكين الاقتصادي للمرأة عقد في يناير 2017 للبحث في سبل تنفيذ وتفعيل برنامج الأمم المتحدة العالمي "تكافؤ الفرص لرائدات الأعمال".
وركزت مؤسسة نماء مع المنظمة الدولية على مدار العام والنصف الماضي على قضايا المساواة بين الرجل والمرأة وضمان تكافؤ الفرص من خلال دعم التمكين الاقتصادي للمرأة في منطقة الشرق الأوسط ودول شمال أفريقيا.
وفي إطار شراكتها مع هيئة الأمم المتحدة للمرأة تنظم مؤسسة نماء القمة العالمية للتمكين الاقتصادي للمرأة عام 2019 في دولة الإمارات لاحقاً للقمة الأولى التي نظمتها المؤسسة بالتعاون مع نفس الهيئة في إمارة الشارقة خلال شهر ديسمبر 2017.
