A panel discussion, “Decoding ISIS,” organized by AUC Forum. The panel will provide a comprehensive overview of the legal system- including laws, police, courts and prison- that ISIS uses to justify its violence, governance and territorial expansion. It will also explain how ISIS uses this politico-legal system to advance its state-building objectives and highlights some of its emerging vulnerabilities.
