Minister Al Nuaimi: Event to serve as strategic platform for participants to share opinions and develop solutions aimed at addressing emerging challenges of maritime education & training segment
Dubai, November 9, 2015: H.E Dr. Abdullah Belhaif Al Nuaimi, Minister of Public Works and Chairman of the Federal Transport Authority – Land and Maritime inaugurated today the Middle East region’s pioneering edition of the two-day Maritime Academic Conference & Expo (MARACAD) organized by Cham Events and held at the Dubai World Trade Center. The event has a strategic importance as a first-of-its-kind regional event aimed at encouraging constructive dialogue and establishing solid partnerships to promote maritime education and training and to explore new prospects for optimizing investment in manpower as a backbone of overall development.
The event is attended by international maritime industry leaders, senior government officials, decision makers, maritime sector stakeholders and top experts, vessel operators and owners in the UAE and the region. The participation of the Federal Transport Authority – Land and Maritime underlines the country's experiences in addressing industry challenges and introduction of best practices and standards, which have reinforced the UAE's leading position in the maritime education and training sector.
In his keynote speech, Dr. Abdullah Al Nuaimi expressed his thanks and appreciation to the participants, stressing on the importance of the event, especially in the continuing efforts to position the UAE as a premier global hub for the maritime industry--especially in the field of maritime education and training.
Minister Al Nuaimi said, "The country's maritime segment constitutes about five per cent of the total state economy. This figure is expected to grow to 25 per cent with the entry of more UAE based maritime companies, which will provide key services like education, industries, insurance and finance. In addition to these emerging companies, growth will also be attributed to maritime classification authorities, ship owners and operators. In line with this, the International Maritime Academic Conference and Expo serves as a strategic platform aimed for participants to share opinions and develop solutions that are aimed at addressing emerging challenges of maritime education & training segment. This event falls in line with the country's commitment towards further developing human resources for the maritime segment, which represents the pillars for industry growth at both regional and international levels."
The Minister added that the event will open horizons for maritime training and education, which will enable more cooperation and collaboration across concerned parties like economic consultancies, academies, maritime authorities, banks, maritime service companies and national and international financing institutions--all working together to develop infrastructure, services and training programs for the maritime educational sector.
The opening of the Maritime Academic Conference was held simultaneously with a two-day exposition showcasing the latest technologies and innovations in today's maritime industry. The event is being attended by maritime transport experts and speakers who are discussing the current state of the maritime industry's business segment and the future of regional and international maritime education and training markets.
MARACAD features key discussions and workshops covering key topics such as the UAE and its move to support the sustainability of the marine industry, the Middle East and maritime academic scientific research initiatives, IMO’s role in the development of maritime education, Maritime labor market and the requirements and policies that govern it, the changing training needs of the shipping industry, role of marine support services for the development of the maritime industry and the technology and electronic services in the maritime industry development among others.
The inaugural conference's agenda also highlights the presentation of research papers from leading maritime organizations like the IMO, the Marine Research Center in England and various leaders of the leading global maritime academic institutions. The event attracts participants from several maritime associations who have expressed willingness in providing possible support through scholarships and job opportunities.

افتتح معالي الدكتور المهندس عبد الله بن محمد بلحيف النعيمي، وزير الأشغال العامة، رئيس مجلس إدارة الهيئة الاتحادية للمواصلات البرية والبحرية اليوم أجندة فعاليات "المؤتمر والمعرض الدولي الأكاديمي البحري" الذي تنظمه "شام للفعاليات" ويقام للمرة الأولى على مستوى الشرق الأوسط في المركز التجاري العالمي بدبي. ويتم خلال هذا الحدث، الذي يمتد لغاية 10 نوفمبر ، مناقشة أبرز التحديات التي تواجه قطاع التعليم والتدريب البحري المهني وإيجاد الحلول اللازمة لها، فضلاً عن تشجيع تبادل أفضل الممارسات وأحدث الاتجاهات الناشئة التي تصب في خدمة التطوير المستدام للقطاع البحري في الإمارات والمنطقة ككل.
وتأتي مشاركة الهيئة الاتحادية للمواصلات البرية والبحرية في هذا المعرض والمؤتمر من منطلق إبراز الضوء على تجربة دولة الإمارات ومركزها المتقدم كدولة رائدة في مجال تطوير قطاع التعليم والتدريب البحري المهني .
وعبر معالي الدكتور عبد الله النعيمي في كلمته الافتتاحية عن شكره للمشاركين ..مشيرا الى ان استضافة الامارات لهذا الحدث دلالة على المكانة الرفيعة لدولة الإمارات العربية المتحدة وموقعها الريادي في قطاع النقل البحرى على المستويين الإقليمي والعالمي.
ويشهد المؤتمر مشاركة واسعة من رواد القطاع البحري العالمي وكبار المسؤولين الحكوميين وصناع القرار، إضافة إلى أبرز الخبراء الدوليين ومشغلي ومالكي السفن المحليين والإقليميين. ويحظى "المؤتمر والمعرض الدولي الأكاديمي البحري " بأهمية استراتيجية كونه أول حدث إقليمي من نوعه يهدف إلى تشجيع الحوار البناء وتأسيس شراكات استراتيجية متينة من شأنها الارتقاء بالتعليم والتدريب البحري، فضلاً عن استكشاف آفاق جديدة لتعزيز الاستثمار الأمثل بالعنصر البشري باعتباره أساس التنمية الشاملة.
وقال معالي الدكتور عبد الله بلحيف النعيمي، وزير الأشغال العامة: "يشكل الاقتصاد البحري في الوقت الحالي نحو 5% من إجمالي اقتصاد الدولة، وربما يصل إلى 25% من خلال إنشاء شركات وطنية تطلق التشريعات البحرية في الدولة وتقدم مجموعة من الخدمات كالتعليم البحري والصناعات البحرية والتأمين والتمويل البحري وهيئات التصنيف البحرية وملاك السفن والمشغلين وغيرها من عوامل نجاح أي قطاع بحري عالمي. ويشكل "المؤتمر والمعرض الدولي الأكاديمي البحري" منصة استراتيجية لتبادل الأفكار والآراء حول أفضل السبل الكفيلة بمواجهة التحديات الناشئة التي تعيق تطوير قطاع التعليم والتدريب البحري، حيث يأتي تنظيم هذا الحدث في الوقت الذي تتزايد فيه أهمية الإستثمار في الموارد البشرية، التي تعتبر ركيزة أساسية لدفع عجلة نمو القطاع البحري محلياً وإقليمياً. وسيسهم هذا الحدث في توسيع آفاق التعليم والتدريب البحري، وتفعيل العمل المشترك بين المكاتب الإستشارية الاقتصادية والأكاديميات والسلطات البحرية والبنوك وشركات الخدمات البحرية ومؤسسات التمويل الوطنية والعالمية لتطوير البنية التحتية للقطاع التعليمي البحري، الذي يحظى باهتمام لافت كونه مساهم رئيسي في رسم ملامح مستقبل الصناعة البحرية في العالم".
وشهدت الجلسة الافتتاحية لليوم الأول لأعمال المؤتمر المقام على مدى يومين بالتزامن مع فعاليات المعرض مشاركة خبراء ومتحدثين في مجال النقل البحري حيت تناولت العديد من التساؤلات وتقديم نظرة عميقة حول حالة قطاع الأعمال البحرية اليوم ومستقبل أسواق المنطقة والعالم بقطاع التعليم والتدريب البحري.
ويناقش المؤتمر بشكل عام العديد من المواضيع والقضايا المتعلقة بقطاع الأعمال البحرية ويختص على نقاشات وورش عمل هامة تغطي المواضيع الرئيسية لدولة الإمارات وتحركها لدعم استدامة القطاع البحري، ومبادرات البحوث العلمية الأكاديمية في القطاع البحري في منطقة الشرق الأوسط، ودور المنظمة البحرية العالمية في دعم وتطوير التعليم البحري، وسوق العمالة البحرية والمتطلبات والسياسات التي تحكمها، واحتياجات التدريب المتغيرة للقطاع البحري، ودور خدمات الدعم البحري في مجال تطوير القطاع البحري وتوفير فرص العمل ودورالتكنولوجيا والخدمات الإلكترونية في تطوير القطاع البحري.
كما ويتضمن جدول أعمال الدورة الأولى من "المؤتمر والمعرض الدولي الأكاديمي البحري" تقديم أوراق بحثية من مؤسسات رائدة في المجال البحري مثل المنظمة البحرية العالمية ومركز البحوث البحرية في إنكلترا، بالإضافة إلى عدد من قادة أبرز المؤسسات الأكاديمية البحرية في العالم. ويستقطب الحدث مشاركة فعالة من قبل العديد من الجمعيات البحرية التي عبرت عن رغبتها في تقديم الدعم الممكن من خلال المنح الدراسية والفرص الوظيفية.
