For the Second Consecutive Year
For the second consecutive year, the United Arab Emirates took top place in the Middle east and North Africa for the World Justice Project's Rule of Law Index.. The UAE has achieved 0.67 (min 0, max 1), while Denmark came first in the global ranking with 0.87.
The UAE succeeded in acquiring the top position on the list thanks to its prestigious record in the competitiveness indices, most importantly adherence to the order and security factor, by which crime is effectively controlled, civil conflict, is effectively limited and people do not resort to violence to redress personal grievances. In this category, the UAE scored 0.91, followed by absence of governmental corruption 0.82, and effective criminal justice 0.77. The Index’ factor 8 evaluates the Criminal Justice system, which measures the correctional system’s effectiveness in reducing criminal behavior. Other factors include constraints on government powers; regulatory enforcement; open government; civil justice; and fundamental rights.
The report shows that the UAE has attained significant results towards its vision of distinguished police performance. Based on the answers drawn from household and expert respondents, police officers respect due process and fundamental rights of suspects. According to the report, New Zealand, Japan, and South Korea share the same vision with the UAE in this regard.
Major General Dr. Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior, expressed his confidence in the UAE police bodies’ ability in achieving additional positive results on all global competitiveness indices. “These achievements are possible thanks to the accumulated expertise and skills of the UAE people, and the sound planning under the leadership of Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, and his ongoing commitment to keep the police institution at the forefront of the most effective and efficient institutions internationally. .
For his part, Abdullah Nasser Lootah, Secretary General of the Emirates Competitiveness Council (ECC), noted that the annual results of the International Justice Project‘s report are a new addition to the landmark achievements made by the UAE and will further reinforce its good reputation locally, regionally and internationally. The Index’s results also strengthen the UAE's status as a leading trade, finance, investment and tourism hub, thanks to the UAE’s distinguished record in rule of law, justice, safety, and security and other unique features.
It is worth mentioning that the World Justice Project (WJP) is an independent, non-profit, international multidisciplinary organization, which periodically releases the annual “Rule of Law Index”. The Index provides original, impartial data to measure how the rule of law is experienced in practical, everyday situations by ordinary people around the world. Performance is assessed using several indicators across eight categories, each of which is scored and ranked globally against regional and income peers.

الإمارات الأولى عربياً في سيادة القانون
تصدَّرت دولة الإمارات العربية المتحدة جميع الدول العربية في الشرق الأوسط وشمال إفريقيا في نتائج التقرير السنوي لمؤشر سيادة القانون؛ ضمن مشروع العدالة الدولية، وذلك للعام الثاني على التوالي، بنتيجة قدرها 67. 0 (منسوبة للواحد الصحيح)، فيما تصدرت الدنمارك المرتبة الأولى دولياً بنسبة 87. 0.
وجاء سبب تصدر الإمارات لهذه القائمة تفوقها في مؤشرات وعوامل التنافس التي كان أبرزها عامل النظام والأمن؛ بما يندرج تحته من مؤشرات السيطرة على الجريمة وحل الخلافات المدنية، وعدم لجوء الناس للعنف لحل مشكلاتهم، محققة بذلك أعلى نسبة (91. 0 ) على باقي العوامل، يليها عامل غياب الفساد الحكومي (82. 0) ثم نظام العدالة الجنائية (77. 0) والذي من بين مؤشراته فاعلية نظام المنشآت الإصلاحية والعقابية في خفض السلوك الاجرامي، إلى غيرها من العوامل؛ كإنفاذ القانون وضوابط السلطة الحكومية والحكومة المنفتحة، والعدالة المدنية والحقوق الأساسية.
وأوضح تقرير "المنظمة" أن دولة الإمارات تحقق نتائج ملموسة فيما يتعلق برؤيتها الحضارية للأداء الشرطي، حيث أكد جميع الذين تم استطلاع آرائهم في الدول، من ممارسين للقانون وغيرهم، أن عناصر الشرطة يتصرفون وفقاً للقانون ويحترمون الحقوق الأساسية للمشتبه بهم، مشيراً إلى أن الدول التي تشترك مع دولة الإمارات العربية المتحدة في هذه الرؤية الحضارية هي نيوزلندا و اليابان و كوريا الجنوبية.
وأعرب اللواء الدكتور ناصر لخريباني النعيمي، الأمين العام لمكتب سمو نائب رئيس مجلس الوزراء وزير الداخلية، عن ثقته بقدرة المؤسسة الشرطية الإماراتية على تحقيق معدلات إيجابية متزايدة في مختلف مؤشرات التنافس العالمية، كلما تقدم بها الوقت، نظراً للخبرات والمهارات المتراكمة لدى أبنائها؛ والتخطيط المنهجي السليم الذي يشرف عليه الفريق سمو الشيخ سيف بن زايد آل نهيان، نائب رئيس مجلس الوزراء وزير الداخلية، وحرص سموه على أن تصبح الشرطة الإماراتية في طليعة المؤسسات الأكثر قوة وفاعلية وحداثة في العالم.
واعتبر عبدالله لوتاه، أمين عام مجلس التنافسية الاتحادي، أن ما أسفرت عنه النتائج السنوية لتقرير المنظمة الدولية؛ التي تروّج نتائجها حول العالم، يعدّ مكسباً جديداً للسمعة الطيبة التي تتبوؤها الإمارات، عربياً وإقليمياً ودولياً، كما يؤكد مكانتها كوجهة سياحية وتجارية واقتصادية واستثمارية فضلى؛ لما تتمتع به من سيادة للقانون والعدل والأمن والأمان، وغيرها من المقوِّمات الفريدة.
يُذكر أن مشروع العدالة الدولي، بكونه منظمة عالمية مستقلة وغير ربحية، يقوم دورياً بنشر "مؤشر سيادة القانون"، الذي يهدف إلى قياس ممارسة الأشخاص بشكل عام لسيادة لقانون عملياً، وفي المواقف والظروف الحياتية اليومية حول العالم، ويعتمد في قياسه على الإجابات التي تدلي بها العينة المشاركة في الاستطلاع، ويتم احتساب المؤشر دولياً في مجموعات دول مصنفة حسب الدخل العام للفرد فيها.
