UAE, January 13, 2015 - Qatar Civil Aviation Authority (QCAA) has announced the adoption of the New ICDL Profile structure in order to enhance the digital competencies and knowledge of its employees. This aligns with QCAA’s strategy to implement the best international practices and latest concepts to support the development of the civil aviation industry and ensure the highest levels of security and safety of aviation and air transport in Qatar.
The adoption of the New ICDL structure aims at tackling the digital skills gap among QCAA’s employees, through providing them with digital data protection skills and equipping them with the necessary tools needed in using computers and the internet. The training programmes will be offered in the QCAA’s training centre, which has been accredited by ICDL Arabia as an Authorized Training & Testing Centre, and under the supervision of ICDL certified instructors.
QCAA expressed its readiness to implement the New ICDL structure during the signing of a Memorandum of Understanding created to strengthen the joint efforts to furthering digital literacy between QCAA’s headquarters.
Jamil Ezzo, Director General of ICDL Arabia, said: “We are pleased to cooperate with Qatar Civil Aviation Authority to implement the New ICDL certification programme which features new innovative modules which will enable the candidates to improve their digital skills, especially in terms of Information Security, which has emerged as a critical issue. Through our strategic partnership, we are looking forward to assisting 1000 employees gain the necessary IT skills that are relevant to today’s digital world and which will contribute towards the transition to knowledge-based economies in Qatar and the GCC.”
The New ICDL certification programme, to be offered in the QCAA’s accredited centre, includes new content with the addition of four new modules that will ensure that candidates have the digital skills necessary for their present and future scenarios. This allows both candidates and businesses to maximize their digital knowledge and efficiency, by staying ahead of emerging trends and the latest technologies. The revised structure of the ICDL programmes offers greater flexibility in customizing ICT skills learning in line with individual and corporate business needs through a selection of 13 available modules.
The New ICDL Profile has no end date or time limit which enables candidates to develop through continuous learning depending on the functional requirements of the learner. The ICDL Profile displays for the candidate any successfully completed modules to date and allows the candidate to add other modules over the years according to varying functional needs and desires to acquire the most current ICT skills.
While maintaining its unified global standard, the New ICDL offers three different levels of digital proficiency and certifications through its Base, Standard and Advanced modules. The Base modules certification is based on four pre-set modules that are essential for everyone. The Standard modules certification contain all four Base modules plus three additional modules that can be selected from the list of 9 Standard modules. The Advanced modules certification consists of advanced skills in any three of the four office applications, enabling candidates to become power users of those applications.
"الهيئة العامة للطيران المدني" في قطر تعتمد الهيكلية الجديدة لICDL
[الامارات، 13 يناير، 2015] - كشفت "الهيئة العامة للطيران المدني" في قطر عن اعتمادها الهيكلية الجديدة لـ ICDL (الرخصة الدولية لقيادة الحاسوب) للارتقاء بمستوى المهارات الرقمية لدى كوادرها، في خطوة تتماشى مع استراتيجيتها الرامية إلى تبنّي أفضل الممارسات وأحدث المفاهيم للارتقاء بقطاع الطيران المدني المحلي وضمان أعلى مستويات أمن وسلامة الطيران والنقل الجوي بما يدعم خطط التنمية الشاملة.
وتهدف الخطوة إلى سد الثغرات المعرفية لدى 1000 موظف وموظفة عبر تزويدهم بمهارات استخدام الكمبيوتر وشبكة الإنترنت وحماية البيانات الرقمية، وذلك ضمن مركز التدريب الخاص بالهيئة بإشراف مدرّبين معتمدين تابعين لها ومدَرّبين من قبل "أي سي دي أل - العربية".
وأكّدت "الهيئة العامة للطيران المدني" إتمام كافة الاستعدادات لتطبيق الهيكلية الجديدة لل ICDL واعتماد مركز التدريب الداخلي التابع لها كمركز معتمد للتدريب والاختبار على ال ICDL. وجاء ذلك من خلال توقيع اتفاقية بين الهيئة و "أي سي دي أل - العربية"، في خطوة أظهرت جهود "الهيئة العامة للطيران المدني" الرامية إلى تعزيز الكفاءة الرقمية لدى موظفيها بالاعتماد على معايير ال ICDL الدولية القياسية لمواكبة التطورات المتلاحقة في مجال تكنولوجيا المعلومات.

والهيكلية الجديدة لل ICDLالتي ستنفذ من خلال مركز التدريب المعتمد والتابع للهيئة تضمن دمج مقررات حالية وإضافة محتوى جديد من خلال مقررات أربعة جديدة لقائمة خيارات المرشحين لضمان تغطية المهارات الرقمية والمعرفة المطلوبة في الوقت الراهن وفي المستقبل القريب، مما يتيح للمرشحين
وللمؤسسات تطوير المعرفة الرقمية لديهم وتعزيز الكفاءة وتعميق الخبرات بطريقة مناسبة لهم تؤمن الإطلاع على أحدث التكنولوجيا والإتجاهات الناشئة، كما ويتيح هيكل البرنامج الجديد للأفراد وللمؤسسات تصميم تركيبة مهارات تكنولوجيا الاتصالات والمعلومات ومعارفها وفقاً لاحتياجاتهم الوظيفية الآنية عبر إختيار ما يقررون من قائمة مقررات البرنامج الثلاثة عشر المتاحة.
وتعكس الهيكلية الجديدة مسمىً جديدا لشهادة الICDL هو" الملف التعريفي للمرشح" والذي يظهر مقررات ال ICDL المنجزة بنجاح من قبل المرشح حتى تاريخه، بما يسمح للفرد بطريق تعليمي مستمر ليس له تاريخ نهاية أو تحديد زمني، وإنما يتبع احتياجات المرشح الوظيفية الآنية، ويسمح له بالإستمرار بإضافة مقررات أخرى عبر السنوات القادمة حسب تقدم وتنوع واختلاف احتياجاته الوظيفية ورغبته بالإستمرار باكتساب أحدث مهارات تكنولوجيا لاتصالات والمعلومات الحديثة.
وتشمل الهيكلية الجديدة تصنيف مقررات ال ICDL ضمن ثلاثة مستويات وهي (الأساسي والمعياري والخبراء). ويتألف المستوى الأساسي من أربعة مقررات محددة مسبقاً. بينما يتألف المستوى المعياري من الأربعة مقررات الأساسية المذكورة بالإضافة لثلاثة مقررات معيارية تختار من باقة تشمل خمسة مقررات حسب احتياجات المرشح ومتطلبات وظيفته الحالية. كما يتألف مستوى الخبراء من ثلاثة من أصل أربعة مقررات تغطي مهارات متقدمة في مجال التطبيقات المكتبية دون شرط أي متطلبات مسبقة. كما ويتيح "الملف التعريفي للمرشح" اعتبار أي من المقررات الثلاثة عشر على أنّه وحدة قائمة بذاته بحيث يستطيع المرشح الحصول على شهادة عن مقرر واحد أو أية تركيبة من أي عدد من المقررات وفق احتياجاته ورغبته.
