Dubai
Maritime City Authority (DMCA), the government authority charged with
regulating, coordinating and supervising all aspects of Dubai’s maritime
sector, has announced the implementation of mandatory marine craft
driving license in Dubai effective January 2015.
The
regulation has been designed to offer a more comprehensive regulatory
platform that will help ensure maritime safety, secure navigation and
operational efficiency along the UAE coastline. The initiative is
expected to help in the move to promote the local maritime sector and
Dubai’s development as one of the world’s most prominent marine centres.
The mandatory licensing of all marine crafts in Dubai is being seen as a
fundamental pillar in the DMCA’s move to create an integrated
regulatory framework to provide safe navigation and to ensure the
highest levels of operational efficiency and safety within the marine
waters of Dubai.

Ali, Executive Director, DMCA, said: “Regulating and developing the
local maritime sector is top priority for DMCA, which is why we
regularly introduce regulations and legislations to address local
requirements in line with best international practices. The application
of Resolution No. 2 of 2013 for marine crew licensing reaffirms the
efforts aimed at integrating all aspects of maritime safety and
operational efficiency across local waters, in cooperation with the
parties concerned.”
Ali
added: “The DMCA remains committed in implementing the mandatory marine
craft driving license service in Dubai. Having launched the resolution
for marine craft licensing in 2013, we worked towards presenting this to
the public in a gradual approach to achieve an increased awareness and
to highlight the importance of obtaining the license. Under this new
initiative, users of marine crafts will be granted a grace period to
help them complete the necessary requirements in obtaining the marine
craft license. The DMCA will be launching a series of awareness
campaigns and ads in newspapers in Arabic and English, in addition to
doing outreach over the radio in Arabic, English and Hindi.
All
local marine crafts are mandated to register and license their crew to
comply with DMCA’s Resolution No. 2 of 2013, which represents the DMCA’s
continued commitment in promoting maritime safety across local,
regional and international waters. The new regulation also falls in line
with the Authority’s efforts to organize and classify UAE marine crafts
and has also been designed to offer a more comprehensive regulatory
platform that will help ensure maritime safety, secure navigation and
operational efficiency along the UAE coastline—thereby reinforcing
Dubai’s leading position as a first class international maritime hub.
Under
Resolution No. 11 of 2013 to issue Implementing Regulations (IR) of
Resolution No. 11 of 2010 for licensing of marine crafts in the emirate
of Dubai, Resolution No. 2 of 2013 complements DMCA’s efforts to
establish clear legislations and regulations in accordance with the
Dubai Maritime Sector Strategy, which aims to strengthen Dubai’s leading
position as a first-class international maritime hub. The application
of Resolution No. 2 of 2013 requires licensing for crew on personal,
business, sports, tourism and recreational marine craft, including small
and large-sized leisure craft, commercial marine vessels and
traditional wooden dhows.

application of Resolution No. 2 of 2013 requires licensing for crew on
personal, business, sports, tourism and recreational marine crafts,
including small and large-sized leisure craft, commercial marine vessels
and traditional wooden dhows. It is prohibited to use any marine craft
within Dubai’s territorial waters unless he/she holds a certified
driving license from Dubai Maritime City Authority.”
All
applicants must be medically fit and have the theoretical, practical
knowledge and expertise to drive light marine vessels, abras and leisure
crafts. Crew members on commercial and traditional wooden dhows must be
completely familiar with the marine radar and communication systems and
navigation maps, in addition to being able to use the various
equipments for safety, first-aid, public safety, fire fighting and water
pollution.

كشفت "سلطة مدينة دبي الملاحية" عن بدء تطبيق قرار إلزامية رخصة قيادة الوسائل البحرية اعتباراً من شهر يناير 2015، في سبيل دعم جهود تنظيم عمل الوسائل البحرية المختلفة استناداً إلى أطر واضحة من شأنها ضمان خلق قطاع بحري آمن ومتجدّد في إمارة دبي، إذ ستسهم هذه المبادرة في الارتقاء بالقطاع البحري المحلي ووضع دبي في مصاف أبرز المراكز البحرية العالمية لأهمية تطبيق سياسة رخص قيادة الوسائل البحرية التجارية والقوارب الترفيهية والتقليدية باعتبارها ركيزة أساسية لتوفير إطار تنظيمي متكامل لتوفير أسباب الملاحة الآمنة وضمان أعلى مستويات الكفاءة التشغيلية والسلامة البحرية ضمن مياه دبي.
ولفت عامر علي، المدير التنفيذي لـ "سلطة مدينة دبي الملاحية"، إلى أنّ تنظيم وتطوير القطاع البحري المحلي يأتي في مقدمة أولويات السلطة البحرية التي تولي اهتماماً كبيراً بتحقيق أفضل الممارسات في القطاع البحري عبر إصدار سلسلة من اللوائح التنظيمية التي تلبي المتطلبات المحلية وفقا للمعايير الدولية، منوّهاً بأنّ "تطبيق القرار رقم (2) لسنة 2013 بشأن ترخيص طواقم الوسائل البحرية يصب في خدمة الجهود الرامية إلى تحقيق التكامل بين جوانب السلامة البحرية والكفاءة التشغيلية والملاحة الآمنة على امتداد سواحل دبي، وذلك بالتعاون مع مختلف الجهات المعنية بالشأن البحري".
وأضاف علي: " توخت السلطة البحرية استراتيجية التمهيد والتدريج المدروس في إطلاق خدمة ترخيص قيادة الوسائل البحرية في الإمارة. إذ قدمت السلطة خدمة ترخيص قيادة الوسائل البحرية في شهر يونيو من العام 2013 وقدمتها إلى جمهور المستخدمين بمنهج تمهيدي تدريجي لتحقيق زيادة في وعي مستخدمي الوسائل البحرية وإيضاح أهمية الحصول على الرخصة. وحتى قرار الإلزام الحالي، يمنح المستخدمين فترة تمهيدية مناسبة لتصويب الأوضاع والقيام بالإجراءات المطلوبة بما هو مناسب ومريح لهم. وتقوم السلطة حاليا بإطلاق الكثير من حملات التوعية والإعلانات في الصحف العربية والإنجليزية، بالإضافة إلى القيام بالتوعية عبر الراديو باللغات العربية والإنجليزية والهندية أيضا."
وتأتي المبادرة الجديدة استكمالاً للنجاح الذي حققته السلطة البحرية في تنفيذ القرار رقم (2) لسنة 2013 بشأن ترخيص طواقم الوسائل البحرية، والذي يعتبر نقلة نوعية لتطوير وتنظيم وتعزيز القطاع البحري المحلي وفق أفضل الممارسات العالمية وتحقيق التكامل بين جوانب السلامة البحرية والملاحة الآمنة والكفاءة التشغيلية على امتداد السواحل المحلية.
ويحظى القرار رقم (2) لسنة 2013، الذي يمثل استكمالاً لقرار المجلس التنفيذي رقم (11) لسنة 2013 بإصدار اللائحة التنفيذية للقانون رقم (11) لسنة 2010 بشأن ترخيص الوسائل البحرية في إمارة دبي، بأهمية خاصة باعتباره تجسيداً لتوجهات السلطة البحرية نحو إيجاد أطر وتنظيمية واضحة لضمان تجسيد أهداف الخطة الاستراتيجية البحرية المتمحورة حول ترسيخ مكانة دبي الريادية كمركز بحري عالمي من الطراز الأول.
من جانبه قال علي الدبوس المدير التنفيذي للعمليات في سلطة مدينة دبي الملاحية أن نطاق التطبيق "يشتمل على ضمان ترخيص طواقم الوسائل البحرية الشخصية والتجارية والرياضية والسياحية والترفيهية المختلفة ابتداءاً من قوارب النزهة الصغيرة والكبيرة وصولاً إلى الوسائل البحرية التجارية والسفن الخشبية التقليدية، ويُحظر على أي شخص قيادة الوسائل البحرية ضمن المياه الإقليمية لإمارة دبي ما لم يكن حاصلاً على رخصة صادرة عن "سلطة مدينة دبي الملاحية."
ويُشترط بالمتقدمين للحصول على رخصة القيادة البحرية التمتع باللياقة الطبية والمعرفة النظرية والخبرة العملية اللازمة لقيادة الوسائل البحرية الخفيفة والعبرات وقوارب النزهة. أما أعضاء طواقم الوسائل البحرية التجارية والسفن الخشبية التقليدية، فيجب أن يكونوا على إلمام تام بالرادار والاتصالات البحرية والخرائط الملاحية إلى جانب مهارات استخدام معدات السلامة والإنقاذ والإسعافات الأولية والسلامة العامة ومكافحة الحرائق والتلوث البحري.
