Maritime City Authority (DMCA), the government authority charged with
regulating, coordinating and supervising all aspects of the maritime sector in
Dubai, has launched ‘The Dubai Powerboat Handbook’ in both English and Arabic
during its participation in the Dubai International Boat Show (DIBS) 2014, running from March 4 to 8, 2014 at the Dubai International Marine
Club, Mina Seyahi.
The instruction
book is an exceptional step to boost the safety of the local maritime sector
and increase awareness by following the best international maritime practices. This
is in line with Dubai's vision of building a safe and vibrant maritime sector which
is able to cope with the consecutive local, regional and international
developments. Moreover, it is the first of its kind handbook to be released in
Arabic in the world, offering detailed information on the proper and safe use
of powerboats.
As a
comprehensive and rich reference, ‘The Dubai Powerboat Handbook’ contains the
best operating practices of marine crafts, dealing with climate changes, boating
methods, helicopter search and rescue operations and planning, boating knots,
boat towing techniques, maritime safety standards, emergency response
procedures, Life Saving Signals, and marinas in Dubai. The manual also offers
in-depth information about laws and regulations concerning boats structure,
engine operations, maneuvering rules, operation, traffic, anchoring, speed, unloading points, navigation systems, marine buoys
and maritime areas of activity.
Commenting on the handbook, Abdullah Bin Tawk, Senior
Maritime Inspection Director, DMCA said: “The bilingual handbook is a
significant step in terms of defining the best practices in maintaining the
highest standards of maritime safety and operating efficiency of the local
maritime sector. DMCA is an active contributor towards promotion of excellence
in Dubai in terms of full integration among marine infrastructure, operational
processes, legislation and regulations to ensure that the levels of preparedness
and competitiveness are at par with regional and international standards.”
“DMCA
aims to spread awareness about marine safety and how to exercise proper caution
among marine transportation users by sharing knowledge on the best practices in
the operation and use of marine transportation in Dubai. ‘The Dubai Powerboat
Handbook’ is an essential step towards achieving this goal. We would like to
thank the Royal Yachting Association (RYA) for assisting us in completing this
work. We will continue to work closely with our government partners and
non-government entities such as marinas and marine clubs to make our handbook
available free of cost for marine transportation users in Dubai. Interested
parties can obtain the material from DMCA’s office in Dubai as well,” he concluded.

أطلقت "سلطة
مدينة دبي الملاحية"، الجهة الحكومية المسؤولة عن عمليات الإشراف وتنظيم
وإدارة مختلف الجوانب المتعلقة بالقطاع البحري في دبي، على هامش مشاركتها في معرض
"دبي العالمي للقوارب 2014" الكتاب التعريفي "دليل دبي لاستخدام
الوسائل البحرية ذات المحركات" باللغتين العربية والإنجليزية في خطوة نوعية
لتعزيز السلامة البحرية في مياه دبي وزيادة مستوى الوعي بافضل الممارسات البحرية
العالمية تماشيا مع رؤية دبي لبناء قطاع بحري آمن ومتجدد وقادرعلى مواكبة
التطوّرات المتلاحقة محلياً وإقليمياً ودولياً.
وتكمن أهمية الكتاب في
كونه الأول الذي يصدر باللغة العربية في العالم ويحتوي قدرا وافيا وغنيا من
المعلومات المتعلقة بتحقيق تشغيل واستخدام صحيح وآمن لكافة الوسائل البحرية ذات
المحركات. ويعد الكتاب التعريفي مرجعاً شاملاً لأفضل
الممارسات التشغيلية المتعلقة بالوسائل البحرية والتعامل مع التقلّبات
المناخية وطرق الإبحار ومنهجيات البحث والإنقاذ المروحي والعقد البحرية وتقنيات
قطر القوارب ومعايير السلامة البحرية وإجراءات الاستجابة للطوارئ وشارات الإنقاذ
والمراسي البحرية في دبي. ويشتمل الكتاب على معلومات تفصيلية عن هيكلية القوارب
وطبيعة عمل المحركات وقواعد المناورة والتشغيل والمرور والرسو والسرعة وأماكن
الإنزال ونظم الملاحة والعوامات البحرية ومناطق ممارسة النشاط البحري.
وتعليقاً على إطلاق الكتاب التعريفي، قال عبد الله بن طوق، مدير أول التفتيش البحري في "سلطة
مدينة دبي الملاحية"، بأنّ الكتاب التعريفي ثنائي
اللغة يمثل نقلة هامة على صعيد التعريف بأفضل الممارسات التي من شأنها ضمان أعلى
مستويات السلامة البحرية والكفاءة التشغيلية للقطاع البحري المحلي، ونحن نحرص في
السلطة البحرية على المساهمة بفعالية في تعزيز مقومات التميز التي تتمتع بها دبي
من ناحية التكامل التام بين البنى التحتية والعمليات التشغيلية والتشريعات
واللوائح البحرية لضمان أعلى مستويات الجاهزية والتنافسية على المستويين الإقليمي
والدولي."
وأضاف بن طوق قائلا: "تحرص السلطة
الملاحية على زيادة وعي مستخدمي الوسائل البحرية بأهمية السلامة في البحر وتوخي
الحذر الدائم عبر الإلمام الكامل بكل ما يتعلق بافضل الممارسات في تشغيل واستخدام
وقيادة الوسائل البحرية في الإمارة، ومن هنا يأتي هذا الكتاب كخطوة مهمة في تحقيق
هذا الهدف. كما نود ان نشكر الجمعية الملكية البريطانية لليخوت لتعاونها في إنجاز
هذا العمل وسنعمل مع كل شركائنا من مختلف الجهات الحكومية وغير الحكومية كالمراسي
والأندية البحرية وغيرها ليتوفر هذا الكتاب بالمجان لكل المتعاملين معها من أصحاب
الوسائل البحرية، علما أننا نوفر الكتاب بالمجان في مكاتب السلطة الملاحية في دبي
أيضا".
