Minister Al
Qatami: “Global competitiveness imposes challenges to achieve Leadership in
Education”
[UAE,
March 4, 2014] - The 7th Annual Global Education Forum (GEF) and the
Gulf Education Supplies and Solutions Exhibition (GESS) kicked off yesterday
(Tuesday, 5 March, 2014) under the patronage of H.H. Sheikh Mohammed Bin Rashid
Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai and
in the presence of Sheikah Bodour Al Qasimi and several
ministers, educational leaders and officials led by H.E. Humaid Mohammed Obaid
Al Qutami, UAE Minister of Education; H.E. Dr. Majid Al Nuaimi, Minister of
Education, Kingdom of Bahrain; H.E. Dr. Mugheer Al Khaili, Director General of
Abu Dhabi Education Council; H.E. Ali Al-Karni, Director-General of the Arab
Bureau of Education for the Gulf States. Over 7000 educators and educational
experts from the UAE and beyond along with 400 international IT industry
leaders from 35 countries attended the events.
Present
during the opening ceremonies of the forum were H.E Marwan Al Sawaleh,
Undersecretary of the Ministry of Education; H.E Ali Al Suwaidi, Assistant
Undersecretary for Private Education; H.E Khawla Al Mualla, Assistant
Undersecretary for Educational Polices and H.E Fawzia Hassan Gharib, Assistant
Undersecretary for Educational Operations.
The
7th Annual Global Education Forum featured 100 workshops, panel sessions and
roundtable discussions. The activities featured the participation of 20
world-class main keynote and 150 general speakers in the specialized workshops
which focus on three main topics, including technological skills for the 21st
century; teaching methods and curricula for the 21st century and engaging
parents and students in the learning process.
H.E.
Humaid Mohammed Obaid Al Qutami began his speech by expressing his heartfelt
thanks and sincere gratitude to Sheikh Mohammed for his patronage for the forum
and its accompanying exhibition. In his opening note, H.E. Al Qutami said: “The
global race towards promoting competitiveness and reaching top positions has
driven in a new reality in which renovation and development are two main
factors for excellence and leadership. This, in turn, has influenced the
ongoing movement that we are seeing today towards efficient educational systems
and relevant visions, experiences, ideas and strategic plans. There is also
current emphasis on educational technology, communication channels and smart
information networks, which are emerging as the key pillars of development and
basis for internationally-adopted benchmarks in the classification of countries
all over the world.”
“Accordingly,
the challenges facing educational institutions responsible for industry
development have become more formidable than ever before. They are further
complicated by accompanying plans for a future rich in possibilities that are
hard to predict in light of the remarkable and rapid technological progress.
This scenario of challenges on one side and prospects for success on the other
has become more apparent now, with the added consideration for inevitable
future requirements which vary depending on the aspirations of each country,”
Al Qutami stated.
Al
Qutami further added: “While speaking about the UAE, we cannot but juxtapose
the present and future given the merits of the country’s advanced international
status. This places even greater pressure for us at the Ministry of Education,
with challenges continuing to double, commensurate to the UAE’s achievements
across all aspects of life and in terms of the importance towards the learning
sector given by H.H. Sheikh Khalifa Bin Zayed Al Nahyan, President of the UAE,
his brother H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and
Prime Minister of the UAE and Ruler of Dubai, and their brothers Their
Highnesses the members of the Union Supreme Council and Rulers of the
Emirates.”
“Achieving
international competiveness in the learning industry is no longer a strategic
choice, but rather a necessity in order for us to deliver first-class
contemporary learning as an ideal model and an area for future growth that is
worth taking the lead in. We believe that this is not an impossible feat for
the UAE given its race against time, under directives of its wise leadership
and the will of its people, to always be Number One,” concluded Al Qatami.
Simultaneously,
Al Qutami affirmed that the elements for success and excellence are many, and
are all-available to the Ministry of Education which has advanced from one
achievement to the other throughout the past editions of this educational forum
and exhibition. Today’s 7th edition sums up of the Ministry’s successful
experiences in smart learning and smart services and other relevant industries
related to education and modern technology offered across all UAE-based schools
in cooperation with the Ministry’s strategic partners – educational councils
and national organizations and departments, and industry leaders and producers
of technology, programs and applications.
H.E
stressed that the comprehensive development being driven by the Ministry of
Education is the means through the bar on school performance and general
educational outputs continues to be raised. It accommodates all innovative
ideas and initiatives and all that is new in educational technology. It affirms
our belief that our sons and daughters deserve the best and that our country
has many international merits based on its leading role, its rich culture, and
the prosperous future we all aspire to.
While
welcoming the attendees from various ministries, educational leaders &
experts, and officials and professionals from all over the world, he declared
that the ministry looks forward to a promising vision for the education
sector--a vision that reflects immense importance of the forum as an assembly
point for regional countries and nations; a vision that reflects creative
ideas, leading experiences and innovative themes offered by the forum, not to
forget its extensive agenda including extensive workshops and research papers.
Following
his speech, the attendees previewed an audio-visual documentary summarizing the
start of education and its development in the UAE, and the progress that the
country has achieved in smart learning and the development of digital modern
schools as well as acquiring international competiveness in the education
sector.

Afterwards,
the audience participated in an active discussion about the working paper
submitted by Barbara
Ischinger, Director for Education and Skills,
Organization for Economic Cooperation and Development, entitled ‘Skilled for
Life! Getting the foundations right’ The meeting witnessed further discussions
about the ‘Innovative Professional Learning for a Connected World’ presented by
Brian Lewis, CEO of International Society for Technology in
Education (ISTE) .
Mrs Barbara Ischinger; Director of Education and Skills, OECD, which helps member countries to improve the quality, equity and efficiency of their educational systems, explained today in her speech: how the economic growth is driven by skills. She also highlighted that in a world today full of poor skills, it proves to be difficult to accept new technologies in a working environment. Today we face a world that has a difficulty to reap the benefits of growing technology. To tackle this situation, we must control the lack of proficiency by allowing people to participate in the society and engage them to use their skills. OECD can help in shaping these skills and make sure they are used effectively; investments must be prioritized to where they see most benefits. Investing on better skills, leads to better jobs and therefore a better life. Economic growth now depends on skills activation.
Brian Lewis, CEO, ISTE, focused in the forum, on empowering the connected learners in a connected world, by serving the entire educational enterprise. Brian discussed in this session on how to provide in a connected world and society, a framework for evaluating the skills teachers need. Also we must create new strategies to improve learning and teaching as well as motivating students. ISTE training include: certificate programs, empowering MoE officials, allows large number of teachers to be trained. ISTE aims at integrating technologies into the education system.

Exhibition
Al
Qutami, accompanied by ministers and leaders in education, inaugurated the Gulf
Educational Supplies and Solutions (GESS)
exhibition along with the forum. The minister took a tour of the exhibition
which showcased the latest in global educational technologies, which ranged
from tools, methods and advanced technologies. He praised the participants who
represent international leaders and pioneers, lauding the exhibition as an
important opportunity to identify specialists who are interested in technology
and communication arts, hardware & software and smart apps.

Sheikah Bodour Al Qasimi, along with H.E. Humaid Mohammed
Obaid Al Qutami, H.E. Dr. Majid Ali Al Nuaimi, Minister of Education
& Chairman of the Board of Trustees of the University of Bahrain; H.E.
Dr. Mugheer Khamis Al Khaili, Director-General of Abu Dhabi Education Council
and a member of the Executive Council and H.E. Dr. Ali Al-Karni,
Director-General of the Arab Bureau
of Education for Gulf States, attended the Forum and the
Ministerial Dialogue Meeting. The meeting revolved around the Forum, the issues
that concern decision makers of the educational systems and institutions in various
countries around the world.

انطلاق أعمال منتدى التعليم العالمي ومعرض المستلزمات
القطامي : التنافسية العالمية فرضت تحديات لتحقيق
الريادة في التعليم

رئيس الدولة رئيس مجلس الوراء حاكم دبي " رعاه الله "، انطلقت صباح أمس
( الثلاثاء )، أعمال منتدى التعليم العالمي السنوي السابع(GEF)، ومعرض الخليج لمستلزمات و حلول التعليم (GESS)، وذلك بحضور الشيخة بدور القاسمي، و عدد كبير من الوزراء والقيادات
التربوية والمسؤولين، يتقدمهم معالي حميد محمد القطامي وزير التربية والتعليم
ومعالي الدكتور ماجد النعيمي وزير التربية والتعليم في مملكة البحرين الشقيقة، ومعالي
الدكتور مغيير الخييلي مدير عام مجلس أبوظبي للتعليم، ومعالي الدكتور علي القرني مدير
عام مكتب التربية العربي لدول الخليج .
كما حضر افتتاح المنتدى سعادة مروان الصوالح وكيل وزارة
التربية والتعليم ، وسعادة علي ميحد السويدي الوكيل المساعد لقطاع التعليم الخاص،
وسعادة خولة المعلا الوكيل المساعد للسياسات التعليمية، وسعادة فوزية حسن غريب
الوكيل المساعد لقطاع العمليات التربوية، ومديري ومديرات الإدارات المركزية
والمناطق التعليمية، إلى جانب ذلك حضر أكثر من 7 آلاف تربوي ومتخصص، ومجموعة من
خبراء التربية والتعليم داخل الدولة وخارجها، فضلاً عما يضمه المعرض المصاحب من
رواد صناعة تكنولوجيا التعليم في العالم، ويمثلهم أكثر من 400 من 35 دولة .
تتضمن أعمال المنتدى أكثر من 100 ورشة عمل ، بالإضافة إلى
20 متحدثاً رئيسياً ، 150 محاضراً لورش العمل التخصصية، التي ترتكز على 3 محاور أساسية،
هي : مقومات التمكين التكنولوجي لتعليم مهارات
القرن 21، وطرق التدريس والمناهج في القرن 21- الإنجازات والتحديات، و مقومات التمكين
التكنولوجي لإشراك الطلاب وأولياء الأمور في عملية التعلم .
بدأت أعمال المنتدى بكلمة افتتاحية لمعالي حميد محمد
القطامي، قال فيها : لقد فرض السباق العالمي نحو التنافسية والمراكز الأولى واقعاً،
يمثل التجديد والتطوير فيه العامل الرئيس للتفوق والريادة. وهذا بدوره ما أفرز الحراك
الشديد الذي نشهده الآن، سواء على مستوى النظم التعليمية، وما يصاحبها من رؤى وتجارب
وأفكار وخطط استراتيجية، أو على مستوى تكنولوجيا التعليم وتقنياته، ووسائل الاتصال
وشبكات المعلومات الذكية ،التي أصبحت أحد أهم أعمدة التطوير، وأحد أوجه المقارنات الدولية
المعتمد عليها في تصنيف بلدان العالم. ومن هنا – كما أكد معاليه - تبدو التحديات التي
تواجه المؤسسات التربوية المسؤولة عن تطوير التعليم أشد وأكبر، ومعها يظهر التخطيط للمستقبل ودوره البارز وسط احتمالات مفتوحة، بات
من الصعب التنبؤ بها مع هذا التطور المذهل في ساحة التقنيات والأجهزة والتطبيقات الذكية
.
وكان معلي القطامي قد استهل كلمته برفع أسمى آيات الشكر
والامتنان لمقام صاحب السمو الشيخ محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس
مجلس الوزراء حاكم دبي " رعاه الله " لتفضل سموه برعاية المنتدى ومعرضه
المصاحب .
وأشار معالي وزير التربية إلى أن مجمل التحديات التي
تواجه نظم التعليم في العالم تصاحبها العديد من فرص النجاح، موضحاً أن ثمة متطلبات
مستقبلية حتمية، تتباين في ضوء مستوى تقدم كل دولة وتطلعاتها.
وذكر أنه عند الحديث عن دولة الإمارات العربية المتحدة، فإن
علينا أن نمزج صورة الواقع والمستقبل باستحقاقات المكانة المتقدمة التي تحتلها الإمارات
عالمياً. وهو ما يفرض على وزارة التربية والتعليم – كما يقول - تحديات إضافية، تتضاعف بدورها مع ما تشهده دولة
الإمارات من إنجازات متلاحقة في شتى مجالات الحياة، ومع ما يحظى به التعليم من اهتمام
بالغ من لدن صاحب السمو الشيخ خليفة بن زايد آل نهيان رئيس الدولة " حفظه الله
"، وأخيه صاحب السمو الشيخ محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس مجلس
الوزراء حاكم دبي " رعاه الله "، وإخوانهما أصحاب السمو الشيوخ أعضاء المجلس
الأعلى للاتحاد حكام الإمارات .
وأضاف معالي القطامي قائلاً : إن تحقيق التنافسية العالمية
في التعليم، لم يعد خيارنا الاستراتيجي فحسب، وإنما ضرورة حتمية، نسعى من خلالها إلى
توفير تعليم معاصر من الطراز الأول، يكون هو النموذج الأجدر بالاقتباس، وهو التجربة الواقعية والمستقبلية الرائدة، الأحق بالصدارة، ولا نجد في ذلك مستحيلاً،
في دولة الإمارات العربية المتحدة، التي تسابق الزمن والعصر بحكمة قيادتها الرشيدة،
ورغبة شعبها في أن يكون الأول دائماً .
في الوقت نفسه أكد أن للنجاح والتفوق أسبابه ومقوماته، وهي
تتوافر لوزارة التربية والتعليم، التي نجحت خلال الدورات الماضية لمنتدى التعليم ومعرضه
المصاحب، في إضافة إنجاز مميز تلو الإنجاز، لتقدم اليوم في الدورة السابعة للمنتدى
هذا العام، خلاصة تجاربها الناجحة في التعلم الذكي والخدمات الذكية، وما يتصل بالتعليم
والتكنولوجيا الحديثة والتقنيات المتطورة التي وفرتها في مدارس الدولة، بالتعاون المثمر
مع مجموعة من الشركاء الاستراتيجيين للوزارة، من المجالس التعليمية والهيئات والمؤسسات
الوطنية ذات العلاقة والصلة، إلى جانب رواد صناعة وإنتاج التكنولوجيا وبرامجها وتطبيقاتها
.
كما أكد أن التطوير الشامل الذي تنتهجه وزارة التربية والتعليم
كأسلوب أداء، وتعمل من خلاله على الارتقاء بمستوى المدارس، ومستوى مخرجات التعليم العام،
يتسع لاستيعاب كل ما هو مبتكر من أفكار ومبادرات، وكل ما هو جديد في عالم تكنولوجيا
التعليم، لأننا نؤمن بأن أبناءنا وبناتنا يستحقون دائماً الأفضل، وأن دولتنا لها من
الاستحقاقات العالمية الكثير، بحكم دورها وريادتها وحضارتها ومقتضيات مستقبلها الزاهر
الذي تتطلع إليه .
وفي معرض ترحيبه بالوزراء والقيادات التربوية والخبراء
والشخصيات العامة وآلاف التربويين حضور المنتدى وشركات ومؤسسات صناعة التكنولوجيا
المشاركة، أعرب معاليه عن تطلع الوزارة لبلورة رؤية مستقبلية واعدة للتعليم، تعكس في
مضمونها ومنطلقاتها حجم المنتدى الذي يمثل نقطة التقاء دول المنطقة وشعوبها، وتعكس
كذلك ثراءه بالأفكار المبدعة والتجارب الرائدة، والأطروحات المبتكرة، وما يشهده جدول
أعماله من ورش عمل وأوراق بحثية مميزة .
عقب كلمة معالي وزير التربية، تابع الحضور فيلماً
تسجيلياً عن النقلة النوعية التي شهدها التعليم في الإمارات، والشوط الكبير الذي
قطعته الدولة في طريق التعلم الذكي والمدرسة الرقمية المعاصرة، وتحقيق التنافسية
العالمية في التعليم .
الجلسة الرئيسة
وتفاعل الحضور بعد ذلك مع مناقشات الجلسة الرئيسة
للمنتدى، التي شهدت حواراً مفتوحاً حول ورقة العمل التي قدمتها باربرا ايشنغر مديرة
التعليم والمهارات في منظمة التعاون الاقتصادي والتنمية، تحت عنوان ( التأسيس الصحيح
للمهارات وصلاحيتها مدى الحياة )، كما شهدت الجلسة مناقشات أخرى ثرية حول ( التعلم
الاحترافي وعلاقته بالتعلم المتصل ) ،
التي قدمها بريان لويس الرئيس التنفيذي لـ (ISTE ).
وناقشت باربرا ايشنغر مديرة التعليم والمهارات في منظمة التعاون
الإقتصادي والتنمية والتي تعمل على مساعدة الدول الأعضاء على تحسين الجودة والكفاءة
في برامجهم التعليمية دور المهارات ومساهمتها في تنمية الإقتصاد.
كما تطرقت خلال الجلسة النقاشية الى ان في العالم اليوم هناك
من يفتقر الى المهارات وعدم القدرة على إستخدام التكنولوجيا الحديثة وهذا ما ينعكس
على بيئة العمل بشكل عام
وتحدثت باربرا عن ضروروة إنخراط الأفراد في الحياة الإجتماعية
ومشاركة مهاراتهم وذلك للحد من عدم قدرة بعض الافراد على التاقلم مع التكنولوجيا في
عالمنا اليوم وفي نفس الوقت مواكبة النمو التكنولوجي ومن هنا نعمل في منظمة التعاون
الإقتصادي والتنمية على مواجهة هذه المشاكل من خلال الإستثمار والتطوير في المهارات
وفي توفير وظائف افضل وبالطبع توفير حياة افضل للافراد حيث ان نمو الإقتصاد اليوم يعتمد
على فعالية المهارات
ركز بريان لويس، الرئيس التنفيذي لــ ISTE على ربط وتفعيل دول الطلاب مع العالم
اليوم. وتطرق خلال الجلسة الى كيفية وضع اطار لتقييم مهارات المعلمين ضمن عالم متصل،
فضلا عن توفير التقنيات والدورات الخاصة لتعزيز ادائهم. وأوضح براين أنه يجب على المسؤولين
والقيمين على مؤسسات التعليم والتربية، وضع استراتيجيات جديدة لتحسين طرق التعليم وتحفيز الطلاب ومن هنا تقدمISTE
برامج التدريب التي تشمل: الشهادات،
وبرامج تطوير قدرات المسؤولين لدى و زارة التربية والتعليم، وتدريب المعلمين، الى جانب
دمج تكنولوجيا التعليم الحديثة ضمن نظام التعليمي.
معرض(GESS)
من جهة ثانية، افتتحت الشيخة بدور القاسمي بحضور معالي
القطامي، ومعالي الدكتور ماجد النعيمي، ومعالي الدكتور مغير الخييلي، ومعالي
الدكتور علي القرني، معرض الخليج لمستلزمات و حلول التعليم (GESS)، المصاحب للمنتدى، حيث تفقدت الشيخة بدور ومعالي الوزراء والقيادات
التربوية منصات الشركات والمؤسسات المشاركة في المعرض، وتفقدوا آخر ما جاد به عالم
تكنولوجيا التعليم، من أدوات ووسائل وتجهيزات حديثة وتقنيات متطورة ، كما توقفوا
أمام منصة وزارة التربية والتعليم حيث اطلعوا على ما أنجزته الوزارة على صعيد
تكنولوجيا التعليم والتعلم الذكي ومجموعة الخدمات والتطبيقات الذكية التي توفرها
الوزارة لجمهور المتعاملين معها، ولاسيما أولياء الأمور، وأشادوا بما قدمه الطلبة
من أبناء الدولة المبدعين في مجال الروبوت، وغيرها من الوسائل التقنية التي طوعوها
لتكون أحد أهم مصادر المعرفة لديهم .
وأشاد معالي
القطامي بالمستوى الرفيع للمشاركين، الذين يمثلون علامات شهيرة ورائدة دولياً، مؤكداً أن المعرض يعد فرصة مهمة
لتعرف المختصين والمهتمين إلى ما وصلت إليه التكنولوجيا وعالم الاتصالات والأجهزة
والبرامج الذكية، وغيرها من الأدوات
الرقمية المساعدة .
