The African Development Bank has signed off on a US$2 million dollar
grant for an Industrial Waste Management and SME Entrepreneurship hub in Egypt.
Cairo, Egypt, 22 December
2013 – Today the African Development Bank Group (AfDB) and
the Egyptian Ministry of International Cooperation have signed off on a grant
for US$2 million to finance the Green Growth Industrial Waste Management and
SME Entrepreneurship initiative. The grant comes from the Middle East and North
Africa Transition Fund, under the umbrella of support provided by the Deauville
Partnership to Egypt.
The initiative will encompass the development of a
sustainable integrated industrial waste exchange system that will link
industrial waste generators, potential users, and recyclers. The objectives
being to improve cross-industry resource efficiency, promote the development of
new innovative SMEs, create green job opportunities, and reduce the
environmental impact of industrial waste. The ultimate goal being to improve the
lives of Egyptians.
At the signing ceremony attended by His Excellency Dr.
Ziad Bahaa El Din, Deputy Prime Minister and Minister of International
Cooperation, the African Development Bank Vice President in Charge of
Agriculture, Water, Human Development and Governance, Aly Abou-Sabaa,
re-affirmed AfDB's commitment to supporting Egypt’s continued economic
development and praised the government for its efforts, whilst urging for a
continued program of reform, necessary to attract foreign investment.
His Excellency
Dr. Ziad Bahaa El Din expressed his happiness towards this signing agreement.
He said "I would like to express my happiness about
this new cooperation between the African Development Bank and the Ministry of
International Cooperation, and give special thanks to Deauville, for taking the
initiative to offer the necessary support for achieving a sustainable future
and economic development in Egypt."
“I would like to commend the commitment of the
Government of the Arab Republic of Egypt to implement ambitious reforms and
bring about macroeconomic stability in the context of the country’s ongoing
transition process. These efforts are bearing tangible results and have laid
the foundation for a credible path to fiscal sustainability,” stated Abou-Sabaa
in the signing ceremony.
The project’s comprehensive plan involves several key
components, including the mapping of industrial waste at the enterprise level,
the development of policy recommendations for industrial waste exchange in
Egypt, as well as raising awareness and building capacities of stakeholders on
the industrial waste exchange programme.
An advisory committee has been structured to oversee
the project and will include representatives from the major stakeholders,
including the private sector, the Egyptian Environmental Affairs Authority and
the Federation of Industries. This along with the quarterly progress reports
and annual external audits will ensure the project has significant oversight,
and will be well supported to achieve progress in its objectives.
Abou-Sabaa concluded his remarks by emphasizing AfDB's
commitment to the people of Egypt, assuring them of the Bank's continued
support for the country's ongoing transition process.
With its special focus on fostering young
entrepreneurs’ in establishing innovative SMEs using waste management, this
ambitious project marks an important step in securing Egypt’s future economic
stability.
This will be the second grant for Egypt that the Fund
has financed after the Support to MSMEs in Organic Clusters, which was signed
during the Bank’s Annual Meetings in May 2013.

البنك الإفريقي للتنمية والحكومة المصرية ممثله في وزارة التعاون الدولي المصرية على منحة قيمتها 2 مليون دولار
لتمويل برنامج "النمو الأخضر" القائم على إدارة النفايات الصناعية
ومبادرة ريادة الأعمال للمشروعات الصغيرة والمتوسطة. وتأتي المنحة من خلال الصندوق
الانتقالي لدول الشرق الأوسط وشمال أفريقيا تحت مظلة الدعم المقدم من شراكة دوفيل
لمصر.
وتشمل
المبادرة تطوير نظام مستدام ومتكامل لتبادل النفايات الصناعية والذي سوف يتم من
خلاله الربط بين مولدات النفايات الصناعية والمستخدمين المحتملين والقائمين على
إعادة التدوير. وتهدف المبادرة إلى تحسين كفاءة استخدام الموارد الصناعية، وتعزيز
تطوير المشروعات الصغيرة والمتوسطة التي تتميز بالابتكار والتميز ، وتوفير فرص عمل
في القطاع الزراعي، وخفض تأثير المخلفات الصناعية على البيئة. ويعد الهدف الأسمى للمبادرة
هو الارتقاء بحياة المصريين بشكل عام.
وحضر مراسم
التوقيع معالى الدكتور/ زياد بهاء الدين، نائب رئيس الوزراء ووزير التعاون الدولي،
والسيد/ علي أبو السبع، نائب رئيس البنك الإفريقي للتنمية الذي أكد على التزام
البنك بدعم استمرار التنمية الاقتصادية في مصر، وأثنى على الجهود التي تبذلها الحكومة
المصرية. كما حث سيادته على إقامة برنامج إصلاح مستمر يهدف إلى جذب الاستثمارات
الأجنبية.
وأعرب معالى الدكتور/ زياد بهاء الدين عن بالغ سعادته
بهذا التعاون قائلا "أود أن أعبر عن مدى سعادتي بمعاودة النشاط بين البنك
الأفريقي للتنمية ووزارة التعاون الدولي، كما أتوجه بجزيل الشكر لشركة دوفيل على
مبادرتها لتقديم الدعم اللازم لمنظومة الاستدامة المستقبلية والعمل على تحقيق
التنمية الاقتصادية بمصر."
وخلال مراسم
التوقيع، أكد السيد/ أبو السبع على التزام الحكومة المصرية بتنفيذ إصلاحات طموحة
واستعادة استقرار الاقتصاد الكلي في إطار العملية الانتقالية الجارية في البلاد
وصرح قائلاً: "تلك الجهود ستؤتي بنتائج إيجابية وستعمل على إرساء أسس لمسار
ذو مصداقية يهدف إلى استدامة المالية العامة في البلاد."
وتشتمل خطة
المشروع المتكاملة على عدة عناصر رئيسية، بما في ذلك رسم خرائط للنفايات الصناعية
على مستوى المنشآت، وتطوير توصيات بشأن سياسات تبادل النفايات في مصر، بالإضافة
إلى نشر الوعي وبناء قدرات الجهات المعنية ببرنامج تبادل النفايات الصناعية.
وللإشراف على
المشروع، تم تشكيل لجنة استشارية سوف تضم ممثلي الأطراف المعنيين الرئيسيين، بما
في ذلك القطاع الخاص، وجهاز شئون البيئة واتحاد الصناعات المصرية. وتضمن هذه
اللجنة، بجانب التقارير الربع سنوية والمراجعات الخارجية السنوية، أن يحظى المشروع
برقابة كبيرة وأن يتم تدعيمه بشكل أكبر من أجل النجاح في تحقيق أهدافه.
واختتم السيد/
أبو السبع تصريحاته بالتأكيد على التزام البنك الإفريقي بدعم الشعب المصري، مؤكداً
على دعم البنك المستمر للبلاد خلال الفترة الانتقالية الراهنة.
ويمثل هذا
المشروع الطموح خطة هامة للحفاظ على مستقبل استقرار مصر اقتصادياً حيث أولى اهتماماً
خاصاً بتشجيع رواد الأعمال الشباب على إنشاء الشركات الصغيرة والمتوسطة المبتكرة
بالاعتماد على إدارة النفايات.
ومن الجدير
بالذكر أن هذه المنحة تعد الثانية من نوعها التي يقدمها الصندوق لمصر عقب برنامج
دعم المشروعات متناهية الصغر والمشاريع الصغيرة والمتوسطة في مجال التجمعات
العضوية والذي تم توقيعه خلال اجتماعات البنك السنوية في شهر مايو من عام 2013.
