In line with the Smart Government initiative
[UAE, October 1, 2013] - In line with its efforts to support the Smart Government initiative that was launched earlier by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, Hamdan Bin Mohammed e-University (HBMeU) has launched the virtual classroom system via mobile devices for the first semester of the academic year 2013-2014. The new technology, which enables learners to access virtual classrooms from anywhere via a smartphone or tablet, reaffirms HBMeU’s focus on maximizing the flexibility of e-learning. The state-of-the-art technology has been generating excellent feedback from learners.
The cutting-edge technology ensures synchronous learning by enabling a cohesive e-learning platform that uses tools like multi-way audio, live video streams, integrated chat, application sharing, and file transfer to name a few. Just as in a physical classroom, at the scheduled class times, the faculty can make presentations, draw or write to the class, and show videos to the class. The learners can even raise their hands to ask questions or post comments in real time, bringing in a true sense of classroom learning.
Dr. Mansoor Al Awar, Chancellor, said: “The new virtual classroom technology is a definitive step towards making learning truly accessible in these modern times. We believe that through the mobile app that allows instant access to the virtual classrooms, we will be able to negate the effects of unnecessary hindrances that pose challenges to our task of spreading knowledge. As a new paradigm of education is emerging, we are confident of fostering a culture of lifelong learning through this relatively novel and alternative approach to learning.”

HBMeU also pointed out that with the deployment of the new virtual classroom technology, instructors can divide the learners into groups and each group will be in their own virtual classroom discussing and working on their instructor-assigned tasks. The instructor can also ask yes/no questions and learners can provide their answers on the system immediately (instantaneous poll). Moreover, all the virtual classroom sessions are automatically recorded and archived so that learners can access and view them later at their convenience.
Although Virtual Learning Environments have been in existence since mid-1990s, as a phenomenon it is growing in popularity among non-traditional learners in the region and globally only now owing to the widespread reach of internet and mobile devices

تطبيقاً لمبادرة الحكومة الذكية
"جامعة حمدان بن محمد الإلكترونية" تطلق "الصفوف الافتراضية" عبر الهواتف النقالة
[الإمارات، 1 أكتوبر 2013] - في جهودها الرامية إلى دعم مبادرة الحكومة الذكية التي أطلقها صاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي (حفظه الله)، كشفت "جامعة حمدان بن محمد الإلكترونية" عن تقديم تقنية الصفوف الافتراضية" عبر الهواتف النقالة للفصل الدراسي الأول من العام الأكاديمي 2014/2013. وتمكّن التقنية الجديدة الدارسين من الوصول إلى الصفوف الافتراضية بسهولة تامة من أي مكان عبر الهواتف الذكية أو أجهزة الكمبيوتر اللوحية، كما تساهم في تعزيز مرونة وجودة التعليم الإلكتروني. وقد حظيت هذه التقنية بردود فعل إيجابية وترحيب واسع بين أوساط الدارسين في جميع المراحل الدراسية والتخصصات.
وتساعد التقنية المتطوّرة على ضمان توفير التعليم التزامني عبر منصة متكاملة للتعليم الإلكتروني تعتمد أدوات حديثة عالية المستوى مثل التسجيلات الصوتية متعددة الوسائل ومقاطع الفيديو المباشرة عبر شبكة الإنترنت وغرف الدردشة المتكاملة ومزايا تقاسم التطبيقات ونقل الملفات وغيرها الكثير. وعلى غرار الغرف الصفية التقليدية، يمكن أن يقوم المدرسون باستعراض عروض تقديمية بصيغة "باوربوينت" (PowerPoint) و"بيه.دي.إف" (PDF) ومقاطع فيديو وكتابة ملاحظات ورسوم توضيحية أمام الدراسين خلال المحاضرات المقررة وفق الجدول الأكاديمي. كما يحظى الدارسون بفرصة طرح الأسئلة أو التعليقات مباشرةً على المدرسين، وهو ما يضفي جو من التفاعل الإيجابي على بيئة التعليم الإلكتروني.
وقال الدكتور منصور العور، رئيس الجامعة: "تعد الصفوف الافتراضية خطوة نوعية على صعيد جعل التعليم متاحاً أمام الجميع بسهولة وكفاءة عالية. ونحن على ثقة تامة أنّ توظيف تطبيقات الهواتف النقالة، التي تتيح إمكانية الوصول المباشر إلى الصفوف الافتراضية، سيمكننا من مواجهة التحديات المحتملة التي قد تعيق جهودنا الرامية إلى نشر المعرفة الحديثة في العالم العربي. ونتطلع إلى مواصلة العمل على ترسيخ ثقافة التعليم المستمر والتعلم مدى الحياة عبر الاستفادة المثلى من النماذج التعليمية الجديدة والتقنيات الحديثة."
وأضاف العور: "منذ إطلاق مبادرة الحكومة الذكية التي تمثل نقلة نوعية للوصول إلى مصاف أفضل خمس حكومات في العالم بحلول العام 2021، كرّست "جامعة حمدان بن محمد الإلكترونية" جهودها لتطبيق أحدث التقنيات المتطوّرة التي تتماشى مع خطط الارتقاء بقطاع التعليم الإلكتروني الذي يمثل شريكاً حيوياً لدفع مسيرة التميز التي تنتهجها الجامعة في ظل التوجيهات الحكيمة لسمو الشيخ حمدان بن محمد بن راشد آل مكتوم، ولي عهد دبي الرئيس الأعلى للجامعة، رعاه الله، في أن تظل الجامعة سباقة وتحقق المعادلة الصعبة وهي رقم واحد"
وكشفت الجامعة عن أنّ اعتماد تقنية الصفوف الافتراضية يتيح للمدرسين فرصة تقسيم الدراسين إلى مجموعات ضمن غرف صفية افتراضية مستقلة لتبادل المعارف والعمل معاً على إتمام المهام المقررة. ويمكن للمدرسين أيضاً طرح أسئلة مختصرة على الدارسين الذين يكتفون بالإجابة بنعم أو لا عبر نظام خاص للاستطلاع اللحظي. كما يتم تسجيل كافة جلسات الصفوف الافتراضية ليصار إلى أرشفتها لتمكين الدارسين من العودة إليها لاحقاً ومراجعة المواضيع والمناقشات الحاصلة بسهولة تامة.
وعلى الرغم من ظهور مفهوم البيئات التعليمية الافتراضية في منتصف التسعينيات من القرن الماضي، إلا أنها لم تنتشر على نطاق واسع بين أوساط الدراسين في المنطقة والعالم إلاّ مؤخراً بالتزامن مع نمو معدلات استخدام شبكة الانترنت وانتشار الهواتف الذكية.
