Tunis – Tunisia: 25 September 2013 – In the build-up to the North Africa Oil and Gas Summit, Mohamed Akrout, Chief Executive Officer, ETAP, discusses investment opportunities in Tunisia, how the state is looking to welcome new technologies that can be effectively integrated into existing projects, and forming partnerships with International Oil Companies (IOCs), in an exclusive interview with The Energy Exchange.
ETAP, the state owned Tunisian National Oil Company represents the state in all exploration, production and commercial oil and gas activities. Currently, Tunisia’s proven reserves are estimated to be approximately 838m barrels, of which 51 per cent is oil and 49 per cent is gas.
Discussing the opportunities ETAP wishes to pursue in 2013, Mr. Akrout said: “ETAP has recorded a sharp improvement in exploration activities in 2013. In 2013, 15 wells have been drilled compared to 11 in 2012, and 11 in 2011. We have also carried out large-scale seismic acquisition, which will eventually end up in an exploration and development program in the near future.
“Tunisia possesses 32 free blocs, which present great opportunities. With regards to new projects, we expect to realise our annual provisions concerning the principal gas project through: the development of the Nawara concession located in the South, and the conclusion of all supply and construction contracts. This work will commence in early 2014”.
Tunisia is one of the few states viewed as one of the more stable countries in North Africa. With the availability of a professionally mature workforce, well established basins, services for seismic and drilling, proper infrastructure in terms of roads and pipelines, as well as a stable government, the country is ready, and open, to conduct business with the international market.
Mr. Akrout confirms: “ Activities related to exploration and production have been maintained at the same pace and have as such continued in often normal conditions, without any significant or noticeable incidents. The few instances of social disorder have been surmountable by a high level government policy which encourages open dialogue and transparency in negotiations with all stakeholders.”
With regards to ETAP’s expectations from IOCs entering into partnerships with the company, Mr. Akrout explained that their expectations are centered around a relatively ambitious exploration programme that uses appropriate technology and meets international environmental standards.
Tunisia places great significance on protecting the environment - ETAP considers it very important to partner with companies that are not just energetic, engaged, and technically focused, but also those that adhere to ETAP’s CSR initiatives by ensuring social and humanitarian responsibility towards their respective environment, and within the local community. They also expect to partner with companies that meet the international standards in terms of corporate and project governance in oil and gas activity.
Mr. Akrout looks at the North Africa Oil and Gas Summit as an opportunity to learn and share the latest studies, technologies and work methods practiced in the oil and gas industry. He believes through this opportunity, challenges can be resolved, and different types of risks encountered at a national and international level can be managed.
To be held from 22 – 24 October, the North Africa Oil and Gas Summit, will focus mainly on the upstream activity in the region. Receiving support from Ministry of Energy and Mines, Morocco, for the first time in years, the eighth edition of the summit will unite regional and global experts from leading International and National Oil Companies (IOCs & NOCs) as well as government representatives across the industry in their vision to facilitate success in the region.
Additionally, with Ministry support from Tunisia, Libya and Morocco; National Oil Company (NOC) support from ETAP, NOC Libya, ONHYM, SMH and Sonatrach; and international support from Shell, Repsol, OMV, Total, RWE, BG, Schlumberger, Baker Hughes, DNV, Perenco, Winstar Resources, Petrofac, Ecumed Petroleum and the European Investment Bank amongst many others, the summit will provide a strategic platform to address the key challenges faced by the industry as well as discuss solutions that will facilitate success in the region.
محمد عكروت، الرئيس التنفيذي للمؤسسة التونسية للأنشطة البترولية يناقش فرص وآفاق الاستثمار في قطاع النفط والغاز التونسي
تونس – تونس: 25 سبتمبر 2013 - في إطار التحضيرات لمؤتمر قمة شمال أفريقيا للغاز والنفط، يناقش محمد عكروت، الرئيس التنفيذي للمؤسسة التونسية للأنشطة البترولية (إيتاب) فرص الاستثمار في تونس، والكيفية التي تستعد بها الدولة لاستقبال التقنيات الحديثة التي يمكن دمجها بفاعليّةٍ كبيرة في المشاريع القائمة، بالإضافة إلى إقامة شراكاتٍ مع شركات النفط العالمية، وذلك في مقابلةٍ حصرية مع ’ذا إينرجي إكستشينج‘.
تمثّل المؤسسة التونسية للأنشطة البترولية (إيتاب) الدولة في كافّة الأنشطة المتعلقة باستكشاف وإنتاج النفط والغاز وكذلك الأنشطة التجارية ذات الصلة. وتقدّر حالياً الاحتياطيّات المُثبَتة في تونس بحوالى 838 مليون برميل، منها 51% احتياطيّات للنفط و49% للغاز.
لدى مناقشة الفرص التي تنوي إيتاب متابعتها في عام 2013، قال السيد محمد عكروت: "سجلت إيتاب تحسّناً ملحوظاً في أنشطة الاستكشاف عام 2013، حيث تم فيه حفر 15 بئراً مقارنةً بـ11 بئراً تم حفرها في 2012 و11 أيضاً في عام 2011. وقد قمنا كذلك بإجراء مسحٍ سيزمي على نطاقٍ واسع، سينتهي ببرنامج استكشاف وتطوير في المستقبل القريب.
"تمتلك تونس 32 تجمّعاً نفطيّاً مجانياً، تمثّل فرصاً عظيمة. أما بالنسبة للمشاريع الجديدة، فنتوقع تحقيق المخصّصات السنوية المتّصلة بمشروع الغاز الرئيسي من خلال: إعداد الامتياز الخاص بحقل نوارة في الجنوب، واستكمال كافة عقود الإمدادات والإنشاءات، وسيبدأ هذا العمل في أوائل عام 2014".
إن تونس هي من بين الدول القليلة التي ينظر إليها كإحدى الدول الأكثر استقراراً في شمال أفريقيا. ومع توفّر قوة عاملة ناضجة مهنيّاً، وأحواض مخزون جيدة، وخدمات المسح السيزمي والحفر والتنقيب، والبنية التحتية الملائمة من حيث الطرقات وخطوط الأنابيب، علاوةً على الحكومة المستقرة، فإن الدولة مستعدة ومنفتحة على التعامل مع الأسواق العالمية.
ويؤكد الدكتور عكروت على أنه: "قد تمت المحافظة على سير الأنشطة المتصلة بالتنقيب والإنتاج بنفس الوتيرة وعليه فقد استمرت في الغالب في ظروف طبيعية، دون أية حوادث هامة أو ملحوظة. كما تم التغلب على المرّات القليلة التي حدّثت بها اضطرابات اجتماعية عبر سياسةٍ حكومية عالية المستوى أدت إلى تشجيع الحوار المفتوح والشفافية في المفاوضات مع كافة الأطراف المعنية".
أما فيما يتعلق بتوقّعات إيتاب من شركات النفط العالمية التي تدخل في شراكاتٍ مع المؤسسة، فيوضح الدكتور عكروت بأن توقعاتهم تتركّز حول برنامج استكشافات طموح نسبيّاً يوظّف التقنيات الملائمة، ويلبي المعايير البيئية الدولية.
فتونس تضع أهميّةً كبيرة على حماية البيئة – كما تعتبر إيتاب أن من الهام جداً عدم عقد شراكاتٍ مع شركات فعّالة ومشاركة وتوظّف أحدث التقنيّات، لكنها تلتزم أيضاً بمبادرات إيتاب الخاصة بالمسؤولية الاجتماعية للشركات من خلال ضمان أخذ المسؤولية الاجتماعية والإنسانية تجاه بيئتهم ذات الصلة، وضمن المجتمع المحلي. كما أنهم يتوقّعون كذلك التشارك مع الشركات التي تلبي المعايير الدولية من حيث حوكمة المشروع والحوكمة المؤسسية في أنشطة النفط والغاز.
ويرى الدكتور عكروت في مؤتمر قمة شمال أفريقيا للغاز والنفط فرصةً للتعرّف على أحدث الدراسات، والتقنيّات وأساليب العمل المتّبعة في قطاع النفط والغاز والمشاركة بها. كما يعتقد بأنه من خلال هذه الفرصة يمكن التصدي للتحديات وإدارة مختلف أنواع المخاطر التي تتم مواجهتها على الصعيد المحلي والعالمي.
سيركز مؤتمر قمة شمال أفريقيا للغاز والنفط ، الذي ينعقد من 22 وحتى 24 أكتوبر، بشكلٍ رئيسي على الأنشطة السابقة للإنتاج في المنطقة. كما ستعمل هذه الدورة الثامنة من القمة، والتي تتلقى الدعم من وزارة الطاقة والتعدين في المغرب، لأول مرة منذ أعوام على توحيد الخبراء الإقليميين والعالميين من شركات النفط الرائدة محلياً وعالمياً وكذلك ممثلي الحكومات في القطاع ككل في رؤيتهم لكيفيّة تيسير سبل النجاح في المنطقة.
بالإضافة إلى ذلك، فمع الدعم الوزاري من تونس وليبيا والمغرب؛ ودعم شركة النفط الوطنية من قبل إيتاب، والمؤسسة الوطنية للنفط في ليبيا، والمكتب الوطني للهيدروكاربورات والمعادن، وشركة سوناطراك الليبية والشركة الموريتانية للمحروقات؛ ومع الدعم الدولي من شل، وريبسول، و أو إم في، وتوتال، و آر دبليو إي، و بي جي، وشلمبرجير، وبيكر هيوز، و دي إن في، و بيرينكو، ووينستار ريسورسز، وبيتروفاك، وإيكيومد بتروليوم، وبنك الاستثمار الأوربي من بين الكثيرين غيرهم، سيوفّر مؤتمر القمة منصةً استراتيجية لتناول أهم التحديات التي يواجهها القطاع إلى جانب مناقشة الحلول التي ستسهّل النجاح في المنطقة.
