New regulations and integrated logistics programmes among several achievements so far

H.E. Sultan Ahmed Bin Sulayem, President, Dubai Maritime City Authority, recently reviewed the progress in the implementation of the new Dubai Maritime Sector Strategy (MSS) which is poised to develop, regulate and promote the industry that will ultimately position Dubai as a first-class international maritime hub. This follows a special meeting H.E. Bin Sulayem held recently with high-profile industry experts to discuss the latest developments and achievements in creating a regionally and globally competitive maritime industry. The meeting also aimed to lay down the foundations to establish the local maritime industry in accordance with the highest standards and best international practices.
H.E. Sulayem said: “The maritime industry remains a key driver of sustainable growth and future comprehensive development and a major factor in boosting Dubai’s competitiveness at the regional and international levels. MSS is of particular importance as it is the first-of-its-kind plan aimed at achieving a radical change across Dubai’s maritime industry by increasing its contributions to GDP and strengthening its role as one of the major value-added economic sectors, in line with the vision and directives of H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.”
The meeting shed light on the performance indicators of MSS and the implementation process which has so far resulted in establishing new industry regulations to ensure compliance with the highest standards of maritime safety and maritime operational management. This is expected to boost industry productivity and competitiveness while creating an integrated and sustainable maritime environment that is able to respond to market changes and emerging trends by attracting regional and international investors to leverage Dubai’s rapidly growing footprint as a key player in the global maritime map.
H.E. Bin Sulayem commended the unparalleled efforts of the MSS team, which aims to bring about a positive change in the maritime industry through a series of initiatives, including the issuance of new legislations and regulations under the highest standards of maritime safety, while setting integrated logistics programmes and a well-established infrastructure to lay down clear foundations for the creation of a secure and modern maritime industry to boost economic development. H.E. further pointed out that the results achieved so far were a result of the solid cooperation between government and non-government entities and the support of the Dubai Executive Council to continue to work on providing employment opportunities to UAE nationals to achieve the goal of transforming Dubai into a modern maritime destination.
H.E. Bin Sulayem further said that MSS is gaining a strategic dimension as it aims to promote the maritime industry components. “We are confident in our ability to raise the bar of the local maritime sector and maintain ongoing growth and sustainability in collaboration with our strategic partners from the public and private sectors. We look forward to implementing the MSS which will play a pivotal role in boosting the industry’s contribution to economic clusters and position Dubai as a key hub for leadership and investment.”
The Maritime Sector Strategy follows a clear vision aimed at promoting Dubai’s leading position as a key international hub for maritime navigation and services, based on the main fundamentals and values of leadership, customer service, creativity and human excellence, while maintaining a safe maritime environment. MSS is an integral part of the Dubai Strategic Plan to spread the culture of quality and excellence in order to drive the growth of active economic sectors, especially the maritime sector, and therefore increase the real GDP growth rate of the emirate.

اطلع سعادة سلطان بن سليم، رئيس "سلطة مدينة دبي الملاحية" مؤخراً على سير العمل في تطبيق الخطة الاستراتيجية البحرية في إمارة دبي والمتمحورة حول تطوير وتنظيم وتعزيز القطاع البحري وترسيخ مكانة دبي كمركز بحري عالمي من الطراز الأول. وجاء ذلك على هامش اجتماع خاص استعرض خلاله مسؤولو السلطة البحرية أحدث المستجدات والتطورات والإنجازات التي تحققت على مستوى تطوير وتعزيز المزايا التنافسية لإمارة دبي على الصعيد البحري عالمياً وإقليمياً وتوفير البنى الأساسية للارتقاء بالقطاع البحري المحلي تماشياَ مع أعلى المعايير وأفضل الممارسات الدولية.
وأوضح سعادة سلطان بن سليّم بأنّ القطاع البحري المحلي يمثل ركيزة أساسية لدفع عجلة النمو المستدام والتنمية الشاملة في المستقبل وشريكاً رئيسياً في تعزيز تنافسية دبي إقليمياً ودولياً، لافتاً إلى أنّ "الاستراتيجية البحرية تكتسب أهمية خاصة باعتبارها الخطة الأولى المتمحورة حول إحداث نقلة نوعية ضمن القطاع البحري في دبي في سبيل تفعيل مساهمته في الناتج المحلي الإجمالي وترسيخ دوره كأحد أبرز القطاعات الاقتصادية ذات القيمة المضافة تجسيداً لرؤية وتوجيهات صاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس الدولة رئيس مجلس الوزراء وحاكم دبي، رعاه الله".
وتم استعراض مؤشرات الأداء ومراحل إنجاز استراتيجية القطاع البحري التي أثمرت إلى الآن نتائج ملموسة على مستوى استحداث لوائح تنظيمية جديدة من شأنها ضمان مطابقة أعلى معايير السلامة البحرية وأفضل ممارسات العمليات البحرية في إدارة العمليات التشغيلية البحرية، الأمر الذي سينعكس بصورة إيجابية على تعزيز مستويات الإنتاجية والمقوّمات التنافسية للقطاع البحري وخلق بيئة بحرية متكاملة و مستدامة من شأنها الاستجابة بفعالية لمتغيرات الأسواق ومواكبة الاتجاهات الناشئة واستقطاب
المستثمرين الإقليميين والدوليين للاستفادة من مكانة دبي المتنامية كلاعب رئيسي على الخارطة البحرية العالمية.
وأشاد سعادة بن سليم بالجهود الحثيثة المبذولة من قبل فريق عمل استراتيجية القطاع البحري لإحداث تغيير إيجابي في الصناعة البحرية بإمارة دبي عبر سلسلة من المبادرات الرائدة التي تمحورت حول إصدار لوائح تنظيمية وتشريعات متطورة وحديثة وتطبيق أعلى المعايير المرتبطة بالسلامة البحرية ووضع برامج لوجستية متكاملة وتهيئة البنى التحتية في الإمارة في سبيل إرساء ركائز واضحة ومتينة لخلق قطاع بحري متجدد وآمن يمثل دعامة أساسية لدفع عجلة التنمية الإقتصادية. وتعود النتائج الإيجابية التي تحققت إلى الآن بالدرجة الأولى إلى التعاون البنّاء بين الجهات الحكومية وغير الحكومية والدعم اللامحدود من قبل المجلس التنفيذي لإمارة دبي، مؤكدا على مواصلة العمل الجاد لتطوير كافة مكونات القطاع البحري المحلي وتوظيف الإمكانات الواعدة والفرص الكامنة بالشكل الأفضل في تسريع وتيرة تحول دبي إلى إحدى أبرز المراكز البحرية المتطورة في العالم.
وأضاف سعادة بن سليّم بأنّ الخطة البحرية تكتسب بعداً استراتيجياً لكونها تتمحور حول تطوير كافة مكونات القطاع البحري، قائلا: "نحن على ثقة تامة بقدرتنا على تحقيق تطور نوعي ونقلة جذرية للوصول بالقطاع البحري المحلي إلى مستوى جديد من النمو والاستدامة بالتعاون مع شركائنا الاستراتيجيين في القطاعين الحكومي والخاص. ونتطلع إلى مواصلة العمل على تطبيق محاور الاستراتيجية البحرية التي سيكون لها دور محوري في تفعيل مساهمة القطاع البحري في دفع عجلة نمو القطاعات الاقتصادية الحيوية وتحويل دبي إلى مركز رئيسي في ريادة الأعمال والاستثمار."
وتستند الاستراتيجية البحرية إلى رؤية واضحة تتمثل في تعزيز ريادة دبي كمركز عالمي للملاحة والخدمات البحرية وفق مجموعة من المرتكزات والقيم الجوهرية المتعلقة بالقيادة والتميز بخدمة العملاء والإبداع والتعاون والتفوق في الثروة البشرية والحفاظ على البيئة البحرية. وترتبط بشكل وثيق بخطة دبي الإستراتيجية التي ترتكز على ترسيخ ثقافة الجودة والتميز ودفع عجلة النمو ضمن القطاعات الإقتصادية الحيوية وبالأخص القطاع البحري وزيادة معدلات النمو الفعلي للناتج المحلي الإجمالي في الإمارة.
