The Arab International Sustainable Real Estate Conference organized by the Government of Dubai Land Department kicks off in Dubai today. The two day event, which is held in cooperation with the Arab League at the Dubai International Convention and Exhibition Center (DICEC), will see debates and discussions between senior Emirati, Arab and foreign officials, executives and dozens of international events aimed at promoting sustainability in the real estate sector in the short and long term.
The conference is the first of its kind and it embodies the national green economy initiative launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai titled ‘green economy for sustainable development’. It is sponsored by Diamond Developers and Falconcity of Wonders is the strategic partner. The event is one of the main activities of the third edition of the Annual Investment Meeting (AIM) which began yesterday under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum. The AIM held at the DICEC is organized by the Ministry of Economy and runs in parallel with the International Property Show 2013 (IPS) which was also inaugurated yesterday and is supported by the Land Department.
Sultan Butti Bin Mejren Director General of Government of Dubai Land Department, said: “The conference would address the three dimensions of sustainability (ecological, social and economic). It would also highlight how the activities related to the property sector can match sustainability requirements. Other issues related to finance, regulation, marketing and investment in the sector would be highlighted.”
Bin Mejren noted that the Land Department has taken upon itself to address issues related to sustainability in the real estate sector and to come forth with leading initiatives as the Department considers sustainability as one of its priorities. The LD keeps pace with global developments and trends, and in accordance with the long term strategy and vision of His Highness Sheikh Mohammed, the LD draws a roadmap to launch initiatives to achieve sustainability in the real estate sector and to introduce initiatives serving that end. The conference would also review previous experiences in real estate sustainability and current practices in order to develop modern standards.
The Director General of the Land Department hailed the Arab League's efforts and its constructive cooperation with LD to achieve the objectives of this conference. "Organising the first edition of this conference in Dubai is based on the Arab League's belief in Dubai and its ability to meet the requirements of real estate sustainability and its role in promoting such concepts in Arab real estate markets," said bin Mejren.
Prof. Refat Al Faouri, Director General of the Arab Administrative Development Organisation (ARADO), working under the umbrella of the Arab League, said: “The Land Department is the first official entity in the Arab world to address the challenges of real estate sustainability in a professional manner. The property sector in the Arab world lacks sustainability practices, which are common practices in the international markets. Hosting this conference in Dubai reflects its position as a hub for promoting sustainability concepts and will also help in educating professionals working in this sector about the importance of sustainability."
The conference will discuss sustainability theoretically and practically by showcasing leading practices of real estate sustainability in the UAE and Dubai in particular. Details of ‘Dubai Sustainable City’, the first city of its kind in the region would be revealed during the conference. He said that the new city is expected to be a success and will position Dubai as an active player in real estate sustainability.
On her part, Majida Ali Rashid, Chairwoman of the LD's Real Estate Investment Management and Promotion Centre, said: "The wise leadership of the UAE is keen to enhance the state’s competitiveness internationally and to build an environment capable of attracting investment opportunities. The efforts are directed to promote growth, create more jobs and meet society development needs while international economies are facing successive crisis and the political, economic and social landscape is changing.”
She stressed that the sessions at the conference will explore the best ways to achieve global leadership in real estate sustainability. The UAE's green economy initiative announced by His Highness Sheikh Mohammed bin Rashid Al Maktoum is aimed at transforming the UAE into one of the world’s leading destinations and a centre for the export and re-export of green products and technologies, and to maintain a sustainable environment to support long-term economic growth.
The long-term national initiative includes various programmes and policies in the areas of energy, agriculture, investment and sustainable transport, in addition to new environmental and construction policies that aim to raise the quality of life in the UAE.
A group of experts and specialists from the UAE, Arab World and abroad will take part in the event. "This is a unique opportunity to educate the societies in this region and businessmen working in property development regarding the transition towards sustainable real estate to ensure the safety of the community, protect the environment and improve and develop professional and economic practices through rationalization and wise use of natural resources. As a result of the transforming international economic landscape, the conference is a platform for investors looking for reliable opportunities,” said Majida.
The Chairwoman of the Real Estate Investment Management and Promotion Centre noted that sustainability requires building strategic and solid relationships between parties involved in the real estate sector to create investments, review best international practices, to benefit from experiences and to study the regional and international variables. The debates at the conference will review the impacts of these variables on the real estate markets and other risks related to investment in this field.
According to her, the sector shall focus on securing alternative finance channels; enhance knowledge of investors, meet their expectations, and convey their concerns to the decision makers.

إنطلاق مؤتمر الإستدامة العقارية الدولي في دبي اليوم
وزراء وخبراء عالميون يناقشون الفرص والتحديات بمشاركة عربية ودولية واسعة

يناقش وزراء عرب وأجانب ومدراء عامون وممثلون عن وزارت محلية وعربية وأجنبية، وعشرات الخبراء الدوليين اليوم الأربعاء واقع صناعة التطوير العقاري والسبل الكفيلة للإرتقاء بها نحو تطبيقات الإستدامة في خطوات مدروسة على المديين المنظور والبعيد في إطار جدول أعمال "مؤتمر الاستدامة العقارية العربي الدولي"، الذي تنطلق فعالياته في الأول من مايو ، ويستمر يومين على أرض مركز دبي الدولي للمؤتمرات والمعارض بتنظيم دائرة أراضي واملاك دبي بالتعاون مع الجامعة العربية.
ويعد المؤتمر الأول من نوعه على مستوى الإمارات والمنطقة ويأتي إنعقاده تجسيداً لمضامين المبادرة الوطنية التي أطلقها صاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي، رعاه الله، تحت شعار “اقتصاد أخضر لتنمية مستدامة” في إطار مبادرة وطنية طويلة المدى لبناء اقتصاد أخضر في دولة الإمارات.
ويقام مؤتمر الإستدامة العقارية العربية الدولي برعاية شركة دايموند ديفلوبرز والشريك الإستراتيجي فالكون ستي ويعد أحد أبرز فعاليات الدورة الثالثة لملتقى الاستثمار السنوي الذي إنطلق أمس برعاية صاحب السمو محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي رعاه الله، وتستضيفه وزارة الإقتصاد على أرض مركز دبي الدولي للمعارض فضلاً عن المعرض معرض العقارات الدولي 2013 والذي إنطلق يوم أمس أيضاً بمشاركة ورعاية دائرة أراضي واملاك دبي.
وقال سلطان بطي بن مجرن، مدير عام دائرة الأراضي والأملاك في دبي: تكمن أهمية المؤتمر في النقاشات المتخصصة، التي تتوزع على 4 محاور رئيسية، تناقش ثلاثية الاستدامة (البيئية والاجتماعية والاقتصادية)، والانطلاق منها إلى جوهر تلك الثلاثية المتمثلة بالاستدامة العقارية، وما يجب أن تكون عليه الأنشطة العقارية في ظل التوجهات نحو الاستدامة، وتحديداً فيما يتعلق بالتمويل والتنظيم والتسويق والإستثمار العقاري".
وأوضح بن مجرن بأن دائرة أراضي وأملاك دبي أخذت على عاتقها التصدي إلى إستحقاقات الإستدامة العقارية وصياغة مبادرات نوعية تتعامل مع الإستدامة العقارية كأولوية يجب إيلائها الأهمية القصوى بالمستوى ذاته الذي تتعامل فيه مع باقي الأنشطة العقارية ولذلك لم تنكفأ على نفسها بوصفها جهة رسمية معنية بالتسجيل والتوثيق فقط بل واكبت التطورات العالمية وتوجهاتها في ضرورة التركيز على الإستدامة في صناعة التطوير العقاري لأنه حجر الأساس في الإستدامة، وإتخذت من الإستراتيجية طويلة المدى التي أطلقها سموه خارطة طريق لإطلاق مبادراتها المتخصصة بالإستدامة العقارية. واشار إلى أن المؤتمر يطرح قضايا مهمة تمثل حجر الأساس للكيفية والعلاقة التي يجب أن يرتبط بها السوق العقاري مع متطلبات الإستدامة في الحاضر والمستقبل مستلهمين من تجارب الماضي ما يمكننا من تعميق وتطوير ممارسات الزمن الراهن.
من جهته قال الدكتور رفعت عبد الحليم الفاعوري، المدير العام للمنظمة العربية للتنمية الإدارية والتابعة للجامعة العربية، بأن دائرة اراضي وأملاك دبي أول جهة رسمية حكومية عربية تتعامل مع تحديات الإستدامة العقارية على نحو حرفي يثير الإعجاب إذ تعد أسواق التطوير العقاري العربية فقيرة لجهة ممارسات الإستدامة التي بلغت أوجها في بعض الأسواق العالمية. وأضاف بأن تنظيم المؤتمر في دبي يعني الكثير لنا، فالإمارة منصة عملاقة لترويج مفاهميم الإستدامة وأقصر طريق ممكن لتثقيف العاملين في السوق العقاري بأهمية ممارساته.
وأكد الفاعوري على أن المؤتمر لن يكتفي بالبحث النظري في محاور الإستدامة بل يتجاوزه إلى عرض الممارسات الفريدة للإستدامة العقارية في دولة الإمارات وتحديداً في دبي من خلال مشروع مميز يجري الكشف عن تفاصيله تزامناً مع مؤتمر الإستدامة العقارية والمعرض العقاري، وهو مشروع مدينة دبي المستدامة والذي نتوقع له نجاحاً باهراً في وضع إمارة دبي على خارطة الإستدامة العقارية بقوة.
وقالت ماجدة علي راشد، مديرة مركز تشجيع وإدارة الاستثمار العقاري والذراع الاستثماري للدائرة: "ان القيادة الحكيمة للدولة حريصة على توفير بيئة تنافسية عالية، قادرة على استقطاب الفرص الاستثمارية، بهدف تعزيز وتشجيع وتنمية القطاعات الاقتصادية الرئيسية، وخلق المزيد من فرص العمل ودعم احتياجات المجتمع بما يتفق مع خطط التنمية، في الوقت الذي تمر فيه الاقتصادات العالمية بأزمات متتالية، وتتغير المعالم السياسية والاقتصادية والاجتماعية فيه، وخاصة فيما يتعلق بالمنطقة العربية". كما شددت على أن المؤتمر يركز في محاور جلساته ويتقصى الطرق المثلى لتحقيق الريادة العالمية على صعيد الإستدامة العقارية بوصفها الركيزة الأساسية للإستدامة في مفهومها العام والتي رسم صاحب السمو معالمها بدقة متناهية داعياً الجميع إلى المشاركة الفاعلة في صياغة آليات التحول إلى مركز لتصدير وإعادة تصدير المنتجات والتقنيات الخضراء والحفاظ على بيئة مستدامة تدعم نموا اقتصاديا طويل المدى من خلال برامج وسياسات تركز على مجالات الطاقة والزراعة والاستثمار والنقل المستدام إضافة إلى سياسات بيئية وعمرانية جديدة تهدف لرفع جودة الحياة.
وأوضحت علي راشد بأن المؤتمر الذي يشارك فيه نخبة من الخبراء المواطنين والعرب والأجانب وعشرات المختصين تظاهرة عالمية لتثقيف المجتمع العربي عموماً ومجمتع رجال الأعمال المشتغلين بالتطوير العقاري خصوصاً، بأهمية التحول إلى الإستدامة العقارية لضمان سلامة المجتمع وحماية البيئة والإرتقاء بحرفية الأداء الإقتصادي عبر الترشيد وإستدامة الموارد. ولفتت إلى أن سلسلة المحركات تمتد إلى ضرورة تحديد آليات ووسائل التنمية المستدامة التي تفرضها الأسواق العقارية، واستكشاف الفرص الناشئة عن التغير الحاصل في المشهد الاقتصادى العالمي، ما يجعل من المؤتمر أرضاً خصبة للمستثمرين المهتمين باقتناص الفرص العقارية الواقعية القابلة للتطوير. كما اضافت أن الاستدامة في أحد أركانها تتطلب إقامة الشراكات الاستراتيجية، وبناء العلاقات القوية بين العاملين في القطاع العقاري، من أجل خلق استثمارات استراتيجية، والإطلاع على أفضل الممارسات العالمية، والاستفادة من تجارب الأسواق العقارية، ودراسة التغيرات الإقليمية والدولية على السوق العقارية العربية، والتعرف على إدارة مخاطر الاستثمار العقاري.
وأكدت على توفير مصادر بديلة للحلول التمويلية التي ستضمن استمرار تطبيق جدول الأعمال الخاص بالقطاعات العقارية خلال السنوات المقبلة، وتنمية مهارات ووعي المستثمر في جميع جوانب السوق العقاري، وإتاحة الفرصة للمطورين والمستثمرين من أجل معرفة احتياجاتهم وتوقعاتهم، وعرضها على أصحاب القرار في منطقة الشرق الأوسط والعالم".
