Dubai, May 11, 2013: The Ministry of Finance (MoF) has signed an agreement with Dubai eGovernment Department for the eDirham G2 services to be adopted as a tool for collection of government entity fees in in Dubai. The agreement was signed by H.E. Younis Haji Al Khouri, Under-Secretary of Ministry of Finance, and H.E. Ahmad Bin Humaidan, Director General of Dubai eGovernment at the Ministry of Finance headquarters in implementation of its strategic plan to expand the network of federal and local government entities using the eDirham system
This will bring to three the number of electronic payment methods provided by Dubai eGovernment to the public in the public and private sectors. The other two methods are credit cards and direct debit from customer’s account and are used for such services as paying Dubai Electricity and Water Authority’s bills, licence renewal fees and Dubai Police’s fines, topping up Salik and Nol and donating to Dubai Cares in addition to paying for medical fitness certificates and healthcare facility licence renewals from Dubai Health Authority.
The MoU signing ceremony was also attended by Sumaia Bin Hammad, Director of Communication and Business Development Department at Dubai eGovernment, Saeed Rashid Al Yateem, Executive Director of Revenue and Budget at MoF, and Azza Al Suwaidi, Director of Revenue Development Department at MoF.
Commenting on the signed agreement, Al Khouri has underscored the effectiveness of the strategic relationship between the MoF and Dubai eGovernment. He said: “This agreement highlights how far the MoF is committed to co-operate with all federal and local government entities in the UAE with the aim of applying the best practices of government financial work and consolidating its contribution to supporting the process of achieving sustainable development.”
He added: “Since the eDirham system project was launched, the MoF has been working on strengthening the capabilities of this system in order to provide customers and government and non-government entities with a secure method of payment through adopting the latest information technologies and following the world’s best practices in the field of electronic payment and the new collection mechanisms, which are the most secure and efficient.”
Meanwhile, H.E. Ahmad Bin Humaidan, Director General of Dubai eGovernment, said: “Dubai eGovernment always seeks to offer innovative methods to make it easy for the public, both individuals and businesses, to complete their transactions and pay for their government services in such a manner that saves their time and efforts in line with our main objective of “customer first”. While this agreement with the Ministry of Finance is a quantum leap in this connection, the fact that the eDirham is linked with the other global payment networks and offers new and diverse online payment methods and channels that suit all sections and categories of people has led the standard of service provided to the public to be upgraded through an integrated online payment system in the UAE.”
Bin Humaidan added: “Signing this agreement with the Ministry of Finance is an example of our co-operation with the federal entities in implementation of the directives of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to change the UAE into an eCountry.
The Ministry of Finance is carrying on its efforts to provide the eDirham G2 system with a diverse package of electronic payment methods including payment by mobile phone, electronic kiosks, virtual electronic wallet and the feature of transfer and direct debit from bank accounts with the aim of upgrading the collection of financial resources in the UAE.
وزارة المالية وحكومة دبي الإلكترونية توقعان اتفاقية لاعتماد خدمات منظومة الدرهم الإلكتروني– الجيل الثاني
دبي، الامارات العربية المتحدة في 11 مايو :2013تنفيذاً لخطتها الاستراتيجية الرامية إلى توسيع شبكة الجهات الحكومية الاتحادية والمحلية المعتمدة نظام الدرهم الإلكتروني، وقعت وزارة المالية في مقرها بدبي اتفاقية مع دائرة حكومة دبي الإلكترونية تقضي باعتماد خدمات منظومة الدرهم الإلكتروني– الجيل الثاني كأداة لتحصيل رسوم خدمات الجهات الحكومية بدبي.
وبهذه الإضافة يصبح عدد طرق الدفع الإلكتروني التي توفرها حكومة دبي الإلكترونية للجمهور في القطاعين الخاصّ والعام للدفع عبر الإنترنت ثلاث طرق؛ بما فيها: البطاقات الائتمانية، والخصم المباشر من الحساب البنكي للعميل، مثل تسديد فواتير هيئة كهرباء ومياه دبي، ودفع رسوم تجديد التراخيص بدبي، وتعبئة رصيدي سالك ونول من هيئة الطرق والمواصلات بدبي، وتسديد مخالفات شرطة دبي، ومنح تبرعات لـ "دبي العطاء"، وشهادة فحص اللياقة الطبية وتجديد تراخيص المنشآت الطبية من هيئة الصحة بدبي.
وقع الاتفاقية سعادة يونس حاجي الخوري وكيل وزارة المالية، وسعادة أحمد بن حميدان مدير عام دائرة حكومة دبي الإلكترونية؛ بحضور سمية بن حماد مدير إدارة الاتصال وتطوير الأعمال في الدائرة. وكلٌ من سعادة سعيد راشد اليتيم الوكيل المساعد لشؤون الميزانية والموارد المالية بالوزارة، وعزة السويدي مدير إدارة تنمية الإيرادات فيها.
ونصت هذه الاتفاقية على تمكين المتعاملين مع جهات حكومة دبي من دفع كافة الرسوم المترتبة عليهم باستخدام نظام الدرهم الإلكتروني– الجيل الثاني؛ عبر قنوات ومنافذ دفع إلكترونية آمنة كأجهزة نقاط البيع والتحصيل الإلكترونية وشبكة الإنترنت، والتي تتم من خلال بوابة الدفع الإلكتروني التابعة لحكومة دبي الإلكترونية.
وفي تعليقه على توقيع هذه الاتفاقية أكد سعادة يونس حاجي الخوري على فعالية العلاقة الاستراتيجية التي تربط بين وزارة المالية ودائرة حكومة دبي الإلكترونية، وقال: "جاءت هذه الاتفاقية لتؤكد على مدى التزام وزارة المالية بالتعاون مع جميع الجهات الحكومية الاتحادية والمحلية بدولة الإمارات في سبيل تطبيق أفضل ممارسات العمل المالي الحكومي وتعزيز مساهمتها في دعم مسيرة تحقيق التنمية المستدامة".
وأضاف سعادته قائلاً: "تعمل وزارة المالية منذ إطلاق مشروع نظام الدرهم الإلكتروني على تعزيز قدرات هذا النظام لتزويد العملاء والجهات الحكومية وغير الحكومية بوسيلة دفع آمنة، من خلال تبني أحدث تقنيات تكنولوجيا المعلومات واتباع أفضل الممارسات العالمية في مجال الدفع الإلكتروني وآليات التحصيل الجديدة التي تعتبر أكثر أماناً وحماية وفعالية".
من جانبه، قال سعادة أحمد بن حميدان، مدير عام دائرة حكومة دبي الإلكترونية: "تسعى حكومة دبي الإلكترونية دوماً إلى توفير طرق مبتكرة تسهل على الجمهور، من الأفراد والشركات، إنجاز تعاملاتهم وتسديد دفوعاتهم مقابل الخدمات الحكومية التي يحصلون عليها، بأفضل الطرق التي تضمن لهم توفير أوقاتهم واختصار جهودهم انسجاماً مع هدفها الأساسي (المتعامل أولاً). وتأتي هذه الاتفاقية مع وزارة المالية لتمثل نقلة نوعية على هذا الصعيد. علاوة على أن ارتباط الدرهم الإلكتروني بشبكات الدفع العالمية الأخرى وتوفيره طرق وقنوات دفع إلكترونية جديدة ومتنوعة تناسب مختلف الشرائح والفئات، قد أدى إلى رفع مستوى الخدمة المقدمة لهم عبر منظومة دفع إلكترونية متكاملة في دولة الإمارات".
وأضاف سعادته قائلاً: "إن توقيع هذه الاتفاقية مع وزارة المالية هو نموذج لتعاوننا القائم مع الجهات الاتحادية؛ تنفيذاً لتوجيهات صاحب السمو الشيخ محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي بتحويل الإمارات إلى بلد إلكتروني".
الجدير بالذكر أن وزارة المالية تواصل جهودها لتزويد نظام الدرهم الإلكتروني– الجيل الثاني بحزمة متنوعة من وسائل الدفع الإلكتروني؛ كالدفع بوساطة الهاتف النقال، والأكشاك الإلكترونية، والمحفظة الإلكترونية الافتراضية، وخاصية التحويل والخصم المباشر من الحسابات البنكية، مستهدفة تحسين جودة عملية تحصيل الموارد المالية في الدولة وتطويرها.
