Dubai, March 27, 2013 -
Dubai eGovernment (DeG) Department is geared up to organize its third
eTransformation Forum themed “Together to Achieve Leadership” on 1st
April, 2013 to showcase its eTransformation strategy. The meeting will
be attended by leading figures from Dubai government entities including
directors general, and senior managers, in addition to IT, human
resources and strategic planning directors in these entities.
The
event, one of several forums held by Dubai eGovernment Department, is
aimed at promoting the eTransformation process and achieving integration
among Dubai government entities while offering creative government
services that go beyond the expectations of society. The forum is held
as part of the Department’s keenness on enhancing the existing
communication with its government partners and providing them with the
necessary tools to achieve further digital integration with the aim of
easing the lives of individual and corporate customers to ultimately
lead the way towards transformation into a creative, interrelated,
integrated and knowledge-based city in the 21st century.

Ahmad Bin Humaidan, Director General of Dubai eGovernment, said: “With
confidence and faith, we are walking on the path outlined by H.H. Sheikh
Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of
the UAE and Ruler of Dubai, upon initiating the National Charter of UAE
and clearly setting its goal by stating that ‘we want the UAE to be
among the leading countries by 2021.’ The eTransformation movement is
very important for Dubai and so we are working on the improvement of
related services in line with our leadership’s vision of achieving
excellence in building a knowledge-based society and economy.”
“This
forum responds to the requirements of the coming phase which includes
combining the efforts of government departments and leveraging the
available potentials to reach comprehensive development in line with the
leadership’s strategic vision of becoming among the world’s best
countries. It is one of a series of forums organized by the Department
to materialize an integrated plan to promote eTransformation and achieve
integration among Dubai government entities. The high-level internal
automation across Dubai departments in the past years has led to the
provision of over 2000 eServices to customers and is regarded as a
strong ground to reach higher levels of efficiency and progress. This
necessitates us to share our comprehensive, strategic eTransformation
plan with those entities to seamlessly create a connected government to
turn Dubai into a creative, interrelated, integrated and knowledge-based
city in the 21st century that would focus on meeting customers’ needs
for creative eServices through innovative channels at all times and
locations,” Bin Humaidan added.
During
the forum, Dubai eGovernment Department will present Dubai Government’s
eTransformation strategy, the suggested key performance indicators
(KPI), initiatives and high-level implementation plan. The forum will
also shed the light on the actual status of Dubai Government’s
eTransformation, based on its unified government services repository
(GeSS) and in the light of the results of the telephone-based survey
recently conducted by the Department in co-operation with Dubai
Statistics Center. The forum will also define the responsibilities of
every government entity as regards the initiatives to be discussed.
The
forum culminates Dubai eGovernment’s efforts after it has showcased
Dubai Government’s eTransformation strategy to the five sectorial
committees affiliated to Dubai Executive Council and taken their
feedback into consideration.

"دائرة حكومة دبي الإلكترونية" استعداداتها لتنظم "ملتقى التحول
الإلكتروني الثالث" تحت شعار "معاً لتحقيق الريادة" الذي تم تخصيصه لعرض
"استراتيجية التحول الإلكتروني لحكومة دبي" وذلك يوم الإثنين الموافق 1
نيسان/ أبريل 2013، وسط حضور قيادي يضم شخصيات تمثل الجهات الحكومية في دبي
التي وُجّهت لها الدعوات لحضور فعاليات الملتقى، بينهم مديرون عامون
وتنفيذيون والقيادات المسؤولة عن صياغة وتنفيذ استراتيجية التحول
الإلكتروني ومديرو تقنية المعلومات والموارد البشرية والتخطيط الاستراتيجي
في تلك الجهات.
ويستهدف
الملتقى، وهو واحدٌ من عدة ملتقيات تعقدها "دائرة حكومة دبي الإلكترونية"،
تعزيز مسيرة التحول الإلكتروني وتحقيق التكامل ما بين الجهات الحكومية في
إمارة دبي بما يضمن تقديم خدمات حكومية إبداعية تفوق توقعات شرائح المجتمع
المتعددة ورغباتها، في إطار حرص الدائرة على تعزيز التواصل القائم مع
شركائها من الجهات الحكومية ودعمها بالممكّنات اللازمة لتحقيق مزيد من
التكامل والترابط الإلكتروني؛ بما يسهّل حياة المتعاملين من الأفراد وقطاع
الأعمال وبمستوى أعلى من الكفاءة التشغيلية في الجهات الحكومية، لتحقيق
الريادة في التحول إلى مدينة إبداعية مترابطة ومتكاملة قائمة على المعرفة
في القرن الحادي والعشرين.
وستعرض
"دائرة حكومة دبي الإلكترونية" خلال الملتقى استراتيجية التحول الإلكتروني
لحكومة دبي ومؤشرات الأداء المقترحة والمبادرات وخطة التنفيذ عالية
المستوى. كما سيجري استعراض واقع التحول الإلكتروني في حكومة دبي استناداً
إلى قاعدة الخدمات الحكومية (GeSS) وفي ضوء نتائج الاستطلاع الذي أجرته
الدائرة أخيراً بالتعاون مع مركز دبي للإحصاء عبر الهاتف لـنحو 1100 مشارك
لقياس معرفة ورضا الشركات وأفراد مجتمع إمارة دبي بالخدمات الإلكترونية
للجهات الحكومية التابعة لحكومة دبي. كما سيتم خلال الملتقى تحديد مسؤوليات
كل جهة حكومية في المبادرات التي سيتم الحديث حولها.
وقال
سعادة أحمد بن حميدان، مدير عام "دائرة حكومة دبي الإلكترونية": "نحن
نواصل مسيرتنا بخطى ثابتة وواثقة على الدرب الذي رسمه لنا صاحب السمو الشيخ
محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي حين
أطلق الوثيقة الوطنية لدولة الإمارات؛ محدداً هدفها بكل وضوح: "نريد
للإمارات أن تصبح من أفضل الدول في العالم بحلول العام 2021". وإذ نعمل في
قطاع (التحول الإلكتروني) الحيوي في صياغة مستقبل الإمارة على كل الصُعد،
فإن المتوقع من هذا القطاع تطوير خدماته بما يتلاءم مع رؤية القيادة تلك
لتحقيق الريادة في بناء مجتمع المعرفة.. واقتصاد المعرفة".
وأضاف
بن حميدان قائلاً: "يأتي الملتقى استجابة لما تقتضيه المرحلة المقبلة من
توحيد الجهود بين الدوائر الحكومية واستغلال الإمكانات المتاحة لتحقيق طفرة
في التطور الشامل اتساقاً مع الرؤية الاستراتيجية للقيادة في أن نصبح من
أفضل الدول، وهو يعد واحداً من سلسلة ملتقيات تنظمها الدائرة بهدف التوصّل
إلى توافق على خطة متكاملة لتعزيز مسيرة التحول الإلكتروني وتحقيق التكامل
على مستوى الجهات الحكومية في إمارة دبي. لقد أفضت الأتمتة الداخلية رفيعة
المستوى التي قامت بها الدوائر خلال الأعوام الماضية إلى توفير خدمات
إلكترونية للمتعاملين فاقت بمجملها 2000 خدمة، وهي تعد أرضية قوية لرفع
مستوى الكفاءة والانطلاق إلى مستويات أكثر تقدماً، الأمر الذي يستدعي عرض
خطتنا الاستراتيجية الشاملة للتحول الإلكتروني ومشاركتها مع تلك الجهات
للوصول بسلاسة إلى الحكومة المترابطة بهدف جعل دبي مدينة إبداعية مترابطة
ومتكاملة قائمة على المعرفة في القرن الحادي والعشرين، تركز على توفير
احتياجات العميل من الخدمات الإلكترونية الإبداعية عبر قنوات مبتكرة، على
مدار الساعة وحيثما وجد".
ويأتي انعقاد هذا الملتقى تتويجاً لجهود حكومة دبي الإلكترونية بعد أن قامت بعرض استراتيجية التحول الإلكتروني لحكومة دبي على اللجان القطاعية الخمس التابعة للمجلس التنفيذي لحكومة دبي، وأخذ الملاحظات بعين الاعتبار.
