Cairo, 29th January: As Egypt looks to shore up its defenses against cyber threats, the government's new legislation on cybercrime comes as a welcome move. With the ICT industry in Egypt set to play a central role in driving the economy, it is imperative that the country invest in securing its ICT infrastructure, currently valued at over $15 billion. While a lucrative regional market, Egypt still needs to catch up with its western counterparts when it comes to cybersecurity.
Currently, Egypt is witnessing significant economic and technological transformation as a result of growing business opportunities in key industries such as banking & financial services, insurance, energy and information technology. While the Year-on-Year economic growth in Egypt remains impressive, the fast evolving threat landscape has diversified, making Egypt one of the most targeted country in terms of cyber crime.
In the year 2015, Egypt ranked ninth according to the Global Cybersecurity Index (GCI) which is based on the ITU global Cybersecurity Agenda (GCA). Furthermore, in the past few years, a number of Egyptian websites have been subject to cyber attacks from various fringe groups and 'Hacktivists'. The Rassd News Network (RNN) was hacked several times between 2012 and 2013, and the university website for Banha University was also hacked by the infamous 'Anonymous' group during the same time. These events triggered the Egyptian government into establishing the High Council for Cyber-Security (HCC) in 2014.
Amid growing concerns over cyber crimes in Egypt and the need to secure critical infrastructure from sophisticated hackers and commercial espionage is driving the regional cyber security sector into a US$ 2.2 billion market which is expected to increase at a CAGR of 20.41% until 2020. Tarik El-Sherif, the Head of Information Security Risk Management Division at Al Ahli Bank of Kuwait – Egypt believes that Egypt needs to step up its cybersecurity infrastructure to global standards to stay competitive in the current environment. He says “The objective is to apply the principles of Information Security global standards such as ISO 27000 Series, COBIT5, PCI-DSS or Basel under government laws, as well as manage and maintain a secure framework and working environment by plan, develop and implement Information Security Policies, Procedures, Controls which ensure Confidentiality, Integrity and Availability, ensuring that information assets and technologies are adequately protected”
With key industrial sectors like banking, energy and IT reeling under the stress of upping the ante in terms of cybersecurity, there has been an increasing consensus about government involvement in ensuring cyber safety. To that effect, Dr. Hossam Nabil, Head of Information Management Section Cybercrimes investigation department at the Ministry of Interior-Egypt said “Talk has recently increased on Bit Coin, it is noted in this regard that the concept of the currency and how it is used and the risks that have to deal with is still not clear in mind and especially its impact on the national security of States”.
As Egypt inches closer to becoming the hub of cybersecurity thought leadership in Africa, the Cyber Security North Africa Summit will bring together top cybersecurity leaders from leading public and private sector organizations to address the growing concern over securing critical infrastructure against cyber attacks. The summit will witness an impressive speaker line-up including Dr. Sherif Hazem – VP for Electronic Transactions Security at Information Technology Industry Development Agency (ITIDA), Dr. Hossam Nabil – Head of Information Management Unit at the Cybercrime Investigation Department (Ministry of Interior), Dr. Moataz Hassouna – CIO at Emaar Properties, Mohamed Ahmed Abd El Haleem – CISO at the Ministry of Electricity and Renewable Energy and Dr. Emad Helmy – Business Continuity Executive Director at the National Telecom Regulatory Authority, to name a few.

تعزيز الابتكار في مجال الأمن الإلكتروني في مصر
قادة الأمن الإلكتروني يجتمعون في قمة شمال أفريقيا للأمن الإلكتروني
القاهرة، 29 يناير - في إطار تطلع جمهورية مصر العربية لتعزيز دفاعاتها ضد التهديدات الإلكترونية، تأتى التشريعات الحكومية الجديدة على الجرائم الإلكترونية بمثابة خطوة مرحب بها. حيث ان صناعة تكنولوجيا المعلومات والاتصالات في مصر من المقرر ان تلعب دورا محوريا في دفع عجلة الاقتصاد، ومن الضروري أن تستثمر البلاد في تأمين البنية التحتية لتكنولوجيا المعلومات والاتصالات، والتي تقدر حاليا بأكثر من 15 مليار دولار أمريكي. ومع وجود سوق الإقليمية مربحة، فإن مصر لا تزال بحاجة إلى اللحاق بركب نظيراتها الغربية عندما يتعلق الأمر بالأمن الإلكتروني.
وتشهد مصر حاليا، تحول اقتصادي وتكنولوجي كبير نتيجة لتزايد فرص العمل في الصناعات الرئيسية مثل الأعمال المصرفية والخدمات المالية، والتأمين والطاقة وتكنولوجيا المعلومات. في ظل النمو الاقتصادي العام، ومع أن معدل النمو الاقتصادي السنوي مثير للإعجاب، الا أن طبيعة التهديدات تتطور بسرعة، مما يجعل مصر واحدة من الدول الأكثر استهدافا من حيث الجريمة الإلكترونية.
في عام 2015، احتلت مصر المرتبة التاسعة وفقا لمؤشر أمن الفضاء الحاسوبي العالمي (جي سي آي) الذي يقوم على أساس برنامج الأمن الإلكتروني العالمي للاتحاد الدولي للاتصالات، وعلاوة على ذلك، في السنوات القليلة الماضية، تعرضت عدد من المواقع المصرية لهجمات قراصنة الكمبيوتر من جماعات متطرفة مختلفة. حيث تم اختراق شبكة أخبار رصد (أر أن أن) عدة مرات بين عامي 2012 و2013، وأيضا تم اخترق موقع جامعة بنها من قبل مجموعة ' أنونيموس' في نفس الفترة تقريبا. ودفعت هذه الأحداث بالحكومة المصرية إلى إنشاء المجلس الأعلى للأمن الإلكتروني في عام 2014.
المخاوف المتزايدة بشأن الجرائم الإلكترونية في مصر والحاجة إلى تأمين البنية التحتية الحيوية من المتسللين والتجسس التجاري تقود قطاع الأمن الإلكتروني الإقليمي إلى سوق قيمته 2.2 مليار دولار، والذي متوقع أن يزداد بمعدل نمو سنوي إجمالي بنسبة 20.41% حتى عام 2020. طارق الشريف، رئيس قسم إدارة المخاطر لأمن المعلومات في البنك الأهلي الكويتي في مصر يعتقد أن مصر تحتاج إلى مواكبة البنية التحتية للأمن الإلكتروني مع المعايير العالمية لتظل قادرة على المنافسة في البيئة الحالية. ويقول "الهدف هو تطبيق مبادئ معايير أمن المعلومات العالمية مثل سلسلة ISO 27000 أو COBIT5 أو PCI-DSS أو Basel تحت قوانين الحكومة، فضلا عن إدارة وصيانة إطار الآمن وبيئة العمل من خلال تخطيط وتطوير وتنفيذ سياسات أمن المعلومات، واتخاذ الإجراءات والضوابط التي تكفل السرية والسلامة، لضمان أن أصول المعلومات والتكنولوجيات محمية بصورة كافية".
في حين ان القطاعات الصناعية الهامة مثل البنوك والطاقة وتكنولوجيا المعلومات تعمل جاهدة على رفع درجة الاستعداد من حيث الأمن الإلكتروني، كان هناك توافقاً متزايداً حول مشاركة الحكومة في ضمان سلامة الإنترنت. ولهذا الغرض، قال العقيد الدكتور حسام نبيل، رئيس قسم المعلومات بإدارة مكافحة جرائم الحاسبات - إدارة التحقيقات بوزارة الداخلية: " لقد تزايد الحديث مؤخرا عن عملة بت كوين، فتجدر الإشارة في هذا الصدد الي أن مفهوم العملة وكيفية استخدامها ومخاطر التعامل بها لا يزال غير واضح في اعتبارنا ولا سيما تأثيره على الأمن القومي للدول".
مع تقدم مصر المستمر الى اعتلاء مركز القيادة في الفكر الأمن الإلكتروني في أفريقيا، فإن قمة شمال أفريقيا للأمن الإلكتروني ستجمع كبار قادة الأمن الإلكتروني من مؤسسات القطاعين العام والخاص لمعالجة القلق المتزايد إزاء تأمين البنية التحتية الحيوية ضد الهجمات الإلكترونية. وستضم القمة تشكيلة متحدثين رائعة ومن بينهم على سبيل المثال لا الحصر الدكتور شريف حازم، نائب رئيس أمن المعاملات الإلكترونية في هيئة تنمية صناعة تكنولوجيا المعلومات، والعقيد الدكتور حسام نبيل، رئيس قسم المعلومات بإدارة مكافحة جرائم الحاسبات -إدارة التحقيقات بوزارة الداخلية، والدكتور معتز حسونة، رئيس المعلومات التنفيذي بشركة إعمار العقارية، ومحمد أحمد عبد الحليم، ضابط أمن المعلومات في وزارة الكهرباء والطاقة المتجددة، والدكتور عماد حلمي، المدير التنفيذي لاستمرارية الأعمال في الجهاز القومي لتنظيم الاتصالات.
وسوف تعقد قمة شمال أفريقيا للأمن الإلكتروني من 26 الى27 أبريل 2017 في القاهرة. يتم تنظيم الحدث من قبل شركة فليمنغ للمؤتمرات والمعارض وبحيث يقدم طرقا مبتكرة لعرض المناقشات والعروض الحية، ودراسات حالات واقعية ومناقشات المائدة المستديرة، وسوف تركز القمة على تأمين البنية التحتية الحيوية، انترنت الأشياء وتأمين المحمول، سحابات الأمن، دور تحليلات البيانات الكبيرة في مجال الأمن الإلكتروني والأعمال، وإدارة المخاطر وتكنولوجيا المعلومات.
