الدول المشاركة في الاجتماع الوزاري للتعاون بين دول الجنوب - الجنوب والتعاون الثلاثي للتنمية الزراعية والأمن الغذائي في Eurasia تؤسس منصة للتعاون على مستوى السياسات

أكد الدكتور محمد أحمد بن فهد، رئيس اللجنة العليا لمؤسسة زايد الدولية للبيئة على أهمية تعزيز التجارة والتعاون الاستثماري فيما بين بلدان الجنوب من أجل زيادة التأثير الإنمائي.

وشدد بن فهد صباح اليوم (الثلاثاء 1 نوفمبر) على هامش اليوم الثاني لجلسات المنتدى العالمي على أهمية إقامة الشبكات وتبادل المعرفة بين بلدان الجنوب كوسائل رئيسية نحو تحقيق أهداف التنمية المستدامة بالإضافة إلى خطة إنجاز التنمية المستدامة لعام 2030 من خلال الحلول المبتكرة للتعاون فيما بين بلدان الجنوب.

وأسفر الاجتماع الوزاري رفيع المستوى، عن التعاون بين دول الجنوب - الجنوب والتعاون الثلاثي للتنمية الزراعية وتعزيز الأمن الغذائي في الدول العربية و Eurasia عن تأسيس منصة للتعاون على مستوى السياسات.

وقد جاء تنظيم الاجتماع الوزاري رفيع المستوى في إطار مبادرة الشراكة عن التعاون بين دول الجنوب والتعاون الثلاثي للتنمية الزراعية وتعزيز الأمن الغذائي (SSTC-ADFS) بدعم مشترك من الصندوق الدولي للتنمية الزراعية (IFAD)، بنك التنمية الإسلامي (IsDB) ومكتب الأمم المتحدة للتعاون بين دول الجنوب - الجنوب (UNOSSC).

وقال السيد/ جورج شديك، مبعوث الأمين العام للتعاون بين دول الجنوب - الجنوب ومدير UNOSSC: "لقد اكتسب التعاون بين دول الجنوب - الجنوب (SSC) مركزية جديدة فيما يتعلق بأجندة 2030. لدينا التزام عالمي جديد يتطلب تحقيقه شراكة عالمية واسعة. علينا الحفاظ على التعاون بين دول الجنوب - الشمال، لكن علينا في الوقت نفسه توسيع التعاون SSC. ويحظى SSC الزراعة بأهمية بالغة. وقد طورت دول الجنوب، في تلك المناطق، استجاباتها الخاصة المحددة لتحدياتهم. وهناك الكثير مما تجب مشاركته".

من جانبها أوضحت الدكتورة مشكان العور، الأمين العام لجائزة زايد الدولية للبيئة قائلة: "يحظي SSC في الزراعة بأهمية خاصة للأمن الغذائي. وسوف تركز منتديات طرح الحلول في هذا الحدث خلال الأيام القادمة على التخفيف من التغير المناخي خاصة وأننا نستعد لـ COP22 ففي مراكش الأسبوع المقبل. نشارك هنا كقادة للإمارات في هذا الحدث الكبير بعد إقرار أهداف التنمية المستدامة SDGs وأجندة 2030 لمواجهة هذه القضايا".

وقال عبد الكريم سما، الاقتصادي الإقليمي من قسم الشرق الأدنى، شمال أفريقيا، أوروبا، وسط آسيا في IFAD: "التعاون بين الجنوب - الجنوب والتعاون الثلاثي موضوع كبير، علينا تنظيمه لعمل حلول عملية يعود بها المشاركون إلى أوطانهم. ومن خلال استقدام صانعي السياسات سوف نفرض الالتزام بـ SSC وقد بات ذلك جزء لا يتجزأ من عملنا".

كان الاجتماع بمثابة منصة لكبار المسئولين الممثلين لوزراء الصناعة في الدول المشاركة في مبادرة شراكة SSTC-ADFS للتعبير عن رؤيتهم فيما يتعلق بأفضل السبل لاستمرار هذه المبادرة في دعم أولوياتهم الوطنية الخاصة في التنمية الزراعية والأمن الغذائي من خلال التعاون بين دول الجنوب - الجنوب والتعاون الثلاثي.

ناقش المشاركة في الاجتماع الطرق العملية لتشجيع الحلول النابعة الناجحة والخبرات الوطنية للدول المشاركة في المناطق الجذرية التي تدعمها المبادرة بما في ذلك إدارة المنظمات التي تعتمد على المزارعين، الإدارة الفاعلة لموارد المياه، التقنية الزراعية البيولوجية، تربية الماشية والبستنة وغيرها.

وخلال الاجتماع عبّر ممثلو وزراء الصناعة من الجزائر، المجر، قيرغيزستان، المغرب، السودان، تونس، طاجيكستان، تركيا، وأوزبكستان عن رؤاهم فيما يتعلق بأفضل السبل للتعاون نحو تحقيق أهداف مشتركة.

وفي بيانهم المشترك أوضح المشاركون التزامهم بمزيد من الدعم لـ SSC بين وزاراتهم الخاصة وهو ما سيمثل إطارا لتوصيات السياسات. كما وافق المشاركون كذلك ضرورة استمرار تقديم إطار العمل لمبادرة شراكةSSTC-AFDS بناءً على الطلب، واستجابة للأولويات الفعلية على المستوى الوطني للدول المشاركة. كما أوضح المشاركون أنهم يرون المساواة بين الجنسين كأحد المبادئ الرئيسية المحركة.

ولتحقيق الاستفادة الكاملة من المزايا العملية لـ SSC، سوف تهدف كل دول من الدول المشاركة إلى تطبيق مجموعة من الأنشطة العملية ضمن المبادرة من خلال مكون الدول SSC مع الدعم المالي من مبادرة SSTC-ADFS، الميزانيات الوطنية، وغيرها من المصادر الأخرى ذات الصلة.

وسوف تتضمن الأنشطة العملية للوزارات المشاركة خلال العام 2017:

·        التوثيق من خلال الموقع  agro.southsouthworld.org  أو من خلال المطبوعات - على الأقل 10 حلول ذاتية مبتكرة منخفضة التكاليف في مجال التنمية الزراعية والأمن الغذائي.

·        تحديد المراكز الوطنية للامتياز التي لديها الخبرة في التنمية الزراعية والأمن الغذائي، والاستعداد لتبادل المعرفة والخبرات مع الدول الأخرى.

·        صياغة مكونات دول SSC للأنشطة العملية التي تهدف إلى مطابقة القدرات اللازمة مع القدرات المتاحة، في مجال التنمية الزراعية والأمن الغذائي، بما في ذلك خطة التمويل لتلك الأنشطة.

·        أخذ قدر من الموارد المالية المتوفرة من الموارد الوطنية العديدة.

·        إضفاء الطابع المؤسسي على أساس التعاون بين نقاط الوزارة الرئيسية عن شراكة SSTC-ADFS.

وقبل الاجتماع الوزاري رفيع المستوى الذي عُقد مؤخرا في دبي، أقيمت ورش عمل أولى ضمن ذات المبادرة في تركيا، على المنظمات التي تعتمد على المزارعين، وبعد ذلك في المجر، على التقنية البيولوجية الزراعية، في 2015، وفي الجزائر عن تربية الماشية في مطلع 2016. أما "ردهة المعرفة" الرائعة والأخيرة لمبادرة SSTC-ADFS فكانت الاستخدام المستدام لموارد المياه، التي تم فحصها في المغرب مطلع العام الجاري.

وسيُعقد الاجتماع الوزاري القادم في نهاية العام 2017 لمواصلة ما تحقق من تقدم وتحديد الخطوات التالية في مبادرة شراكة SSTC-ADFS  

Eng Safwan Al Khatib receives Lifetime Achievement Award at MECC 2016

Natural pigments and useful raw materials from autumn leaves for industry

Autumn leaves contain a range of interesting substances such as pigments, carbohydrates, proteins and compounds that inhibit the growth of harmful bacteria. VTT Technical Research Centre of Finland is developing leaf-processing technologies, which could be used by the cosmetics, textile and feed and food industries.

Very little use has been made of fallen leaves so far. They are either left on the ground, composted or burned resulting in full landfills and a growing carbon dioxide load.

Autumn leaves derive their colour from orange and yellow carotenoids and red anthocyanins. In addition to pigments, autumn leaves contain many beneficial compounds, such as phenols, lignin, carbohydrates and protein. There is a fast-growing need for natural pigments in various industries around the world - for example, these natural pigments can even have health-promoting effects and use as nutraceuticals.

In a process developed by VTT, leaves gathered in gardens and parks are dried and ground, and compounds are extracted. The processing stages were developed by VTT in laboratory experiments; R&D has now entered the piloting stage, using leaf material collected in the Otaniemi area by waste disposal company Lassila & Tikanoja. Special attention has been paid to the environmental friendliness of the overall process and the safety of the compounds produced.

“In laboratory experiments, we discovered several, promising alternative ways of utilising leaves. Piloting assays are under way, in which we are examining how our methods work in practice and what quantities of valuable compounds can be extracted from the leaves,” commentsLiisa Nohynek, Senior Scientist at VTT.

Pigments for cosmetics and textiles

Pigments from autumn leaves can be used to colour cosmetics and textiles. The chemical composition of leaves varies largely between different tree species. Added value can be obtained by processing the autumn leaves of certain tree types only, thereby producing well-defined compounds suitable for new products.

Residual biomass, which is remaining after extraction, is high in nutrients and suitable for soil improvement in home gardens. On the other hand, this waste can also be further processed to compounds that inhibit the growth of harmful microbes, thus being suitable e.g. for cosmetic and hygiene products.

Nohynek believes that the methods developed by VTT are applicable for raw material processors and for example in textile and cosmetic industries. In addition, the residual material offers business opportunities for firms in the horticultural, cosmetics, hygiene and pharmaceutical sectors.

Future prospects: bioactive compounds and nutritional supplements

Furthermore, also other applications could be developed for autumn leaves. Compounds obtained from the leaves may be suitable for use as food colouring and preservatives, and as nutritional supplements. In addition, these colourants could be used to improve the nutritional properties of edible plant cells under development at VTT. New bioactive compounds could be obtained for the cosmetic and pharmaceutical industries, by using biotechnological methods to modify pigments. In addition, the carbohydrates from the extraction residue could be used to produce protein-rich feed for livestock and protein supplements for people. Furthermore, the nutrient-rich residual biomass can also have domestic applications, for example in growing mushrooms.

معز مسعود : التعليم والتعارف يقضيان على التطرّف
