Ministry of Environment and Water signs agreement with Emirates Society for Animal Welfare & Emirates Park Zoo to promote animal protection





MoU aims to raise public awareness on animal welfare & rights

The Ministry of Environment and Water has signed a Memorandum of Understanding with the Emirates Society for Animal Welfare (ESAW) and the Emirates Park Zoo to pave the way for joint projects aimed at raising public awareness on animal welfare. The MoU signing happened during the ministry’s participation at ADIHEX 2014, which took place from Wednesday 10th - Saturday 13th, September 2014. This move complements the ministry’s intensified efforts to defend and preserve animal rights as well as promote their humane treatment through awareness campaigns. Part of the ministry’s initiatives is to inform the public about laws governing animal welfare in the UAE, which falls is in line with the ministry’s directives to heighten environment protection awareness in order to promote sustainability.
The agreement was signed by H.E. Eng. Saif Al Shara, Assistant Undersecretary of Agricultural affairs and Animal Sector, Ministry of Environment and Water; H.E. Rashid Salem Al Noaimi, Vice President, Emirates Society for Animal Welfare; and Mr. Nasser Al Nuaimi, Owner and Founder of the Emirates Park Zoo.
Under the terms of agreement, the parties involved will collaborate on spreading a culture of animal welfare protection in society. It covers the preservation of animal rights as well as the provision of food, proper care, and a clean and comfortable living environment. To achieve these goals, the three organizations will hold awareness seminars and joint workshops, conduct scientific researches, and distribute educational materials regarding proper animal care. Campaigns for raising public awareness on existing laws governing animal welfare in the country will also be conducted. In addition, the agreement states that the three parties, along with concerned local authorities, will regularly hold conferences to share their experiences and exchange ideas to ensure animal protection.
The ministry assured that it will continuously develop and implement relevant policies and strategies to attain a sustainable environment for all living creatures. The Ministry will also provide technical support, expertise and information regarding best practices to achieve the objectives of the MoU. Furthermore, it will coordinate with relevant government and non-government agencies as well as industrial and trading entities to ensure that their services meet the highest standards of sustainability and efficiency. Training courses and educational programs with respect to animal care and shelter will be organized by the ministry as well.
For its part, ESAW will organize educational campaigns, programs, activities and exhibitions in coordination with the ministry to achieve its vision of providing a sustainable environment for all animals and uphold its mission of protecting their rights. The association will also prepare studies and extensive researches to improve public knowledge about the proper handling of animals as well as to develop their skills.
The Emirates Park Zoo, meanwhile, will provide shelter and food to abandoned and stray animals. To protect the animals from diseases, veterinary care such as vaccination will be extended to them. The Zoo will also set up an isolation center for animals afflicted with infectious diseases to prevent an epidemic. In terms of selling pets, the Zoo will observe all regulations and technical specifications implemented by the UAE Government.
ESAW, as a voluntary association, defends and raises public awareness on animal rights as part of its efforts to promote environmental protection and animal preservation. The Emirates Park Zoo, on the other hand, was established to care for various animal species and provide a comfortable living environment for them. It also educates the public about these animals and their unique characteristics.

وقّعت وزارة البيئة والمياه مذكرة تفاهم مع كل من "جمعية الإمارات للرفق بالحيوان" و"حديقة الإمارات للحيوانات" بشأن وضع أسس التعاون المشترك بينها لرفع مستوى الوعي العام حول ثقافة الرفق بالحيوان، وذلك على هامش مشاركتها في معرض الصيد والفروسية الذي يقام في العاصمة أبوظبي خلال الفترة من 10 إلى 13 من سبتمبر الجاري .
يأتي توقيع المذكرة استكمالا لجهود الوزارة الرامية إلى الحفاظ على الثروة الحيوانية وتنميتها, ونشر الوعي في مجال الرفق بالحيوان بين أفراد المجتمع من حيث معاملة الحيوان والرفق به واحترام حقوقه والتعريف بالتشريعات المنظمة لذلك داخل الدولة بما ينسجم مع توجه الوزارة في رفع معدلات الوعي البيئي تنفيذاً لهدفها الاستراتيجي المتمثّل في تعزيز الاستدامة البيئية، كما يأتي توقيع الاتفاقية من منطلق حرص الوزارة وشركائها على حماية وتنظيم عملية اقتناء الحيوانات في دولة الامارات وذلك لتنوع الجنسيات  واختلاف ثقافاتها من زوار ومقيمين الذين يقتنون اصناف متعددة من الحيوانات، بالإضافة الى تعاليم الدين الاسلامي التي تحث على الرفق بالحيوان وحسن معاملته.
وقّع الاتفاقية سعادة المهندس سيف محمد الشرع وكيل الوزارة المساعد لقطاع الشؤون الزراعية والحيوانية من جانب وزارة البيئة والمياه؛ وسعادة راشد سالم النعيمي، رئيس "جمعية الإمارات للرفق بالحيوان"؛ وسعادة ناصر سالم النعيمي مالك ومؤسس حديقة الإمارات للحيوانات.
وتنطوي مذكرة التفاهم على تضافر الجهود بين الأطراف الثلاثة وتفعيل سبل التعاون بينها من أجل نشر ثقافة الرفق بالحيوان بين أفراد المجتمع المحلي حول أهمية احترام الحيوان وحقوقه وتوفير الغذاء والرعاية للحيوانات السائبة أو المتنازل عنها وبشكل خاص الكلاب والقطط وتوفير بيئة عيش مناسبة لها، وتنظيم الندوات التوعوية وورش العمل المشتركة وإجراء الأبحاث العلمية ذات الصلة وإصدار المطبوعات المخصّصة للإرشاد والتثقيف بمجال الرفق بالحيوان والتعريف بالتشريعات والأطر القانونية المنظّمة لذلك في دولة الإمارات، بالإضافة إلى تبادل الخبرات والبيانات والمعلومات والآراء مع الجهات المحلية العاملة في المجال من الرفق بالحيوان وإيوائه وتقديم كافة الخدمات اللازمة له. 
وتفصيلاً، ستقوم وزارة البيئة والمياه على تفعيل دورها في الإدارة المتكاملة للنظم البيئية والموارد الطبيعية وتطوير وتنفيذ ما يلزم من استراتيجيات وسياسات وخدمات لتحقيق بيئة مستدامة للحياة.  كما ستتقدم الوزارة الدعم الفني اللازم لضمان تحقيق أهداف المذكرة وتوفير المعلومات والخبرات اللازمة حول أفضل الممارسات المتّبعة في مجال رعاية الحيوان وحماية حقوقه، إضافةً إلى التنسيق مع الجهات الحكومية وغير الحكومية ومؤسسات الخدمة المجتمعية ذات الصلة لضمان أعلى معايير الاستدامة والكفاءة في تقديم الخدمات. كما ستنظّم الوزارة دورات تدريبية وبرامج تثقيفية لتعزيز المعرفة حول كيفية توفير المأوى للحيوان والعناية به. 
وبدورها، سوف تقوم "جمعية الإمارات للرفق بالحيوان" بالتنسيق مع وزارة البيئة والمياه للقيام بالحملات التثقيفية والبرامج والأنشطة والمعارض، بما يحقق الرؤية والتطلعات في توفير بيئة مستدامة تعنى بالحيوان وحقوقه. كما تقوم الجمعية بإعداد الدراسات والأبحاث المستفيضة لتعزيز المعرفة بشأن التعامل الصحيح مع الحيوان وتنمية المهارات المتخصّصة في المجال. كما تتضمّن مهام الجمعية في إطار المذكّرة وضع الأسس التي تهدف إلى نشر الوعي بين شرائح المجتمع بأهمية الحيوان واحترام حقوقه.
وبموجب بنود المذكرة، تتعهّد "جمعية الإمارات للحيوانات" بتوفير المأوى للحيوانات السائبة أو التي تخلّى عنها أصحابها أو المتبرّع بها، وتوفير الغذاء اللازم لها وتحصينها ضد الأمراض والأوبئة وتقديم العناية البيطرية اللازمة لها وعزلها في محاجر بيطرية مخصّصة داخل الحديقة في حال الشك أو تأكيد إصابتها بأي من الأمراض الوبائية المعدية، وذلك إستناداً إلى النظم والمواصفات الفنية والصحيّة المتّبعة في الدولة.
ويُذكر أن "جمعية الإمارات للرفق بالحيوان" هي جمعية طوعية تُعنى بترسيخ حقوق الحيوان في الدولة والدفاع عنه والتعريف به ونشر الوعي العام بأهمية الرفق بالحيوان والتشجيع على المحافظة على السلامة البيئية والثروات الحيوانية. و"حديقة الإمارات للحيوانات" هي حديقة حيوان تهدف إلى المحافظة على مختلف أنواع وأصناف الحيوانات وفي نفس الوقت تعريف أفراد المجتمع بهذه الحيوانات ضمن أعلى معايير الرفاهية والراحة والإستمتاع لجميع أفراد الأسرة.

Saudi Agriculture 2014 concludes attracting over 25,000 visitors and 350 exhibitors from 40 countries



Riyadh – September 11, 2014: Saudi Agriculture 2014, the 33rd international agriculture, water and agro-industry trade show, concluded yesterday (September 10, 2014) its four-day run at the Riyadh International Convention and Exhibition Center. Around 25,000 specialized local, regional and international visitors attended the event that hosted 350 exhibitors from 40 countries to showcase the latest industry products and technologies to the local and regional visitors.

Inaugurated by H.E. Dr. Fahd Abdulrahman Balghunaim, Minister of Agriculture, Kingdom of Saudi Arabia (KSA), Saudi Agriculture 2014 shed light on a variety of industry leading solutions and products represented under various categories, including agriculture building construction, animal health and production, finance and banking, machinery and equipment, chemicals and fertilizers, fisheries and fish farming, greenhouses, irrigation and landscaping equipment, and organic farming. 

Dr. Tarun Bajaj, Head of the Indian Pavilion, said: “Business relations between India and the Kingdom continues to remain strong and has resulted in remarkable growth in the agriculture and agro-food fields--where Indian food exports to the Kingdom currently stand at over USD 2 billion and still continues to increase. Held concurrently with Saudi Agriculture 2014 were Saudi Agro-Food 2014, the 21st international trade show for food products, ingredients and technologies,  and Saudi Food-Pack 2014 – the 4th international trade exhibition for food processing & packaging.
