Dubai Data Establishment Hosts Third Master Class


UAE, September 6, 2016 – The Dubai Data Establishment hosted its third masterclass for representatives of several government and private entities on 6th September at the Mohammed Bin Rashid School of Government. Lead by Younus Al Nasser, CEO, Dubai Data Establishment, the masterclass introduced attendees to the accomplishments of the initiative since its formation in 2014 and also included a detailed overview of next steps for government entities in the Dubai Data roadmap. 

During the masterclass, speakers and participants discussed the formation of the Dubai Data Establishment, its core duties and the obligations of partner government entities. Younus Al Nasser also explained how the Dubai Data Initiative will fuel the Smart Dubai Platform which will in turn power the Dubai Data Portal - the city’s single entry point to Dubai Data having a collection of the city’s most impactful data. 

The Dubai Data Establishment will carry out five core duties guiding the Dubai Data Initiative, including oversight; building the classification framework; maintaining primary registries; monitoring compliance and enforcing policies.
 
Partner entities will have an obligation to prepare their entity’s data for sharing, by first identifying obstacles which the Dubai Data Establishment will review and help to resolve; followed by classifying and categorising their data according to the Dubai Data Framework; and finally by developing a plan for sharing their data.

All entities will require modifying their infrastructure in order to publish and share data, and thus take all necessary actions to do so. The entity will also be responsible for reporting on data publication and sharing to the Dubai Data Establishment.
 
On an ongoing basis entities will also be responsible for the upkeep of their data and compliance with the Dubai Data Law. This includes handling any data that the entity receives from other data providers in compliance with the law, as well as adhering to all policies and requirements adopted by the Dubai Data Establishment. The entity is also responsible for ensuring the quality of their data and for regularly updating their data.
 
All open and shared data will be made accessible via the Dubai Data Portal, powered by the Smart Dubai Platform. At launch, the Dubai Data Portal will feature the Dubai Data Manual, a QuickStart Guide and an overview of the Dubai Data Policy Framework. In accordance with the Dubai Data roadmap, the portal will be continually update to become the single, secure access point for Dubai Data by the public and private sector.

مؤسسة بيانات دبي تستضيف دورتها التخصّصية الثالثة

الإمارات، 6 سبتمبر 2016 - استضافت مؤسسة بيانات دبي دورتها التخصّصية الثالثة بقيادة مديرها التنفيذي يونس آل ناصر وبحضور ممثلين عن العديد من الجهات الحكومية والخاصة، في 6 سبتمبر في كلية محمد بن راشد للإدارة الحكومية.  وتعرّف الحاضرون خلال هذه الدورة على الإنجازات التي حقّقتها مبادرة بيانات دبي منذ تأسيسها في العام 2014 واطّلعوا على عرض تفصيلي للخطوات والتوجهات المستقبلية للجهات الحكومية ضمن إطار خارطة طريق بيانات دبي.

وتخلّل الدورة نقاشات بين المتحدثين والمشاركين حول تأسيس مؤسسة بيانات دبي ومهامها وصلاحياتها الرئيسة والتزامات الجهات المزودة للبيانات. وشرح يونس آل ناصر كيف ستشغّل مبادرة بيانات دبي منصّة دبي الذكية التي ستكون بدورها نظام التشغيل المركزي لبوابة بيانات دبي – المصدر الموحّد لبيانات مدينة دبي الذي يضم مجموعة من أهم بيانات المدينة.

وتتولى مؤسسة بيانات دبي القيام بخمس مهام أساسية في سياق إدارتها لمبادرة بيانات دبي، من بينها الإشراف على تطبيق أحكام قانون بيانات دبي واعتماد إطار تصنيف البيانات والحفاظ على السجلات المرجعية والإشراف على الامتثال للقوانين وتنفيذها.

أمّا الجهات المزودة للبيانات فيتعيّن عليها إعداد بياناتها لتبادلها، وتحديد المعوقات ورفعها إلى مؤسسة بيانات دبي لدراستها واقتراح ما تراه مناسباً بشأنها. كما ويتوجب عليها تصنيف بياناتها وفق إطار تصنيف بيانات دبي وإعداد خطة لتبادل البيانات المتوفرة لديها.

وعلى كافة الجهات تعديل بنيتها التحتية على نحو يمكّنها من نشر وتبادل بياناتها واتخاذ كافة الإجراءات اللازمة في هذا الصدد. كما وتلتزم هذه الجهات بتزويد مؤسسة بيانات دبي بتقارير بشأن نشر وتبادل البيانات.

وتكون الجهات مسؤولة بشكل متواصل عن حماية بياناتها والامتثال لقانون بيانات دبي. ويشمل ذلك التعامل مع البيانات المتحصّل عليها من مزودي البيانات الآخرين وفقاً لأحكام القانون، والامتثال للسياسات والاشتراطات المعتمدة لدى مؤسسة بيانات دبي، وضمان جودة بياناتها وتحديثها بشكل دوري.
وستوفّر كافة البيانات المفتوحة والمشتركة على بوابة بيانات دبي التي تشغلّها منصّة دبي الذكية.  في مرحلة الانطلاق، ستتضمّن بوابة بيانات دبي دليل بيانات دبي، ودليلا للبدء السريع ولمحة عامة عن الإطار التشريعي لبيانات دبي. ووفقاً لخارطة طريق بيانات دبي، سيتمّ تحديث البوابة بشكل متواصل لتصبح مركزاً موحّداً وآمنا لبيانات دبي في متناول القطاعين الحكومي والخاص.

وقال يونس آل ناصر: "تُوجّه بيانات دبي عملية التحوّل في مدينة دبي. في المستقبل القريب، ستسهم بيانات دبي في حدوث تحسينات جذرية تطال عملية صنع القرار، وتعزيز الإبداع والابتكار، وتحليل بيانات المدينة عبر أبعاد متعدّدة، وأيضاً رفع مستوى الكفاءة والسلامة للجميع في دبي. وتماشياً مع رؤية دبي الذكية، يحرص أعضاء مؤسسة بيانات دبي على اعتماد مبدأ العمل المشترك بهدف رفع مستوى السعادة في مدينة دبي بأكملها والمساهمة في جعلها المدينة الأذكى في العالم."
