Future
of the Kingdom’s Debt Market to be discussed at Euromoney Saudi Arabia
Conference in May

Managing debt is emerging as a new
issue for the Kingdom of Saudi Arabia, on both a national level and for the
Kingdom’s enterprises and businesses, according to senior banking leaders set
to attend the Euromoney Saudi Arabia Conference in May.
Historically, one of the key
strengths of the Saudi economy has been its almost total absence of debt, with outstanding
public debt sitting at below 5 percent of gross domestic product – one of the
best ratios in the world.
However, recent news reports
suggest the government is in discussions for an international loan in its first
significant foreign borrowing for more than a decade. Ratings agency Standards
& Poor’s estimates that the Kingdom will issue up to US$ 31 billion in debt
in 2016, as it strives to manage the fiscal deficit caused by the fall in oil
prices.
Many companies are also reviewing
their debt options, looking to ensure they have sufficient liquidity as the
economy goes through a turbulent period. This change in direction raises
challenges for the Kingdom, but also opens significant opportunities for the
financial sector.
“We believe we will see a sixth
year of below-average global growth in 2016 as well as modest returns from risk
assets in the absence of a ‘consumer of last resort’ and the waning ability of
central banks to boost asset prices. As a result, investors will need to eke
out extra returns through insightful investment strategies,” said Richard F.
Lacaille, Global Chief Investment Officer of State Street Global Advisors.
“While valuations in some emerging
markets look attractive, investors will continue to focus on real signs of
economic and political reform, strong corporate governance and returns potentially
less correlated with macro risks. With
potentially transformative changes underway in the region, we think the Middle
East in general and Saudi Arabia in particular may offer attractive investment
opportunities,” he added.
A special panel discussion at the
2016 Euromoney Saudi Arabia Conference, which takes place from 3-4 May in
Riyadh, will examine the future of the KSA debt market, with a particular focus
on the viability of loans versus bonds in the current period, as well as a
review of concerns over tightening liquidity.
Senior executives from the International
Monetary Fund, Saudi Electricity Company, HSBC Saudi Arabia, BNP Paribas and Clifford
Chance will take part in the discussion.

يعتقد قادة مصرفيون
سيشاركون في مؤتمر "يوروموني السعودية" خلال مايو القادم أن إدارة الدين
بدأت تبرز كمشكلة جديدة تواجه المملكة العربية السعودية على المستوى الوطني وعلى
مستوى الشركات والمؤسسات السعودية.
فقد كان أحد
العناصر الأساسية لقوة الاقتصاد السعودي هو غياب الدين بشكل كامل، حيث كان الدين
العام المستحق أقل من 5 بالمائة من الناتج المحلي الإجمالي، التي تعتبر من أفضل
النسب في العالم.
غير أن تقارير
إخبارية حديثة ترجح أن الحكومة تجري مناقشات للحصول على قرض دولي في أول سابقة
لاستدانة كبيرة على مستوى العالم منذ أكثر من عقد من الزمن. وتقدر وكالة ستاندرد
أند بورز أن المملكة ستصدر سندات بقيمة 31 مليار دولار أمريكي في 2016، مع سعيها
لإدارة العجز المالي بسبب انخفاض أسعار النفط.
وفي الوقت ذاته،
تقوم الكثير من الشركات بمراجعة خيارات الاستدانة، سعياً منها لتوفير سيولة كافية
خلال هذه الفترة التي يمر فيها الاقتصاد بمرحلة من الاضطرابات المالية. ويسهم هذا
التغيير في التوجيهات في رفع مستوى التحديات التي تواجه المملكة، إلا أنه يفتح باب
فرص كبيرة لقطاع المال.
ويقول ريتشارد أف
لاكايل، رئيس وحدة الاستثمارات العالمية في ستيت ستريت غلوبال آدفيسور: "في
ظل غياب ما يعرف بـ "المستهلك الأخير consumer of last
resort"، نعتقد أننا سنشهد في 2016 نمواً بمعدل أقل من معدلات النمو
العالمية للسنة السادسة، كما أننا سنرى أرباحاً متواضعة من الأصول المعرضة للمخاطر
مع تلاشي قدرة البنوك المركزية على تعزيز أسعار الأصول. وكنتيجة لذلك، سيحتاج
المستثمرون لتوفير أرباح إضافية من خلال استراتيجيات استثمار وضعت برؤية
ثاقبة."
وأضاف لاكايل: "في الوقت الذي تبدو فيه
بعض التقييمات في الأسواق الناشئة مغرية، سيستمر المستثمرون في الاهتمام بالإشارات
الحقيقية للإصلاح الاقتصادي والسياسي، والحوكمة القوية للشركات واحتمالات أقل
لارتباط الأرباح بالمخاطر الكبرى. ومع التوقعات بظهور تغييرات انتقالية في المنطقة
نعتقد بأن الشرق الأوسط بشكل عام، والمملكة العربية السعودية بشكل خاص قد توفر فرص
استثمار جذابة."
وستتناول جلسة نقاشية خاصة خلال مؤتمر
"يوروموني السعودية 2016"، الذي سيعقد في الرياض خلال الفترة من 3-4
مايو، مستقبل سوق الدين في المملكة، مع الاهتمام بوجه خاص بإمكانية القبول بالدين
بدلاً من السندات في الفترة الحالية، إضافة إلى استعراض المخاوف المتعلقة بنقص
السيولة.
وسيشارك في النقاشات مسؤولون كبار من سابك،
وصندق النقد الدولي، الشركة السعودية للكهرباء، وبنك أتش أس بي سي العربية
السعودية، وبنك بي أن بي باريباس، ومؤسسة كليفورد تشانس.
ومن جانبه قال ريتشارد بانكس، مستشار التحرير
ليوروموني كونفرنسز والمدير العام لشركة أر أم بانكس المحدودة: "إن ظهور
الدين كعامل مهم في توجهات اقتصاد المملكة العربية السعودية وقطاع المال يعتبر
تطوراً له أبعاد تاريخية، وتطور ستكون له آثار كبيرة على البنوك والمقرضين
