BLOUKI : We are still ambitious and we aim today to launch the first Happiness Meter in the UAE.
Aafaq Islamic Finance, yesterday morning, held at the JW Marriott Marquis Hotel, the Business Bay Dubai, an expanded workshop under the title "We are trying hard to make you happy.”
This came after “aafaq Islamic Finance” has launched "aafaq’s Meter of happiness” to keep up with the originating of a “Ministry of happiness".
The workshop was held in the presence of His Excellency Abdul Jaleel Al-Blouki, Deputy Chairman of "aafaq Islamic Finance", His Excellency Dr. Mahmoud Abdalaal, CEO of “aafaq Islamic Finance, Major General Abdul Quddus Al Obaidly, Assistant Commandant General for Quality & Excellence at Dubai Police, Mrs. Maryam Othman, Director General of Rashid Center for the Disabled, Mrs. Habiba Al Marashi, President of the Local Network of the UN Global Compact for the GCC States, and some members of the Advisory Board of the “Dubai: A World Icon” Encyclopedia”.
Blouki started his speech with welcoming the attendees, especially Sheikh Majid Al Mualla, Emirates’ Divisional Senior Vice President, Commercial Operations, Major General Abdul Quddus Alobaidly, Mrs. Maryam Othman and the dignitaries and the interested persona in the society.
Blouki went through his speech with a quotation from the words and ideas of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, the UAE Vice President and Prime Minister and Ruler of Dubai, which stated: "The government's goal is to achieve happiness, which we literally mean, and which we will literally put into effect. We also will seek to achieve it in the way it harmonizes with the ambitions and aspirations of our people, our traditions and our culture.

Having going through the phrases, Blouki said, "On the basis of the vision of the wise leadership of His Highness Sheikh Khalifa Bin Zayed Al Nahyan, His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, and the blessing of His Highness Sheikh Mohammed Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, following the recent cabinet reshuffle which resulted in the originating of the Ministry of Happiness, as the first ministry of its kind in the world. "
Blouki continued saying, "All of us in the government institutions and private sector companies are facing a new phase which requires starting to take the appropriate measures to be able to rise to the occasion to achieve the vision. “You can only go as far as you push.”
We in “Aafaq Islamic Finance” have promised to be loyal soldiers for the process of sustainable development in Dubai and in the UAE, under the wise leadership of His Highness Sheikh Khalifa Bin Zayed Al Nahyan, and his brother, His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President and Prime Minister Ruler of Dubai.
Blouki stressed saying “We are facing a new phase but we are not new to it.” He added that the company’s values have focused on having a role which is responsible for the happiness of the society, through the following elements:

Blouki affirmed “The ambition is still in us and grows up. Our goal today is to launch the first Meter of happiness in the United Arab Emirates, through adopting a clear strategy which can be measured by that Meter. The first step we took in Aafaq Islamic Finance was the establishment of a new department of happiness and community responsibility. The department will be able to pace towards achieving the ultimate goal, definitely happiness in the concept set by the wise leadership. We believe and almost certain that we are on the right track. Our meeting today may be the biggest proof of that.”
Blouki concluded his speech saying that the important meeting embodies a true partnership between the spectra and components of society to achieve a noble goal, which is seeking for happiness.

Aafaq Islamic Finance presented a working paper on its initiatives and achievements. It considers the initiative of aafaq’s Meter of happiness as the first of its initiatives for 2016. its launch was announced a time ago by HE Blouki, under the title "Your happiness is our goal”. It was launched to keep up and chime with the establishment of the Ministry of Happiness in the government of the United Arab Emirates, which was recently announced, and became the talk of the world. The ministry reflected the wise and innovative thought of the leadership, which seeks to reinforce the community’s happiness, being an uncompromising priority. Aafaq initiative aims in the first place to raise the level of satisfaction to the level of happiness, enlightened by the thought of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, and with the blessing of His Highness Sheikh Mohammed Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme commander of the armed forces Amir. Aafaq is always keen to be a leading supporter of the state’s initiatives.
The initiative of the company includes the commitment to seek to achieve maximum happiness for its strategic partners, including the public and private sector’s institutions, its individual customers, companies, its employees and finally the UAE community as a whole. The initiative stressed that each individual and organization in the UAE has a responsibility to achieve this lofty goal. By the initiative, Aafaq aims to be a model to other institutions in this context, and always put in mind the privileged employees who the company cares for the level of their happiness about working for the company.
Aafaq’s applications stress on providing happiness for employees, strategic customers and partners, and for the community, depending on a number of elements including, A questionnaire on the employees’ satisfaction by a external party, the staff participation in determining the company's path through the launch of two competitions, “The Best Idea” and the monthly “Ideal employee competition”. Besides, the company launches work teams social activities, a quarterly magazine for the staff, an internal promoting system, annual bonuses, salary increases, and grants during the month of Ramadan.
Concerning customers, the company launched an initiative named “The happy customer”, which ensures that the maximum time needed to obtain a service at an outlet should not exceed five minutes. In addition, “The happy customer” initiative also launched channels of social networking for customers, provided a smart platform to obtain services through smart phones, and another one through the Internet. Concerning the strategic partners, the company has organized an event named "Success Partners" and fixed special prices for staffs of the strategic partners, in addition to their participating in the partners’ events.
It is worth noting that Aafaq Islamic finance has got the following awards: An honouring by the Department of Economic Development, the best service provider of the public sector, the best service provider of quasi-government sector and the best service provider of the private sector.

In terms of working papers presented at the workshop, Major General Abdul Quddus Al Obaidly presented a working paper in which he stressed that the Dubai Police are keen to the employee’s happiness since he leaves home on his way to his office. The idea is that if the employee is not happy when reaching his work place, he will not yield what is expected from him. In confirmation of this, Major General Khamis Mattar Al Mazeina, the commander in chief of Dubai police, launched a system called “The smart pulse of Happiness ", in order to recognize the employee’s happiness, which is closely connected with his productivity, the thing that is directly reflected on the customers’ happiness and on the level of their satisfaction, in addition to developing the appropriate solutions to ensure raising the rates of employees’ happiness.
Obaidly added, “ The system "The smart pulse of Happiness" is considered as a probe of the daily pulse of the employee’s happiness, which is done cleverly through monitoring the employee’s momentary impressions across multiple channels, such as smart and electronic devices. The employee shows his impressions, with full transparency, about the level of his happiness. The system monitors and feeds the impressions’ data base and converts it into graphs which are shown to the persons in charge. Thus, each person in charge will be able to see the reflections of his employees’ happiness at the moment. The initiative also allows the employee to change the impression of his happiness at any moment, and the results of the " The smart pulse of Happiness " are automatically shown to the decision makers in Dubai police online, the internal gate of the Dubai police, and on the Dubai map, for patrols’ staff.

Mrs. Othman added, “ We meet today upon a kind invitation by the "Aafaq Islamic Finance", which has good initiatives and fruitful forums. Here, we meet to talk about the "happiness meter" in our beloved happy country with its generous sheikhs and wise government, which includes a Minister of Happiness. A country of kind and generous people, and generous residents, who share our happiness, as we shared them water and air, security and safety. The global happiness meter is an indicator that measures the extent of happiness in countries and societies, based on statistics, studies and standards, including the income levels, absence of corruption, and the level of freedom enjoyed by individuals. The meter was set up the Legatum Institute, six years ago, and measures happiness in 142 countries, accounting for about 96% of the human population. We, in the United Arab Emirates have a happiness meter, formed by Zayed and Rashid, and Khalifa and Mohammed Bin Rashid made it higher, until we became the happiest people on earth, since Zayed to the doomsday, as said by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President Prime Minister of UAE, Ruler of Dubai, in his famous poem "The happiest people". Yes, we are happy and thanks to God, and then thanks to our wise leadership we are getting happier every day as we're making giant achievements, record numbers and projects of civilization. We are also happy with the extent of our participation and our presence in the Arab, regional and global scene.
Maryam wondered, “Why do I say that we have an Emirati happiness meter of which has our identity? Because the global happiness meter emphasizes on material wealth and the state's ability to provide the material requirements for its peoples, including housing, and food and drink. But it mostly does not measure the most important issues, which is building the human being, respecting his dignity, and reinforcing his knowledge and skills. It also does not measure safety and security, or other issues affecting the innocence of man, his deep sense of respect and appreciation. The UAE has sought to bring happiness to its people by working on more than one axis and direction. It took into account all issues, needs and requirements of education, health, security, human rights, food, clothing, housing, and welfare. Today I am glad to focus on the disabled, whose rights and dignity have been safeguarded and protected by the state. In addition, the state also made laws and legislations to ensure involving and rehabilitating them. In this regard, the UAE signed international conventions and protocols, even the optional ones, which care for the disabled rights. His Highness Sheikh Mohammed Bin Rashid Al Maktoum, the motto of “Dubai: Disability-friendly city by 2020”. Various agencies and departments rushed to develop services for people with disabilities, including mobility, audio, head or visual disability. Those people were always in the mind and conscience of these institutions, when they planned and implemented projects, especially the metro stations, public transportation and parking for the disabled. The institutions exempted the disabled vehicles from Salik, as well as their devices, equipment, and chairs. Our country excelled in this area on the world's most long history and civilized countries.
Othman confirmed, “ The disabled in our country, both citizens or residents enjoys profound respect, and the state and its institutions believe in his abilities and skills. Thus, he never feels negligence, marginalization or exclusion. HH Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, the Crown prince of Dubai, Chairman of the Board Executive of the Dubai has launched the initiative called “My Community … A City for Everyone" which emphasized the role of the disabled in society and the importance of their integration and rehabilitation. Sheikh Hamdan shared the handicapped their sports matches in solidarity with them and sat on their wheelchairs. He inspired us with the idea, so last year, we organized the Rashid Sports Festival, in collaboration with Al Nasr Sports Club. High-level figures, managers of departments and institutions and stars shared the disabled students their sports games, and sat on their wheelchairs, in a deep solidarity with them and with their cases. The happiness in our state was recognized by humans, trees and stone. Our UAE is decorated with joy in different streets, bridges and tunnels through lighting, drawings, paintings and flowers which reflect the psychological state of the people, and their senses and feelings. We pray to Allah Almighty that the joy will continue and prevail in the rest of the world. We hope to contain grief and misery and uproot their causes. We aspire to contribute to the world joy, as we have contributed to world peace and conveying relief to the needy. The role of the UAE is greater than geography. May Allah save our Sheikhs, our people and our land.”
At the end of the work seminar, which was concluded with a number of participations and different work papers in various fields and experiences provided by a group of specialists and experts, Al-Blouki and Dr. Mahmoud Abdalaal went up the stage to honour participants in the seminar, which was attended by a crowd of dignitaries and persona concerned with economic and community events in the UAE.

واكمل البلوكي: "إننا نحن جميعاً في المؤسسات الحكومية وشركات القطاع الخاص أمام مرحلة جديدة تقتضي منا المبادرة في اتخاذ الإجراءات المناسبة لنكون على قدر المسؤولية لتحقيق الرؤية. وعلى قدر العزيمة تأتي العزائم.

واكد البلوكي: " ما زال الطموح فينا يكبر وهدفنا اليوم إطلاق أول مؤشر للسعادة في دولة الإمارات العربية المتحدة، من خلال تبني استراتيجية واضحة قابلة للقياس من خلال هذا المؤشر وأول ما ابتدأنا به في آفاق الاسلامية للتمويل هو إنشاء إدارة جديدة للسعادة والمسؤولية المجتمعية، تكون قادرة على تلمس الخطى نحو بلوغ الهدف الأسمى وهو السعادة بمفهومها الذي حددته القيادة الرشيدة، نعتقد بل ونكاد نجزم أننا في الطريق الصحيح. ولعل لقاءنا اليوم هو أكبر دليل على ذلك.

وعلى صعيد إشراك المجتمع تضمنت فعاليات افاق : مبادرة رمضان الخير بشكل سنوي و"عيدية آفاق" ومبادرة "اطلبوا العلم" التي تتوجت بإصدار تقارير أكاديمية وعلمية عدة، وموسوعة الاقتصاد الإسلامي ثم مؤخراً موسوعة "دبي أيقونة العالم" دون نسيان مبادرة "خدمات لكبار السن وذوي الاحتياجات الخاصة في أماكن وجودهم".
وعلى صعيد اوراق العمل التي قدمت في ورشة العمل قدم سعادة اللواء الدكتور عبد القدوس عبد الرزاق العبيدلي مساعد القائد العام لشؤون الجودة والتميزفي شرطة دبي ورقة عمل اكد فيها على أن شرطة دبي حريصة على سعادة الموظف منذ خروجه من منزله متوجهاً إلى مقر عمله، والقصد منه أن هذا الموظف إن لم يصل إلى عمله وهو سعيد فلن يعطيك الإنتاج الذي تتوقعه منه، وتأكيداً لذلك أطلقت شرطة دبي نظام "نبض السعادة الذكي" بهدف معرفة سعادة الموظف التي ترتبط بشكل وثيق بإنتاجيته في العمل،الأمر الذي ينعكس بشكل مباشرعلى سعادة المتعاملين ومستوى رضاهم، إضافة إلى وضع الحلول المناسبة لضمان رفع معدلات سعادة الموظفين.
وأضاف العبيدلي: أن نظام "نبض السعادة الذكي"يعتبر بمثابة مجس للنبض اليومي لسعادة الموظف، وبشكل ذكي من خلال رصد انطباعات الموظف اللحظية عبر قنوات عدة مثل الأجهزة الذكية أوالإلكترونية، ويستطيع الموظف أن يعطي انطباعاته بكل شفافية عن مستوى سعادته، حيث يعمل النظام على رصد وتغذية قاعدة بيانات تلك الانطباعات وتحويلها إلى رسوم بيانية تظهر للمسؤولين بحيث يستطيع كل مسؤول أن يرى انعكاسات سعادة الموظفين بصورة آنية،كما تتيح المبادرة للموظف أن يغير انطباع سعادته في أي لحظة،وتظهر نتائج مؤشر"نبض السعادة الذكي" بشكل تلقائي لمتخذي القرار في شرطة دبي على الإنترنت البوابة الداخلية لشرطة دبي،وعلى خارطة دبي بالنسبة للعاملين في الدوريات.
على جانب اخر وفي مجال تجربة ذوي الاحتياجات الخاصة وكيف يمكن ادخال السعادة لقلوبهم اسوة بالاصحاء تحدثت السيدة مريم عثمان الرئيس التنفيذي لمركز راشد للمعاقين فقالت: للسعادة مؤشرات وإشارات لأن السعادة تُقاس ويمكن قراءتها في الوجوه والعيون فالسعادة لا يمكن أن تُخفى أو تُكتم. قال تعالى في وصف عباده المؤمنين: "وجوه يومئذ مستبشرة"،لأن بشارات الفرح بادية ظاهرة.
واكدت عثمان على اننا اليوم نلتقي بدعوة كريمة من "آفاق الإسلامية للتمويل"صاحبة المبادرات الطيبة والمنتديات المثمرة، لنتحدث عن "مؤشر السعادة" في دولتنا الحبيبة السعيدة بشيوخها الكرام وحكومتها الرشيدة التي تضم وزيرة للسعادة، وشعبها الطيب وأرضها المعطاء والمقيمين على هذه الأرض الذين يشاركوننا السعادة كما تشاركنا معهم الماء والهواء والأمن والأمان، وإن مؤشر السعادة العالمي هو مؤشر يقيس مدى السعادة في الدول والمجتمعات استناداً الى دراسات واحصاءات ومعايير منها مستويات الدخل وغياب الفساد ومستوى الحرية التي يتمتع بها الأفراد، وقد نشأ هذا المؤشر من قبل معهد "ليغاتوم" قبل ست سنوات تقريباً وقاس السعادة في 142 دولة تُشكل نحو 96% من سكان البشرية. نحن في دولة الإمارات العربية المتحدة لدينا مؤشر سعادة..مؤشر صاغه زايد وراشد، وأعلى بنيانه خليفة ومحمد بن راشد..حتى صرنا أسعد شعوب الأرض دوماً من عهد زايد إلى يوم الحساب، كما قال سيدي صاحب السمو الشيخ محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس مجلس الوزراء، حاكم دبي رعاه الله في قصيدته الشهيرة "أسعد شعب"، نعم نحن سعداء وبفضل الله ومن ثم بفضل قيادتنا الرشيدة نزداد سعادة كل يوم بما نحققه من منجزات عملاقة وأرقام قياسية ومشروعات حضارية،وبمدى مشاركتنا وحضورنا في المشهد العربي والإقليمي والعالمي.
وتساءلت مريم عثمان: لماذا أقول أن لنا مؤشر سعادة إماراتي الهوى والهوية؟ لأن مؤشر السعادة العالمي يصب تركيزه على الثراء المادي وقدرة الدولة على توفير المتطلبات المادية لسكانها وشعوبها من مسكن ومأكل ومشرب، ولا يقيس في الغالب الأعم القضايا الأكثر أهمية وهي بناء الإنسان واحترام كرامته وتعزيزمعارفه ومهاراته،ولا يقيس نعم الأمن والأمان وغيرها من القضايا التي تمس جوهرالإنسان وإحساسه العميق بالاحترام والتقدير. لقد سعت دولتنا إلى تحقيق السعادة لشعبها من خلال العمل على أكثر من محور واتجاه،وأخذت بعين الاعتبار كل القضايا والاحتياجات والمتطلبات من التعليم والصحة إلى الأمن وحقوق الإنسان ومن الغذاء والكساء إلى السكن والرفاهية،واليوم يسعدني التركيزعلى فئة المعاقين الذين صانت الدولة حقوقهم وحمت كرامتهم الإنسانية وسنّت القوانين والتشريعات الكفيلة بدمجهم وتأهيلهم،وسارعت إلى التوقيع على سائر المواثيق والبروتوكولات الدولية حتى الاختيارية منها،والتي تختص بحقوق المعاق، وأطلق صاحب السمو الشيخ محمد بن راشد آل مكتوم شعار: دبي..مدينة صديقة للمعاق العام 2020،حيث سارعت مختلف الجهات والدوائر إلى تطوير خدماتها للمعاقين،سواء أكانت الإعاقة حركية أم سمعية أم بصرية أم دماغية،وكانت هذه الفئة فيعقل وضمير ووجدان هذه المؤسسات حين قامت بتخطيط وتنفيذ مشروعاتها، وخاصة في محطات المترو والمواصلات العامة ومواقف سيارات المعاقين،وما تبع ذلك من إعفاءات لمركباتهم من رسوم سالك أو الأجهزة والمعدات والكراسي المخصصة لهم،حيث تفوقت دولتنا في هذا المجال على أكثر دول العالم عراقة وحضارة.

وفي ختام الجلسة الاولى من ورشة العمل اعتلى المنصة كل من سعادة عبد الجليل البلوكي وسعادة د. محمود عبد العال لتكريم سعادة اللواء العبيدلي والسيدة عثمان ثم بدات فعاليات الجلسة الثانية المتضمنة عددا من المشاركات وارواق العمل المختلفة في شتى المجالات والتجارب قدمها نخبة من المختصين والخبراء التي حضرها حشد من الشخصيات والمعنيين بالفعاليات الاقتصادية والمجتمعية في الدولة.
