Dubai, UAE, 23 November 2015: Dubai Electricity and Water Authority (DEWA) participated in the 3rd Arabian Tunnelling Conference & Exhibition 2015, organised by the Society of Engineers, in cooperation with the International Tunnelling and Underground Space Association (ITA), at the Grand Hyatt hotel, Dubai from 23- 25 November, attended by experts from the public and private sectors, and regional and international experts in tunnelling and infrastructure. This conference in under the patronage of HH Hamdan bin Rashid Al Maktoum, Deputy Ruler of Dubai and Finance Minister.
This year’s conference was held under the theme, ‘Innovative Underground Infrastructure - Challenges and Opportunities.’ Approximately 600 experts from around the world attended the conference. A concurrent exhibition hosted a large number of big international tunnelling and infrastructure companies from 40 countries.
“I will start my speech with an inspiring quote from His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, from his book ‘Flashes of Thought,’ “Creativity and ideas can build countries and institutions. The future belongs to those who generate ideas.” With this as a starting point, in line with our vision to become a sustainable innovative world-class utility, at DEWA, we are committed to building bridges in communication, and enhancing cooperation between different government and private organisations in Dubai, to improve the international presence of Dubai in all sectors, especially in infrastructure, which is the major theme of our conference,” said HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, in his opening speech to the conference.
“At DEWA we work according to a creative strategy, and with a clear understanding of the major goals to be completed to achieve the vision and aspirations of our wise government, and the UAE National Vision 2021, to make the UAE one of the best countries in the world, and the Dubai Plan 2021, to make Dubai a smart, integrated and connected city. Within this context, for more than five decades DEWA has built and developed an integrated electricity and water infrastructure according to the best international standards, to meet the current and future demands for development, to enhance the presence of the Emirate and the UAE as one of the best countries in the infrastructure sector. The vision of our wise government, and cooperation between various federal and government departments in this sector, has served to make the UAE the first in the region, and fourth globally in the World Economic Forum’s Infrastructure Index, with 6.03 points out of seven, the highest score. Japan, Switzerland, Germany, France, and the UK, ranked behind the UAE. As our wise leadership has taught us, we, must not rest on our laurels. We continue to work to enhance the competiveness of the country to become number one in the global infrastructure sector,” added Al Tayer.
“Infrastructure is the major foundation in the building of cities and achieving sustainable development. We, at DEWA, work continuously to enhance and develop electricity and water infrastructure through a portfolio of promising projects. One of these important projects is the Mohammed bin Rashid Al Maktoum Solar Park, which is one of the biggest, strategic projects in the world. It is an independent power producer (IPP) in renewable energy, and its capacity will be 1,000 megawatts in 2019 and 3,000 megawatts in 2030. DEWA is working on another pioneering project, the Hassyan clean coal power plant. Based on the IPP model, the capacity of the first stage of this project is 1,200 megawatts, and this first stage will be operational in 2020. DEWA has awarded a contract to expand its M-Station power production and desalination plant. The total capacity of the station will be about 2,760 megawatts when expansion is completed in 2018. These projects will enhance DEWA’s production capacity, which is now 9,656 megawatts of electricity and 470 million gallons of desalinated water per day,” said Al Tayer.
“To enhance Dubai’s infrastructure and, in line with the Smart City initiative launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, to make Dubai the smartest city in the world, DEWA is now working to implement three smart initiatives. Shams Dubai - through this initiative, we aim to encourage household and building owners to install solar photovoltaic panels to generate electricity, to promote the use of clean and renewable energy.”
“Smart Applications and Meters to improve response times, speed up service connection, provide instant reconnection of electricity, and rationalise consumption through smart meters, to enhance the happiness and wellbeing of citizens and residents to support resources sustainability.”
“Green Charger establishes the infrastructure for electric vehicle charging stations. DEWA is completing its first phase and building 16 Green Charger stations, and will install a further 84 by the end of this year, a total of 100 stations.”
“Our intensive efforts have meant that the UAE, represented by DEWA, for the third year in a row, has ranked first in the Middle East and North Africa and fourth internationally for getting electricity according to the World Bank’s Doing Business Report 2016. The report measures doing business in 189 countries around the world,” added Al Tayer.
“DEWA has achieved competitive results, which surpass the best European and American companies in terms of efficiency and reliability. This is apparent in the reduction of losses in power transmission and distribution networks to 3.26%, compared to 6-7% in Europe and the US. Water loss in networks has been reduced to 9.1% compared to 15% in North America, achieving leading results, and confirming our commitment to providing world-class infrastructure.”
“Concerning our special tunnel projects, DEWA is committed to encouraging cooperation between various parties, to carry out electricity and water tunnelling operations, according to the best standards of efficiency and reliability. DEWA has finished making adjustments to cable paths in the electricity and water service tunnels that cross under the Business Bay canal to tourist areas in Al Safa and Jumeirah. This was done by moving 24 cable paths, a total of 21.1km, and laying them inside 16-metre-deep underground tunnels. DEWA has achieved a new milestone by completing this project eight months ahead of schedule.”
“We look forward to your participation in this important conference today to discuss several topics, including optimal design and planning for underground spaces, best safety standards, best standards in the environmental impact of tunnel operations and building, and the best use of underground spaces, in addition to discussing the most important challenges and opportunities for improvement, to enhance the comprehensive and sustainable development of Dubai,” concluded Al Tayer.
هيئة كهرباء ومياه دبي تشارك في المؤتمر العربي الثالث للأنفاق 2015

دبي، الإمارات العربية المتحدة، 23 نوفمبر 2015: تشارك هيئة كهرباء ومياه دبي في المؤتمر العربي الثالث للأنفاق والذي تنظمه جمعية المهندسين بدولة الإمارات العربية المتحدة تحت رعاية سمو الشيخ حمدان بن راشد آل مكتوم، نائب حاكم دبي وزير المالية رئيس هيئة كهرباء ومياه دبي، وبالتعاون مع الجمعية الدولية للأنفاق ITA، في فندق جراند حياة بدبي من 23 ولغاية 25 نوفمبر الجاري، ويحضره عدداً من مسؤولي الدوائر الحكومية والمؤسسات الخاصة في الدولة، ونخبة من الخبراء والمختصين في مجال البنية التحتية والأنفاق من المنطقة والعالم.
وتستقطب نسخة هذا العام من المؤتمر الذي ينظم تحت شعار "الإبداع والابتكار في الاستخدام الأمثل للبنية التحتية والمساحات تحت الأرض – الفرص والتحديات" نحو 600 خبيراً من مختلف أنحاء العالم، وينظم على هامشه معرضاً بمشاركة كبرى الشركات العالمية العاملة في مجال الأنفاق والبنية التحتية من 40 دولة.
وفي كلمة ألقاها خلال المؤتمر، قال سعادة/ سعيد محمد الطاير، العضو المنتدب الرئيس التنفيذي لهيئة كهرباء ومياه دبي: "انطلاقاً من مقولة سيدي صاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي – رعاه الله: "بالإبداع والأفكار نستطيع بناء الدول والمؤسسات. والمستقبل سيكون لأصحاب الأفكار"؛ وعملاً برؤيتنا لنكون مؤسسة مستدامة مبتكِرة على مستوى عالمي، فإننا في هيئة كهرباء ومياه دبي نحرص كل الحرص على مد جسور التعاون وتعزيز العمل المشترك مع مختلف الدوائر الحكومية والمؤسسات الخاصة في دبي بهدف الارتقاء بالمكانة العالمية التي تتمتع بها دبي في كافة المجالات ولاسيما في مجال البنية التحتية التي هي موضوع مؤتمرنا اليوم والذي يحمل في دورته لهذا العام شعاراً هاماً هو "الإبداع والابتكار في الاستخدام الأمثل للبنية التحتية والمساحات تحت الأرض – الفرص والتحديات".
وأضاف سعادته: "نعمل في هيئة كهرباء ومياه دبي وفق استراتيجية مبتكرة ورؤية واضحة المعالم تتوافق في مضمونها وأهدافها مع رؤية وتطلعات حكومتنا الرشيدة، ورؤية الإمارات 2021 الهادفة إلى جعل الإمارات أحد أفضل دول العالم، وخطة دبي 2021 والهادفة إلى جعل دبي مدينة ذكية ومتكاملة ومتصلة. وفي هذا السياق، قامت الهيئة على مدى أكثر من خمسة عقود من الزمن ببناء وتطوير بنية تحتية متكاملة للكهرباء والمياه وفق أرقى المعايير وأفضل الممارسات العالمية للوفاء بالمتطلبات الحالية والمستقبلية لكافة نواحي التنمية في دبي، الأمر الذي ساهم في تعزيز مكانة الإمارة والدولة كأحد أفضل دول العالم في مجال البنى التحتية. وقد حققت الرؤية السديدة والمستنيرة لقيادتنا الرشيدة والتعاون والعمل المشترك بين كافة الدوائر الحكومية والاتحادية في هذا المجال في تبوأ دولة الإمارات للمركز الأول إقليمياً، والمركز الرابع عالمياً في مؤشر أفضل البنى التحتية في تصنيف أجندة المنتدى الاقتصادي العالمي، بمعدل 6.03 نقاط من أصل سبع نقاط هي الدرجة العليا، متقدمة على اليابان، وسويسرا، وألمانيا، وفرنسا والمملكة المتحدة وغيرها من دول العالم. لكننا وكما علمتنا قيادتنا الرشيدة، فإننا لا نتوقف عند تحقيق إنجاز بعينه، لذا سنواصل العمل على تعزيز تنافسية الدولة حتى نصبح الرقم واحد عالمياً في مجال البنى التحتية".
وأردف سعادته بالقول: "تشكل البنية التحتية اللبنة الأساسية في بناء المدن وتحقيق التنمية المستدامة، وبدورنا نعمل في الهيئة بشكل متواصل على تعزيز وتطوير البنية التحتية للكهرباء والمياه من خلال محفظة من المشاريع الواعدة وأهمها مشروع مجمع محمد بن راشد آل مكتوم للطاقة الشمسية الذي يعد أحد أكبر المشاريع الاستراتيجية الجديدة في العالم بنظام المنتج المستقل في سوق الطاقة المتجددة، حيث ستصل قدرته الإنتاجية إلى 1000 ميجاوات بحلول عام 2019 و3000 ميجاوات بحلول عام 2030. كما تعمل الهيئة على إنجاز مشروع رائد آخر في مجال الطاقة النظيفة هو مجمع حصيان لإنتاج الطاقة بتقنية الفحم النظيف، وفق نظام المنتج المستقل، وستكون المرحلة الأولى من المشروع ذات قدرة إنتاجية تبلغ 1200 ميجاوات، ومن المتوقع أن يبدأ تشغيلها بحلول العام 2020. كما أرسينا عقد مشروع توسعة المحطة "إم" لإنتاج الكهرباء وتحلية المياه، لتصبح القدرة الإنتاجية الكلية للمحطة نحو 2760 ميجاوات بعد إنجاز مشروع التوسعة في عام 2018. وستعمل هذه المشاريع الهامة على تعزيز القدرة الإنتاجية للهيئة والتي تبلغ حالياً 9656 ميجاوات من الكهرباء، و470 مليون جالون من المياه المحلاة يومياً".
وحول مبادرات الهيئة الذكية قال سعادته: "تعزيزاً للبنية التحتية في دبي، وعملاً بمبادرة "المدينة الذكية" التي أطلقها سيدي صاحب السمو الشيخ محمد بن راشد آل مكتوم – رعاه الله، لجعل دبي المدينة الأذكي في العالم، فإننا نعمل حالياً على تنفيذ ثلاث مبادرات ذكية نوعية وهي: المبادرة الأولى شمس دبي: ونهدف من خلالها إلى تشجيع أصحاب المنازل والمباني على تركيب ألواح كهروضوئية لإنتاج الكهرباء من الطاقة الشمسية، مما يشجع على استخدام الطاقة المتجددة وزيادة نصيبها في إنتاج الطاقة. المبادرة الثانية التطبيقات الذكية: لتسريع توصيل الخدمة، وسرعة الاستجابة من خلال الإعادة الفورية للتيار الكهربائي، وكذلك الاستهلاك الذكي وترشيده من خلال العدادات الذكية، وبما يحقق السعادة والرفاهية للمواطن والمقيم ويضمن استدامة الموارد. المبادرة الثالثة الشاحن الأخضر: وتعمل الهيئة من خلالها على إنشاء بنية تحتية ومحطات شحن للسيارات الكهربائية. وقد دشنت الهيئة 16 محطة ونعمل حالياً على إنجاز 84 محطة ليصل عدد المحطات إلى 100 محطة شحن للسيارات الكهربائية قبل نهاية العام الجاري".
وأضاف سعادة الطاير: "لقد أثمرت جهودنا الدؤوبة في تحقيق دولة الإمارات، ممثلة بهيئة كهرباء ومياه دبي، المرتبة الأولى على مستوى الشرق الأوسط وشمال إفريقيا، والرابعة عالمياً في الحصول على الكهرباء بحسب نتائج تقرير ممارسة أنشطة الأعمال 2016 الصادر عن البنك الدولي، والذي يقيس سهولة ممارسة أنشطة الأعمال في 189 دولة حول العالم، وذلك للعام الثالث على التوالي. وقد جاء هذا الإنجاز العالمي بعد تحقيق الهيئة لنتائج تنافسية للغاية متجاوزة بذلك شركات القطاع الخاص وأفضل الشركات الأوروبية والأمريكية الرائدة من حيث الكفاءة والاعتمادية. ويتجلى ذلك من خلال الحد من نسبة الفاقد في شبكات نقل وتوزيع الكهرباء إلى 3.26% فقط، مقارنة بنسبة تصل إلى 6-7% في أوروبا والولايات المتحدة. كما انخفض معدل الفاقد في شبكة توزيع المياه إلى 9.1% مقارنة بنسبة 15% في أمريكا الشمالية، وهو ما يعد تميزاً على الصعيد العالمي وتأكيداً على التزامنا بتوفير بنية تحتية عالمية المستوى".
وعلى صعيد مشاريع الهيئة الخاصة بالأنفاق، قال العضو المنتدب الرئيس التنفيذي: "نحرص في الهيئة على تفعيل العمل المشترك والتنسيق مع مختلف الجهات ذات العلاقة لإنجاز العمليات الخاصة بخدمات الكهرباء والمياه المتعلقة بإنجاز الأنفاق وفق أعلى معايير الكفاءة والاعتمادية. وقد أنجزت الهيئة مؤخراً تعديل مسارات كابلات إلى أنفاق الخدمات الخاصة بخدمات الكهرباء والمياه التي تعبر تحت قناة الخليج التجاري وصولاً للمناطق السياحية في الصفا والجميرا، من خلال تعديل مسارات 24 دائرة بإجمالي أطوال تصل إلى 21.1 كيلومتراً من الكابلات إلى داخل أنفاق أرضية على عمق 16 متراً تحت الأرض. وقد حققت الهيئة إنجازاً بالانتهاء من المشروع قبل الموعد المحدد بـ 8 أشهر".
واختتم سعادته بالقول: "نتطلع من خلال مشاركتنا في هذا المؤتمر الهام إلى مناقشة محاور عديدة مثل التصميم والتخطيط الأمثل للمساحات تحت الأرض وأفضل معايير الأمن والسلامة والتأثير البيئي لعمليات التشغيل والبناء في الأنفاق، والاستخدامات المتعددة للمساحات تحت الأرض، إضافة إلى مناقشة أبرز التحديات والفرص التحسينية في هذا المجال، بما يساهم في تعزيز مسيرة التنمية الشاملة والمستدامة في دبي".
