Committee to visit Egypt to help develop digital strategy for the country’s higher education sector
UAE, July 12, 2015 – UNESCO has named Dr. Mansoor Al Awar, Chancellor of Hamdan Bin Mohammed Smart University (HBMSU) and Chairman of the UNESCO Institute of Information Technologies in Education (IITE) Governing Board, as a Member of the Expert Committee of Digital Strategies for Higher Education in the Arab World. UNESCO has formed this committee to formulate digital strategies for higher education in the Arab World by developing a scientific plan to support the region’s quality of teaching and learning.
The committee will begin its first tasks in Egypt, following an invitation from the Egyptian Ministry of Higher Education to UNESCO to help them develop a digital strategy for the country’s higher education sector. It will visit Cairo after the Eid Al-Fitr holiday to conduct a number of meetings with officials responsible for Egypt’s higher education. In addition, it will undertake field visits to some higher education institutions as well as hold discussion with specialists. The visit will help the committee in evaluating the use of ‘smart’ technology in these institutions, enabling them to draw a roadmap of steps and procedures to be undertaken by Egyptian officials as the basic parameters for implementing the digital strategy for higher education. Once implemented, it will contribute in improving and enhancing the quality of educational services in Egypt which will then be conducted through digital means and smart technology.
Dr. Al Awar has been chosen as an Expert Member of the committee because of his outstanding performance in introducing Smart-Learning to the Arab World through HBMSU. The smart university is the region’s forerunner in smart education and a beacon of academic excellence that has successfully bridged the digital divide in education by introducing innovative and flexible programs and courses. The rest of the region is now learning how to maximize the full potential of the HBMSU model of learning. Moreover, the university facilitates smooth transfer of knowledge across the region.
The exemplary scientific outlook of Dr. Al Awar in terms of quality, knowledge and innovation was the greatest reason for his selection as Expert Member of the committee to. His expertise is also evidenced in his recent book – ‘Quality and the Future of Higher Education,’ in which he discussed his experiences at HBMSU.
In his first statement after being chosen as a member of the Expert Committee of Digital Strategies for Higher Education in the Arab World, Dr. Al Awar said: “I am delighted to have been given an opportunity to share my experience at HBMSU with my Arab colleagues. This experience embodies the vision of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, for higher education as well as the implementation of the directives of H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and President of HBMSU.”

Lieutenant General Dahi Khalfan Tamim, Deputy Chairman of Police and General Security in Dubai and Chairman of the HBMSU Board of Governors, said: “Choosing Dr. Al Awar as a member of the Expert Committee of Digital Strategies for Higher Education in the Arab World is a clear evidence of the UAE’s foresight in nurturing its human resources. اليونسكو تختار الدكتور منصور العور خبيراً بلجنة الاستراتيجيات الرقمية للتعليم العالي بالعالم العربي
الإمارات، 12 يوليو 2015 - وقع اختيار منظمة الأمم المتحدة للتربية والعلوم والثقافة "اليونسكو" على الدكتور منصور العور، رئيس جامعة حمدان بن محمد الذكية ورئيس مجلس أمناء "معهد اليونسكو لتقنيات المعلومات في التعليم" ليكون خبيراً باللجنة الرسمية المتخصصة التي شكلتها المنظمة لوضع الاستراتيجيات الرقمية للتعليم العالي بالعالم العربي، وذلك من خلال وضع خطة علمية لدعم جودة التدريس والتعليم للدولة العربية التي تطلب ذلك.
وتبدأ اللجنة أولى مهامها بجمهورية مصر العربية استجابة للدعوة التي تقدمت بها وزارة التعليم العالي المصرية إلى اليونسكو لمساعدتها على وضع استراتيجية رقمية للتعليم العالي لديها. وسوف تتوجه اللجنة لزيارة القاهرة بعد إجازة عيد الفطر لعقد عدد من اللقاءات مع المسؤولين عن التعليم العالي بمصر، فضلاً عن القيام بزيارات ميدانية لبعض مؤسسات التعليم العالي، بالإضافة إلى مناقشة المتخصصين في هــذا الشــأن، الأمر الذي يساعد اللجنة على تقييم الواقع الفعلي لاستخدام التكنولوجيا الذكية بهذه المؤسسات، حتى يتسنى للجنة رسم خارطة طريق للخطوات والإجراءات التي يتعين على المسؤولين المصريين اتخاذها والتي تشكل في واقع الأمر المعالم الأساسية للاستراتيجية الرقمية للتعليم العالي بجمهورية مصر العربية، والتي سوف يسهم تطبيقها في الارتقاء بجودة الخدمات التعليمية باستخدام الوسائط الرقمية والتكنولوجيا الذكية.
ويرجع اختيار الدكتور منصور العور خبيراً بهذه اللجنة استناداً إلى ما قدمه من أداء متميز في إدخال تجربة التعليم الذكي بالوطن العربي من خلال جامعة حمدان بن محمد الذكية والتي تعد أولى الجامعات الذكية المعتمدة بالشرق الأوسط والمتخصصة في تعليم الجودة والتي تحمل لواء الريادة في التعليم الذكي، والتي يسعى الجميع للاستفادة من خبرتها والعمل على استنساخ تجربتها في هذا المجال.
ولا شك أن الإنتاج العلمي المتميز للدكتور العور في مجال الجودة والمعرفة والابتكار كان له أكبر الأثر في اختياره ليكون خبيراً بهذه اللجنة والإسهام فيما تؤديه من مهام، ويشهد على ذلك أحدث مؤلفاته التي قدمها للمكتبة العربية تحت عنوان "الجودة ومستقبل التعليم العالي" والتي تناول فيها الملامح الأساسية لتجربته بجامعة حمدان بن محمد الذكية.
وفي أول تصريح له عقب اختياره خبيراً بلجنة الاستراتيجيات الرقمية للتعليم العالي بالعالم العربي قال الدكتور العور: "الحمدلله الذي أتاح لي الفرصة لنقل تجربة جامعة حمدان بن محمد الذكية إلى الأشقاء العرب، تلك التجربة التي تعد بحق ثمرة لتجسيد رؤية صاحب السمو الشيخ محمد بن راشد آل مكتــوم، نـائب رئيـس الدولة، رئيس مجلس الوزراء، حاكم دبي، في التعليم العالي، وتطبيق توجيهات سمو الشيخ حمدان بن محمد بن راشد آل مكتوم، ولي عهد دبي والرئيس الأعلى للجامعة.
وقد علق معالي الفريق ضاحي خلفان تميم، نائب رئيس الشرطة والأمن العام بدبي ورئيس مجلس أمناء جامعة حمدان بن محمد الذكية على اختيار الدكتور منصور لهذه اللجنة قائلاً: "هذا أصدق دليل على صحة توجهات الدولة في رعايتها لمواردها البشرية، وسلامة اختيار قادتنا للكوادر العلمية المواطنة القادرة على الوفاء بمسؤوليتها خير قيام، وتمثيل وطنها بصورة مشرفة".
