Dubai Maritime City Authority, the government authority charged with regulating, coordinating and supervising all aspects of Dubai’s maritime sector, has launched a new initiative concerning the establishment of the Maritime Advisory Council. The move is in line with the efforts to establish an integrated framework to boost the local maritime sector’s competitiveness and consolidate Dubai’s position as a key player on the global maritime map. It also complements DMCA’s endeavors to ensure the success of the Maritime Sector Strategy (MSS).
H.E. Sultan Ahmed bin Sulayem, Chairman of Dubai Ports, Customs, and Free Zones Corporation and Chairman of DMCA, confirmed the importance of the formation of the Maritime Advisory Council. The Council has given a strong impetus to Dubai strategic plan 2021, providing a robust base for the vision of H.H. Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, by creating an integrated competitive and sustainable maritime economy. It represents a quantum leap in optimizing the prospect of growth for Dubai to become one of the most prominent maritime and logistics centers in the Middle East and the world.
“The Maritime Advisory Council complements the efforts of MSS to strengthen the synergies between concerned government and private bodies in the maritime industry. The move comes at a time when the maritime sector in Dubai is witnessing rapid growth and radical change which requires intensive joint efforts to ensure the integration and sustainability of the marine environment. This will enable the emirate’s maritime sector to respond effectively to market changes, keep pace with emerging trends, and attract regional and international investors to leverage Dubai’s leadership as a major player on the global maritime map,” added Bin Sulayem.
The duties of the Maritime Advisory Council will center on fostering collaboration, consultation, coordination and support among stakeholders to promote and develop all aspects of Dubai’s maritime sector and keep pace with rapid regional and international changes. It will also study and discuss commercial challenges and find out solutions to enhance the confidence of regional and international investors in the local marine environment and consolidate Dubai’s position as a world-class maritime hub.
The Maritime Advisory Council is composed of well-known personalities from the maritime sector and senior executives from prominent marine companies and those operating in the sector. The members include DP World, Dry docks World, Emirates Classification Society ‘TASNEEF,’ DIFC Courts, Clarksons, Tufton Oceanic, Gulf Energy Maritime (GEM), United Arab Shipping Company (UASC), Maersk Line, Emarat Maritime, Fichte and Co, Partner Ince and Co, Global Marketing Systems (GMS), and Dubai Trading Agency (DTA).
The membership also includes senior partners or members from Clyde & Co, Emirates National Oil Company (ENOC), Topaz Energy and Marine Engineering, Al Tamimi & Company, National Association of Freight and Logistics (NAFAL), UAE National Ship Suppliers Association (UNSSA), Hadef & Partners, Mubarak Marine, Baker & McKenzie Habib Al Mulla, Holman Fenwick Willan (HFW), Wilhelmsen Ships Service, DHL Express, Rais Hassan Saadi, Aramex 3PL.

أطلقت "سلطة مدينة دبي الملاحية" مبادرة جديدة بشأن تشكيل "المجلس الاستشاري البحري"، في إطار الجهود الرامية إلى إيجاد إطار عمل متكامل للارتقاء بتنافسية القطاع البحري المحلي وترسيخ ريادة دبي كلاعب رئيسي على الخارطة البحرية العالمية. وتأتي الخطوة انسجاماً مع مساعي السلطة البحرية لإنجاح "استراتيجية القطاع البحري في إمارة دبي"، التي تحظى بأهمية استراتيجية باعتبارها دعامة أساسية لتجسيد التطلعات الطموحة لـ "رؤية دبي 2021" في تأسيس قطاع بحري مستدام ومتكامل.
وأكّد سعادة سلطان بن سليّم، رئيس مؤسّسة الموانئ والجمارك والمنطقة الحرة في دبي ورئيس "سلطة مدينة دبي الملاحية"، أهمية تشكيل "المجلس الاستشاري البحري" كونه يمثل دفعة قوية لدعم "رؤية دبي 2021" التي توفر قاعدة متينة لتجسيد تطلعات صاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي "رعاه الله"، في بناء اقتصاد متكامل يتسم بالتنافسية والاستدامة، مشيراً إلى أنه نقلة نوعية على صعيد توظيف آفاق النمو والمزايا الاستثنائية لإمارة دبي بالشكل الأمثل لوضعها بمصاف أبرز المراكز البحرية واللوجستية الرائدة في منطقة الشرق الأوسط والعالم.
وأضاف بن سليّم: "يأتي "المجلس الاستشاري البحري" ليمثل استكمالاً للمساعي الحثيثة لاستراتيجية دبي للقطاع البحري لتمتين جسور التعاون بين الجهات الحكومية والخاصة المعنية بالشأن البحري. وتأتي هذه الخطوة في الوقت الذي يشهد فيه القطاع البحري في دبي نمواً مطّرداً وتطوّراً جذرياً يستوجب تكثيف الجهود المشتركة لضمان بيئة بحرية متكاملة ومستدامة، من شأنها الاستجابة بفعالية لمتغيرات الأسواق ومواكبة الاتجاهات الناشئة واستقطاب المستثمرين الإقليميين والدوليين للاستفادة من ريادة دبي كلاعب رئيسي على الخارطة البحرية العالمية."
وستتمحور مسؤوليات "المجلس الاستشاري البحري" حول تعزيز قنوات التعاون والتباحث والتنسيق مع الجهات المعنية بالشأن البحري في سبيل ضمان تعزيز وتطوير وتنظيم القطاع البحري في دبي بما يواكب المتغيرات المتسارعة إقليمياً ودولياً، فضلاً عن مناقشة التحديات وإيجاد الحلول التي من شأنها تعزيز ثقة المستثمرين الإقليميين والدوليين بالبيئة البحرية المحلية وترسيخ مكانة دبي كمركز بحري عالمي من الطراز الأول.
وتم تشكيل "المجلس الاستشاري البحري" بعضوية عدد من أبرز الشخصيات المعروفة ضمن القطاع البحري وكبار المسؤولين التنفيذيين من أهم الشركات البحرية والشركات العاملة ضمن القطاع البحري، والتي تشتمل على موانئ دبي العالمية، والأحواض الجافة العالمية، وهيئة الإمارات للتصنيف "تصنيف"، ومحاكم مركز دبي المالي العالمي، وشركة كلارسكون، وشركة تفتون أوشنك، و"طاقة الخليج البحرية"، و"الشركة العربية المتحدة للشحن والتفريغ"، و"ميرسك لاين للشحن البحري"، و"شركة إمارات ماريتايم للخدمات البحرية"، وشركة فيشته وشركائه، و"إنس آند كو"، و"شركة نظم التسويق العالمية" (GMS)، و"دبي تريدينج إيجينسي" (DTA).
