November 19, 2014 - As part
of its endeavor to upgrade government work, Dubai Smart Government Department
(DSG) has announced that the ”smart employee” app for smart phones and tablets,
which has been designed especially for Dubai government employees, is now
available on Apple Store through the link http://goo.gl/S4QXsq and on Google Play
Store through the link http://goo.gl/OZacWh.
This followed DSG’s announcement that it implemented the second phase of the
app during the Gitex Technology Week held last month.
With
this step, the app is now available for use by all the employees of the
government entities using the government resources planning (GRP) systems. The
app, in both Arabic and English versions, provides these employees with a list
of dedicated self-services such as leave management including the submission of
leave and return-from-leave requests and inquiry about leave balances and
previous leave requests; absence and attendance records; payroll (obtaining
information related to the pay including pay-slips); team hierarchy and search
for and contact of an employee. The app also allows the people in charge to
approve purchasing requisitions and leaves from anywhere round the clock
and the managers to view notifications
so as to take the appropriate procedure.
As part
of its current campaign to encourage government employees to download and use
the “smart employee” app, DSG has allocated a range of prizes including
valuable smart devices to the lucky winners.

Ahmad Bin Humaidan, DSG Director General, said: “This step comes as part of
implementing the initiative of HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice
President and Prime Minister of the UAE and Ruler of Dubai, to shift to smart
government as well as . It also comes as part of implementing the directives of
HH Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and
Chairman of Dubai Executive Council, to
speed up the smart transformation process and in line with his “Dubai
Government Towards 2021” initiative.”
Bin
Humaidan added: “The range of smart apps launched by DSG reflects its
orientation to be the first smart government in the world and achieve its
strategy consisting of 4 major themes, particularly with respect to reducing
the government’s cost and saving its time through making use of the features of
smart devices to make this “smart employee” app available for the employees of
government entities following the great response received from government
employees who tested the app during Gitex 2014.”
Bin
Humaidan explained that the app is now available for all the 20,000 plus
employees of 40 government entities using the DSG’s GRP systems. By this, the
app helps government entities save costs, considering that the app is a shared
service that spares them the trouble of paying extra expenses, each separately,
and saves the time of the employee and the manager in following up the
employees’ affairs, thereby serving the objective of bringing happiness to
people, irrespective of their segments and categories.
Other
features include the possibility of using one format for mobiles, tablets and
computers and also the possibility for an employee to write personal notes with
alerts and send notes to managers. The app also allows an employee more privacy
as it gives him the control to show his photo, job grade and mobile phone
number or not. Besides, the app allows managers to view a list of key
performance indicators.

"حكومة دبي الذكية" تتيح "الموظف الذكي" للموظفين
الحكوميين على متجري أبل وغوغل بلاي

سعيها للارتقاء بمنظومة العمل الحكومي، أعلنت دائرة حكومة دبي الذكية عن توافر
تطبيق "الموظف الذكي" للأجهزة الذكية والأجهزة اللوحية الذي صمم خصيصاً
لخدمة موظفي حكومة دبي، على متجر أبل من خلال الرابط: http://goo.gl/S4QXsq وعلى غوغل بلاي من خلال الرابط: http://goo.gl/OZacWh بعد أن أعلنت تنفيذ المرحلة الثانية من التطبيق خلال
جيتكس المنعقد الشهر الماضي.
وبهذه الخطوة بات
التطبيق متاحاً للاستخدام من قبل جميع موظفي الجهات الحكومية التي تستخدم
"نظم تخطيط الموارد الحكومية"؛ حيث يوفر لهم، بنسختيه العربية
والإنجليزية، قائمة بالخدمات الذاتية المخصصة؛ مثل: تقديم إجازة وإشعار العودة
منها، والاستفسار عن: أرصدة الإجازات، وطلبات الإجازات السابقة، وسجلات الحضور
والأذونات، والرواتب (الحصول على المعلومات ذات الصلة بالراتب، بما في ذلك كشوف الرواتب)،
ومراجعة التسلسل الهرمي لفريق العمل، أو البحث عن موظف والاتصال به. ويوفر التطبيق
أيضاً للمسؤولين إمكان اعتماد طلبات الشراء والإجازات من أي مكان يكونون فيه وعلى
مدار الساعة.. إضافة إلى عرض الإشعارات للمديرين لاتخاذ الإجراء المناسب.
وقد خصصت الدائرة ضمن
حملتها التي تقوم بها حالياً لتشجيع الموظفين الحكوميين على تحميل واستخدام تطبيق
"الموظف الذكي" مجموعة من الجوائز عبارة عن أجهزة ذكية قيمة للفائزين
الذين يحالفهم الحظ.
وقال سعادة أحمد بن
حميدان، مدير عام دائرة حكومة دبي الذكية: "تأتي هذه الخطوة في إطار تنفيذ
مبادرة صاحب السمو الشيخ محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس مجلس
الوزراء حاكم دبي بالتحول إلى الحكومة الذكية، وتوجيهات سمو الشيخ حمدان بن محمد
بن راشد آل مكتوم ولي عهد دبي رئيس المجلس التنفيذي بالإسراع بعملية التحول،
وتوافقاً مع مبادرته "حكومة دبي نحو 2021".
وأضاف سعادته قائلاً:
"تترجم مجموعة التطبيقات الذكية التي أطلقتها الدائرة توجهها في أن تكون
الحكومة الذكية الأولى في العالم، وتحقيق استراتيجيتها المكونة من 4 محاور رئيسة،
خصوصاً في جانبها المتعلّق بزيادة وفورات الكلفة والوقت على الحكومة، من خلال
استثمار مزايا الأجهزة الذكية لوضع تطبيق "الموظف الذكي" في متناول
موظفي الجهات بعدما شهد إقبالاً واضحاً منهم للتعرف إلى خدماته خلال عرض نموذج له
في جيتكس".
وأوضح بن حميدان أن
التطبيق بات متاحاً الآن لجميع موظفي 40 جهة حكومية تستخدم نظم تخطيط الموارد
الحكومية التي توفرها حكومة دبي الذكية لها، والبالغ عددهم أكثر من 20000 موظف،
ليمثل توفيراً على صعيدين: التكلفة المادية على الجهات الحكومية لناحية أن التطبيق
هو خدمة مشتركة تعفيها من بذل مصروفات إضافية كلٌ على حدة.. والصعيد الثاني هو
توفير وقت كل من الموظف والمدير في متابعة الشؤون الوظيفية للموظف، وهو ما يصبّ
دوماً في مصلحة هدف "إسعاد الناس" على مختلف قطاعاتهم وفئاتهم.
وتتضمن خصائص التطبيق
إمكان استخدام نموذج واحد على الهواتف الذكية والكومبيوتر اللوحي وأجهزة
الكومبيوتر المكتبية، وإمكان تسجيل الموظف ملاحظات شخصية مع رسائل للتنبيه، وإمكان
إرسال ملاحظات من الموظف إلى المدير، ومنح الموظف مزيداً من الخصوصية؛ عبر تحكمه
بإظهار صورته من عدمه، وإظهار درجته الوظيفية، ورقم هاتفه المتحرك.. وكذلك قائمة
بمؤشرات الأداء للمديرين.
