renders 478 marine services, 387 anchorages and 547 inspection processes

Dubai Maritime City Authority (DMCA), the government authority charged with regulating, coordinating and supervising all aspects of Dubai’s maritime sector, has reported remarkable results in its marine business operations management from the beginning of 2014 till now—revealing zero number of accidents in various marine operational activities. The report complements the Authority’s continuing efforts to comply and implement the highest standards of security and safety within the waters of Dubai.
According to a recent performance
report submitted by the DMCA, the Authority has so far rendered 478 marine
services, 547 marine inspection processes and 387 anchorages starting from
March 10, 2014 within Dubai waters.
Mohammed Al Bastaki, Director of
Maritime Operations of DMCA explained that the results of marine business
operations reflect the success of DMCA in creating a secure and integrated
maritime environment, which in turn, has attracted the most prominent regional
and international players in the maritime sector. He shared that the marked increase
in the number of services rendered demonstrates a positive indication of the
Authority’s actions to organize, promote and develop the local maritime
industry via the introduction of strategic enhancements in operational
procedures, regulations and the creation of new maritime legislation. All these
efforts are aimed at improving the safety, performance and efficiency of the
segment, which further consolidates Dubai’s move to position itself as a world
class global maritime hub.
The DMCA, in collaboration with
fellow government agencies and stakeholders of the shipping industry, have
developed specific criteria to improve the operations of bunkering ships in the
emirate. The move has made a quantum leap in terms of supporting efforts to
develop the maritime sector without compromising environmental sustainability
while maintaining the highest levels of maritime safety.
Abdullah Al Hayas, Senior
Manager-Maritime Safety Department said: “One of the most prominent
achievements that we have achieved this year is our zero number of accidents
record. This strongly reflects the DMCA’s commitment to the world’s highest
standards and best practices in marine operations, particularly in complying
with the guidelines set forth by the IMO of the UN with regards to transferring
oil shipments between oil tankers at sea. These successful achievements inspire
and motivate us to intensify our efforts and launch more initiatives aimed at
strengthening investor confidence in the local marine environment, thereby
attracting owners and operators of ships from around the world, thus
contributing to enhance the contribution of the maritime sector in promoting
Dubai’s economic development and meeting the needs of the future.”

"سلطة دبي
الملاحية" تحقق نتائج ملفتة في إدارة العمليات التشغيلية البحرية خلال 2014

حققت
"سلطة مدينة دبي الملاحية" نتائج إيجابية على صعيد إدارة العمليات
التجارية البحرية من بداية العام الحالي حتى الآن، الذي لم يشهد تسجيل أي شكل من
أشكال الحوادث المتعلقة بمختلف أنواع العمليات البحرية، وهو ما يؤكّد النجاح
اللافت في مطابقة أعلى معايير السلامة البحرية ضمن مياه إمارة دبي.
وكشفت
الإحصائيات الرسمية الصادرة عن السلطة البحرية عن أنّ عدد العمليات البحرية بلغ 478 عملية منذ بداية العام الجاري. وبالمقابل، شهدت السنة الحالية إجراء 547 عملية تفتيش بحري، في حين بلغ عدد عمليات
رسو الوسائل البحرية التجارية 387 إلى تاريخ اليوم ابتداءا من 10-مارس-2014 في مياه دبي.
وأوضح
محمد البستكي، مدير إدارة العمليات البحرية في "سلطة مدينة دبي الملاحيّة"، بأنّ نتائج العمليات التجارية البحرية تعكس
نجاح السلطة البحرية في خلق بيئة بحرية آمنة ومتكاملة تستقطب أبرز اللاعبين
الإقليميين والدوليين ضمن القطاع البحري، لافتاً إلى "أنّ الازدياد الملحوظ
في توفير الخدمات البيئية وخدمات التفتيش والرسو يمثل مؤشراً إيجابياً على التقدّم
الحاصل على صعيد تنظيم وتعزيز وتطوير البيئة البحرية المحلية من خلال التحسينات
المستمرة على الإجراءات التشغيلية واللوائح التنظيمية والتشريعات البحرية، التي من
شأنها الإرتقاء بأداء وسلامة وكفاءة وتنافسية القطاع البحري وترسيخ مكانة دبي
كمركز بحري عالمي من الطراز الأول."
ويجدر
الذكر بأنّ "سلطة مدينة دبي الملاحية"
قامت بوضع معايير خاصة
للارتقاء بعمليات التزود بوقود السفن في الإمارة، وذلك بالتعاون مع نخبة من الجهات
المختصة وأصحاب السفن والشركات
المشغّلة والمؤجرة للسفن والشركات المزوّدة لوقود السفن ومختبرات فحص وتشغيل
السفن. وشكلت الخطوة نقلة نوعية على صعيد دعم الجهود الرامية إلى تطوير القطاع
البحري دون المساس بالاستدامة البيئية مع الحفاظ على أعلى مستويات السلامة
البحرية.
من
جانب آخر قال عبد الله الهياس، مدير أول السلامة البحرية في "سلطة مدينة دبي
الملاحية": "يتمثل الإنجاز النوعي الأبرز خلال العام الجاري في عدم تسجيل
وقوع أي حوادث أثناء عمليات تزويد السفن بالوقود وعمليات نقل البضائع البترولية
بين السفن،
وبين السفن والموانئ، وهو ما يؤكّد التزام
السلطة البحرية بأعلى المعايير المتوافقة مع شروط ومتطلبات
قانون المنظمة البحرية الدولية التابعة للأمم المتحدة بخصوص نقل شحنات النفط بين ناقلات النفط في البحر.
وتدفعنا هذه الإنجازات المتلاحقة إلى تكثيف جهودنا لإطلاق المزيد من المبادرات
التي تستهدف تعزيز ثقة المستثمرين بالبيئة البحرية المحلية واستقطاب ملاك ومشغلي
السفن من مختلف أنحاء العالم، بما يسهم في تعزيز مساهمة القطاع البحري في دفع عجلة
التنمية الإقتصادية وتلبية احتياجات المستقبل."
