The
Participatory Development Programme in Urban Areas (PDP) successfully inaugurated
together with Ahmed Taimor, Deputy Cairo Governor the Governorate District
Urban Upgrading Unit (UUU) in Ain Shams, Cairo Governorate. In front of 30
partners, Governorate representatives and colleagues, this symbolically marked
the start of the unit’s operation by cutting the ribbon and revealing the
memorial marble plate with Dr. Guenther Wehenpohl, the Programme Coordinator of
PDP.
The unit,
where around six staff members will be working, are located within the premises
of the administrative body of the Ain Shams district and it is one of four
units which are all located within the Cairo Governorate.
For the PDP
the UUUs are an important part in its participatory approach of upgrading
informal areas. Through the units, the development measure is able to further
capacity development, institutionalization as well as decentralisation of
administrative bodies.
“The general
role of the UUUs is to provide strategies and implement mechanisms for the
development of informal areas at the Governorate level,” said Dr. Guenther
Wehenpohl, Programme Coordinator PDP. Furthermore, they facilitate technical
interventions and approaches as well as support different management styles in
urban upgrading. As each District has its special areas where the PDP implements
several projects, the respective UUU has its own tasks to fulfil apart from the
general role it plays. In the case of Ain Shams, the unit will be preparing
infrastructure projects for the development of informal areas, coordinating
with NGOs and youth alliances of the District to prioritize projects, carrying
out required and administrative works and attend trainings and meetings”.

in Urban Areas (PDP)
The
Participatory Development Programme in Urban Areas (PDP) is an Egyptian-German
development measure implemented by the Ministry of Planning (MoP) and the
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, on behalf
of the German Federal Ministry for Economic Cooperation and Development (BMZ).
The
programme started in 2004 and the actual phase, beside the core-financing by
BMZ on about EUR 6 million, is funded by the European Union (EU) with EUR 40
million and by the Bill and Melinda Gates Foundation (BMGF) with EUR 3.73
million.
The PDP cooperates
with civil society organisations and operates on different administrative
levels through cooperation with decision makers at national, regional, and
local levels on upgrading poor urban areas (informal areas) in the Governorates
of Cairo, Giza and Qalyubeya in Greater Cairo Region (GRC) until 2018. For further information, please

قام برنامج التنمية بالمشاركة في المناطق الحضرية في
حضور السيد نائب محافظ القاهرة، بافتتاح وحدة تطوير العشوائيات بحي عين شمس التابع
لمحافظة القاهرة. حيث قام اللواء أحمد تيمور، نائب محافظ القاهرة للمنطقة الشرقية ،
والدكتور جونتر فيهينبول منسق البرنامج بإفتتاح الوحدة بشكل رمزي وذلك بقص الشريط
وإزاحة الستار عن اللوحة الرخامية التذكارية أمام 30 شريكاً، وممثلاً للمحافظة، وزميلاً.
وتقع الوحدة، حيث سيعمل حوالى ستة أفراد من فريق العمل، داخل مبنى رئاسة حي عين
شمس، وهي واحدة من أربع وحدات جديدة تم تجهيزها وتقع كلها داخل محافظة القاهرة.
تعد وحدات تطوير العشوائيات جزء مهم لبرنامج التنمية
بالمشاركة في المناطق الحضرية كمدخل لتطبيق منهجية المشاركة في تطوير المناطق العشوائية.
فمن خلال تلك الوحدات، يتم بناء القدرات المؤسسية، فضلاً عن دعم اللامركزية
للهيئات الإدارية.
كما قال الدكتور جونتر فيهينبول منسق البرنامج
"إن الدور العام لوحدات تطوير العشوائيات هو تقديم استراتيجيات وتنفيذ آليات لتنمية
المناطق العشوائية على المستوٍى الحكومي، علاوة على ذلك، فهي تقوم بتسهيل جميع التدخلات
الفنية والمنهجية، كما تدعم أساليب إدارة مختلفة في التطوير الحضري. حيث أن كل
منطقة لها مواقعها الخاصة التي يقوم البرنامج فيها بتنفيذ العديد من المشاريع، وعليه
فإن كل وحدة تطوير عشوائيات لها مهامها الخاصة التي تلبيها بصرف النظرعن الدور
العام الذي تلعبه. وفي حالة عين شمس، سوف تقوم الوحدة بتيسير تنفيذ مشاريع بنية
تحتية صغيرة لتطوير المناطق العشوائية، والتنسيق مع الجمعيات الأهلية وتحالفات
الشباب لتحديد المشاريع ذات الأولوية، والقيام بالأعمال الإدارية المطلوبة، وحضور
التدريبات والاجتماعات".

برنامج التنمية بالمشاركة في المناطق الحضرية هو برنامج
تعاون مصري - ألماني يتم تنفيذه من خلال كلا من وزارة التخطيط والتعاون الدولى الألماني
نيابة عن الوزارة
الألمانية الفيدرالية للتعاون
الاقتصادي والتنمية. بدأ البرنامج في عام 2004 ويتم تمويل المرحلة
الحالية بواسطة الاتحاد الأوروبي بقيمة 40 مليون يورو ومؤسسة بيل وميلندا جيتس
بقيمة 3.73 مليون يورو بجانب تمويل الوزارة الألمانية
الفيدرالية للتعاون الاقتصادي
والتنمية بقيمة حوالي 6 مليون
يورو.
ويتعاون البرنامج مع الجمعيات الأهلية ويعمل على
المستويات الإدارية المختلفة من خلال التعاون مع صانعي القرار على المستوى الوطني
والإقليمي والمحلي من أجل تطوير المناطق العشوائية الفقيرة في محافظات القاهرة
