UAE steps up efforts to address book piracy in schools

November 08, 2014] - The
Arabian Anti-Piracy Alliance (AAA), the leader in combating piracy within the
GCC region, recently honoured the Abu Dhabi Department of Economic Development
(DED) for its significant contributions in the battle against book piracy in
the UAE. The AAA lauded the agency for implementing the Middle East region’s
first ever campaign against book piracy. In recognition of these efforts, the
AAA presented a special plaque of appreciation to the Abu Dhabi DED in a
special meeting also attended by representatives of the publishing industry.
Abu Dhabi DED ran a successful
campaign against book piracy across schools in Abu Dhabi—conducting inspections
to see if pirated books were used in these schools. The inspections resulted in
the discovery and seizure of pirated books that were in
violation of the UAE copyright law.

Anti-Piracy Alliance (AAA), said: “We commend the Abu Dhabi Government for
acting strongly on our call for measures against book piracy, particularly
being the first time ever in the middle east for actions directly at the
schools. The Abu Dhabi DED’s initiative to combine cooperation with Abu Dhabi
Educational Council, in particular reflects the emphasis placed by the
government in finding solutions to this growing social and economic
threat. The degraded quality of the
pirated books severely affects the students’ ability to maintain the text books
for an average life period during the term, as well put unwanted burden on the
parents to repeatedly buy the books. The
Publishers put in lot of efforts to develop content of text books and pirates
steal these text books without any return to the Publishers for investing into
the development of the text books.”

conducting school inspections ensures that schools and students are aware of

producing quality educational products in the region at fair and affordable
prices without unfair competition from illegal sellers. Rest assured, PA’s publisher

The Dubai-based Arabian Anti-Piracy
Alliance is dedicated to curbing piracy in the Middle East region through the
implementation of a comprehensive anti-piracy program that includes strategic
activities like public awareness campaigns, aggressive lobbying and legal
action against IPR offenders. The Alliance, which evolved from the anti-piracy
program established by the Motion Picture Association in 1996, currently has
full time operations in the UAE, Saudi Arabia, and Kuwait, where its Operations
Managers closely coordinate with governments to safeguard against copyright and
trademark infringements.

العربي لمكافحة القرصنة" تكرّم "دائرة التنمية الإقتصادية بأبوظبي"

العربي لمكافحة القرصنة (AAA)"،
الشركة الرائدة في مكافحة القرصنة على مستوى الخليج العربي، "دائرة التنمية
الإقتصادية بأبوظبي" عن جهودها العظيمة في دعم حملات مكافحة قرصنة الكتب بدولة
الإمارات العربية المتحدة. و أثنت (AAA)
على جهود الدائرة لتطبيقها لأول حملة ضد قرصنة الكتب بمنطقة الشرق الأوسط، و
تعبيرا عن هذه الجهود، قدّمت (AAA)
درعاً تقديرية لـ "دائرة التنمية الإقتصادية بأبوظبي" خلال إجتماع عُقد مؤخراً
بإمارة أبوظبي بحضور مندوبين عن صناعة النشر.
وأطلقت "دائرة التنمية الإقتصادية بأبوظبي"
حملة ناجحة ضد قرصنة الكتب في عدد من المدارس بإمارة أبوظبي، للتأكد ما إن كانت الكتب
المقرصنة تستخدم بهذه المدراس. وأسفرت الحملة عن ضبط بعض الكتب المقرصنة في تلك
المدارس بصورة مخالفة لقانون حقوق المؤلف بدولة الإمارات العربية المتحدة.
وذكرت علا خضير، نائب المدير التنفيذي لـ (AAA) : "نشيد بإمارة أبوظبي لما قامت به من
إجراءات قوية تجاوباً مع دعوتنا لإتخاذ إجراءات ضد مكافحة قرصنة الكتب، لا سيّما
وأن تلك الإجراءات تعتبر الأولى من
نوعها داخل المدارس بشكل مباشر. وتعكس مبادرة "دائرة التنمية الإقتصادية بأبوظبي"
لتوحيد التعاون مع "مجلس أبوظبي للتعليم" الإهتمام الذي توليه الحكومة لإيجاد
حلول لهذا التهديد الإجتماعي والإقتصادي المتنامي. الكتب المقرصنة ذات النوعية الرديئة
تؤثر بشدة على قدرة الطلبة على المحافظة على كتبهم خلال المدة المقررة للفصل
الدراسي، و أيضا تضيف أعباء غير مرغوب بها على أولياء أمورهم لإضطرارهم لشراء
الكتب بشكل مستمر. و يبذل الناشرون الكثير من الجهود لتطوير محتويات الكتب
الدراسية، بينما يقوم المقرصنين بسرقة هذه الكتب، مما يحرم الناشرين من عائد
الإستثمار لتطوير الكتب الدراسية".
وأضافت إيما هاوس، مدير علاقات الناشرين في
"اتحاد الناشرين في المملكة المتحدة" : "إتحاد الناشرين وأعضاؤه
ممتنون جداً لـ "دائرة التنمية الإقتصادية بأبوظبي" و"مجلس أبوظبي
للتعليم" لدعمهم لجهود مكافحة قرصنة الكتب. وتؤكد المبادرة الأخيرة والمتمثلة
في تفتيش المدارس، أنّ المدارس وطلابها أصبحوا على يقين بأنّ الكتب المقرصنة هي
ذات نوعية رديئة وأنها تخالف قوانين حقوق المؤلف.
وتضمن حماية حقوق المؤلف إستمرار الناشرين لإنتاج مواد تعليمية من نوعية جيدة في
المنطقة وبأسعار معقولة و مناسبة دون منافسة غير عادلة من الباعة غير القانونيين.
وستقوم فرق مكافحة القرصنة من أعضاء "إتحاد الناشرين" بمواصلة العمل مع
السلطات المحلية و(AAA)
لضمان تحقيق الأهداف المرجوة".
ومن مقرها بدبي، تكرّس (AAA) جهودها لمكافحة القرصنة في منطقة الشرق
الأوسط من خلال برنامج شامل لمكافحة القرصنة و الذي يشمل نشاطات إستراتيجية مثل حملات
التوعية العامة والضغط على مخالفي حقوق الملكية الفكرية واتخاذ الإجراءات
القانونية ضدهم. الإتحاد الذي نشأ عن برنامج مكافحة القرصنة الذي أسسته رابطة
الصور المتحركة بعام 1996، يدير عملياته حاليا على مدار الساعة في كل من دولة
الإمارات العربية المتحدة والمملكة العربية السعودية والكويت، حيث يقوم مدراء هذه
العمليات بالتنسيق مع الجهات الحكومية لمنع إنتهاكات حقوق المؤلف والعلامات
التجارية.
ويعد "إتحاد الناشرين" مؤسسة
تجارية رائدة في خدمة الكتب والصحف والمجلات وناشري وسائل التعليم السمعية
والبصرية في المملكة المتحدة.
