The UPC Hosts First Seychelles Strategic Plan Charette
ABU DHABI, 21 September 2014:
Under the visionary leadership of HH Sheikh Khalifa bin Zayed Al
Nahyan, UAE President and the strategic direction of HH General Sheikh
Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy
Supreme Commander of the Armed Forces, to enhance bilateral relations
and collaboration between the UAE and Seychelles Governments, plans
being drawn up by the Abu Dhabi Government and the Republic of
Seychelles to secure sustainable growth for the island nation will be
discussed tomorrow ( 22nd September) at a progress meeting for stakeholders.
The
first stakeholder charette for the Seychelles Strategic Plan will be
held in Victoria, the Seychelles capital, the Abu Dhabi Urban Planning
Council (UPC) announced today.
Titled
‘Where Are We Now?’, the charette will reflect on work the UPC has
undertaken so far to establish a baseline for the project and consider
aspirations for the Seychelles. Stakeholders will also explore
opportunities and constraints for growth, and begin discussions on where
growth could potentially be located in the future.
Over
the three days of the Charrette, stakeholders will work together to
develop understandings and identify the key issues to be addressed by
the Plan.
The
Seychelles Strategic Plan, a collaborative project between the Republic
of Seychelles and the Abu Dhabi Government, commenced with a formal
kick-off meeting on 26thMay 2014. The aim of the project is to develop a
plan that will articulate a clear vision for the future of the
Seychelles, a country spanning more than 115 islands in the Indian Ocean
off the east coast of Africa.
Effective
engagement with stakeholders and the community forms one of the
cornerstones of the Seychelles Strategic Plan. It will enable a
visionary yet deliverable Plan to be developed which has buy-in from a
broad range of stakeholders.
Stakeholders
will examine the key findings in the Existing Conditions Report, which
has been prepared by the UPC after a thorough analysis of issues
relating to the economy, planning and land use, housing, community
facilities, transport, utilities, heritage and architecture, the
environment, climate change, flood risk and natural hazards, security
and demographics.
By
the end of the Charette, stakeholders will understand the purpose of
the project; they will have discussed and agreed the key issues that the
Seychelles Strategic Plan needs to resolve, explored and agreed the
vision, discussed the opportunities for and constraints to growth, and
identified possible growth scenarios for the next phase of the project.

Strategic Plan Charette will demonstrate the progress the UPC has made
so far as we work towards a thorough development plan that considers all
issues relating to the sustainable growth of a nation.
Success
of the Plan will depend on stakeholders engaging in its preparation so
that it reflects their aspirations, can be delivered and that there is
alignment across the public and private sector on the country’s
priorities. This Charette is therefore an important opportunity to
provide feedback on our proposals and ensure that the Plan reflects the
Seychellois context.”
Christian
Lionnet, the Seychelles Minister for Land Use and Housing, commented:
“Never before has a small island state benefitted from the preparation
of such a detailed plan, which will no doubt set the urban development
framework for sustainable growth of the Seychelles up to 2040. Once
established, it will guide the decision-making process, identify
development and investment projects and also provide clarity, direction
and confidence while moving forward.
The
Plan preparation process will enhance ownership and will provide
Government Ministries with the necessary technical skills to implement
and update the Plan as and when necessary. I am very excited to view the
end product.”
The
Seychelles Strategic Plan will cover all of the islands that comprise
the Seychelles, with a particular focus on the main island of Mahé. A
framework plan will be developed for Mahé and a detailed Master Plan
will be developed for Victoria, the capital city of the Seychelles.
The
Plan will set out the urban development framework for the sustainable
growth of the Seychelles over the next 20 years, and will address
priorities for the Nation such as; facilitating economic growth and
diversification, protecting the environment by ensuring development is
undertaken in appropriate locations and in a sustainable manner,
appropriate allocation of land for residential and economic use,
protecting the character and heritage of the Seychelles, and preserving
and enhancing its social and cultural aspects, to ensure a high quality
of life for all.

الجلسة التشاوریة الأولى لخطة سیشل العمرانیة الاستراتیجیة التي ینظمھا مجلس أبوظبي للتخطیط العمراني في العاصمة فیكتوریا لمناقشة آخر مستجدات وتطورات الخطة العمرانیة الاستراتیجیة لجمھوریة
سیشل بحضور ومشاركة كافة الجھات المعنیة من القطاعین الحكومي والخاص في الجمھوریة.
تھدف ھذه الجلسة التي ستستمر لمدة ثلاثة أیام بشكل رئیسي إلى اطلاع الجھات المعنیة على سیر عمل الخطة وإشراكھم في تحدید توجھات ھذه الخطة وإعداد رؤیة واضحة المعالم للمستقبل العمراني
المستدام في الجمھوریة. كما من المقرر أن یتم خلالھا تحدید ومناقشة التحدیات والعقبات التي قد تواجھ ھذه الخطة وسبل التعاون لمواجھتھا.
وینطلق جدول أعمال ھذه الجلسة بعروض تقدیمیة من قبل خبراء مجلس أبوظبي للتخطیط العمراني حول الأسس التي تم اعتمادھا لوضع الخطة ومدى توافقھا مع تطلعات شعب وحكومة جمھوریة سیشل،
كما سیتم عقد ورش عمل جانبیة متعددة للجھات المعنیة تمكنھم من المشاركة بآرائھم ومقترحاتھم في إعداد الخطة الاستراتیجیة ومراجعة المعلومات التي تم جمعھا حتى الآن، إضافة إلى بحث فرص النمو
المختلفة وتحدید أیة تحدیات أو قیود قد تعیق ھذا النمو.
وُتعتبر مشاركة كافة الجھات المعنیة ومختلف فئات المجتمع في سیشل في ھذه الجلسة من أھم الأسس التي تقوم علیھا الخطة العمرانیة الاستراتیجیة في جزر سیشل، حیث أن ھذه المشاركة تساھم في تحدید
رؤیة مستقبلیة تأخذ في الاعتبار تطلعات كافة المعنیین وتلبي احتیاجاتھم.
وقد بدأ العمل بشكل رسمي على مشروع الخطة العمرانیة الاستراتیجیة في الـ 62 من شھر مایو الماضي في خطوة ھادفة إلى تطویر خطة تساھم في إعداد رؤیة للمستقبل العمراني للجمھوریة التي تتكون
من قرابة 511 جزیرة في المحیط الھندي مقابل الساحل الشرقي لأفریقیا.
قام مجلس أبوظبي للتخطیط العمراني منذ انطلاق المشروع، بإجراء مجموعة من الدراسات والتحلیلات الشاملة حول عدة قضایا ھامة كتحلیل الوضع الاقتصادي للجمھوریة، واستخدامات الأراضي ومدى
تلبیتھا للاحتیاجات من حیث توفیر المرافق الخدمیة والبنیة التحتیة والمساكن، إلى جانب تقییم الحالة البیئیة والتغیرات المناخیة وما قد یترتب عنھا من فیضانات وكوارث طبیعیة وسیتم عرض مخرجات ھذه
الدراسات على الجھات المعنیة من خلال ورش تم تخصیصھا لعرض نتائج تقریر "تقییم الظروف الحالیة".
وفي تعلیق لھ عن فعالیات الجلسة التشاوریة الأولى قال سعادة فلاح محمد الأحبابي، المدیر العام لمجلس أبوظبي للتخطیط العمراني: "ستستعرض الجلسة، ما تم إنجازه من قبل فریق عمل المجلس ونتائج
التقاریر التي تم إجراؤھا والتي تسلط الضوء على بعض التحدیات التي ُتوجب تضافر جھود جمیع الجھات المعنیة وفئات المجتمع في سیشل لتخطیھا وقد أثبتت تجاربنا السابقة أن إشراك الجھات المعنیة وفئات
المجتمع بشكل عام لھ جزیل الأثر في وضع رؤیة موحدة ناجحة تجتمع فیھا التطلعات وتلبي كافة الاحتیاجات للارتقاء بالمستوى المعیشي وھو ما تسعى إلیھ أي قیادة وحكومة."
وأضاف قائلاً: "كما أننا نسعى من خلال ھذه الورشة إلى معرفة آراء المشاركین حول التوجھات العامة للخطة ومدى توافقھا مع البیئة والطابع العام لجمھوریة سیشل، وتوازن الفرص وتحقیق تعاون بین
القطاعین الحكومي والخاص في المشاریع التي سیتم تنفیذھا."
وبدوره صرح معالي كریستیان لیونیل وزیر الأراضي والإسكان في جمھوریة سیشل: "إن إعداد خطة تتمیز بھذا القدر الھائل من التفاصیل سیساھم بلا شك في تحدید إطار التطور العمراني والنمو المستدام
في سیشل حتى عام 0402. وعند اكتمال الخطة، فإنھا ستقود عملیات صنع القرار ومشاریع التطویر والاستثمار، كما ستوفر لنا الوضوح والثقة وتحدد لنا الخطا أثناء تقدمنا نحو الأمام".
وأضاف قائلاً: "ستساھم عملیة إعداد ھذه الخطة في توحید تطلعات كافة الجھات، وستوفر لھم المھارات التقنیة والتخطیطیة اللازمة لتنفیذ ھذه الخطة وتطویرھا عند الحاجة إلى ذلك".
ومع اختتام فعالیات الجلسة التشاوریة، ستكون الجھات المعنیة أكثر درایة بأبعاد الخطة ومراحلھا، كما من المتوقع أن یتم الاتفاق على سبل مواجھة كافة التحدیات والعقبات التي قد تواجھ سیر العمل، ووضع
تصورات التطور المحتملة لبدء أعمال المرحلة الثانیة من المشروع.
وستغطي الخطة الاستراتیجیة لجمھوریة السیشل كافة أنحائھا مع إعداد مخطط عام لجزیرة "ماھي" أكبر الجزر في الجمھوریة، ومخطط تفصیلي للعاصمة فیكتوریا.
وسیعمل المشروع في إعداد خطة تطویر عمرانیة تحقق تنمیة مستدامة في جزر سیشل خلال السنوات العشرین القادمة، كما ستساھم في تحدید الأولویات، وتلبیة الاحتیاجات المختلفة في شتى المجالات
كالمجال الاقتصادي وتفعیل نموه وتنوعھ، والمجال البیئي للتأكد من الاعتماد على مبادئ الاستدامة ومراعاة المحافظة على البیئة في المواقع المناسبة خلال كافة مراحل التطویر، وتخصیص أراض للاستخدام
