In line with its
circular prohibiting the use of recreational manual marine crafts
including kayaks, canoes, sailboats and rowing boats in Dubai’s
territorial waters after sunset, Dubai Maritime City Authority
(DMCA), the government authority charged with regulating,
coordinating and supervising all aspects of the maritime sector in
Dubai, has renewed its warning and stressed the need to adhere to the
regulations restricting the time recreational marine crafts can ply
local waters. DMCA has also emphasized the importance of taking into
consideration issued weather warnings, especially with the current
climate instability in the region and adhering to the instructions
related to the weather and sea conditions.
This circular is in
line with DMCA’s strategy of adopting the best maritime practices
to create a safe and sustainable marine environment that supports
government efforts to establish Dubai as a global leading maritime
hub.
DMCA has restricted
the time recreational marine crafts can ply local waters during the
period between sunrise and sunset and within the authorized beaches
and zones. It has also ordered seafarers to wear lifejackets to
ensure their own safety, and follow the restrictions issued based on
the latest weather and sea forecasts.
Ali Al Dabbous,
Executive Director of Operations, Dubai Maritime City Authority,
said: “The latest decision to ban recreational manual marine crafts
after sunset comes in line with DMCA’s strategy to regulate
maritime operations and water sports in Dubai according to the best
international standards. The new policies are issued to reduce human
and material risks and ensure the highest levels of safety to
ultimately create a vibrant and safe maritime environment.”
DMCA implements an
integrated plan to raise awareness about the best practices that
needs to be adopted to prevent accidents, while encouraging water
sports enthusiasts to be responsible for their own wellbeing by
following simple steps that ensure the highest standards of personal
safety.

أصدرت "سلطة مدينة دبي الملاحية" تعميما يقضي بمنع استخدام الوسائل البحرية الترفيهية بدون محرك (قوارب الكاياك، الكانو وقوارب التجديف اليدوي وغيرها)، ضمن المياه الإقليمية لإمارة دبي بعد غروب الشمس في خطوة تهدف إلى ضمان توفير أقصى درجات السلامة لمرتادي البحر وممارسي الرياضات المائية ومستخدمي الوسائل البحرية الترفيهية.
ويأتي
هذا التعميم تماشياً مع استراتيجية السلطة
البحرية القائمة على تطبيق أفضل ممارسات
السلامة ضمن كافة العمليات البحرية في
سبيل خلق بيئة بحرية آمنة ومستدامة بما
يدعم مسيرة الريادة التي تنتهجها دبي
والإمارات للوصول إلى مصاف أبرز المراكز
البحرية الرائدة في العالم.
وشدّدت
السلطة البحرية على ضرورة التقيّد بقيادة
الوسائل البحرية الترفيهية، التي تشتمل
على قوارب "الكاياك"
و"الكانو"
وقوارب
التجديف اليدوي والقوارب الشراعية، في
الفترة الممتدة بين شروق وغروب الشمس في
الأماكن المصرّح بها فقط مع الالتزام
بارتداء سترات النجاة لضمان التمتع
باستخدام آمن لهذه الوسائل.
وأوضح
علي الدبوس المدير التنفيذي للعمليات في
سلطة مدينة دبي الملاحية، بأنّ القرار
الأخير بحظر استخدام القوارب الترفيهية
اليدوية بعد غروب الشمس "يندرج
في إطار حرص السلطة البحرية على تنظيم
الرياضات المائية بما ينسجم مع أفضل
الممارسات الدولية عبر تطوير اللوائح
التنظيمية والتشريعات القادرة على الحد
من المخاطر البشرية والمادية وضمان أقصى
مستويات السلامة البحرية وبالتالي إيجاد
بيئة بحرية آمنة ومثالية للتمتع بالرياضات
البحرية المختلفة."
وتعتمد
السلطة البحرية منهجية توعوية متكاملة
تستهدف نشر الوعي العام حول سبل الحفاظ
على السلامة الشخصية والحد من الحوادث
البحرية وتعزيز مسؤولية ممارسي الرياضات
المائية تجاه الحفاظ على أرواحهم عبر
اتباع خطوات بسيطة من شأنها ضمان الإستمتاع
بقيادة الوسائل البحرية بما ينسجم مع
أفضل ممارسات السلامة البحرية.
