Marine transport enhancement among key
priorities in preparation for hosting World Expo 2020

Dubai Maritime City Authority (DMCA)
recently held a joint meeting with the Marine Transport Department of the
Dubai’s Road and Transport Authority’s (RTA) Public
Transport Agency to discuss a proposed Maritime Safety Policy. The session was
also attended by representatives from Det Norske Veritas (DNV), a consulting
firm specializing in maritime policy development, strategic planning and
support for maritime-related organizational units in accordance with the latest
international maritime laws and regulations.
DNV representatives gave a detailed
presentation on the Maritime Safety Policy project intended as a key catalyst
to establishing unified regulations and guidelines. The regulatory frameworks
involved will enable Dubai to achieve the highest levels of maritime safety in
regional waters while promoting the emirate’s industry competitiveness on par
with leading maritime destinations in the world.
The meeting featured extensive discussions
during which RTA representatives shed light on the positive impact that the
Maritime Safety Policy will have on marine public transportation. The policy
will tighten regulations aimed at ensuring the safety of marine vessels, cruise
ships, marine operations, and passengers, in line with ongoing government
efforts to develop Dubai’s maritime infrastructures in order to create a safe
and vibrant maritime industry.
Hussain Khansaheb, Acting Director of
Marine Transport, RTA’s Public Transport Agency, emphasized the importance of
developing marine transportation in Dubai as part of the preparations for
hosting the World Expo 2020. These preparations include establishing an
integrated logistics program, upgrading basic infrastructures and optimizing
public transport networks and marine transportation to accommodate the huge numbers
of visitors and exhibitors. The world class amenities will allow guests to take
the best advantage of the global event which aims to promote international
cultural dialogue, encourage innovation and consolidate economic cooperation
among all nations to build a secure and sustainable future for everyone.
Eng. Mohammed Ali Al-Bastaki, Director of
Maritime Operations, Dubai Maritime City Authority, said: “DMCA is keen to
improve all the mechanisms related to the safety of public and private marine
transportation which represents an integral part of the local maritime sector.
The Policy project reflects ongoing efforts to develop industry-related
regulations and intiatives and implement the best environment-friendly
practices under the highest standards of professional safety in Dubai’s
territorial waters. This will enable us to create a maritime sector that is
able to meet the growing requirements for Dubai’s sustainable economic
development.”

emerging needs of the fast-growing maritime sector to lay down comprehensive
policies and unified guidelines to ensure the highest levels of maritime
safety. We look forward to discussing the proposed policy with all strategic

help in achieving our strategic aspirations of positioning Dubai among leading
developed maritime centers in the world”, Al-Bastaki concluded.
The Maritime Safety Policy is the result of
mutual cooperation between DMCA and a number of government authorities and
industry-related entities in Dubai. The latter
includes DP World, the Department of Tourism and Commerce Marketing,
Dubai Municipality, the Roads and Transport Authority, the Department of
Finance, the General Directorate of Civil Defence, Dubai Police, the General
Directorate of Residency and Foreigners Affairs, Drydocks World, and Dubai
Customs, among many others.

بعد استكمال عمليات تحديد مواقع الاستخدام وأماكن الاستراحة الشاطئية، تقوم فرق العمل من "سلطة مدينة دبي
الملاحية" بإجراء
دوريات متابعة مستمرة على شواطىء الإمارة لضمان تحقيق التشغيل السلس والناجح لهذه
المناطق ليتسنى للمستخدمين الاستمتاع بالبيئة البحرية والحصول على أفضل الخدمات
منها.
وأوضح عامر علي، المدير التنفيذي لـ"سلطة مدينة دبي الملاحية"، "لا يكفي أن نفسح مجال الاستخدام للدراجات المائية دون أن ندعم ذلك بفرق العمل التي تضمن توفير الدعم والإسناد والمشورة للمستخدمين متى ما كانت الحاجة لذلك. إذ يقوم فريق العمل في السلطة بالاطلاع عن كثب وبشكل مباشر على أماكن الاستخدام والاستراحة الجديدة، مع العوامات وضمان عملها بالشكل الصحيح، والتنسيق الكامل والمستمر مع شرطة دبي وخفر السواحل وبلدية دبي وكل الجهات ذات العلاقة."
وأضاف علي: بأنّ السلامة البحرية تشكل دعامة حيوية لتعزيز الثقة
بالقطاع البحري المحلي والارتقاء بالمزايا
التنافسية للوصول بإمارة دبي إلى مصاف أبرز المراكز البحرية الرائدة عالمياً،
مؤكداً أهمية مبادرات السلامة في تمهيد الطريق لخلق قطاع بحري متجدد وآمن وقادر على
دفع عجلة التنمية الإقتصادية ومواصلة مسيرة التميز والريادة لدبي.
وتجدر الإشارة إلى أنه قد تم تحديد
مسافة 300
متر من الشواطئ الواقعة في كل من مرسى دبي ومنطقة أم سقيم 1 و2 ومنطقة جميرا 2 و3، وذلك نتيجة لثمار التعاون
المشترك والتنسيق المستمر والكامل بين السلطة البحرية وبلدية دبي
وشرطة موانئ دبي وخفر السواحل والجهات المعنية الأخرى ذات العلاقة.
وأضاف علي الدبوس المدير التنفيذي لسلطة مدينة دبي الملاحية
قائلا: "من خلال الزيارات الميدانية لمعاينة أماكن العوامـات وأدوات الإرشاد
الملاحة البحرية، قمنا بدراسة بعض الملاحظات الواردة من مرتادي البحري والأندية
البحرية بشكل مستفـيض وتم تنفيذها على أرض الواقع مع الأخذ بعـــين الاعـــتبار
سـلامة الملاحــــة البحـــرية خاصة في مداخل الأندية البحرية والموانئ."
