50 marine crafts licensed in first five days of launch

Dubai Maritime City Authority (DMCA), the government authority charged with regulating, coordinating and supervising all aspects of the maritime sector in Dubai, has commended the strong turnout for the launch of its Marine Water Craft Licensing Services. The number of licensed marine water crafts reached a total of 50 applications within five days after the launch because of the new mechanism adopted to make the licensing process easier, simpler and faster.
The initiative is a huge success because it is designed to facilitate the licensing process for marine craft owners through a single point agency - DMCA - instead of having to visit several authorities. It represents a milestone in the maritime industry that falls in line with Resolution No. 11 of 2013 to issue Implementing Regulations (IR) of Resolution No. 11 of 2010 for licensing of marine crafts in the emirate of Dubai.
The move is set to create a secure and vibrant maritime industry according to the Dubai Maritime Sector Strategy (MSS), which is aimed at regulating and promoting the industry to ultimately position Dubai as a first-class international maritime hub. The licensing of recreational, commercial, sports, tourism and traditional marine crafts in the regional waters represents a comprehensive regulatory framework to ensure the highest levels of maritime safety, secure navigation and operational efficiency along Dubai’s coastline.

The new service also covers the issuing of the licenses for all types of marine crafts and crew upon verifying their compliance with Dubai’s technical specifications, local maritime safety systems and environment-friendly requirements within a world-class environment that meets international standards. It further covers the issuing of relevant resolutions and regulations governing nautical activities in territorial waters, including water craft re-fuelling, diving, rescue missions and marine trans-shipment.

إقبال واسع على خدمة ترخيص الوسائل البحرية في دبي التي أطلقتها "سلطة دبي الملاحية"

كشفت "سلطة مدينة دبي الملاحية" عن الإقبال الواسع الذي تشهده خدمات الترخيص البحري في إمارة دبي التي تم إطلاقها مؤخراً، في خطوة هي الأولى من نوعها في الإمارة عملاً بقرار المجلس التنفيذي رقم (11) لسنة 2013 بإصدار اللائحة التنفيذية للقانون رقم (11) لسنة 2010 بشأن ترخيص الوسائل البحرية في إمارة دبي، والتي تصب في خدمة الجهود الرامية إلى خلق قطاع بحري متجدّد وآمن في دبي بما ينسجم مع الخطة الاستراتيجية البحرية التي تستهدف تطوير وتنظيم وتعزيز القطاع البحري المحلي لترسيخ مكانة دبي كمركز بحري عالمي من الطراز الأول.
وتسّهل هذه الخدمة على أصحاب الوسيلة البحرية عملية الترخيص، بحيث تجعلها مركزة في مكان واحد (وهو السلطة) بدلا من عدة جهات كما كانت عليه الحال سابقا. وتمثل خدمات ترخيص الوسائل البحرية الترفيهية والتجارية والقوارب الرياضية والسياحية والترفيهية والتقليدية ضمن المياه الإقليمية لإمارة دبي إطاراً تنظيمياً متكاملاً لضمان تحقيق التكامل بين جوانب السلامة البحرية والملاحة الآمنة والكفاءة التشغيلية على امتداد سواحل دبي.
وأشار عامر علي، المدير التنفيذي لسلطة مدينة دبي الملاحية، إلى أنّ السلطة البحرية توفر منصة متكاملة لإتمام إجراءات الترخيص البحري بسرعة وسهولة تامة لضمان تعزيز رضا المتعاملين من الأفراد والشركات على السواء. وأضاف: "لطالما اتبعت السلطة البحرية نهجاً قائماً على تقديم مبادرات تعزز المقوّمات التنافسية للقطاع البحري وتخلق بيئة بحرية متكاملة وآمنة تجعلها قادرة على استقطاب المستثمرين الإقليميين والدوليين وتأكيد ريادة دبي كمركز بحري عالمي من الطراز الأول. ونثمّن بشدة هنا الجهود المبذولة والدعم المتواصل من قبل شركائنا الاستراتيجيين من الجهات المعنية بالشأن البحري المحلي والذين كان لهم الأثر الأكبر في تحقيق نجاحات حقيقية على صعيد تطبيق محاور الخطة الاستراتيجية البحرية."
ومن خلال الخدمة الجديدة سيتم إصدار ترخيص الوسائل البحرية بأنواعها والأطقم العاملة عليها بعد التحقق من استيفائها للمواصفات الفنيّة وأنظمة السلامة البحرية والاشتراطات البيئية المحلية ضمن بيئة عالمية المستوى تطابق المقاييس الدولية الموحدة. بالإضافة الى ذلك سيتم إصدار قرارات مزاولة الوسائل البحرية لأي نشاط ضمن المياه الإقليمية المحلية، بما فيها عمليات التزوّد بالوقود وعمليات الغوص والإنقاذ ونقل وتفريغ البضائع في عرض البحر.
وقال علي الدبوس، المدير التنفيذي للعمليات، "سلطة مدينة دبي الملاحية"، أنّ عدد طلبات ترخيص الوسائل البحرية وصلت إلى أكثر من 50 طلب خلال 5 أيام، وذلك مرده الى الآلية الجديدة المعتمدة، ما يجعل عملية ترخيص الوسيلة البحرية في غاية السهولة والبساطة والسرعة."
