Tunis – Tunisia: 16 September 2013 – In the build-up to the North Africa Oil and Gas Summit 2013, Mr. Jean-Daniel Blasco, Vice President Exploration & Production North Africa from TOTAL, discussed the challenges and opportunities faced by the company in the region during an exclusive interview with The Energy Exchange.
Mr. Blasco, Vice President Exploration & Production North Africa, TOTAL, said: “Africa represents one-third of TOTAL’s production, whereas North Africa represents only four per cent. Our growth in the area will depend on the successes of our exploration, and our exploration expenses in the years 2013 and 2014 are quite significant. We are also interested in business opportunities that might arise in the area.”
According to Mr. Blasco, National Oil Companies (NOCs) and IOCs face the same challenges of finding new reserves, developing new fields etc., in an environment that is increasingly difficult to operate in. This is primarily due to technology, increasing costs, scarcity of skilled manpower, and acceptability by local communities. With increased risks, NOCs and IOCs have more common interests than conflicting ones. Furthermore, NOCs and IOCs need from the host countries clear, appropriate and stable conditions to undertake their respective roles.
Security of assets and people are key to project success in the region. With many more companies investing in the region, strategies will have to be redefined going forward. Most existing energy companies, including TOTAL, are already taking steps to protect themselves by securing their sites and facilities.
Talking about TOTAL’s plans to increase their portfolio Mr. Blasco further added: “In addition, margin sharing between the host country and the company is certainly an important parameter for attractiveness, but it is not the only one. Hydrocarbons potential and security rank first, followed by other parameters which are important to attract investors - one such is their relationship with administrations.”
Already present in countries that include Mauritania, Morocco, Algeria, Egypt and Libya, Mr. Blasco, does not believe that the return on investment among North African countries is comparable because of their different situations, namely, production and technical costs, reserves as and hydrocarbon history.
TOTAL, is one of the companies behind the development of cutting-edge deep-offshore technology, and is also the largest oil major operating on the continent with huge discoveries to its name.
Mr. Blasco is confirmed to participate at the eighth annual North Africa Oil and Gas Summit to be held from 22 – 24 October in Tunis, Tunisia. He is also confirmed to speak at the North Africa Unconventionals Seminar about the challenges posed by the unpredictable environment in the region and its effects on sustainable exploration efforts.
نائب رئيس توتال لاستكشاف وإنتاج النفط والغاز في شمال أفريقيا يناقش التحديات والفرص المتاحة في المنطقة
تونس العاصمة - تونس : 16 سبتمبر 2013- تعزيزاً لقمة شمال أفريقيا للنفط والغاز عام 2013، ناقش السيد جان دانيال بلاسكو، نائب رئيس توتال لاستكشاف وإنتاج النفط والغاز في شمال أفريقيا، التحديات والفرص التي تواجهها الشركة في المنطقة خلال مقابلة حصرية مع إنرجي إكستشانج.
وقال السيد بلاسكو، نائب رئيس توتال لاستكشاف وإنتاج النفط والغاز في شمال أفريقيا، : "يشكّل إنتاج أفريقيا ما يعادل ثلث إنتاج توتال في حين يشكّل إنتاج شمال أفريقيا نسبة 4% فقط. إن نجاحنا في المنطقة يعتمد على نجاحنا في الاستكشاف، وقد كانت تكاليف الاستكشاف لدينا في الأعوام 2013 و2014 معتَبَرةً للغاية. ونحن مهتمون أيضاً بالفرص الاستثمارية التي قد تظهر في المنطقة".
وبحسب السيد بلاسكو، تواجه شركات النفط الوطنية والشركات النفط العالمية نفس التحديات في ايجاد الاحتياطيات الجديدة وتطوير حقول جديدة إلخ.. وذلك في بيئةٍ يصعب العمل فيها بشكلٍ متزايد. ويعود هذا في المقام الأول إلى التكنولوجيا والتكاليف المتزايدة والنقص في القوة العاملة الماهرة والتقبّل من المجتمعات المحلية. ومه تزايد المخاطر، أصبح لشركات النفط الوطنية والعالمية مصالح مشتركة أكثر من المتضارب منها. وعلاوةً على ذلك، تحتاج شركات النفط الوطنية والعالمية من الدول المستضيفة ظروفاً واضحةً ومناسبةً ومستقرة للاضطلاع بأدوارها.
ويعتبر توفير أمن الممتلكات والأشخاص جوهرياً لنجاح المشروع في المنطقة. ومع وجود عدد أكبر من الشركات التي تستثمر في المنطقة، يجب إعادة صياغة الاستراتيجيات قُدُماً. تأخذ أغلب شركات الطاقة الموجودة، بما فيها توتال، خطواتٍ لحماية نفسها بتأمين مواقعها ومنشآتها.
وبالحديث عن خطط توتال لزيادة مجال عملها، أضاف السيد بلاسكو قائلاً: "بالإضافة إلى ذلك، يعتبر مشاركة الهامش الربحي بين الدولة المستضيفة والشركة عاملاً مهماً لجذب الشركات، لكنه ليس الوحيد. إمكانات الهايدروكربونات وترتيب الأمن تأتي أولاً، ويتبع ذلك عوامل أخرى مهمة لجذب المستثمرين – علاقاتهم مع الإدارات تعتبر واحدةً منها".
ولا يؤمن السيد بلاسكو بوجود توتال في دولٍ تشمل موريتانيا والمغرب والجزائر ومصر وليبيا بإمكانية مقارنة عائدات الاستثمار على امتداد دول شمال أفريقيا فيما بينها بسبب الاختلاف في أحوالها، أي تكاليف الإنتاج والتكنولوجيا وتاريخ الهايدروكربونات.
تعتبر توتال واحدةً من الشركات التي وقفت وراء تطوير تكنولوجيا الاستخراج من أعماق البحار، وهي أيضاً أكبر مشغّل نفطي في القارة مع الاكتشافات الضخمة المسجلة باسمها.
وقد وافق السيد بلاسكو على المشاركة في الدورة السنوية الثامنة من قمة شمال أفريقيا للنفط والغاز المنعقدة من 22 – 24 أكتوبر في العاصمة تونس. وقد وافق أيضاً على التحدّث في القمة غير العادية لشمال أفريقيا عن التحديات الناشئة عن الأجواء التي لا يمكن التنبؤ بها في المنطقة وتأثيرها على الجهود المستدامة للاستكشاف.
