New trends in global bunker industry, arbitration of disputes among key topics discussed at the meeting

Dubai Maritime City Authority (DMCA), the government authority charged with regulating, coordinating and supervising all aspects of the maritime sector in Dubai, has announced that it has recently concluded the semi-annual meeting of bunker providers in DMCA’s offices. The meeting discussed the annual issuance of the DMCA certificate of authorization as well as various key industry issues, in line with DMCA’s commitment to promote public-private partnership in the maritime sector.
A presentation on new trends in the global bunker industry was conducted by the DNV Petrol Service, while there was also a discussion on arbitration of disputes conducted by the Dubai International Financial Centre (DIFC). The DMCA Registration and Licensing Department, on the other hand, clarified various points concerning charges, while the DMCA Maritime Operations provided the latest updates on various activities of DMCA.
Mohammed Al-Bastaki, Director of Maritime Operations, Dubai Maritime City Authority, said: “It is part of the responsibility of Dubai Maritime City Authority to maintain a harmonious relationship among various stakeholders in the UAE bunkering industry. The semi-annual meeting of bunker providers is part of DMCA’s key initiatives that bring together public and private sector representatives to discuss major issues and collectively help enhance the UAE’s bunker standard. It also provides an opportunity to showcase the latest milestones achieved by DMCA and assess the new developments within the bunkering industry and the UAE’s maritime sector in general.”
Last year DMCA had spearheaded joint efforts to establish professional bunkering standards in the emirate in coordination with maritime bunker regulatory licensing bodies, ship owners, operators, charterers, bunker suppliers, bunker craft operators, and bunker surveyors. The main objective of the bunkering standard is to ensure that the correct quantity is delivered safely, in an environmentally sustainable manner and that quality and efficiency are rewarded.

اختتمت "سلطة مدينة دبي الملاحية"، الجهة الحكومية المسؤولة عن عمليات الإشراف وتنظيم وإدارة مختلف الجوانب المتعلقة بالقطاع البحري في دبي، فعاليات اللقاء نصف السنوي لمزودي وقود السفن الذي أقيم مؤخراً في مقر السلطة التزاماً منها بمبدأ توطيد الشراكات القوية بين القطاعين العام والخاص على مستوى الصناعة البحرية. وتناول الحدث أبرز القضايا الرئيسية في القطاع وعلى رأسها إصدار السلطة لشهادات الترخيص كل عام.
وتخلّل اللقاء عرضاً تقديمياً كشفت خلاله مجموعة "دي. أن. في" لخدمات البترول عن الإتجاهات العالمية الجديدة في مجال تزويد الوقود للسفن، فيما ترأس "مركز دبي المالي العالمي" جلسة نقاش موسّعة حول سبل معالجة التحديات في القطاع. وكان لـ"سلطة مدينة دبي الملاحية" مشاركة فاعلة في الحدث، تمثلت في قسم إدارة التسجيل والترخيص الذي سلّط الضوء على محور التكاليف والرسوم المحددة، بينما قدّم قسم إدارة العمليات البحرية لمحةً عامة حول أحدث نشاطات السلطة واعمالها.
وقال محمد البستكي، مدير إدارة العمليات البحرية في "سلطة مدينة دبي الملاحية": "يقع على عاتق السلطة مسؤولية الحفاظ على متانة العلاقات بين أصحاب المصالح العاملين في ميدان تزويد الوقود البحري في دولة الإمارات. ويأتي اللقاء نصف السنوي لمزودي وقود السفن ليؤكد على استكمال تنفيذ المبادرات الرامية إلى استقطاب القطاعين العام والخاص في سبيل البحث في القضايا الراهنة وتعزيز معايير تزويد الوقود للسفن في الدولة. كما يتيح اللقاء فرصةً مناسبة لاستعراض أحدث الإنجازات التي حقّقتها السلطة والنظر في آخر
التطوّرات على صعيد القطاع البحري عموماً وقطاع تزويد الوقود خصوصا."
وعكفت "سلطة مدينة دبي الملاحية" في العام الماضي على وضع معايير جديدة للارتقاء بعمليات التزود بوقود السفن في الإمارة، وذلك بالتعاون مع نخبة من الجهات المختصة وأصحاب السفن والشركات المشغّلة والمؤجرة للسفن والشركات المزوّدة لوقود السفن ومختبرات فحص وتشغيل السفن. وتهدف هذه الخطوة إلى ضمان تقديم الجودة العالية والحفاظ على السلامة البحرية والاستدامة البيئية وتعزيز الكفاءات.
