In line with efforts to facilitate jet ski usage across Dubai’s coastline

Following its recent move to open jet ski use across Dubai’s coastline and the introduction of new rules that cover allocation of resting areas for jet skis, Dubai Maritime City Authority (DMCA) has revealed that a dedicated team has commenced day and night patrols to ensure that the new regulations are being adhered to. This will facilitate the smooth operation of jet skis and allow users to avail the best services that will enable them to optimally enjoy the local marine environment.
As part of the new safety measures, 300-metre buffer zones have been imposed around three Dubai beaches at Dubai Marina, Umm Suqeim 1 and 2 and Jumeirah 2 and 3 to keep jet skis out of swimming areas. This is the result of DMCA’s mutual cooperation and ongoing collaboration with Dubai Municipality, Dubai Police, Coast Guard and other relevant parties.
The number of jet skis registered with Dubai Maritime City Authority has reached 339 in April 2013, representing an annual increase of 15 per cent compared to 2012. This number is on the rise, underlining the importance of maintaining the highest standards of maritime safety, which in turn will promote marine tourism in Dubai.
Amer Ali, Executive Director, Dubai Maritime City Authority, said: “Maritime safety is vital to reinforce confidence in the local maritime industry and further improve its competitiveness and promote Dubai as one of the leading international maritime destinations. The safety-oriented initiatives are set to pave the way for a safe, vibrant maritime sector and therefore support the economic growth in Dubai, in accordance with the highest standards of excellence.”
“Allocation of resting areas for jet skis is not sufficient. We also have to extend support through a dedicated team to ensure that jet ski users receive our total assistance and advice when needed. DMCA’s team is keen to directly supervise the new usage guidelines and resting areas for jet skis and buoy systems to ensure smooth and efficient operation. The team also coordinates closely with Dubai Police, Coast Guard, Dubai Municipality and all industry-related entities to achieve its goal of streamlining marine activities in Dubai,” Ali added.
Safety Measures
DMCA has introduced a range of safety measures that need to be taken while using a jet ski, including but not limited to:
- Water sports activities can only be undertaken between sunrise and sunset
- Life jacket must be worn at all times when in waters
- Do not exceed the limit for number of passengers allowed onboard
- Be aware of the traffic, take caution, respect speed limits and leave a safe distance from other watercrafts and floating objects
- Do not attempt any activities in waterways or entrances and exits of marinas, ports and resting areas
- Do not attempt any activities near restricted areas
- Children below 16 years must be accompanied by a guardian
- Do not attempt any activities near the shores marked by yellow buoys
- Jet skis are allowed to stay at the resting areas for rest only, and must abide by the speed limits when entering and existing these areas
متابعة لفسح المجال لاستخدام الدراجات المائية في الإمارة"سلطة دبي الملاحية" تقوم بعمليات المتابعة لضمان التشغيل السلس والناجح لأماكن الاستخدام والاستراحة للدراجات المائية24 أبريل 2013دبي، الإمارات العربية المتحدةبعد قيامها بفسح المجال لاستخدام الدراجات المائية في شواطئ دبي واستكمال عمليات تحديد مواقع الاستخدام وأماكن الاستراحة الشاطئية وذلك بعد اعتماد لجنة الصحة والسلامة في المجلس التنفيذي لإمارة دبي، تقوم فرق العمل من "سلطة مدينة دبي الملاحية" بإجراء دوريات متابعة يومية نهارية وليلية لضمان تحقيق التشغيل السلس والناجح لهذه المناطق ليتسنى للمستخدمين الاستمتاع بالبيئة البحرية والحصول على أفضل الخدمات منها.وتجدر الإشارة إلى أنه قد تم تحديد مسافة 300 متر من الشواطئ الواقعة في كل من مرسى دبي ومنطقة أم سقيم 1 و2 ومنطقة جميرا 2 و3، وذلك نتيجة لثمار التعاون المشترك والتنسيق المستمر والكامل بين السلطة البحرية وبلدية دبي وشرطة موانئ دبي وخفر السواحل والجهات المعنية الأخرى ذات العلاقة.ويبلغ عدد الدراجات المائية المسجلة في سلطة دبي الملاحية 339 دراجة حتى شهر أبريل الجاري، وبمعدل زيادة سنوية تربو على 15 بالمائة بالمقارنة بالعام الماضي مما سيؤدي الى زيادة السياحة البحرية الشاطئية.وأوضح عامر علي، المدير التنفيذي لـ "سلطة مدينة دبي الملاحية"، بأنّ السلامة البحرية تشكل دعامة حيوية لتعزيز الثقة بالقطاع البحري المحلي والارتقاء بالمزايا التنافسية للوصول بإمارة دبي إلى مصاف أبرز المراكز البحرية الرائدة عالمياً، مؤكداً أهمية مبادرات السلامة في تمهيد الطريق لخلق قطاع بحري متجدد وآمن وقادر على دفع عجلة التنمية الإقتصادية ومواصلة مسيرة التميز والريادة لدبي.
وأضاف علي: "لا يكفي أن نفسح مجال الاستخدام للدراجات المائية دون أن ندعم ذلك بفرق العمل التي تضمن توفير الدعم والإسناد والمشورة للمستخدمين متى ما كانت الحاجة لذلك. إذ يقوم فريق العمل فيالسلطة بالاطلاع عن كثب وبشكل مباشر على أماكن الاستخدام والاستراحة الجديدة، مع العوامات وضمان عملها بالشكل الصحيح، والتنسيق الكامل والمستمر مع شرطة دبي وخفر السواحل وبلدية دبي وكل الجهات ذات العلاقة."متطلبات السلامة:وحددت السلطة البحرية مجموعة من متطلبات السلامة التي ينبغي التقيد بها عند استخدام الدراجات المائية، ومنها على سبيل المثال لا الحصر:- أوقات ممارسة الأنشطة البحرية الرياضية من شروق الشمس الى الغروب
- ارتداء سترات النجاة في أثناء مزاولة النشاط
- عدم تجاوز العدد المسموح به للركاب على الوسيلة
- الانتباه لحركة جميع الوسائل الاخرى واخذ الحيطة ومراعاة السرعة الامنة وترك مسافة اَمنة من الوسائل القريبة أو الاجسام العائمة
- عدم مزاولة أي نشاط في الممرات المائية أو ممرات الخروج و الدخول إلى المراسي و الموانئ و مناطق الاستراحة
- عدم مزاولة أي نشاط بالقرب من المناطق المحظورة
- يجب مراعات وجود ولي الأمر لمن هم دون الـ 16 عاما
- يحذر مزاولة نشاط الدراجات المائية داخل حدود الشاطئ المحددة بالعوامات الصفراء
- يسمح للدراجات المائية استخدام مناطق الاستراحة الشاطئية فقط للاستراحة مع عدم تجاوز السرعة المحددة أثناء الدخول و الخروج من هذه مناطق
