Cruise ship berthed in Dubai undergoes fire drills to gauge emergency procedures and improve collaboration with Dubai Civil Defense and DTCM team

Dubai Maritime City Authority (DMCA), the government authority charged with regulating, coordinating and supervising all aspects of the maritime sector in Dubai, has announced that the Cruise Ship Emergency Response Task Force has recently concluded a Ship Board Fire Exercise with Serenade of the Seas. The Serenade, a modern RCCL cruise ship is home in Dubai’s Mina Rashid Cruise Terminal during the traditional cruise season. The Serenade carries 3,000 guests and 1,000 crew. The drill was part of DMCA’s continuing efforts to improve emergency procedures and collaboration between public and private sector entities in promoting maritime safety and security.
DMCA has been organizing similar exercises to test command and control communications protocols of cruise ships and to identify areas for enhancing shore side and ship board preparation and engagement. The drill involved a simulated fire in one of the ship’s large tender boats, which are used to ferry guests between the ship and port and are also designated as life boats. The boats may carry as many as 200 people. Other agencies that responded were the National Crisis and Emergency Management Authority (NCEMA), Civil Defence; Immigration; Dubai Police, Dubai Rescue Police; Dubai Department of Tourism and Commerce Marketing (DTCM), Dubai Ports Authority (DPA); Ports, Customs and Free Zone Corporation; Dubai Ports World, and the private sector including the ship’s agents. Civil Defence responded with three trucks including an aerial unit in order to reach the area involved in the simulation. The Civil Defence team worked seamlessly with the ship’s crew setting up a unified command on the ship’s bridge to coordinate and direct the response efforts.
Captain Anders, the Serenade’s Master, thanked the Task Force members and stated, “this was a good exercise for all of us and it should be repeated at least once a year”.

DMCA is therefore constantly working with the industry on various initiatives such as fire drills and other exercises to further enhance emergency procedures, collaboration and coordination with Dubai’s Civil Defence team and the other emergency responders. The drill we conducted with the cruise ship ‘Serenade of the Seas’ highlighted the cohesiveness of the Cruise Ship Emergency Response Task Force and the high level of preparedness of the ship’s staff and the shore side support stakeholders. DMCA will continue to proactively introduce initiatives that will further broaden our understanding and expertise in dealing with various emergency situations, while helping reaffirm the status of Dubai as a genuinely safe and secure cruise ship destination.”
DMCA has recently introduced several initiatives that have added new layers of safety and protection for the maritime sector, including new regulations for the deployment of navigation aids (navaids) by Dubai-based maritime agencies. The Authority also organized major networking and industry events recently, including Dubai Maritime Week 2012, the first-ever maritime industry workshop in Dubai, and the Public Private Partnership (PPP) Forum with senior management of marinas in Dubai. During these events, DMCA discussed important maritime topics, including existing emergency response plans; maritime traffic management; places of refuge, maritime arbitration, marine accident investigations, vessel general permits, marina system regulations; and maritime safety, fire and environmental standards.

كشفت "سلطة مدينة دبي الملاحية"، الجهة الحكومية المسؤولة عن عمليات الإشراف وتنظيم وإدارة مختلف الجوانب المتعلقة بالقطاع البحري في دبي، عن اختتام فريق الاستجابة لحالات الطوارئ على السفن السياحية مؤخراً عملية تدريب عملي على مواجهة حريق افتراضي على متن "سيرينايد أوف ذا سيز" (Serenade of the Seas)، السفينة المتواجدة حالياً في مرسى السفن السياحية في ميناء راشد في إمارة دبي حاملةً على متنها 3,000 راكب وطاقم عمل مؤلف من 1,000 شخص.
ويأتي التدريب العملي الأخير في إطار الجهود الحثيثة المبذولة من قبل السلطة البحرية في سبيل تحسين إجراءات الاستجابة للطوارئ وتعزيز التعاون المشترك بين القطاعين العام والخاص للارتقاء بمستوى السلامة البحرية بما يخدم الأهداف الاستراتيجية المتمثلة في بناء قطاع بحري متجدد وآمن في دبي.
وتعمل السلطة البحرية على تنظيم وإجراء تدريبات عملية مماثلة لاختبار بروتوكولات الاتصالات وأنظمة المراقبة والتحكم على متن السفن السياحية وتحديد المجالات الرئيسية لتعزيز سلامة الشواطئ وإعدادات السلامة على متن السفن. واستندت عملية التدريب على افتراض حريق وهمي في أحد القوارب الكبيرة المتواجدة على متن السفينة السياحية، والمُعدّ لنقل الركاب إلى الميناء والذي يستخدم أيضاً كقارب نجاة في حالات الطوارئ بسعة إجمالية تصل إلى 200 شخص.
وشارك في عملية التدريب العملي على الاستجابة للحريق الافتراضي عدد من الهيئات المعنية، بما فيها الهيئة الوطنية لإدارة الطوارئ والأزمات والكوارث (NCEMA) وقوات خفر السواحل وشرطة دبي والإدارة العامة للدفاع المدني ودائرة السياحة والتسويق التجاري بدبي (DTCM) وسلطة موانئ دبي (DPA) ومؤسسة الموانئ والجمارك والمنطقة الحرة (PCFCZ) وموانئ دبي العالمية (DPW) والهيئة الوطنية للمواصلات (NTA) ووكلاء سفينة "سيرينايد أوف ذا سيز".
وقال عامر علي، المدير التنفيذي لـ "سلطة مدينة دبي الملاحية": "يأتي ضمان سلامة ركاب وطاقم السفن الراسية في موانئ دبي في مقدمة أولوياتنا الاستراتيجية. ومن هنا، نحرص في "سلطة مدينة دبي الملاحية" على التنسيق عن كثب مع مالكي السفن لتنفيذ سلسلة من المبادرات الفاعلة مثل عمليات التدريب العملي على مكافحة الحرائق والاستجابة للحالات الطارئة المختلفة في سبيل مواصلة الارتقاء بإجراءات الطوارئ وتعزيز التعاون البنّاء والتواصل الفعال مع فريق الدفاع المدني في دبي. وتعكس العملية التدريبية التي جرت على متن السفينة السياحية "سيرينايد أوف ذا سيز" مدى قوة "فريق الاستجابة لحالات الطوارئ على السفن السياحية" والمستوى العالي من الجاهزية والتأهب لدى كافة الجهات المعنية بما فيها فرق الاستجابة لحالات الطوارئ في السفينة. وسنواصل من جانبنا إطلاق المزيد من المبادرات الاستباقية التي من شأنها توسيع نطاق معارفنا وتعزيز قدراتنا وخبراتنا في مجال التعامل بفعالية مع مختلف حالات الطوارئ وترسيخ مكانة دبي الريادية كوجهة آمنة ومتكاملة للسفن السياحية."
وأطلقت "سلطة مدينة دبي الملاحية" مؤخراً سلسلة من المبادرات الرائدة التي كان لها الأثر الأكبر في الارتقاء بمستويات الأمان والحماية والسلامة البحرية، بما فيها اللوائح التنظيمية الجديدة لنشر "عوامات الإرشاد البحرية" (Navaids) من قبل الهيئات المعنية بالقطاع البحري في إمارة دبي. كما قامت السلطة البحرية أيضاَ بتنظيم العديد من الفعاليات التفاعلية الكبرى وفي مقدمتها "أسبوع دبي البحري 2012"، الحدث الأول من نوعه في إمارة دبي، و"منتدى الشراكة بين القطاعين العام والخاص" (PPP Forum) الذي شكّل منصة تفاعلية لتعزيز التواصل بين الإدارات العليا للمراسي والموانئ في إمارة دبي. وخلال هذه الفعاليات المتخصصة، ناقشت السلطة البحرية أبرز القضايا المؤثرة ذات الصلة بالقطاع البحري مثل خطط الاستجابة للطوارئ وإدارة حركة المرور البحري والنظم واللوائح التي تحكم عمليات المراسي والسلامة البحرية والمعايير البيئية وأفضل الممارسات في مكافحة الحرائق.
