Japan International Cooperation Center (JICE) Launches “Study in Japan” & Japanese Cultural Fair in Abu Dhabi and Dubai

(Abu Dhabi, 01 February, 2017) The Japan International Cooperation Center (JICE), Abu Dhabi Office in Abu Dhabi will host a three-day “Study in Japan” informational fair along with traditional cultural activities in Abu Dhabi on February 4 & 5, 2017 at Novotel Al Bustan Hotel, and on February 6 in Dubai at Sheraton Dubai Creek Hotel. Representatives from four of Japan’s leading institutions will be present to provide UAE students and their parents with detailed information regarding the various courses offered. The institutions include Akita University, Ibaraki University, Kindai University, Tokyo City University as well as the Japan Student Services Organization which offers Japanese language courses throughout Japan.

The aim of the fair is to promote Japan as a leading international study destination for Emirati nationals and UAE residents seeking internationally recognised tertiary qualifications within a country that is welcoming, safe and offers a plethora of unique cultural experiences.

Visitors to the fair will also be able to enjoy various cultural and science-based entertainment, including a Judo performance (February 4th only), Solar Car Model making workshops, a Kyoto Lantern making craft workshops and Science Show performances by popular Japanese science entertainer Charlie Nishimura. There are limited spaces available for the solar car model and lantern making workshops, so interested parties are encouraged to contact JICE to reserve their seat.

International students at Japan’s educational institutions have been increasing year on year, with the latest statistics showing a total of 208,379 students from around the world choosing to study in Japan in 2015; an increase of 13.2% compared to the number of international students in 2014, which previously saw an increase of 9.5% compared to 2013 figures.

Among these, students heralding from the United Arab Emirates have also been increasing, with 207 Emirati nationals studying in Japan in 2015, resulting in a 107% increase compared to the number of Emirati nationals studying in Japan in 2014, which was an 89% increase on 2013 figures. 2016 figures are yet to be announced however another year of increased numbers is expected.

Says Mr. Tokuya Kanamori, JICE Abu Dhabi Office Manager: “Japan continues to proactively welcome students from the UAE and the Middle East to further their education in a wide variety of disciplines. Interest to study in Japan from Emirati nationals has been increasing not only because of the quality of the academic courses offered, but because both male and female students can further their academic pursuits within a safe, welcoming, respectful and nurturing environment, while at the same time experience unique cultural and sub-culture interests that only Japan can offer. We are happy to see the number of Emirati nationals choosing to study in Japan increasing. To encourage this trend further, JICE will also provide information on UAE and Japanese scholarships.”

University representatives from four of Japan’s leading tertiary educational institutions, including Akita University, Ibaraki University, Kindai University, Tokyo City University, will be in attendance at the fair to personally provide information about their institutions, courses and facilities to interested students and their families.

All four participating universities offer courses in Mechanical, Electrical, Civil and Nuclear Engineering.

Unique to this year’s fair will be the craft demonstrations of two brothers, Shun and Ryo Kojima, whose ancestors founded a traditional Japanese lantern making studio known as Kobishiya Chube more than 220 years ago. Continuing the family traditions they use a traditional lantern making technique known as jibari-shiki, which is a technique unique to the ancient Japanese capital of Kyoto. The manufacturing method consists of creating a lantern frame by bending bamboo strips into individual rings and fixing them together with hemp strings, which results in the production of sturdy lanterns that are easy to repair. The amount of time, effort and craftsmanship required in the creation of each lantern is significant, resulting in this method of lantern production becoming extremely rare in recent years. Nevertheless, the Kobishiya Chube studio continues to supply Japanese temples, shrines, shops and restaurants with its high quality crafted lanterns.

ويقوم البنك على مبدأ توظيف الإمكانات الحقيقية للاقتصاد العربي والاستثمارات الإسلامية، وتعزيز العلاقات الاقتصادية بين الدول العربية ليكون معبراً للتكامل الاقتصادي فيما بينها. كما يهدف البنك إلى ترسيخ الفهم الاقتصادي الصحيح للاستثمار المالي، وذلك من خلال التركيز على تمويل المشاريع التنموية، خصوصاً في المجالات الزراعية والحيوانية والصناعية المرتبطة بها، وتحقيق الأهداف الإنمائية في السودان.

ويستهدف البنك، ومركزه جمهورية السودان الديمقراطية، المستثمرين العرب الساعين للاستثمار بالسودان، والشركات السودانية ذات الشراكة مع نظيرتها الخليجية.

وسيتم تخصيص نسبة مهمة من أصول البنك، الذي يعتمد مبادئ السرعة والدقّة والسهولة في الإجراءات، ومواكبة خدمات وحلول الصيرفة الإلكترونية، للإسهام في توسيع مظلة التمويل الأصغر الذي يشجع صغار المنتجين، لدفع عجلة الاقتصاد إلى الأمام بصورة متسارعة.

وتعتبر السودان من الدول الرائدة عالمياً في توفير حلول التمويل الأصغر. وتولي حكومة السودان أهمية كبيرة لهذا النوع من التمويل الذي تعتمد عليه نسبة كبيرة من المشاريع التنموية والزراعية في البلاد، حيث وجّه الرئيس السوداني، عمر البشير مؤخراً، بنك السودان المركزي، بضرورة إيلاء التمويل الأصغر اهتماماً أكبر للإسهام في دائرة الإنتاج والإنتاجية. كما خصّص السودان 16 مليون دولار، أو 47% من إجمالي حصته من التسهيلات التمويلية المقدّمة من الصندوق الدولي للتنمية الزراعية (إيفاد) والبالغة 34 مليون دولار، لمشروعات التمويل الأصغر في 2017.

يشار الى إن هناك توجها قويا لدى المستثمرين الإسلاميين للاستثمار في المشاريع التنموية والأصول الملموسة التي تسعى إلى تحقق الازدهار في الدولة الإفريقية التي تقدّم فرصاً استثمارية كبيرة وعوائد مستدامة، مشيراً إلى إن مجتمع الاستثمار الإسلامي لديه رأس المال ويتمتع بالدافعية والرغبة للمشاركة في المشاريع التي توفر فوائد اجتماعية واقتصادية واضحة للناس وأصحاب المصلحة

وتشير التقارير أن الاقتصاد الإسلامي سوف يحقق نسبة نمو سنوية مركبة تصل إلى 8%، أي من 1.9 تريليون دولار أمريكي حالياً إلى 3 تريليون دولار بحلول العام 2021 هذا وقد تضاعف حجم القطاع بين العامين 2011 و 2015 مما يجعل الحاجة ماسة لإشراك المصارف الإسلامية في عدد أكبر من المشاريع التنموية في المنطقة.

ماكلارين أوتوموتيف تتعاون مع عدد من الشركاء البارزين لتطوير تكنولوجيا محركات الاحتراق المستقبلية

الإمارات العربية المتحدة، دبي، 01 فبراير 2017: أعلنت ماكلارين أوتوموتيف عن مشروع استراتيجي لتصميم وتطوير تكنولوجيا الجيل القادم من وحدات الطاقة. ومن خلال العمل مع عدد من الشركاء، ومن ضمنهم مجموعة بي إم دبليو، سيساهم المشروع في تطوير تكنولوجيا احتراق متطورة تقدم ناتجًا أفضل مقابل السعة في المحركات المستخدمة حاليًا. كما أنه يهدف لخفض مستوى غاز ثاني أكسيد الكربون وزيادة الطاقة الناتجة عن المحرك في الوقت ذاته. ومن المفترض أن تطبق هذه التكنولوجيا في المحركات التي ستنتجها ماكلارين في المستقبل.

إعداد اتفاقية مستوى الخدمة مع مزود خدمات الاستضافة

مع تزايد اعتماد الخدمات المدارة والسحابية، سواء عن طريق الاستعانة ببعض او كامل وظائف تقنية المعلومات من مصادر خارجية لمزود خدمات طرف ثالث، تنامت أهمية اتفاقيات مستوي الخدمة سهلة التطبيق وسهلة الاعتماد لتجنبت اللبس وحالات الغموض، في كثير من الأحيان يكون مستوي الجهد المبذول في إعداد اتفاقية مستوى الخدمة (SLA) بين مقدم الخدمات والعملاء النهائيين، متناسبا مع مدة التعاقد. وعادة، تحظي العقود طويلة الأجل بوصف أكثر تفصيلا وصرامة.

ويحتاج مزودي خدمات الاستضافة لمثل هذه الاتفاقيات من أجل إدارة توقعات العملاء. بالإضافة الي تحديد الموقف من الوفاء بالمسئوليات او العرضة للانحراف عن الأداء المتوقع. أما بالنسبة للعملاء النهائيين فوجود اتفاقية مستوى الخدمة يتيح مقارنة موضوعية بين خدمات مزود وأخر.

قد يتضمن إعداد اتفاقية مستوى خدمة مكتوبة بشكل جيد وشامل من الناحية القانونية العشرات من مختلف الرؤساء. وتغطي بذلك التعاريف والتفسير، شروط الاتفاق، التزامات مقدم الخدمة، والتزامات العميل والرسوم والدفعات، وتوفير خدمات الاستضافة، ومستويات الخدمة، جداول التوقف، خدمة ومراقبة الأداء، السرية، حقوق الملكية الفكرية، وإنهاء الخدمة، ما بعد إنهاء الخدمة، المسؤولية والتعويض، طبيعة الاتفاق، الانقطاع، العلاقة بين الأطراف، الملاحظات، القانون والسلطة القضائية، الخ

على الرغم من كل ما سبق، هنالك المزيد من البنود الأكثر أهمية المستخدمة في اتفاقية مزود خدمات الاستضافة وهي كالتالي:

• الخدمات - وتشمل وصفا تفصيليا للخدمات التي ستقدم ومجموعة العملاء النهائيين التي من شأنها أن تتلقي خدمات محددة.

• التوافر – وهذا بمثابة وصفا لحدود إتاحة الخدمة. ويمكن أيضا أن يصف الخدمة من حيث الأداء والتوقعات والأعمال والنتائج. وارتفاع متطلبات التوافر، والتكلفة الإضافية للخدمة.

• وقت التوقف: وهو وصف للوضع عندما تكون الخدمة غير متوفرة، واستثناءات المسؤولية والقوي القهرية، وعملية الخصم المرتبطة بفشل التأسيس.

• وقت الاستجابة - هو وصف للوقت اللازم للاستجابة والتصحيح القائم على طبيعة الخلل أو الشكوى.

• التصعيد - للحصول على خدمة استضافة خارجية، خاصة عند وجود اختلافات في المنطقة الزمنية، وهذا الوصف هو الأكثر أهمية لتصحيح الخطأ. حيث التكرار في مكتب المساعدة أو مركز الاتصال قد لا يضمن تصحيح الخطأ في الوقت المناسب.

• جداول التنبيهات – عبارة عن وصف للمهلة المطلوب توفيرها عند وجود أي مخطط لإغلاق أو تعطيل للخدمة. مخططات دورات الصيانة وعادة ما تكون معروفة مسبقا ويمكن أن اعدادها في نتائج الأعمال.

• المقاييس - وهذا هو وصف المعايير المستخدمة كفاءة اتفاقية مستوى الخدمة ونقاط المسؤولية عن الإنتاج والرصد وتصاعد هذه المعايير.

• مكتب المساعدة - وهذا هو وصفا لكيفية استجابة مكتب المساعدة استنادا الي طبيعة الشكوى أو الخطأ أو شكوى العملاء النهائيين.

وبإيجاز، لا يعني لمجرد وجود اتفاقية مستوى الخدمة، بالضرورة تلبية لتوقعات مزودي الخدمة والعملاء النهائيين. والاستفادة من الشروط الواردة في اتفاقية مستوى الخدمة يجب أن يكون الملاذ الأخير. حيث أيضا يمكن تحقيق الكثير دون اللجوء إليها.
